Alnoor Ladha: The seduction of economic growth is all-pervasive. Even within progressive circles that claim to understand that growth is causing ecological destruction, there is hope in a new type of salvation: “green growth.” This is the idea that technology will become more efficient and allow us to grow the economy while reducing our impact on the environment. In other words, we will be able to decouple gross domestic product (GDP) from resource use and carbon emissions.

This is appealing to the liberal mind — it provides an apparent middle ground and removes the need to question the logic of the global economy. We can continue on our current trajectory if we make the “right” reforms and get the “right” kind of technology.

The hope of green growth is embedded everywhere, from the majority of domestic economic plans to major international policy schemes like the Paris Climate Agreement and the UN’s Sustainable Development Goals. By uncritically supporting these policies, we are unwittingly perpetuating the neoliberal fantasy of infinite growth on a finite planet.

The Logic of “Green Growth”

In some ways, the math is quite simple. We know that the Earth can only safely sustain our consumption at or below 50 billion tons of stuff each year. This includes everything from raw materials to livestock, minerals to metals: everything humans consume. Right now, we’re using about 80 billion tons each year — roughly 60 percent more than the safe limit. In order for growth to be “green,” or at least not life-destroying, we need to get back down to 50 billion tons while continuing to grow GDP.

team of scientists ran a model showing that, under the current business-as-usual conditions, growth will drive global resource use to a staggering 180 billion tons per year by 2050. That’s more than three times the safe limit. This type of economic growth threatens all life on this planet.

In the hopes of finding more optimistic results, the UN Environment Program conducted its own research last year. The team introduced various optimistic assumptions, including a carbon price of $573 per ton and a material extraction tax, and assumed rapid technological innovation. They found that even with these policies, we will still hit 132 billion tons of consumption per a year by 2050.

In a recent article in Fast Company, Jason Hickel, a leading economic anthropologist, argues that there is no evidence to support green growth hopes. He concludes that although we will need all the strong policies we can get — carbon taxes, resources extraction taxes, more efficient technology, etc. — the only way to bring our economy back in line with our planet’s ecology is to reduce our consumption and production.

This is the core problem that no one wants to address. This is the taboo of Western civilization — the ground zero of values. It is the reason we make up fictions like green growth.

In order to start imagining and achieving real alternatives, we first have to dispose of the false solutions and distractions that pervade the discourse on social change. Right now, it is incumbent on the progressive movement to challenge green growth or any other prophylactic logic that keeps us bound within the ideological concrete of growth as our only option.

Growth as Distributed Fascism

Our global economy is a Ponzi scheme. We have a debt-based economic system that requires growth to exceed interest rates in order for money to be valuable. The World Bank and others tell us that we have to grow the global economy at a minimum of 3 percent per year in order to avoid recession. That means we will double the size of the global economy every 20 years.

For capital holders — rich countries and the rich within countries — this makes complete sense. They disproportionately benefit from the growth system. Growth is the source of their power. It is what keeps them not just rich, but ever-richer — which means ever-more powerful. They are where they are in this system because their interests align with the “Prime Directive” of the system: more capital for its own sake. The reason the people currently in power are in power is because they believe in growth, and because they are good at delivering it. That is the sole qualification for their jobs. Of course, they are not going to be able to see the problems growth causes; they are, by job-definition and personal identity, growth-fanatics.

As for the rest of us, we are tied into this system because growth is the basis for our livelihood, it is the source of our jobs, and our jobs are what allow us to survive in the debt regime.

It’s a tightly woven system that requires our collective complicity. Although we may know that every dollar of wealth created heats up the planet and creates more inequality, we are tied into the system through necessity and a set of values that tells us that selfishness is rational, and indeed, the innately and rightly dominant human behavior we must orient around. We’re coerced into a form of distributed fascism where we as individuals extract more, consume more, destroy more and accumulate more, without ever being able to step back to see the totality of a more holistic worldview.

Post-Growth as Localism

So, what must be done? The first place to start is to challenge the growth dependency of the current operating system. Then we start looking for the antidote logic. Capitalism is characterized by its imposition of monolithic values — the final outcome of the “American Dream” is for everyone to live as consumers in pre-fabricated houses; leveraged by Wells Fargo mortgages; living off Citibank credit cards; wearing Nike shoes; distracted by Facebook, Google and Apple products; drinking Nestle bottled water; and eating Monsanto laboratory foods, while bobbing our heads to Miley Cyrus or Jay-Z.

The antigen to monoculture is polyculture — many ways of being and living. This requires a transition to localism, which is another way of saying ways of life in which we are connected to our environment, so we see and understand the impacts of our consumption. Localism creates contexts in which we can look into the eyes of the people who make our clothes and grow our food, so that our choices can be informed by their impact on human relationships and well-being, not just convenience and a price tag.

This means working to strengthen local communities and create far more self-sufficient economies. Luckily, we have on hand ready guides and knowledge in the Indigenous cultures that have survived longest on this planet, and whose way of organizing and being are in greatest harmony with the biosphere. It means actively opting out of globalized industrialism as much as we can, by creating interdependence through sharing and cooperation, rather than dependence on economic trade and extraction.

At a national level, we could start by ditching GDP as an indicator of success in favor of more holistic measures, like the Genuine Progress Indicator or a Bhutanese style Gross National Happiness, which are built around life-centric, intrinsic values and take account of negative externalities like pollution and resource degradation. We could roll out a new money system that doesn’t necessitate endless growth and debt. And we could put caps on material use, so that we never extract more than the planet can regenerate.

This type of post-growth thinking must become the central organizing principle of society the way “self-determination” was the operating principle of post-World War I society (at least in rhetoric). Localization should be the rallying cry of both nation-states and communities alike who are nimble and brave enough to transcend the shadows of scarcity and self-interest. Localism requires a sensitivity and attunement to local contexts, geographies, histories and cultures. It requires us to contract new types of relationships with each other, with ourselves, with the state, and with Nature itself.

There is no traditional blueprint for these types of economic models. This may seem daunting. But our current trajectory is even more daunting. Unless a politically significant mass of people actively rejects the false god of growth and chooses a different path, our current economic system will crash under its own weight and take most life as we know it with it. As the late British economist David Fleming reminds us, “Localisation stands, at best, at the limits of practical possibility, but it has the decisive argument in its favour that there will be no alternative.”

About the Study

Resource and energy demand has increased over the last few decades, with more extraction and land use happening in more countries than ever before. The rising resource demand from the industrialized countries and emerging economies depends on the resources located in the Global South. Many governments in the Global South have opted to advocate for natural resource exploitation as a pathway to greater socio-economic development.

However, this route needs to be challenged by looking at the actual benefits and costs imposed on people and the environment by current practices in the natural resource arena. The perspective of many affected communities is clear: They do not currently stand to gain, and indeed often suffer, from present approaches. Accordingly, they are calling for greater participation in decision-making and protection of their rights in natural resource development and governance.

Opening up lands for resource development projects in the Global South generally goes hand in hand with enshrining participation rights for the public to ensure their input in decision-making. In many places, however, civil society actors who are pushing for a greater say in project implementation or resource governance face increased pressures. When non-governmental organizations (NGOs), community-based organizations, and their individual members make claims about the use of natural resources, they face particular threats to – and restrictions on – their space, generally characterized by a high level of physical intimidation, and even lethal violence.

These pressures may also include the initiation of unfounded criminal investigations, surveillance, defamation, burdensome registration requirements for NGOs, stricter regulation of foreign funding for NGOs, and the restriction on demonstrations. Such pressures on civil society in the natural resource arena are not an isolated development, but part of a larger, seemingly global trend to cut back civic space, as documented by organizations such as CIVICUS in their annual State of Civil Society Report, or by the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and Association.

The concept of “space” moves attention away from single types of pressure, for instance a narrow focus on the freezing of funding. It thus serves to more fully capture the wide range of pressures and restrictions experienced by civil society organizations. In addition, it enables studying the interaction between – and possibly sequences of – different forms of restrictions. Space, then, denotes the possibility and capacity of civil society to function in non-governmental or community-based organizations and to perform its key tasks. Without a real place at the table, civil society space can deteriorate into “fake space.” A study of civil society space should, therefore, not only focus on the pressures faced, but also include an analysis of civil society’s ability to use that space to actually obtain a real voice and induce change.

Country comparison of claims to natural resources

The study at hand was designed to uncover common patterns and dynamics of restrictions on – and coping strategies adopted by – civil society actors in the specific context of natural resource exploitation. It draws on case studies in India, the Philippines, Mexico, and South Africa. These four countries have huge reserves of natural resources, whether in the form of deposits for extraction or vast tracks of land suitable for energy production or industrial agriculture. They are all also home to conflicts about their natural resources, in particular with regard to their exploitation, development, and governance. In addition, the four countries can be considered “partial democracies,” in contrast to strong authoritarian or strong democratic states.[1]

One salient feature of partial democracies is the difference between the de jure space of NGOs, which is the space they should have according to applicable legislation, and the de facto space of NGOs, or the actual existing space in which they operate (Van der Borgh & Terwindt 2014, 15-16). This study relies on qualitative interviews conducted with grassroots organizations and NGOs working in the field of natural resources. In addition, individuals were interviewed who are working on the international level for international NGOs or governmental institutions and whose mandate explicitly includes the support of civil society or the protection of human rights defenders.

Patterns in restrictions

The examples of natural resource governance in Mexico, South Africa, the Philippines, and India show how laws and administrative decisions allow for and foster natural resource extraction without ensuring adequate participation rights. Guarantees for participation, albeit enshrined in national legislation, do not automatically protect those affected. On the contrary, communities, civil society activists, and NGOs often have to actively advocate for being included in decision-making by government or the private sector. If communities and NGOs push to be heard and have their criticisms taken into account, violations of their civil and political rights frequently ensue through, for example, defamation in the media, threats per SMS, arrest warrants, or even killings. The sequence and kinds of pressures on civil society tend to follow the logic of natural resource exploitation and are often traceable to specific stages in a project.

Early on, information is rarely made available to communities, hampering any efforts to make an informed decision or mobilize. As soon as critics start speaking up about a project’s negative impacts and their opposition to it, they face pressure. This pressure can be in the form of targeted intimidation, stigmatization, or the criminalization of individuals or organizations. The stage of a project in which extraction licenses get approved is often marked by high levels of contention. Public protests can lead to mass criminalization, administrative restrictions on the freedom of assembly, or physical encounters, and vice versa. Finally, not only, but in particular, leaders who continue to resist the implementation of extractive projects despite earlier threats and defamation can risk being killed.

Even though killings are certainly the most drastic threat faced by communities and NGOs, already before such killings occur, many communities may have been intimidated to an extent that leads them to the decision to remain silent. Killings really are only the tip of the iceberg, and support for community members and NGOs should thus come long before they face physical harassment. It has also become clear that a number of actors play a role in putting pressure on those speaking out, ranging from government bureaucrats and police forces to private security guards, company managers, and neighbors in communities.

Designing strategies to defend and reclaim space

In response to such threats, civil society, in coordination with governments and international institutions, has developed a wide range of measures and coping strategies to shield and protect community-based organizations, NGOs, and their individual members against such pressures, and to reclaim space for organizing and speaking out. Lessons learned have been collected in a number of manuals and toolkits, which can serve as guidance to other organizations and communities. Some measures focus on protecting physical integrity and security, such as access to emergency grants, security training, provision of secure spaces or relocation, accompaniment, medical assistance and stress management facilities, awards and fellowships, or solidarity campaigns and visits.

Other strategies have been developed specifically to counter administrative restrictions on registration, operation, and funding of NGOs, or for responding to fabricated charges. While some of the strategies thus counter particular types of pressures, guidance has also been developed to explain the availability of support that can be offered by European Union missions, United Nations institutions, or national human rights institutions. Specific attention has also been paid to the particular risks for women who take leadership roles and speak out publicly.

Thus, although a variety of measures and support mechanisms exist, it can be difficult to assess what is most strategic in a particular situation. As one of the most prevalent forms of defensive responses, affected community members and NGOs often opt for emergency response measures. Yet, these ad hoc measures present a number of problems. Security precautions may end up being so time-consuming that those at risk might prefer to focus on their political work instead of meticulous adherence to security protocols. Meanwhile, choosing to fly under the radar may result in unintentionally downplaying or obscuring the extent and nature of the threats and harassment they face. With limited time and resources, organizations have to make choices and may end up getting caught in reactive response loops, leaving fewer capacities to dedicate to longer-term strategies.

In addition to short-term response measures, movements try to develop proactive, longer-term strategies. Through visibility campaigns, they strive to expose restrictions on the space of civil society and the authors of such pressures. Affected communities, civil society activists, and NGOs also engage in human rights advocacy with government actors to guarantee a secure space for the exercising of their political and civil rights. These long-term strategies face a number of challenges. For example, the decision to go public and demand accountability might mean exposing victims of harassment to further threats.

Reliance on human rights entails further dilemmas. Although human rights advocacy is the most prevalent framework to counter pressures on civic space, it has limits when economic interests are at stake or when governments refuse to pledge adherence to human rights. Against this background, it is indispensable to develop further proactive strategies countering the very dynamics that are so characteristic of natural resource projects and that allow for, and result in, killings and other forms of restrictions.

Changing structures – enabling participation

Given that the type and sequence of pressures are closely related to the stages and actors in the natural resource arena, proactive strategies can push for changing those structures that shape natural resource development. This report addresses three such structuring elements: consultations, business, and law.

Consultations: An essential step in resource development legislation, policies, and projects is the inclusion of civil society, and affected communities in particular, in decision-making. Protests and conflicts are often intensified by thwarted attempts at meaningful participation. One tool that has become widespread in law and practice is the “consultation” process, which is at the heart of civil society participation in decision-making about natural resource projects. Increasingly though, consultations have been criticized as hollow exercises to legitimize extractive projects, without taking local concerns into account.

When affected communities and NGOs set out to exercise their rights to freedom of expression and peaceful assembly against this continued exclusion, destructive dynamics may be set in motion in which community divisions, defamation of leaders and NGOs, and public protests can eventually lead to physical confrontations that sometimes result in violent actions against civil society, including targeted killings. Certain fundamental changes are needed to avoid consultations becoming mere window dressing to push through extractive projects.

For example, civil society participation should not only be guaranteed once a project is planned, but also in the adoption of trade rules in multilateral and bilateral fora, legislative proposals on extractive industry regulations, and national and regional development plans. Consultations must rely on adequate access to information. The imbalance of power between businesses and communities needs to be tackled, and financial institutions should create the right incentives. Benefits should be shared adequately, and it should be recognized that not all projects are viable.

Business: Response strategies that deal with the involvement of business actors are poorly developed. What is expected of corporations in the natural resource arena needs to be made more explicit, and new ways must be found to push business actors to live up to their responsibilities. Business is still all too often viewed as an “outsider” to local dynamics, thus exempting them from actively preventing and countering the pressures faced by civil society members and NGOs critical of particular projects or development policies. Business should be pushed to implement the, at times promising, rhetoric it has adopted, and be reminded of its responsibility through complaints in (quasi) judicial fora. Financial institutions and the money they provide are often the backbone of natural resource projects, and the leverage they have over business behavior should be utilized more effectively to enforce relevant standards on community protection. Companies need regulation and oversight, and home as well as host states should assume a more prominent and effective role in implementing such structures.

Law: Legislation plays a key role in shaping natural resource governance, but it often favors corporate investments over the protection of local communities. Laws are also instrumental in restricting civic space through administrative regulations or practices of criminalization. At the same time, though, social movements can use legal instruments strategically as leverage vis-á-vis more powerful actors. Communities and NGOs therefore need tools to counter legal pressures and develop strategies to use legal procedures to reclaim their space and influence.

Guaranteeing access to essential goods and services for all people would go a long way to establishing a global economy that serves the common good, but it falls short of ensuring that the overarching economic framework is inherently fair and environmentally sustainable.

New economic arrangements also need to reverse decades of privatisation, corporate control and profiteering over the Earth’s natural resources (such as water, oil, gas and minerals) so that nations can share the global commons more equitably and sustainably. This presents an epochal challenge for the international community at a time when humanity as a whole is already consuming resources and emitting waste and pollutants 50% faster than they can be replenished or reabsorbed.

Clearly this state of affairs cannot continue indefinitely, and governments may eventually be forced – through public pressure or intensifying ecological catastrophe – to abandon the current economic logic in favour of a cooperative strategy for sharing the world rather than keeping it divided. Two basic prerequisites will remain essential to successfully negotiating such a transition. Firstly, governments have to accept the need to limit resource use in both national and global terms. Instead of the endless drive to increase economic growth and maximise profits, the goal of economic policy must shift towards a sustainable sufficiency in which nations aim to maximise well-being and guarantee ‘enough’ for everybody, rather than encouraging the consumption of ‘more’ of everything.

Secondly, nations will have to collectively formulate a recognition that natural resources form part of our shared commons, and should therefore be managed in a way that benefits all people as well as future generations. This important reconceptualization could enable a shift away from today’s private and State ownership models, and towards a new form of global resource management based on non-ownership and trusteeship.

Transitioning to a sustainable world

New governance regimes for sharing natural resources could take many forms. For example, in line with the Common Heritage of Humankind principle that already exists in international law, many of the commons that are truly global in nature, like the oceans and atmosphere, could be held in a global public trust and managed by elected representatives, or else by newly created United Nations agencies. Another option for governments is to maintain sovereignty over the natural resources held within their jurisdiction, but agree to a coordinated international programme of sustainable use of those resources and the sharing of national surpluses.

Such economic arrangements may finally make it possible for governments to progressively reduce and equalise global consumption levels so that every person can meet their needs within the limits of a finite planet. To achieve this, over-consuming countries would have to take the lead in significantly reducing their national resource use, while less developed countries increase theirs until a convergence in levels of material throughput and carbon emissions is eventually reached. At the same time, a progressively tighter cap on the overall rate at which nations consume resources could ensure that global consumption patterns are gradually but definitely reduced to a sustainable level. To facilitate this dramatic shift towards ‘fair share’ ecological footprints, the international community will also need to adopt a low-carbon development strategy by significantly reducing dependence on non-renewable fuels and investing heavily in alternative sources of clean energy.

The implications of implementing any form of global mechanism for sharing natural resources cannot be underestimated. For example, the transition to an era of cooperative resource management is dependent on more inclusive governance at all levels, the democratisation of global institutions (including the United Nations), and a shift in power relations from North to South. An orderly transition will inevitably have to be negotiated and coordinated by UN Member States, which presupposes a degree of international cooperation that is increasingly lacking today. World leaders have yet to move beyond the self-interest and aggressive competition that characterises foreign policy, and are heavily invested in maintaining the dominant economic model that prioritises short-term business interests ahead of a healthy ecosystem and social justice.

Hence we cannot wait for governments to rethink the management of an economic system built upon endless consumption and competition over scarce resources. A solution to global environmental and resource security crises can only be brought about by the active engagement of civil society, with concerted efforts to overcome the corporate and political forces that stand in the way of creating a truly cooperative and sharing world.

In an earlier post (here), I summed up Dardot and Laval’s position on how we should think the common. What I want to do now is focus on the nine key political propositions about how to build the common to which their thought leads them. I have inevitably had to condense their writings and leave out many of their key references but have done my best to convey the spirit of what they propose faithfully.

Proposition 1: it is necessary to construct a politics of the common

Although the politics of the common builds on the tradition of 19th century socialist associationism and 20th century workers’ councils, it can no longer simply be thought in an artisanal context or in that of the industrial workplace. Nor will it emerge from some sort of encirclement of capitalism from the outside, nor from some mass desertion. There can be no politics of the common without a rethinking of property rights concerning the land, capital and intellectual ownership. Rights of use rather than rights of property must be the juridical axis for the transformation of society. It is necessary to find the correct form for the common production of society by creating institutions of self-government (whose role will be the production of the common) in all its sectors. It must not be thought, however, that the existence of a common principle will simply abolish the distinction between different socio-economic, public or private, or political spheres. To prevent public deliberation being captured by the interests of any one socio-professional category, the sphere of production and exchange must be completely reorganized around the self-government of the commons. Each commons must also take account of all the ‘externalities’ of its activity so that the its governance includes the users and citizens concerned by the activity. The socio-economic arena thus becomes schooled in co-decision taking.

Proposition 2: we must mobilise rights of use to challenge property rights

Historically, the articulation between the socio-economic and the public has been constituted by the double principle, coming from Roman law, of dominium (exclusive private property) and imperium (the overarching power of the sovereign). The politics of the common must challenge this double absolutism. Traditional ownership rights grant owners completely free use of their property and therefore imply no accountability before others. In contrast, the user of what is in common is tied to the other users by the co-production of the rules that govern the common use.

It might seem that capitalism itself is moving away from traditional models of property attached to physical things as it moves increasingly towards the provision of services, rather than the selling of goods. Instead of buying property, service users increasingly buy access, something that might seem to announce new models of co-use, and a multiplication of types of rights (rights of use, rights to rental revenue, rights to buy and sell different rights). But we are in reality moving to new forms of enclosure that concern time rather than space: the user has to pay as long as (s)he continues to use something. At the same time, corporations retain ownership and control of the networks through which individuals interact. In this situation, the right of co-use is a hollow one entirely dependent on the will of a higher body that is alone empowered to take decisions. To be truly common, use must be decided by collective deliberation. This is very different from the idea that the common is the equivalent of the universal so that a piece of land, say, is available to be used by everybody. For there to be common and not simply shared things, there must be co-activity. Rather than seeking to develop a form of property right that broadens ownership to include everyone, there must be a right of use that can be mobilized against property rights. The care of a common can only be entrusted to those who co-use it and not to states.

Proposition 3: the common is the route to the emancipation of labour

We always work with others. We also work for others. To work is always to engage oneself in shared action with moral, cultural and often aesthetic dimensions. Work is a way of affirming ones belonging to a community or a peer group. If workers are still attached to their labour, it is not simply due to alienation, voluntary servitude or economic constraint. It is also because work remains the activity through which individuals collectively socialize themselves and maintain ties to others. But we should not think that, by assembling workers, capitalism somehow allows for the spontaneous emergence of a truly co-operative workplace. The neo-liberal enterprise practices forced co-operation. The enterprise demands the active mobilization of the workers while reducing them to simple operatives. The long neglected struggle for workplace democracy must therefore be replaced at the heart of our efforts. It is not enough to ‘enrich’ workers’ tasks or to ‘consult’ them from time to time on their workplace conditions. They must take part in the elaboration of the rules and decisions that affect them. In order for the enterprise to become a truly co-operative space, it must become a democratic institution freed from the domination of capital.

Proposition 4: we must institute the common enterprise

The liberation of work from capitalist control will only be possible if the enterprise becomes an institution of a democratic society and ceases to be an islet of management and shareholder autocracy. As Marc Sagnier famously said, ‘we cannot have the republic in society as long as we have monarchy in the enterprise.’ Any workplace democracy is incompatible with capitalism’s control of what it considers to be its exclusive property. Yet state control is not the way forward. This is the obstacle on which socialism has historically stumbled: so-called social or collective property has been reduced to state property unable to practice anything other than a centralized, bureaucratic and inefficient form of management. In this context, the traditional workers’ co-operative offers an interesting alternative model whereby workers choose their managers, vote on the direction taken by their company and subordinate the company’s capital to their decisions rather than the other way round. But, although an important testing ground for alternative models, this has traditionally been a minor alternative caught between capitalist competition on the one hand and state enterprises on the other. In any case, it is not enough to institute the common in the workplace, as an islet of autonomy. It is necessary to think about how we would reintegrate the economy within the social and introduce a plurality of points of view (worker, consumer) within democratic workplace governance. In the process, the notion of the market itself would need to be rethought to re-inscribe the freedom of individual consumer decisions within frameworks decided collectively, especially at a local level, so that the consumer would no longer be played off against the worker as is the case today.

Proposition 5: association within the economic sphere must pave the way for the society of the common

The third sector or non-lucrative economy is sometimes presented as an alternative economy or even an alternative to capitalism. But the third sector varies from country to country both in definitional terms and in practice and typically involves institutions with different logics: it can be associative, on the one hand, providing mutual support among members of a profession or social group; it can be charitable, on the other, building on a religious tradition. It is therefore difficult to present this diverse assemblage as an alternative to capitalism especially given that its activities are exposed to considerable pressure from both capitalist enterprise and state bodies. Far from promoting an alternative economy, the associative sector currently tends to play a low cost sub-contracting role for the welfare state with the number of its poorly protected and low paid workers rising even as state employers have seen their numbers stagnate or fall. Under certain circumstances nonetheless, the social economy can place in question the monopoly of the definition of the general interest by the state and of value by the market. The kind of locally anchored conviviality preached by André Gorz and Ivan Illich, involving new solidarities at the level of the village, the town and neighbourhood, is undoubtedly something whose potential we should not underestimate. On its own, however, it is not sufficient to create a politics of the common.

Proposition 6: the common must establish social democracy

For some people, the objective of a progressive politics should essentially be the rebuilding of the welfare state. We should never forget, however, that the common was perverted by the state and that the latter now seeks above all to reduce the scope of welfare and to adapt it to the constraints of competitiveness. The social (welfare) state negates the common as the co-activity of the members of society. Its social protection and economic redistribution is granted in return for the abandonment of any real economic citizenship within the enterprise and submission to the most pitiless norms of new forms of organization of work. Therefore, any politics of the common should first aim to return the control of the institutions of reciprocity and solidarity to society.

Proposition 7: public services must become institutions of the common

Nineteenth century associative socialism and twentieth century workers’ councils sought to separate the institutional form that socialism should take from the bureaucratic management of the economy by the state. But these movements generally failed to foresee the future scale that public services would take. Because the latter are sites of conflict and struggle, they should be seen neither as ‘state apparatuses’ working for bourgeois domination nor as institutions fully serving society. The question that therefore arises is how to make them into institutions of the common organized around common rights of use and governed democratically. To this end, the state should no longer be seen as a gigantic, centralized administrative system but as the ultimate guarantor of the satisfaction of needs collectively judged to be essential. The administration of services should be entrusted to bodies including representatives of the state, workers and citizen-users. While services should be administered locally, the state, through the constitution or some other fundamental juridical document, should make access to the common a right. A solution of this sort is needed to guard against the danger of state centralism but also to prevent the reactionary exploitation of localism and regionalism.

Proposition 8: it is necessary to institute the global commons

How can we make the common the political principle for the reorganization of the whole of society under conditions which preserve an irreducible plurality of ‘commons’ of very variable shapes and sizes, going from local commons to global ones? How can we ensure a coordination of the commons without undermining the self-government of each common without which there can be no meaningful co-obligation and therefore no true common?

Various types of solution have been proposed. Some have sought a way forward in the affirmation of the rights of humanity as the basis of new world legal order, with the recognition of ‘crimes against humanity,’ or ‘world heritage sites’ pointing towards the progressive emergence of ‘humanity’ as a rights bearing subject. We know, however, that by retaining the monopoly of the use of force, states can paralyse the development of such a system of rights. We also know how neo-liberalism structures the world according to norms of competition, predatory strategies and warlike logics rather than principles of co-operation or social justice. We note too how neo-liberal practices have led to ‘law shopping’ (shopping around for the most advantageous conditions) in the domains of taxation and commercial and employment laws. These practices make law itself an area of capitalist competition and an object of commerce. In questions of health, culture, access to water, and pollution, the logic which is imposed is that of free-exchange and absolute respect of (private) property rights. A whole globalized and globalizing juridical apparatus made by and for capital is working to produce the institutions of ‘cosmocapital.’ We are witnessing an authentic privatization of international law.

Another discourse seeks to use the tools of classic economic science to plead in favour of ‘global public goods.’ At the start of the 1990s, seeming to diverge from the dominant neo-liberal path, and influenced by figures such as Mahbub ul Haq and Amartya Sen, the United Nations widened the definition of development to include criteria such as life expectancy and literacy. It is in this context that the notion of global good governance emerged and was linked to the production of ‘global public goods.’ Economists of the UNDP (United Nations Development Programme) have put forward a tripartite categorization of global public goods: (overused) globally indivisible goods (the ozone layer, the climate); (underused) man-made global public goods (scientific knowledge, the internet); goods that result from integrated global policy (peace, health, stability). One problem with the definition of these goods is its negative, residual nature –it applies to those things that the market cannot ‘spontaneously’ produce. Another issue is who or what will ensure their production: a global state? One answer given by the UNPD is that private actors should be incentivized to take responsibility for them, if necessary through market mechanisms and the reinforcement of property rights, as in the case of global trading in CO2 emissions. The effective outcome is to appear to deal with major questions while actually neutralizing any real challenge to the existing global order. While capitalism takes on the progressive colours of corporate social responsibility, it needs in fact to profit from all the ‘externalities’ put at its disposition by governments, benevolent associations and NGOs. Corporations need political stability, urban infrastructures, ‘high performing’ university systems and even charitable support for low paid workers and prisons for criminals in order to enjoy the environment most favourable to them.

It is clear that dominant neo-liberal logics need to ensure that demands for defense of the global public good be channeled towards the economic terrain of reified common goods in order to restrict their grasp. Progressive political struggle, on the other hand, seeks to extend the reach of common goods by attaching them to fundamental rights so that they are not simply goods but also involve access to services and institutions. In a context where neo-liberal states have become active agents of de-democratisation, it is understandable that political progressives such as counter-globalisers should seek to transform what used to be citizen based welfare rights into universal human rights thus welding the universalist reach of the old welfare state to the problematic of the global commons. But apart from being quite artificial, this move is also an attempt to transfer the old western social model to a radically changed context. It is hard to see how existing states, dominated as they are by capitalist logics, will provide support for the global commons or dispense the common good. Citizen rights, on the other hand, are worth struggling over. They form a core component of modern political subjecthood. But for them to be meaningful, citizens must not simply be social citizens, consumers of services who evoke their rights to welfare. They must be politically and civically active citizens who are able to invent institutions that will allow them to be conscious co-producers of the common.

Without some major shift, the future is unlikely to be one of ordered pluralism. It is more likely to be the kind of re-feudalization evoked by Alain Supiot whereby the social function of states shrinks and the repressive function grows, nation-states may fragment into region-states and there is a multiplication of local and supranational powers following a logic of multi-facetted fragmentation. In the face of this, can the old Westphalian system of nation-states still be patched together without us being swept up in the vast reactionary, nationalist and xenophobic movement which everywhere threatens to grow? We should perhaps ask if we have not come to the end of centralist mode of organization of the state and the forms of subjectivation linked to it. We should then ask ourselves what form of political organization would be capable of giving institutional form to the co-production of the global commons.

Proposition 9: It is necessary to institute a federation of commons

The only political principle that respects the autonomy of local governments is the federal principle. A federation is a contract, treaty or convention whereby one or several communes, or groups of communes, enter into a relationship of mutual obligation for one or several ends. Its essential feature is the reciprocal obligation which excludes all subordination of one party to another in a way which contrasts directly with the kind of sovereignty exercised by the state.

Given the existence of different models of federalism, our task is to identify which particular model lends itself to the practice of shared use at all the levels of social life. Here the thought of Proudhon rather than the Marxist tradition offers the best way forward. While Marx focused on the need for the proletariat to conquer state power, Proudhon preached a dual federal model: a federation of units of production, on the one hand, and of communal units, on the other. This model shows how the political democracy of communes could be combined with the industrial democracy of the workplace. In Proudhon’s eyes, the shared principle that could co-ordinate these two types of common was mutuality and the mutual obligation enshrined in laws of contract. Yet, while in line with Proudhon’s project to replace laws with contracts, this extension of mutuality implied the application of an essentially economic concept to the political sphere. A more suitable unifying principle is clearly the common which is a political principle equally suited to the governance of the socio-economic sphere and the public, political sphere. In terms of the co-ordination of these different commons, there would be no pyramidal hierarchy whereby each higher instance would enjoy greater powers than lower ones. In particular, the state, or any supra-state body, would simply be one level amongst other, with no special privileges or prerogatives. The lower levels could interact among themselves, in a horizontal manner, and on the basis of shared activity, without needing to work through the higher levels. Socio-economic commons (of production, of consumption, of seed banks or whatever) would be constituted independently of any territorial logic and in accord only with the necessity to assume responsibility for the activity for which they have been formed. Thus, for example, a river common might traverse several regional or even state boundaries. Political commons, in contrast, would be constituted according to a rising logic connecting together territories of increasing scale up to an including the global level.

What kind of citizenship could correspond to this proposition for a global federation of commons? It could certainly not be some ‘global citizenship’ thought along the lines of the nation-state model. It would have to be plural and decentred. The problem is that, the more citizenship is extended in territorial scope, the more it tends to lose political density, so that it eventually coincides simply with the quality of being human, a sort of empty cosmopolitanism. We need to develop a citizenship that is neither statist nor national without falling back on something simply ‘moral, ‘commercial’, or ‘cultural.’ A non-statist, transnational citizenship can take very diverse forms: dissociated from any relationship of belonging, and from the rights attached to belonging, it must be thought of in relation to practices and shared activity rather than the granting of formal rights.

How is it possible that so many people still die from severe malnutrition and lack of access to basic resources in the 21st century? The time has come for a huge resurgence of the spirit that animated Occupy protests from 2011, but now focused on the worsening reality of mass starvation in the midst of plenty.

The world is now facing an unprecedented emergency of hunger and famine, with a record number of people requiring life-saving food and medical assistance in 2017. Since the start of this year, the largest humanitarian crisis since the end of the second world war has continued to unfold, while the international community has failed to take urgent commensurate action. The extent of human suffering is overwhelming: more than 20 million people are on the brink of starvation, including 1.4 million children – a conservative estimate that is rising by the day. Famine has already been declared in parts of South Sudan, and could soon follow in Somalia, north-east Nigeria and Yemen.

In February, the UN launched its biggest ever appeal for humanitarian funding, calling for $4.4 billion by July to avert looming famines in these four conflict-ridden regions. Yet not even $1 billion has been raised so far, leaving little hope that these vital minimum funds will be raised on time. Last week the UN also sought to raise $2.1 billion for the funding shortfall in Yemen alone – described as the single largest hunger crisis in the world, where two thirds of the population are food insecure. But even this appeal remains barely half funded, which will almost certainly leave millions of neglected Yemeni’s facing the prospect of dying from starvation or disease.

How is it possible that so many people still die from severe malnutrition and lack of access to basic resources, in a 21st century world that is wealthier and more technologically advanced than ever before? It was only six years ago that East Africa suffered a devastating drought and food crisis, with over a quarter of a million people dying from famine in Somalia (including 133,000 children), and millions more left with a legacy of chronic poverty, hardship and loss of livelihoods.

In the wake of this appalling human catastrophe, the Charter to End Extreme Hunger was drafted by NGOs from across the world, calling on governments and aid agencies to prevent hunger on such a scale ever happening again. But the underlying principle of the Charter to take early and large-scale preventative action has essentially remained unheeded. Early warning signs for the latest crisis were visible months ago, yet the international community again failed to respond in time to avert an entirely predictable and avoidable famine. So much for the “Grand Bargain” struck at the World Humanitarian Summit last year, which agreed a package of reforms to the complex international emergency system under the empty slogan: ‘One Humanity, Shared Responsibility’.

This fact should be emphasised, as we always have the power to avert and end famines, which are largely man-made and preventable if sufficient resources are redistributed to all people in need. To be sure, the challenge is now historic with increasing “mega-crises” becoming the norm, mostly caused by conflict and civil war rather than natural disasters. Far from stepping up to meet urgent funding appeals, however, donor governments have not even met half of requirements in recent years, leaving many crises and nations pitted against each other for resources. Meanwhile, wealthy nations are recycling old aid pledges as new money, and the purported annual increase in overseas aid is failing to reach the least developed countries. The Trump administration has pledged no new funding to the emergency famine relief appeals this year, instead announcing plans to dramatically cut foreign aid expenditures and voluntary contributions to UN programmes like the World Food Programme (WFP).

The tragic consequences on the ground are inevitable, as demonstrated in Somaliland where the WFP is providing emergency food aid for a few thousand people at a time, when the need is upwards of 300,000. In South Sudan, nearly one out of every two people are in urgent need of food assistance, yet only $423 million has been received out of a requested $1.6bn. Across North-East Nigeria, where 5.1 million people are food insecure out of a population of 5.8 million in the three affected states, the response plan still remains only 20% funded.

Of course, aid alone is not the solution to extreme poverty and hunger. In the long term, the answers for avoiding hunger crises lie within developing countries themselves, including supporting local food production, enhancing community resilience, and guaranteeing social services and protection for the poorest – all measures that rely on effective national governance. Beyond the need for material resources and financial assistance, there is also a need for long-term approaches towards conflict prevention and peace-building, placing the politics of famine at the heart of any international efforts. A huge part of the battle is not only raising vital funds, but also devising the correct response strategy and securing necessary access in complex, fragmented war zones.

At the same time, addressing the root causes of today’s escalating food crises depends on a turnaround in the foreign policy agendas of competing nations, which are either directly or indirectly responsible for many of the wars across the Middle East and Africa that have led to a record high of global forced displacement. The deadly conflict that is ripping apart Yemen continues to be facilitated by the UK and US governments, who are propping up the Saudi-led bombing campaigns through extensive political and military support, including billions of dollars’ worth of weapons sales that dwarf the amounts pledged in aid.

This is clearly the opposite of policies that can make countries like Britain and America “great” again. The world cries out for a new strategy of peace and generosity to replace the self-destructive policies of “national security through domination”, which urgently calls for a modern global Marshall Plan for investment in education, health, water, sanitation, agriculture and infrastructure across the world’s most impoverished regions. Fully-funded aid shipments in place of arms shipments; an end to drone attacks and military “special operations” within countries like Yemen; the spearheading of much needed diplomacy in all war-torn regions; massive transfers of essential resources from North to South – such is the only way to show true political leadership in the face of entrenched global divisions and escalating human suffering.

As STWR has long advocated, an intergovernmental emergency programme to end life-threatening poverty is the very first step towards achieving a more equal and sustainable world. It must be remembered that the four countries grouped together by the UN as a food security emergency are, in fact, only the worst instances of a wider crisis of hunger and impoverishment. Millions of other marginalised citizens are also suffering from soaring food insecurity worldwide, not only across Africa but also Afghanistan, Iraq, Syria, Haiti, the Oceania, and so many other regions. According to the UN’s official statistics, there are more hungry people in the world than the combined populations of North America and the European Union. Every day, around 46,000 people needlessly die as a consequence of life-threatening deprivation, the vast majority in low-income countries.

The reversal of government priorities that is needed to ameliorate this immense crisis may never be achieved, unless world public opinion focuses on the worsening reality of poverty in the midst of plenty. Never before has it been so important for an enormous outpouring of public support in favour of sharing the world’s resources, thus to guarantee the long-agreed socioeconomic rights of every citizen, no matter where they live. Against a backdrop of rising nationalist sentiment, anti-immigrant rhetoric and huge funding gaps for humanitarian causes, it is up to ordinary people of goodwill to stand in solidarity with the world’s suffering poor majority.

The time has come for a huge resurgence of the spirit that animated Occupy protests from 2011, but now concentrated on one simple and unifying cause: for the rapid implementation of Article 25 of the Universal Declaration of Human Rights. Nowhere in the world are these long-agreed rights guaranteed for everyone – concerning adequate food, housing, healthcare, social services and social security for all. But there can be no greater example of the lack of these basic entitlements for a dignified life, than the fact of millions of people dying from hunger across vast neglected and conflict-ridden regions. Hence the need for endless global protests to begin with a united call for wealthy countries to redistribute all necessary resources to those at risk of starving to death, above and beyond the UN’s modest appeals for humanitarian funding.

The situation today is potentially even more catastrophic than in the 1980s, when Bob Geldof and Live Aid were at the forefront of a public funding campaign for victims of the Ethiopian famine – eventually resulting in the loss of almost one million lives. To stop a repeat of this tragedy occurring on a potentially even greater scale, it will require much more than one-off public donations to national charity appeals. It will also require countless people on the streets worldwide in constant, peaceful demonstrations that call on governments to massively scale up their efforts through the UN and its relevant agencies. Is it not possible to organise a huge show of public empathy and outrage with the plight of more than 100 million people facing acute malnutrition worldwide? For only a grassroots response of this exceptional nature may be enough to awaken the world’s conscience – calling for food and medicines, not bombs; standing for economic sharing as the only way to justice. Surely there can be no greater cause and priority at this critical hour.

The power of corporations has reached a level never before seen in human history, often dwarfing the power of states. That is why civil society organisations are backing the new UN initiative for a legally binding global treaty on transnational corporations and human rights, as explained by Aisha Dodwell of Global Justice Now.


Imagine a world in which all of the main functions of society are run for-profit by private companies. Schools are run by multinationals. Private security firms have replaced police forces. And most big infrastructure lies in the hands of a tiny plutocratic elite. Justice, such as it is, is meted out by shady corporate tribunals only accessible to the rich, who can easily escape the reach of limited national judicial systems. The poor, on the other hand, have almost no recourse against the mighty will of the remote corporate elite as they are chased off their land and forced into further penury.

This sounds like a piece of dystopian science fiction. But it’s not. It’s very close to the reality in which we live. The power of corporations has reached a level never before seen in human history, often dwarfing the power of states.

Today, of the 100 wealthiest economic entities in the world, 69 are now corporations and only 31 countries*. This is up from 63 to 37 a year ago. At this rate, within a generation we will be living in a world entirely dominated by giant corporations.

As multinationals increasingly dominate areas traditionally considered the primary domain of the state, we should be afraid. While they privatise everything from education and health to border controls and prisons, they stash their profits away in secret offshore accounts. And while they have unrivalled access to decision makers they avoid democratic processes by setting up secret courts enabling them to bypass all judicial systems applicable to people. Meanwhile their raison d’etre of perpetual growth in a finite world is causing environmental destruction and driving climate change. From Sports Direct’s slave-like working conditions to BP’s oil spill devastating people’s homes, stories of corporations violating rights are all too often seen in our daily papers.

Yet the power of corporations is so great within our society that they have undermined the idea that there is any other way to run society. We are all too familiar with hearing about the threat of ‘losing corporate investment’ or companies ‘taking their business somewhere else’ as if the government’s number one task is to attract corporate investment.

It is this corporate agenda that permeates the governing institutions of the global economy, like the World Trade Organisation and the International Monetary Fund, whose policies and operations have given more importance to the ‘rights’ of big business than the rights and needs of people and the environment.

The problem of unrestrained corporate power is massive, and it requires a massive solution. That is why today Global Justice Now is launching a petition to the UK government demanding that it backs the new UN initiative for a legally binding global treaty on transnational corporations and human rights.

This UN treaty is the result of campaigning by countries from across the global south for international laws to regulate the activities of TNCs. In June 2014 they successfully got a resolution passed in the UN Human Rights Council (UNHRC) establishing the need for such a treaty.

A working group of member states has been set up to take the treaty forward, chaired by Ecuador, they have met once already in 2015, and have the next meeting scheduled for October 2016 to discuss the scope and content of the treaty. Meanwhile, civil society groups from across the world have come together and formed the Treaty Alliance movement which aims to make sure the treaty comes in to being with truly meaningful content.

Although it may sound like a boring technical process, this treaty is something we should be excited about because it provides a huge opportunity in the fight to restrain corporate power. It has massive potential to withdraw the privileges that corporations have gained over recent decades and force them to comply with international human rights law, international labour law and international environmental standards. It would oblige governments to take the power of corporations seriously, and hold them to account for the power they wield. This would standardise how different governments relate to multinationals which means that rather than allowing them to play countries off against one another in a race to the bottom, it would force minimum standards.

But the UK government, well known for its cosy relationship with corporations, has so far refused to take part in this UN treaty. And the UK are not alone, most other EU countries are also opposed to the treaty.

We need to make sure our government doesn’t pass up on this rare opportunity to provide genuine protection for the victims of human rights abuses committed by multinational corporations and place binding obligations on all governments to hold their corporations to account for their impacts on people and the planet.

That’s why groups across the continent are joining forces to make sure their leaders participate in the Geneva talks this October. The petition launched today, urging governments across Europe to participate in the Geneva talks will be delivered to national and EU leaders on October 12th.

Of course, the battle against corporate power has many fronts and the UN treaty is only one part of it. At the same time, we need to continue to develop alternative ways to produce and distribute the goods and services we need. We need to undermine the notion that only massive corporations can make the economy and society ‘work’. Food sovereignty and energy democracy are just two examples of how it is possible to build an economy without corporations. But as long as corporations do play a role in our economy, we need to find ways to control their activity and prevent abuses. This is why we need to fight for this UN treaty.

The alternative is that we continue to rush towards the dystopian vision of unchallenged corporate power. We cannot allow this to happen. We must fight back.

Back in March, Tim Cushing wrote about a rather remarkable report from the UN Special Rapporteur in the field of cultural rights, Farida Shaheed, in which she warned that copyright might run counter to human rights. As if that weren’t enough, Shaheed is back with another bold attack, this time on patents. As the summary to her report puts it:

There is no human right to patent protection. The right to protection of moral and material interests cannot be used to defend patent laws that inadequately respect the right to participate in cultural life, to enjoy the benefits of scientific progress and its applications, to scientific freedoms and the right to food and health and the rights of indigenous peoples and local communities.

Patents, when properly structured, may expand the options and well-being of all people by making new possibilities available. Yet, they also give patent-holders the power to deny access to others, thereby limiting or denying the public’s right of participation to science and culture. The human rights perspective demands that patents do not extend so far as to interfere with individuals’ dignity and well-being. Where patent rights and human rights are in conflict, human rights must prevail.

The report touches on many issues previously discussed here on Techdirt. For example, how pharmaceutical patents limit access to medicines by those unable to afford the high prices monopolies allow — a particularly hot topic in the light of TPP’s rules on data exclusivity for biologics. The impact of patents on seed independence is considered, and there is a warning about corporate sovereignty chapters in trade agreements, and the chilling effects they can have on the regulatory function of states and their ability to legislate in the public interest — for example, with patent laws.

It’s high time UN agencies and the mainstream media acknowledge the true scale of global poverty and engage in a long overdue public debate on how ambitious and transformative the international development agenda really is.


 As the star-studded endorsements and media hype surrounding the all-pervasive Global Goals campaign begins to subside, a very different truth is beginning to emerge about this latest attempt by the international community to end poverty and create an ecologically viable future. Despite the UN’s ambitious claims, all the indications are that the Sustainable Development Goals (SDGs) do not have the potential to “free the human race from the tyranny of poverty and want” or “heal and secure our planet”. On the contrary, the ‘new agenda for development’ fails to address the root causes of today’s interconnected global crises, perpetuates a false narrative about poverty reduction, and reinforces an unsustainable economic paradigm that is inherently incapable of reducing the true scale of human deprivation by 2030.If taken at face value, it may seem irresponsible for anyone to dismiss the broad vision and prime objective of the SDGs to “end poverty in all its forms everywhere” – if only because it presents a valuable opportunity to improve intergovernmental cooperation and focus both political and public attention on pressing global issues. As Share The World’s Resources have outlined in a recent report, however, there are many reasons to question not only the targets themselves, but the entire sustainable development initiative and the political-economic context within which it will be implemented.

For example, one of the key concerns that emerged from the Financing for Development talks that accompanied the SDGs negotiations was whether governments will be able to raise and redistribute the huge sums of money needed to meet the goals – especially given that developing countries face an estimated annual gap of $2.5 trillion in SDG-relevant sectors. Even though levels of international aid still fall far short of the 0.7% of GDP that donor countries have repeatedly pledged for more than 45 years, governments attending the financing talks failed to agree any concrete measures for redistributing more of the world’s highly concentrated wealth to protect the most vulnerable people.

Instead of agreeing to provide significantly more funding for development, donor governments pushed for countries in the Global South to take greater responsibility for mobilising finances domestically. At the same time, they effectively refused to implement any of the urgent measures that civil society has long been calling for to prevent illicit financial flows, tackle tax avoidance or restructure external debts – measures that could mobilise many billions of dollars in additional revenue each year for low-income countries. Until these critical issues are addressed, foreign aid will continue to be dwarfed by the net flow of financial resources from the Global South to the North, which suggests that in reality the populations of (resource rich) low-income nations continue to finance the development of ‘rich’ nations rather than the other way around.

Unwarranted importance was also placed on scaling up private-public partnerships as a way of raising finance, which is a measure that scores of campaigners and civil society organisations argue has established a “corporate development agenda” that will benefit businesses far more than those living in extreme poverty. As summarised in a joint statement released by numerous civil society groups during the financing for development negotiations, “[the] emphasis on private financing and the role of transnational corporations will further weaken public policy space [for] governments and fails to address the unfinished business of regulating the financial sector despite the extreme and intergenerational poverty created by the global crisis.”

Another major critique widely voiced by environmentalists is that the SDGs encourage governments to maintain their obsession with putting economic growth before pressing social and environmental concerns. In particular, SDG 8 is entirely devoted to the promotion of “sustained, inclusive and sustainable economic growth”, even though there is now ample evidence to suggest that relying on the trickle-down of global economic growth is not an effective way to end poverty. Many campaigners have cited detailed projections by David Woodward (based on optimistic assumptions about future rates of global economic growth), demonstrating that it would take at least 100 years to ‘eradicate’ poverty at the $1.25-a-day level and twice as long at the more appropriate $5-a-day measure of poverty.

Far from promoting a truly ecological agenda for development, the SDGs reflect the widely recognised and profound contradiction between the pursuit of economic growth and the very notion of sustainability. Not a single country has managed to ‘decouple’ economic growth from environmental stress and pollution, and achieving any significant level of decoupling remains highly unlikely in the foreseeable future. Indeed, evidence suggests that accelerating economic growth in order to speed up poverty reduction will result in a rise in global carbon emissions that would wipe out any possibility of keeping climate change to within the ‘acceptable’ margin of a two degrees centigrade increase.

Do the poor count?

However much we would like to believe that governments are on track to end poverty by 2030, a more detailed examination of the available data shows that the received wisdom about our economic progress is largely based on misdirection and exaggeration. According to official UN statistics, there has been a steep drop in global poverty levels over the past 25 years. In 1990, around half of the developing world reportedly lived on less than $1.25-a-day – a figure that reduced significantly to 14% by 2015. According to new data just released by the World Bank, these numbers have diminished even more rapidly in recent years with as little as 10% of the world’s population now living in poverty.

However, there are serious concerns around how changes to the way poverty is calculated have contributed to the illusion that poverty significantly reduced as a result of the Millennium Development Goals. Most significantly, the baseline year for measuring progress was shifted back to 1990 in order to include all the poverty reduction that took place (mainly in China) well before the Millennium Campaign even began. On more than one occasion, changes to the way the poverty line was calculated meant that hundreds of millions of people were subtracted from the MDGs poverty statistics overnight.

The World Bank’s definition of what constitutes ‘extreme’ poverty is also widely regarded by economists as highly problematic. According to the Bank’s latest revision, this all-important measure is now based on an international poverty line of $1.90-a-day (previously $1.25-a-day). This exceedingly low and highly contentious poverty threshold reflects how much $1.90 can purchase in the USA but not in a low-income country like Malawi or Madagascar, as is often believed. It’s clear that meeting even the most basic human needs for access to food, water and shelter – let alone paying for basic medical services – would be impossible to achieve in the United States with such little money. In comparison, the official poverty line for people who live in the United States is set at the substantially higher rate of around $16-a-day.

At the very least, this behoves the World Bank and the SDGs to adopt a morally appropriate dollar-a-day poverty line that accurately reflects a minimum financial requirement for human survival. This is a view shared by the United Nations Conference on Trade and Development (UNCTAD) who argue that only by using a higher threshold of $5-a-day would it be possible to fulfil the right to “a standard of living adequate for… health and well-being” – as set out in Article 25 of the Universal Declaration of Human Rights more than 65 years ago. According to World Bank statistics, poverty at this slightly higher level of income has consistently increased between 1981 and 2010, rising from approximately 3.3 billion to almost 4.2 billion over that period.

If the Millennium Campaign had used this more appropriate poverty threshold, MDG-1 would clearly not have been met: rather than halving the number of people living without sufficient means for survival, there are 14% more people living in $5-a-day poverty now than in 1990. As ActionAid and others rightly suggest, however, a $10-a-day benchmark may be a far more a realistic measure of poverty when comparing lifestyles in rich and poor countries, which would mean that an alarming 5.2 billion people live still in poverty today.

There can be little doubt that the mainstream narrative about how global poverty is being dramatically reduced distracts from the need to address its structural causes and diffuses public outrage at what is, in reality, a worsening crisis of epic proportions – one that demands a far more urgent response from governments than the SDGs can deliver. At the very least, adopting a more realistic international poverty line would transform our understanding of the magnitude and persistence of poverty in the world, and spark a long overdue debate on how ambitious and transformative the international development agenda really is.

Ending the global emergency of avoidable deaths

While such critiques of UN poverty statistics are necessary to highlight the truth about global poverty levels, this still doesn’t fully illustrate what life-threatening deprivation means in human terms, especially for those of us living in affluent countries who have little or no contact with the world’s poor. World Bank figures conceal a disturbing fact about what it really means to forgo access to life’s essentials: according to calculations by Dr Gideon Polya, over 17 million ‘avoidable deaths’ occur every year as a consequence of life-threatening deprivation, mainly in low-income countries. As the term suggests, these preventable deaths occur simply because millions of people live in conditions of extreme deprivation and therefore cannot afford access to the essential goods and services that people in wealthier countries have long taken for granted.

The extent of this ongoing tragedy cannot be overstated when approximately 46,500 lives are needlessly wasted every day – innocent men, women and children who might otherwise have contributed to the cultural and economic development of the world in unimaginable ways. This annual preventable death rate far outweighs the fatalities from any other single event in history since the Second World War, and around half of those affected are young children. Given today’s technological advancements and humanity’s combined available wealth of $263 trillion, it’s perhaps no exaggeration to suggest that the magnitude of these avoidable deaths is tantamount to a global genocide or holocaust.

What, then, should be our reaction to the sheer extent of life-threatening deprivation in the world, given that our combined efforts to meet urgent human needs – as expressed by the actions of our elected governments – are tragically inadequate on a global scale? It’s surely futile to direct further policy proposals or alternative ideas to the world’s governments, who are failing to enact the emergency measures and far-reaching structural reforms that are necessary to end extreme poverty within an immediate time-frame. Instead, civil society groups and engaged citizens should adopt a strategy for global transformation based on solidarity with the world’s poor and a united demand for governments to radically reorder their distorted priorities.

STWR’s founder Mohammed Mesbahi has proposed such a strategy for redirecting public attention towards the shameful injustice of this growing humanitarian crisis, based on the need for governments to finally uphold the long-agreed entitlements set out in Article 25 of the Universal Declaration of Human Rights as their leading concern in the period ahead. As Mesbahi explains, the time has come for millions of citizens in every country to collectively demand the universal realisation of these basic rights – for adequate food, housing, healthcare and social security for all – until governments significantly reform the global economic system to address the root causes of hunger and needless poverty-related deaths.

With over 70% of the global population struggling to live on less than $10 per day, there is no doubt that a common cause for guaranteeing basic socio-economic rights across the world could bring together many millions of people in different continents on a common platform for transformative change. If these public protests can become the subject of mainstream political and media discussions, people from all walks of life may soon be persuaded to join in – including those who have never demonstrated before in the richest nations, along with the poorest citizens in low-income countries.

Needless to say, galvanising an informed public opinion the world over is a formidable challenge given the false mainstream narrative on poverty reduction and a general lack of popular awareness within affluent society. But without a collective worldwide awakening to the injustice of widespread poverty amidst excessive wealth inequalities, it may remain impossible to overcome vested interests and the political inertia of governments. The responsibility for change falls squarely on the shoulders of us all – ordinary engaged citizens – to march on the streets in enormous numbers and forge a formidable public voice in favour of ending extreme human deprivation on the basis of an international emergency.

The Rules team have initiated an ambitious campaign to ‘hack’ the official logic of the Sustainable Development Goals, in which they highlight the true reality of poverty and point the way towards real solutions for a fair and sustainable world.


In less than three weeks’ time, the world’s heads of state will gather at the United Nations in New York to officially adopt the post-2015 development agenda, known as the Sustainable Development Goals (SDGs). A massive publicity machine will soon move into gear to promote the good news of this global plan of action, which on the surface appears truly laudable in its quest to “free the human race from the tyranny of poverty and want and to heal and secure our planet”. But is the high-minded and progressive rhetoric everything it’s cracked up to be, or is there more to this ‘feel good story’ of progress than meets the eye?

According to the campaign group The Rules, there’s so much wrong with the SDG process that its 17 goals and 169 targets are not only misleading and inadequate, but even dangerous. They argue that while the SDGs represent a significant step forward by aspiring to completely eradicate extreme poverty by 2030, the new agenda fails to provide an answer for how to realise its objectives within the means of our shared planet. While the overarching goals themselves have always been attainable, there is a delusion at the heart of the SDG process that suggests we can achieve them without challenging dominant economic interests and radically overhauling the status quo.

Hence the danger that hides behind the noble intentions: by playing along with the star-studded narrative that subtly tells us ‘the world is getting better and there is nothing wrong with business-as-usual’, we risk locking in the global development agenda “for the next fifteen years around a failed economic model that requires urgent and deep structural changes”.

The bigger questions                          

For these reasons, The Rules team have initiated an ambitious campaign to ‘hack’ the official logic of the SDGs and reframe the narrative on eradicating global poverty. Rather than buying into the mainstream story that we can “end poverty and hunger everywhere” by 2030 within the defunct economic paradigm of endless growth and debt-fuelled consumption, they have proposed a contending set of questions that encourage engaged citizens to see how the SDGs cannot possibly succeed within the existing political context.

As Joe Brewer explains in his piece on Hacking the SDG Discourse, these three basic questions can help us to acknowledge the root causes of poverty and environmental harm, thereby focusing on the bigger picture issues of power and politics that also point towards the real solutions to our civilisational crisis. Anyone can use these scripts to contradict the ‘feel good story’ of progress and reframe the fundamental issues. In so doing, we can also become more hopeful and empowered if we are asking the same questions, reaching similar conclusions and embracing a shared vision of a better world. To quote one of The Rules’ maxims: “To fix a problem, you first have to know why it exists”.
