This document launches the conference’s call for contributions. It also includes information about organization of the conference, the topics addressed, registration details and participation costs. Increasing numbers and diversity of initiatives are proactively creating and enacting new socio-economic models and genuinely democratic forms of governance, by mobilizing endogenous practices and resources and promoting collaborations and synergies between civil society and the state. Prominent among these movements, and intersecting with many of them, are Social Solidarity Economy and the Commons.
This international conference “Social Solidarity Economy and the Commons” aims to promote understanding of and dialogue about new, emerging and rediscovered forms of governance and economic organization that offer potential to overcome the challenges that communities, governments and organizations working towards sustainable prosperity currently face. This year’s edition of the conference focuses on conceptual and normative frameworks that support the development of cooperative and sustainable alternatives to neoliberal capitalism and strengthen civil society and the state through participatory democracy.
We invite researchers, activists, public officials and social entrepreneurs to submit proposals for contributions to the conference. Submissions might be based on formal research or on concrete activist, economic or public policy initiatives. Potential topics include, but are not limited to, social movements, processes of knowledge production and diffusion, public policies and alternative strategies of economic governance based on Social Solidarity Economy, and the democratic and collective management of the Commons. In addition to conventional formats such as papers, posters and panel sessions, contributions might take participatory, co-creative and/or artistic formats. We are open to suggestions that can help capture the diversity of actions, experiences and ways of knowing and expression involved in this field.
We aim to promote interdisciplinary and transdisciplinary perspectives at both theoretical, conceptual and methodological levels. We accordingly invite academics, para-academics, supporters and practitioners to explore these topics from multiple perspectives, including civil society organizations, enterprises and governments. The goal is to work towards a convergence of concepts and strategies among scholars, entrepreneurs, activists and public officials.
In order to promote transdisciplinarity, methodological and empirical diversity and epistemological pluralism, the conference is structured around five thematic fields:

]]>n his brilliant book about the history of Latin America – “Las Venas Abiertas de América Latina”, (The Open Veins of South America) originally published in 1971 – Eduardo Galeano (1940-2015) starts by writing that the international division of work consists of defining that some countries specialise in winning and others in losing. Galeano describes a history of the region that is made by its own People, a history that does not depend on the greatness and the richness of the Country. A system where development deepened inequalities and popular sovereignty had to be bonded because There Is No Alternative. “It’s a problem of mindsets”, would declare the canny eurocrat after reading Galeano’s introduction. But the system is not far from what is now happening in Europe. This article is about the PIGS, the continental countries of Southern Europe.
This racist acronym has never been claimed by any author. Some sources refer to its use during the end of the 70’s, but it definitely started to be used more often after the 2008 financial crisis as PIIGS (Portugal, Italy, Ireland, Greece and Spain) to refer to the five countries that were considered weak economies and possible threats to the eurozone. After 2013, with the Irish exit of eurozone bailout program, PIGS became four again as they were before. While each of these countries had different political and historical contexts and scales, over the last five years they have shared the similar financial impacts of EU austerity measures.

From 2001 (the European economic and monetary union fully started on 1st January 2002) until the 2013 crisis peak, Southern Europe’s employment situation changed drastically according to Eurostat. In Portugal (unemployment increased from 3,8% in 2001 to 16,2% in 2013), Italy (9,6% to 12,1%), Ireland (3,7% to 13,0%), Greece (10,5% to 27,5%) and Spain (10,5% to 26,1%) unemployment rates increased dramatically. In the same period, unemployment increased in other European countries, more or less following the EU average, besides Germany and Finland where unemployment decreased, respectively, from 7,8% to 5,2% and 10,3% to 8,2%. These rates assumed an impressive impact on youth unemployment. The April 2014 Eurostat report unveils that one month prior to the official census in unemployment in Portugal, Italy, Greece and Spain the figures were, respectively, 35,4%, 42,7%, 56,8% and 53,9%.

Despite the brain drain (for example in Portugal the emigration numbers were higher than in the 60’s peak, when the country was living under a fascist regime and fighting several wars in its former colonies), this data shows the massive number of people with no jobs and more free time. If we add to this those people living from precarious labour, with low salaries or low pensions, we may find a number of people that are in need of support to barely survive. Always according to the Eurostat it is in Southern Europe that we find the countries with the largest part of the population in risk of poverty with Greece (36,0% in 2014) and Spain (29,2%) at the top of the ranking.
In opposition to what is happening in almost all other parts of Europe, the nationalist and far right parties in Southern European countries are not fighting in order to win elections or lead the opposition towards EU policies. The Greek Golden Dawn, probably the most exuberant party, is far from winning national elections. On the other hand – in Italy, Greece and Spain – there are social movements and local activists gathered in so-called anti-systemic parties/political movements, all with different characteristics, but presenting themselves as the face for the change. Although Syriza – the only one of those parties that, until now, has won national elections – is being severely criticised for its acceptance of the very strong EU austerity policies against which it once was established, in Spain, civic movements won local elections in large cities with a diverse set of new public and city policies that are being implemented.
In Portugal, the massive demonstrations during the Troika’s official period of intervention, did not translate itself into a significant change in the architecture of national parties. However, despite the primacy of the coalition of right wing parties at the 2015 national elections, it did not achieve the majority of MPs to form the government. Instead of a right wing government, the Socialist Party was invested with the parliamentary support of the Left Block, the Communist Party and the Greens, under the agreement of progressively reversing the cuts on wages, pensions and the Social State. For the first time since 1974, when the long fascist dictatorship of Portugal was defeated, the Socialist Party is now leading the country, only backed by the left wing parties in the Parliament.
Even though with different characteristics and at different levels, all these four countries have been witnessing the dismantling of the State. Privatisations of fundamental public sectors and the decrease of the public presence in economy have never been as evident as nowadays.
In Greece and Portugal the situation was extreme. The Troika’s program forced governments to quickly sell the most powerful and profitable public companies at low prices. On the other hand, the Welfare State has proven to became an Assistentialist State only programmed to act in desperate situations and not working on people’s emancipation from poverty. With the increase of sovereign debt, states have increasingly lost their independence in a process that inevitably damaged the democratic system. The “oxi” vote at the Greek referendum and the following reaction of the EU leadership, forcing on the Greek government an even more severe agreement, constitute a historical event we should never forget when analysing the growth of anti-EU feelings and the rising popularity of sovereignty movements among the working classes and poorest urban areas.

Despite the high proportion of people unemployed and retired, people in Southern European countries do not have more time left to participate in common or community issues. Precarious and low-wage jobs, the insecurity of personal futures, longer daily commuting, or the family assistance of children and older people are some of the new issues that overload working days. These may be some of the reasons why people tend to participate more in initiatives that start from a will of reaction or resistance to a specific problem – either locally based or humanitarian – than from a global and theoretical ambition of structural and global societal change.
Whilst, on the one hand, PIGS are living under the described extreme economical pressure where people generally think the future will be worse then the present and focus their energies on everyday issues that require immediate responses, on the other hand, locally based self-organised initiatives are flourishing as a consequence of specific and local problems as illustrated by many examples:
Coop57 is a financial services co-op that started in Catalonia, emerging from workers’ fight to keep their jobs at Editorial Bruguera, during the 1980s. Over the last decade, the action of the cooperative spread all over Spain. Its main declared goal is to help the social transformation of economy and society, assuming that money and the Coop57 cannot do it on their own, but that they can play a role in helping people, organisations, collectives and groups that promote policies for investment and quality jobs in food and energy sovereignty, inclusion and spaces for culture and socialisation.

Carrozzerie | n.o.t is a theatre space in Testaccio, a former working class neighbourhood in Rome – now in the process of gentrification. The space was renovated in 2013 and it hosts dance, theatre and performative projects of younger generations of artists. It defines itself as a space for slow time, courageous and far-sighted projects. Carrozzerie | n.o.t works in the same artistic areas as Largo Residências, in the Intendente neighbourhood of Lisbon. Until 2012, Intendente was seen as one of the most dangerous areas in the city centre and an area to be renewed on a large-scale urban operation. Largo Residências started in 2011, renting a building on the square, and assuming the goal to fight against the gentrification of the area. The cooperative that organises all of Largo’s activities is now running in the building a floor of artistic residences, a hostel, a café open in to the square and a massive cultural program developed with and for the inhabitants of the area. Portugal is a good example of the unbalanced states of civic initiatives, whose development depends on the political approaches of local governments. Whilst in Lisbon, these initiatives have been flourishing over the last few years, in Oporto they have been under attack by the former authoritarian and conservative mayor Rui Rio. Lisbon’s local government created a program (BIP/ZIP) that, each year, finances around 30 different projects in priority intervention neighbourhoods/areas (Largo Residências was also supported by this programme) At the same time, projects like “es.col.a,” held in a squatted school with a very important social and cultural program at Fontinha (one of the poorest areas of Oporto) have never had any political or financial support from the municipality: es.col.a was evicted and consequently eliminated by the municipality’s decision.

The consequences of austerity were the most severe in the Greek context,. where state structures were partially destroyed. Nowadays, local and national governments tend to be involved with citizen initiatives even though with almost no resources, since the funds are all being directed towards structural or emergency goals. Almost everywhere in Greece, the exodus of refugees to Central Europe appears to be one of the most important challenges of the present and near future. Mostly addressing people who aim at crossing the country, EU policies has turned Greece into Europe’s buffer country before nationalist walls. Even though the walking routes are not passing through Athens, when I visited them last July, both the Elionas and Piraeus camps – the first one organised by the government, the second set up informally by a local citizen initiative (now, apparently dismantled) – accommodated thousands of people, waiting. In these camps, local or national governments are not receiving any direct support from EU funds for refugees.

Probably more than other PIGS countries, Italy has already had, since the 1980-90s, a very strong and politicised structure of self-organised movements and local citizen initiatives. During the last decades, those initiatives worked as a kind of a blow-off to political institutional collapse. However, the lack of strong national networks and, probably, the missing ambition to upscale local initiatives has prevented the initial energies from unfolding.
Despite the deception of the June 2016 national elections, Spain, where the networks of citizen initiatives and protests created strong networks, now face their second stage: disputing power. Local movements that emerged from the 15M movement succeeded in winning elections in the most important cities in Spain – Madrid, Barcelona or Valencia. Even though Podemos. in coalition with other political forces, did not achieve the expected share of votes at the last elections, city governments are already networking, organising new forms of decision-making and empowering citizenship initiatives. However, it is still too soon to measure the results of these new cooperations. A country or a society in crisis is not a “time of opportunities“ as we often hear when stock markets are translated into real life. From what I could see and live, during the last years in these four countries, crises are thrilling times of resistance, but also desperate moments of destruction. The decisive question for these initiatives is how to move from the idea of resistance, within this society frame, towards construction. This will be the only way to step forward from precariousness to resilience.

]]>Researchers like Ana Margarida Esteves have looked at the inclusion/exclusion drivers of commoning projects and here she brings a study on how the Tamera ecovillage, originally attracting German counter-cultural expats, originally was not connected to the local context but has recently undertaken efforts to increase their local rootedness. As she writes: “In my article I also show how Tamera is overcoming that segregationalism through cultural mediation, institutionalization of dialogue and a special fund to support the participation of Portuguese people in their engagements. They are also becoming a very significant player in the Portuguese anti-fracking and anti-oil drilling movement. They are also participating in feminist and pro-Palestinian circles.”
The French researcher Genevieve Fontaine is looking into the commons as ‘commons of capabilities’ and has added 3 extra criteria to add to the 8 criterias of commons governance proposed by Ostrom. In effect, Genevieve Fontaine is looking at a synthesis between the commons and the capabilities approach. These and other avenues show that the inclusion agenda is coming to the attention of commoners and commons-researchers.
This article sheds light on the exclusionary dynamics that emerge when the construction of commons-based alternative political ecologies does not take political economy considerations into account. It analyses the relationship between Tamera – Healing Biotope I, and the ecosystem, population and institutions of the region of southwestern Alentejo, Portugal, where this ecovillage is located. Tamera is based on a prefigurative process of “commoning”, transplanted from Central European counter-culture, which created a “borderland” that spatially segregates and at the same time creates a point of contact between two contrasting cultural, ecological and socio-economic realities. However, maintaining the “borderland” granted the community access to the resources needed to develop its vision, while countering existing regulations, although eventually involving the state in the development of a new regulatory framework. Since the mid- 2000s, Tamera has been engaging in cultural dialogue with the local population, with the support of the municipality. The analysis raises the question of how to develop regulatory and financial instruments that support ecovillages in promoting inclusive strategies of economic sustainability, integrating them in place-based dynamics of regional development. The specificities of their biophysical and social processes must be taken into account, as well as their vocation as “testfields” for sustainability.

In response to the current global social and environmental crisis, various social movements are developing alternatives to the socio-economic status quo by mobilizing endogenous practices, institutions and resources and networking among grassroots initiatives. Within these movements stands out Solidary Social Economy and the Commons. This international and interdisciplinary conference, guided by an action research strategy, aims to respond to challenges that have arisen from recent research on forms of shared governance between the state, the market and the third sector, promoted by movements and public policies for the Social Solidarity Economy, as well as criticisms made by authors such as Martin Deleixhe, David Harvey and Massimo de Angelis to the theory developed by Elinor Ostrom on the management of common property:
The purpose of this event is to promote an intersectoral dialogue on this topic at the international level. We invite researchers, activists, public officials, social entrepreneurs and other actors in these fields to present communications that explore possible configurations which the convergence between the approaches proposed by the Solidarity Economy and Common Goods movements can assume in the following fields:
– Production and distribution of food, water and energy;
– Infrastructures (management of territories, means of communication and transport, information technologies, housing and economic and cultural activity spaces);
– Health, Education and Culture
– Financial systems (ethical finance, social currencies, crypto-coins).
The objective is to develop theoretical and empirical materials that facilitate convergence and the establishment of common action plans for the promotion of socially and environmentally resilient communities, in particular through:
(a) adaptation to climate change, transition to the use of renewable energies and promotion of “environmental ethics”;
b) public policies and participatory democracy mechanisms to promote social justice through empowerment and a more effective exercise of social, economic and civic rights by vulnerable social groups;
c) the revitalization of local economies through “short circuits” of production and consumption that stimulate the creation of employment and the establishment of wealth at an autochthonous level.

The organizing committee will subsequently selected papers presented at the conference to be published in the ISCTE-IUL Centre for International Studies (CEI) open source e-book collection. The authors and actors present at the thematic sessions will also be invited to contribute chapters on the topics discussed for publication.

]]>AL: Firstly, I want to express my deep gratitude for Tamera, for the pioneering research you are doing here, and for doing this work for so long, in the face of a slow-moving, defensive culture. This is my third time here and every time I’m back, I feel more immersed in the field that you’ve co-created. There are two related questions that I want to start with: (1) how do we expand this field of healing and solidarity, both vertically and horizontally (2) and what do you think needs to happen globally in order for these ideas to become widely accepted?

DD: Thank you for being here. What has to be done to spread the ideas for an intact Earth are two things: first, the proper utilization of our global information system – the Internet and other media – for spreading basic information in service of human liberation from the existing systems of political power. That is one global track we need to establish everywhere, in a language that can be understood everywhere. At the same time, there is another level where certain groups on Earth transform their inner system of life, where the inner issues of sex, love, partnership, community, authority, power are being solved. These are groups that find this place of truth within themselves and between each other, where all those interpersonal struggles are being worked on. We need both, the two levels – the new groups for this inner anchor and a global information field for the anchor in the world.
AL: Is it possible that this can happen in the next twenty years? Are you hopeful?
DD: I only know that this is absolutely necessary. I personally am hopeful but I realize how long this kind of change takes. Building the global field for the new information has so far always failed due to the conflicts within the groups. I have for many years been active in the Marxist movement, in the German student movement. I realized we can never establish the Marxist struggle against the imperialist economy so long as people in the movement fight each other. It’s been the same for fifty years.

I believe that we, as humanity, are at a place in our evolution where the shift can happen really quickly. We are in the midst of a transformational process that is accelerating exponentially. Many people are already experiencing this transformation. We are reaching the point where we can start to communicate about this and share wisdom among these new nodal points of change. In that sense, I am hopeful.
AL: Yes, hope seems to be the only path. Despair is a luxury for the privileged. There’s the old Buckminster Fuller line: we have a choice between utopia or oblivion. Do you think our option set is this binary?
DD: Buckminster Fuller was totally right in this place. Either we come to utopia or we will perish. There is no third way. A large part of our intellectual culture tries to find a third path, like the Social Democratic parties. They neither want concrete utopia nor to perish, but there is no other way. We are globally at the place of total decision. Humanity is unequivocally at this decision-making point.
AL: In some ways, the reformists and the liberals are more the problem than the Rightwing reactionaries. I’m sure you’re familiar with Oscar Wilde’s line from The Soul of Man Under Socialism where he said that the worst slave owners were the ones who treated their slaves well because they actually removed their conditions for emancipation.
DD: Intelligent, violent rule uses sugar, and only afterwards the whip. First, they feed you sugar so you will obey; however, if you don’t obey, you will be eliminated. In that regard, the statement is true but only partially so. I am still glad that slaves aren’t treated as brutally. Sometimes I’m happy that there is still a liberal system in Germany. It’s difficult to accept, but in some ways, those are the buffers that still save us from the worst at the moment. It doesn’t matter how hypocritical they are. This is still a buffer for the existing society so that not everything falls into catastrophe right away.
AL: What were the key moments that allowed you to arrive at your personal philosophy? How did you become free – intellectually, spiritually, etc.?
DD: My childhood was difficult. After the Second World War, my family had to flee from Berlin to Southern Germany, and when we got there, near Lake Constance, the parents told their children, “Drive out those refugee children.” The parents had nothing to eat and the neighbors vented their anger against us. And the neighbor’s children persecuted us. They treated us in an incredibly terrible way. They undressed us and threw us into the nettles and put tar on us. They tied us to a pole and threw shit at us, and such things. There wasn’t the possibility for a refugee child to get out of this situation. And at the same time, I kept going back to these strawberries, and the flowers in the fields. And the little Viola flowers at the side of the cereal fields. This was my home, in Nature, and this is where I encountered God. And through these experiences I knew, in addition to the cruelty of this world, there is healing, there is this higher power, and I followed it.
I always wanted to go back to Nature, to the places where there were no people so I could find this connection with God again. Until God told me, “Now you need to go to the people”. And so, I learned to do that too.
AL: This connection between struggle and liberation and politics and spirituality, how do you see this playing out in the global political field? What needs to happen?
DD: We need to enter into the universal field of healing, of life, in which all living beings are interconnected. We call this field the “sacred matrix.” We need to know that. We need to know that, for example, the peace community of San José de Apartadó [based in Colombia], are connected with this healing field. And then we need a group of people here that comes together in that knowledge and sends them a message. A message that reminds the people over there, telling them, “You are part of this healing field.”
Healing also consists of connecting with this healing field itself. That is the miracle of Life. What we need to do is to globalize the miracle of Life. Yes, we need to globalize the miracle of life. The original power field of Life has to be opened to the whole planet. It is of course there anyway, but we need to connect with it consciously. We need to activate it by manifesting it in real communities. That’s a political task of a new kind. If a small but critical mass does this, then the global healing field will be activated. It’s very simple and very possible, and of course, we have no other choice but to make this happen.
AL: In some ways, this is the message for the ones who want to listen, but what would you say to the power elites, the one percenters?
DD: We don’t need to tell them anything special. We want to create a global morphogenetic field based on the sacred matrix that’s capable of overcoming the existing system. The other thing is – the members of the “one percent” are also just humans. Some of them will realize early enough that it’s good to change sides and support the new system. In the gatherings we are hosting in Portugal, Colombia and the United States, we often have high-ranking representatives of the existing system who know very well that global capitalism has become untenable. We have to build a public lobby that can be heard, a lobby that’s a bit stronger than the NGO complex and is focused on supporting Life.
We need to set an example in the public conscience for an efficient political power which is no longer an opposition, neither inside nor outside of parliament. This belongs to the past. Le Corbusier, the famous architect, said, “We make the revolution by offering the solution.” So, lets find a group of influential people that collaborate in the solution.
AL: I’d like to pivot to a more controversial question: what do you think the role of psychedelics are in the revolution?
DD: Humanity has had a culture of sacraments, medicines and drugs throughout history. We need a sensible continuation of the global traditions of medicine that we’ve had all over the Earth. The question is: which plants, and under which circumstances?
I think that groups that want to reconnect with the universal consciousness should work with the helping agents in a very conscious and ritualistic way. This is how it’s always been. In most cultures, a symbiotic relationship with medical plants is normal. What is abnormal is the life we are leading in the West, the mental sickness of our times, and the collective abuse of the sacred plants.
We now need to translate the experiential content of the medicine work and shamanic practices into real social structures and continuous Life practices, into genuine spirituality.
AL: Let’s transition to what might seem a more banal question in a place like Tamera. I know you spend a lot of time exploring the role of Eros here. Why do you think that the Left resists it so much?
DD: This may sound like I’m avoiding the question but bear with me. It could be related to the biography of certain key characters in the historical trajectory of the Left. For example, Karl Marx had a housekeeper, a woman, where he lived in Trier, that he desired for years. As he was walking up and down his carpet, developing his thoughts, he was probably deeply repressed [laughter]. He couldn’t deal with his own sexuality. And he’s just one of many unembodied men who transposed their pathologies into their writings, in the cannon of Leftist thought.
Leftist dogma has been so limited by Dialectical Materialism. The theory didn’t leave any space for the woman, for the body, for Eros. They really believed that with their concept of political economy, they would be able to change the world. But it was written by a sexually repressed young Marx in Trier, to the foibles and limitations of human experience. It’s incredible how much global movements or ideas can be bound to a single person.
AL: I can only imagine what it must have been like in post-World War II Germany, being as liberated as you were, to hold these types of ideas. Now, forty years later, do you feel like the world is catching up or do you feel a mounting sense of frustration?
DD: I didn’t know that it would take so much time. I was totally frustrated for many years, yes.I couldn’t relate to most of my comrades in Germany, and I don’t think they understood my ideas. When I wrote the book Fear in Capitalism in 1972, it became a best-seller, and was widely read among Leftist circles in Germany. I thought that was an opening to a broader discourse. But all of the books that followed were just rejected. It was a collective rejection. It was a defense against specific insights in the realm of sexuality and our inner driving powers. They were based on a different emphasis than simply rational economics.
My thoughts didn’t fit with the thoughts of consensus culture. I felt like a singularity. I was a lone rider, a crazy. Year after year, I needed to see how I could stay faithful to my path, how I could continue. And Sabine helped me [Sabine Lichtenfelds is Dieter’s life partner and the co-founder of Tamera].
I was never just simply frustrated though. It was more complex than that. I knew at some point there would be a change and now the shift is happening, there is a lot of work to be done. And it’s exciting. There are many co-workers here who look forward to this work. Tamera and I are in a new situation. The next generation is taking the reins – they understand the critique of the existing system and they are embodying the solutions.
AL: Do you have any sense of regret, or lessons, in the way you’ve lived your political life?
DD: No, I don’t have regrets in a linear sense. Perhaps I wasn’t courageous enough in some ways. I regret that I had such a thin skin, that I didn’t have enough power to accelerate the process. I made so many mistakes that I don’t regret [laughter]. You know, if you’ve been misunderstood and harvest negative projections all the time, you get angry. You condemn other people, you go in this hostility state. I wish I didn’t treat anyone unjustly on this path. And if I did, well sometimes, there was no other way and I am sorry.
AL: For me and many activists of this next generation, we see what you’ve done as the hugely courageous and radical, especially in the context and era that you did it in.
DD: It’s hard to say.
At some point, I realized, my life is guided. I no longer needed to do the exercise of courage, but I needed to agree to what was required of me, the decisions that were required of me. The decision to step out of my profession, to give away my possessions, to let go of my marriage, and to do all these things at once was a decision I had to make. But I didn’t need courage. It was just like it was.
AL: So the courage to be carried and the courage to choose Life is the ultimate courage?
DD: Yes, if you want to say that. We do need that kind of courage, yes.

DD: To help establish the new infrastructure, the new systems. To help establish the network according to where your talents are and your joys. To help build communities around the world. The new system consists of these two tracks: the upper and the lower, the spiritual and the political. We must help create communication between these two tracks. We must create a new language that brings these two tracks together. And we must show our solidarity for the various resistances that are actively protecting the sacred. When communities in places like Standing Rock start to see that we are standing with them, they will see that they are embedded in an international community. Together we can reconnect with the original power field of Life. If we can start to believe again in this planetary community then a global field will arise in which Indigenous knowledge can come together with a futurological perspective. And that is a great vision to serve.
AL: Deep gratitude to you and Sabine, and thank you for blazing the trail for all of us.

]]>Nearly 1000 people from 40 countries form a large-scale human message on Odeceixe beach to stop plans for off-shore oil drilling in Portugal. The event was part of “Defend the Sacred: Envision a Global Alternative” hosted by Tamera, joined by Standing Rock leaders and supported by environmental movements in Portugal. The aerial human image was designed by John Quigley of Spectral Q and filmed by Ludwig Schramm and team from Tamera.
As the oil companies push to drill for oil off this coast as early as April 2018, we came together to honor that water is life, water is sacred, life is sacred, and that we must defend the sacred. LaDonna Bravebull Allard, initiator of the Sacred Stone camp at Standing Rock said at the event, “I stood up for the water and the world stood with us, so I came here to stand with you. We have no choice, we must stand up for the water and we must stand up now!”
Combining political action with art and prayer, a ceremony for water and fire, we dedicated this act of sacred activism to a regenerative system change from a culture of exploitation to one of cooperation with all that lives. And that it’s our duty – our mandate – to call people to stand up, because people are ready for an alternative. And will run joyfully towards a more beautiful world, as the beach goers did on Odeceixe-Praia, as they heard and felt the call to complete the final pieces of the powerful message at the last minute.
The message featured the “Linha Vermelha” (“Red Line”) – a campaign in partnership with Climaximo and the Citizenship Academy. The red line represents the voices of those who repeatedly say “no” to the oil drilling here and in the world, and through weaving and knitting, aim to inform and mobilize the population, who otherwise would not be aware and sensitized to this crime.

]]>While the amount allotted for the project is relatively small in its first year — €3 million, as opposed to the €100 million spent in 2016 in Paris, the world’s largest PB project—it’s a step toward engaging people both in cities and in rural areas. It also gives government officials a better idea of what people want and need in their lives and communities.
To better reach those in outlying areas, organizers of the Portugal PB project, led by Graça Fonseca, the minister responsible for it, hope to enable people to vote via ATM machines. This is to boost turnout and ensure that more voices are heard in the democratic process. As Fonseca wrote in Apolitical:
“It’s about quality of life, it’s about the quality of public space, it’s about the quality of life for your children, it’s about your life, OK? And you have a huge deficit of trust between people and the institutions of democracy. That’s the point we’re starting from and, if you look around, Portugal is not an exception in that among Western societies. We need to build that trust and, in my opinion, it’s urgent. If you don’t do anything, in ten, twenty years you’ll have serious problems.”

The official window for proposals begins in January, though some ideas, including one to equip kindergartens with open-source technology to teach them about robotics, have already been submitted. Proposals can be made in the areas of science, culture, agriculture, and lifelong learning. Organizers will host more than forty events next year for people to present and discuss their ideas.
“The organisers hope that it will go some way to restoring closer contact between government and its citizens,” writes Fonseca. “Previous projects have shown that people who don’t vote in general elections often do cast their ballot on the specific proposals that participatory budgeting entails.”
