G2G comms is an area I am very familiar with, having recently worked on a project to join up all of UK government with itself, including local government, Councils, neighbourhoods etc. There is an inherent danger however, that increased data synergy in government gives increased power to the centre and this needs to be balanced with policies and practices which ensure that this power can’t be abused by current or subsequent governments or its agents such as police or military. That said, I entirely agree with your argument that it is required and am convinced that it is possible to do so with adequate safeguards in place.
