I see on the internet that it is a “large” area, with many facilities, at the same time I read here about fenced-in lots, etc.
Is it then an ordinary “public park”, with small allotments to individual initiatives?
In Italy, individual initiatives would however have a hard time surviving in a completely open space, at least in a large city, where everything depends on force: forceful dog owners vs angry moms vs adolescents who want to kick down a bush vs drug pushers vs police 🙂
This of course is the main practical problem, at least here, for community building starting from a public space.

Everything you write resonates very strongly, indeed it would be good if we could make an alliance of self-managed gardens around Europe.
I would add one important point: creating a community around a garden, means building it around ordinary families who have school-age children. This implies refocusing the whole idea of “community” as a positive, open idea of working together to build a future, rather than on defensively looking back to the past.
This is a crucial and creative way of avoiding the two pitfalls of “defensive identity” and “globalised anonymity” around which European politics now seems to revolve.
