Our Commons: Political Ideas for a New Europe is a collection of essays, case studies and interviews about the commons, published right before the European Elections of May 2019.

The book showcases the wealth of transformative ideas that the international commons movement has to offer. With contributions by Kate Raworth, David Bollier, George Monbiot and many others, Our Commons is a political call to arms to all Europeans to embrace the commons and build a new Europe.

Commons Network’s very own Sophie Bloemen and Thomas de Groot worked on this book for almost two years, doing research and interviews, working with academics, policy makers, authors and activists to paint a colourful picture of the commons as the blueprint for a new future, one that is inclusive, ecologically sustainable, equitable, democratic, collaborative, creative and resilient.

Our Commons features reflections on the enclosure of knowledge and the monopolisation of the digital sphere, stories about renewable energy cooperatives and community foodwaste initiatives and urgent pleas to see the city as a commons and to treat health as a common good. Published by the Institute of Network Cultures, the book is first released online as an e-book, free for all to download and share and as a printable PDF. The book will also be available on a wide variety of print-on-demand platforms.

Sometimes I find my hopes for the progressive agenda outweighed by my fear for what happens each time they make another stride. I realize times are hard — economic inequality is high; racism, sexism, and homophobia are on the rise; and climate crisis is in progress — and these issues need to be addressed urgently. But I’m growing increasingly concerned about the progressive left’s rigid understanding of positive social change. There’s almost a refusal to acknowledge victories and a reluctance to welcome those who want to join.

For instance, when a brand like Nike decides to make ads in favor of Colin Kaepernick, we want to push back. I get it. It’s blatant pandering to Black Lives Matter, right? It’s a dilution of the values of the movement. But it’s also an indication that a big company wants to show its support for an important cause.

So when a corporation decides to back Colin Kaepernick, Black Lives Matter, economic equality, or climate remediation, it is making a bet that those are sides that are going to win. This is good.

Or when Pepsi and Kendall Jenner do a zillion-dollar advertisement paying homage to some sort of Black Lives Matter rally, I know it’s inane. It reduces social justice activism to some sort of fashion statement. But it’s also a sign that Pepsi wants to be down with whatever this thing is as best they can understand it. It may have been a watered-down, issueless protest they were depicting, but no one could miss that they were trying to side with millennial angst and social justice in general — just as many millennials do. (As social satire, in some ways it reveals how a lot of activism is really a form of cultural fashion. Maybe that’s the real reason activists are so bothered by their hip representation in a Pepsi commercial. They know that — at least in part — they, too, are suckered by the sexy fun of protests and rallies, stopping traffic, and flummoxing cable news commentators and yet often have trouble articulating what about “the system” they actually want to change.)

No matter how superficial or self-congratulatory their efforts, however, what the corporations are trying to do is get on the right side of history. Think of it cynically, and it makes perfect sense: These giant corporations are picking sides in the culture wars. It’s not short-lived pandering; they can’t afford that. Unlike politicians, who often attempt to stroke and gratify different, sometimes opposed constituencies and appeal to a local base, corporations necessarily communicate to everyone at once. Super Bowl advertising is one size fits all.

So when a corporation decides to back Colin Kaepernick, Black Lives Matter, economic equality, or climate remediation, it is making a bet that those are sides that are going to win. This is good. It’s not simply a matter of employees or shareholders pushing management to do the right thing. No, it’s future forecasters telling the branding department where things are headed. Companies are realizing that their futures better be tied to whichever side of an issue that’s going to win.

The problem is that the more we attack people for whatever they did before they were woke, the less progress we’re going to make.

Cynical? Maybe. But, despite the way the Supreme Court might rule, corporations are not people; they’re just corporations. They don’t have feelings; they only have power. They’re putting their money and reputations on racial equality and social justice over white nationalism. This alone should serve as a leading indicator of where things are actually going. A sign of hope.

Instead of rejecting such efforts, we should welcome them. Maybe think of corporations as dinosaurs that can be trained. Their help is worth more than the pleasure of perpetual righteous indignation.

I’ve been likewise dismayed by many progressives’ take-no-prisoners approach to people who working for social justice. Bernie Sanders, perhaps the person most responsible for bringing the Democratic Party home from its neoliberal vacation, recently became the object of contempt for having used the word “niggardly” in a speech 30 years ago. Though the discomfort is understandable, the word has nothing to do with race. It means stingy. It was on my SATs in 1979. And yet, we’ve now moved into an era where we don’t use such a word because it sounds like a racial slur. I get that.

The problem is that the more we attack people for whatever they did before they were woke or, in Bernie’s case, before progressive standards changed, the less progress we’re going to make. Why agree that we should move beyond a certain behavior or attitude if doing so simply makes us vulnerable to attack? How can a D.C. politician, for example, push for the Washington Redskins to change their name when they know there’s footage somewhere of them rooting for the team or wearing a jersey with a Native American on it? Even though the politician may agree with the need for a change, they would have to resist or at least slow the wheels of progress lest they get caught under the cart. Intolerance and shaming is not the way to win allies.

Progressives are mad, hurt, and traumatized. But they’ve got to dismantle this circular firing squad and begin to welcome positive change rather than punish those who are trying to get woke. Truth and reconciliation work better than blame and shame.

Or: What To Do in the Last Decade of the Anthropocene

I’ve spent most of the past 2 years travelling with my partner Nati, trying to discover what is the most strategic & wise action to take in a world that seems to be accelerating towards collapse. After an enormous amount of consideration, I have a strategy that feels good enough to engage my will and commitment. This document is a statement of intention. All going well, it’s where I want to invest my productive energy for the next 7 years or so.

I’m developing this plan in three phases:

  • Phase 1 is a lot of conversation and contemplation.
  • Phase 2 is this writing and re-writing process. Writing in public forces me to fill in the gaps in the argument, and to make my assumptions explicit.
  • Phase 3 is where you come in as a reader and collaborator. If you feel struck by this proposal, I’d love for you to improve my thinking with your feedback. The best possible response will be for other people to run related experiments in parallel.

The proposal is very simple. But this is, I hope, the simplicity on the far side of complexity. The design elements come from 7 years of thinking & doing in the Loomio Cooperative and Enspiral Network.

I intend to start a new community as a sibling or cousin of Enspiral: about 30 to 200 people supporting each other to do more meaningful work. Our method will focus on getting people into “crews”, small groups of 3-8 people that start with emotional intimacy and get to economic intimacy. There’s a sequence from psychological safety to shared ownership of productive assets. The larger community functions mostly as a dating pool for people to find their crew-mates. The crews support the personal development of their members while doing useful things like providing housing, establishing circular-economy startups, growing food, making revolutionary art, or whatever activity seems meaningful to their members.

That’s the short version: form small groups, share feelings, then share money. In the following few thousand words I spell out the long version. I think modular and open source strategy is much more valuable than charismatic leadership, so I’m documenting my strategy as thoroughly and accessibly as I can. Because it is open source, you can copy it, modify it, and help me to spot bugs.

This article is long, so let’s start with a map:

Part 1. I start by briefly setting context, giving a name to the metacrisis I believe is threatening society as we know it.

Part 2. Then there’s a chunky piece of theory to explain how I think about groups, and groups of groups.

Part 3. With that background established, I can spell out my “microsolidarity” proposal in more detail.

Part 4. Then we get to the counter-intuitive part. I’m intentionally contradicting a lot of received wisdom from progressive and radical politics, so I want to do that explicitly, in the hopes that we can learn from each other.

Okay, let’s go!


Part 1. Collapse

I won’t spend a lot of time on this point because it is a downer, but it deserves a mention: we are well into a major collapse of our biological life support systems. Oops!

Just one data point: the population of wild animals on Earth has halved in my lifetime (source). This is not new information, but we are mostly in denial. Extinction Rebellion, a new climate action movement from the UK, remind us that we’ve known this at least since 2006 when the United Nations (UN) warned us that “humans have provoked the worst spate of extinctions since the dinosaurs were wiped out 65 million years ago”. Yet our response is still piecemeal, uncoordinated and counter-productive.

While the biological substrate for life is disintegrating, so is our social fabric. Democratic populations are electing dictators and buffoons. Fascism is resurgent. Our ability to make meaning is dissolving. Across the political spectrum, people respond to this existential dread by retreating into anxious certainties. Political conversations feel brittle and explosive, one wrong word can trigger an artillery of shaming tactics to shut down the heresy.

This is how I set the design criteria: assuming we are in a major collapse, what is an appropriate action to take? How do we repair our damaged biological and social ecosystems? How do we plan for a future with much less peace, much less food, much less stable governance? What kind of action plan is fit for purpose in the last decade of the Anthropocene?

See, I told you this section would be a downer. But I promise from this point on it’s all optimistic and constructive. 👍

Design criteria for action amid collapse

First criteria: we need enormous courage to persist without a guarantee of a positive outcome. Because I’m plugged into a renewable source of courage, I am a very hopeful optimistic confident person. So where does courage come from?

Second criteria: we need resilient methods for making meaning in the midst of chaos. The shortcomings of the old institutional media and the new networked media are collaborating to produce a freak wave of collective insanity. The popular votes for Brexit, Trump, Boaty McBoatface and Bolsonaro all illustrate the magnificent failures of our sense-making apparatus.

Third criteria: people with life-supporting values need to grow our power to influence the distribution of resources. Just 100 individual CEO’s are responsible for 70% of the world’s greenhouse gas emissions (source). The oligarchs are killing us. We need to get our hands on power of that magnitude, but it needs to be much more widely distributed and much more accountable.

So my humble proposal needs to produce limitless courage, make meaning from chaos, and grow enough power to counterbalance the suicidal oligarchs currently in charge. No big deal 😅

Finally, I believe that the core of this bio/socio/psycho/spiritual collapse is a metacrisis of relationship, it’s about how I relate to the different parts of myself, to other people, and to all the other creatures, life, spirit, etc on this planet. If that’s true, then my response must be relational first. This article is written in the first person singular: it’s all I, I, I. That’s a stylistic choice for creative freedom. However, that language obscures the reality that all of this action is conducted in the first person plural: there is always a “we” acting together, me and others.

A fractal view of belonging

Definition of terms

For me to explain my theory, I need to invent some language. Unfortunately in English, we are missing words for different kinds of group. When I say “group of people” I could mean 3 people, or 300, or 3 million. These missing words are symptomatic of missing ideas.

So I’m going to propose some new words, to access new ideas. I’m not attached to the specific terms, and this is not a comprehensive map of all the different kinds of group, it’s just a subset of terms that will be useful for this argument.

1: the Self

The first group has only one person, it’s Me (or You). In this article, when I say “Self” I’m thinking of a tight network of overlapping identities who share custody of this body we call Me. Viewing my Self this way invites me to treat all my parts as worthy of respect and compassion. We’re all lifetime members of the consciousness called Richard D. Bartlett, even the ones I try to disown and shut down.

2: the Dyad

A Dyad is a relationship of two. If you can forgive the tremendous oversimplification: let’s imaegine society is an enormous Lego structure, but the only building blocks we have are Dyads. And now let’s say a Dyad can only be in one of two states: Domination or Partnership. Domination is imbalance, coercion, abuse, colonialism, the most controlling parent of the most acquiescent child. Partnership is like the balanced and consenting intimacy of two interdependent adults. Could also be a best friend, sibling, therapist, mentor, imaginary friend, spirit guide, etc. Because we learn so much through mimicry, an intentional Partnership Dyad is the best method I know for growth, healing, and development of the Self.

If you want to follow this logic that domination relationships are the root of all injustice, and partnership relationships are the root of all freedom, here are some juicy links: check out ‘NO! I reckon if the old domination society is finally disintegrating, let’s grow the next one around partnerships. I’m talking adult-to-adult, not parent-child relationships, from home to school to work to community to government. Are! 👏🏽 You! 👏🏽 With! 👏🏽 Me! 👏🏽

3: the Crew

A Crew is a group that is small enough to fit around a single dinner table, around 3-8 people. This is about the same size as a nuclear family, but without the parent-child power dynamics. This is a long-term set of relationships with singular purpose, like a co-op, shared house, or affinity group. The size is important, because it is small enough to stay highly coordinated with minimal explicit rules & roles, and large enough that your enhanced impact is worth the cost of collaborating. If you observe many interactions in a Crew, you get many opportunities to learn about different ways of being a Self and being in a Partnership.

4: the Congregation

There’s another crucial size somewhere between 30 and 200 people: small enough that most of the members can know each other’s name, big enough to support many Crews to coalesce. Coordinated impact at this scale requires some formal rules & roles, but mostly you can hold coherence just by putting a bit of extra effort into the relationships. In my experience the best way to find your Crew is to spend some time in a Congregation. Coordination gets a lot more complicated beyond this point.

If you use my language for a second, you can think of Enspiral as a Congregation of Crews. We fluctuate around 200 people, all supporting each other to do more meaningful work. We have a big annual gathering, a coworking space, a participatory budget, and many experiments in developing systems for mutual aid. Loomio is one of about 10 or 20 stable Crews in the network, each one focussed on a specific purpose, like fixing the diversity problem in the tech sector, or providing accounting services to social enterprises, or building an intergalactic communications network.

The Crews and Congregation are in reciprocal co-development. I can absolutely say Loomio wouldn’t exist without Enspiral, and Loomio’s success has made major contributions to the development of other Crews. So my proposal is to work at both of these scales simultaneously.

5: the Crowd

There’s probably a couple more useful distinctions beyond 200 people, but for the purpose of this map, all human groups bigger than Dunbar’s Number get lumped into this one category: the Crowd. This includes corporations, neighbourhoods, regions, nations, multitudes, swarms, and many different kinds of networks, conferences, festivals, etc. All of these groups share some important characteristics. Only a minority of people can expect to be recognised in a Crowd. To develop and maintain trust, peace, coordination & coherence over time requires a lot of infrastructure: formal articulation of rules and roles, enforcement of norms, and checks and balances to ensure the just application of that enforcement.

There’s an empty space between Self and Crowd

From where I’m standing, it looks like contemporary neoliberal urban westernised society is mostly designed for Selves and Crowds. There’s a little space for Dyads, and almost no room for Crews and Congregations.

Anywhere you look: government policy, media narratives, conferences, employee performance management, UX design, the healthcare system… in all these different fields you will usually hear people being treated as either individuals or anonymous mass populations. Check any story in today’s newspaper and you’ll see what I mean. Climate change will be fixed by “you recycling” or “government policy” or “a social movement”.

That’s what individualism looks like: the vast majority of our conversations are about individual people (you, me, a public figure, your boss or lover), or about very large groups (Americans, progressives, women, programmers), which are so populous that the individuals have lost their distinct identity. Individualism is a metaphysical virus that allows us to only see trees, never the forest. This virus leaves us poorly equipped to work in groups.

Over the past 7 years of working with people who are trying to make the world a safer, fairer, healthier place, I’ve concluded that membership in a good Crew is a critical success factor. People enmeshed in really great Crews are most resilient to the psychological cost of doing social change work, and therefore the most able to think and act strategically. It’s at this small scale that we decontaminate each other, recover from the individualist virus, and start to learn a new way of being together.

So this brings is the core of my experiment: can we create the conditions for many excellent Crews to coalesce?

Crews: when they’re good they’re really very good

Around ~5-8 people is a sweet spot of high impact and low coordination cost. Our little Loomio co-op is one example: we’ve raised more than $1M in ethical financing and supported 1000s of groups to be more inclusive and more effective in their governance. This is a scale of impact that I cannot possibly have on my own.

A good Crew is not only super efficient. It can also be a potent site for personal development. In a Crew you can experience human difference as a resource, which is our best antidote to bigoted tribalism. It’s a place to practice multiple Partnerships simultaneously, a rich source of belonging, acceptance, recognition, and accountability, a place to start coming out of my traumatised patterns of behaviour. My Crew is where my values gain nuance and complexity. One example: I only learned the crucial distinction between fairness and sameness by practicing a tonne of collective decision making around money.

In my original design criteria I said I want to work in a way that produces courage and meaning. You begin to see how Crews play such an important role when you view courage and meaning as social phenomena.

Simply, I believe courage is developed when we encourage each other, with our enthusiastic listening, praising, challenging, cuddling, gazing, regarding, acknowledging and reminding. It’s a fucking discouraging world out there! I need almost constant deposits of encouragement to maintain a positive balance in the courage account.

Meaning, too. I make sense of a phenomenon by considering how my peers respond to it. If I know them very well, and I know myself well, I can interpolate the meaning of an event from the scattered data of my peers’ reactions. My stable membership in a few Crews gives me great confidence in my ability to make sense of this chaotic world.

Unfortunately, Crews are often dysfunctional

Because we’re infected with individualism, we lack the techniques, behaviours, language, beliefs, ideas, tools, and nuanced values required to thrive in multiplicity. As a result, many small groups suffer common ailments: mini dictatorship, hidden hierarchy, too much consensus, not enough consensus, toxic culture, unresolved conflict, repetitive trauma, equal power dogma… We can easily get stuck in the triangular domination patterns, or the circular design-by-committee patterns.

Nati and I have spent the past 2 years helping groups to recover from some of these dysfunctions. I’m writing a book of practical solutions for the common failure patterns of collaborative groups. Hopefully these ideas can help a little, but what’s needed most of all is practice.

I’m curious what happens when we start new groups, already inoculated against the most common strains of the individualism virus. So in 2019 I plan to start a bunch more Crews so I can learn how to start them well. Here’s the first draft of the experiment I intend to run. I’m already looking forward to coming back here in a year to discover which ideas were totally misguided. Yay, practice! 🏋🏾‍♀️

A Sequence to Crystallise new Crews

The first step is to start a Congregation localised to one geographic region (I’m starting in Western Europe). Nati and I will invite about 20 or 30 trusted people to a first gathering where we can co-design the minimum viable structure to govern our community.

As a starting point I suggest our purpose could be something like “people supporting each other to do more meaningful work”. That is, peers mobilising our diverse strengths to look after our peers, not institutional, paternalistic, or condescending support. “Meaningful work” is intentionally subjective, inviting a complicated amalgam of different purposes: planting trees, raising kids, writing software; if it is truly meaningful to you, it’s probably worth doing. And “more” is ambiguous in a good way: maybe you need more meaning in your work, or you’ve already found your meaningful work but you want to do more of it, or maybe you want to shift the whole global system of work to be more meaningful. All the options are good!

If the 20-30 people subsequently invite 1 or 2 more, we’ll have a first cohort of up to 90 people, which should be a big enough dating pool for complementary Crew-mates to find each other. Hopefully we can immediately launch a handful of new Crews and run many micro-experiments in parallel.

I suspect the first thing to do within a Crew is to establish psychological safety, a space where all the parts of your networked Self are welcome to show up. From there, the job is just to respond to the needs in the group.

Most of the people we plan to invite have already got a sense of what work is most meaningful to them, but almost all of us are financially precarious. So I’m interested in moving quite rapidly from emotional intimacy to economics. An easy place to start would be to disrupt the money taboo and expose our financial parts to each other: how much income do you earn? Where does it come from? What lifestyle would support you to be at your best? How much does that cost? If you need to earn more, are there some creative new tactics you can try? If you already earn enough, are there opportunities for you to get the same money with less compromise in your values, or more freedom in your time, or with more social impact? If you have a surplus, what needs to be true for you to want to share it with your crewmates?

Personally I’m interested in building economic solidarity, because I think we can do more good when we’re in a position to be generous. But maybe the rest of the Congregation will have different priorities. Mostly I’m interested in experiments that produce deep deep trust.

The Reciprocity Game

Building trust is not rocket science. It’s mostly about reciprocity i.e. building a track record of doing each other favours. Here are some versions of the reciprocity game I’ve tried. If you know some more, please share ‘em!

Level 1: Listening

Sit in a circle. One at a time, someone says something that is true for them right now, e.g. “I’m excited about x” or “I feel sad because Y”. All you have to do is pay attention, listen to each person in turn, then eventually you say something that is true for you. If everyone listens to everyone, congratulations, you all just earned 1 reciprocity point.

Level 2: Money

One person talks about (A) the work they do for money, and (B) the work that is most meaningful to them. Discuss together how they might bring A and B into closer alignment. Now, anyone can make a small gesture to help make this happen, e.g. share a new perspective, offer a design process or productivity improvement, make an introduction, encourage them to keep trying even though it is hard. If you offer something: hooray, 5 points for you. If you asked for something you need, hey! 5 points for you too! And BONUS! you both get an extra point for talking and listening with mutual respect and positive regard.

Level 3: Consistency

It’s pretty easy to do something nice one time and have a momentary surge of good feelings. If you really want to excel at the reciprocity game though, focus on consistency.

Either in a Partnership (2 people) or in a Crew (up to 8), practice meeting once a month (virtually or in person). Reflect on where you’ve been and envision where you might go next. (You can do this during or before the meeting.) Take turns to share your reflections.

Everyone gets 1 point for the first meeting, 3 for the second, and 5 points for every meeting after that. 5 points deducted for missing a meeting.

If you want a little more structure, here are some documented processes you can try:

  • Feelz Circle (3 processes for sharing emotional care between friends/ comrades/ lovers)
  • Care Pod (personal-and-professional development in small groups, a new practice in development at Enspiral, based on Intentional Change Theory)
  • Stewardship (peer support system for Partnerships)
  • The Elephants (long term personal development for Crews)

Level 4: Conflict

Now we’re getting into the harder levels. Conflict is a great way to strengthen ties. It goes like this: you do something thoughtless, or miscommunicate in a way that upsets somebody you care about. They get hurt. Then you apologise, take responsibility, and attempt to make amends. They listen and forgive. Woohoo! You transformed your conflict into greater connection: 10 reciprocity points each! Careful with this one though, because you lose 20 points each if you don’t find a mutually agreeable resolution.

Level 5: Co-owners

After you’ve played a few rounds of the earlier levels, you might be ready to play Co-owners. Start with an idea, maybe it’s a new tech platform or a community project or a commune. Maybe it’s a savings pool or lending circle or livelihood pod for sharing credit, income or savings with your trusted peers. Whatever the idea, find some people who want to work on it with you. Now, when you formally incorporate as a company or an association or co-op, whatever, share the legal ownership with a few people. Congratulations, 100 reciprocity points! Whatever happens, this relationship is going to form a part of your life story.


Okay that is all fun and cool and optimistic, but if you’re reading with a critical eye you’ll notice that there are some parts of this proposal that run against the grain of a lot of progressive and radical thinking about social change. In the next part of this article, I’ll name some of the ways this recipe is unorthodox. Then y’all can help me discover if I’m the good kind of heretic, or the very very bad kind. 👹

Microsolidarity Part 4. An Unorthodox Recipe For Social Change

There are many components of the microsolidarity proposal that are out of step with the prevailing currents of progressive and radical thought. I’ll name five of those attributes here. I intend to acknowledge the risk of travelling off piste, and start the process of building accountability. This is a very exposing piece of writing, so please assume positive intent and check in with me if something triggers you.

1. Exclusivity

One of the most striking counter-intuitive parts about the microsolidarity proposal is that, if you’re reading this and we don’t know each other personally, you’re not invited. I invite you to start your own Congregation, but you’re not invited to join mine. That’s a bit shocking, eh! 😨

Most progressive social change actions start with inclusion as one of the top priorities. For this action though, we’re prioritising trust far ahead of inclusion. Actually there could be two barriers to inclusion: first to join the Congregation, then an even higher threshold to join a Crew.

I want to look around the circle at our first gathering and see 20 or 30 people with a specific set of traits. I’m thinking of people I can count on to contribute to the psychological safety of others, people with high emotional intelligence and good boundaries. We’re going into experimental and challenging territory, so folks need to be extra-tolerant, open to different ways of knowing, being and doing. My people know how to DIY (Do It Yourself) and DIWO (Do It With Others). We call each other to develop the highest parts of our Selves and to embrace our incomplete parts.

All of this exclusion is necessarily going to select for people with specific privileges, so it’s not a comprehensive plan to erase oppression and injustice in the world. Our collective has many responsibilities to the commons, beyond our own artificial borders. It’s critical that we use our increased resilience, resources, and opportunities to serve the needs of people outside of our tight circle. As a minimal gesture, I commit to continue doing the work of documentation, translating everything I learn into terms that make sense for people outside of my context.

But I’ve learned from long exhausting experience that there is no such thing as complete inclusion: the more permissive your entry criteria, the more you include people whose behaviour excludes others. So the question is not “should we exclude people?” but “which people should we exclude?”

2. Not for profit but with profit

Here’s another zinger: we’re going to deal with money, so that means we’re going to have to deal with people’s money traumas. I’m hoping Tom Nixon can join us at least in the early days, to help us renegotiate our relationships with money.

Most of us are clenched when it comes to money, because of the stories and experiences attached to it. This seems to be especially true of people who are committed to making positive social impact with their work (me, for instance). We see the harm done by wealth inequality and corruption, so we conflate the wealth with the inequality. Anticapitalists conflate the marketplace with capitalism. We treat money as if it were dirty: I handle cash with my left hand while my right hand pinches my nose shut against the dreadful smell. It’s as if money is a pernicious acid that is just waiting to dissolve my values. Taboos prevent us talking about it, asking for what we need, and offering to help when we can.

I’ve tried being broke, and I’ve tried having enough to be generous, and I know which one is better for the planet.

When I was 21, after reading Small Is Beautiful, E.F. Schumacher’s powerful short book on meaningful work, I immediately wrote a blog post publicly declaring my rejection of bullshit jobs (if you follow that link, pls don’t read anything else on that blog because it’s super embarrassing 😅). I didn’t grow up with easy access to capital, so it took another 7 or 8 years before I started to earn a minimal wage on my own terms. (Note: this is not a “bootstraps” story though, as I certainly did enjoy the privilege of New Zealand’s social welfare system to pay my rent when I couldn’t.) Now I’ve co-founded two small worker-owned businesses which pay me to do my most meaningful work (Loomio & The Hum), and pay to taxes so the state can do things like running the social welfare system.

These companies are not built for profit, but with profit. Generating our own income means we have the freedom to chart our own course. I think it takes money to do something ambitious, and it takes freedom to do something radical. So I want to be in community with people who are growing their financial resilience and co-investing in each others’ commons-building companies. I know the marketplace can be distasteful, but the situation is urgent, we need to be super effective.

3. Do Better Than Good

A lot of political strategy aims to change people’s behaviour because it is the right thing to do. If you want to be a “good” person, you’ll recycle, give to charity, and stop saying sexist things.

I’m more interested in strategies that can outcompete the “bad” option. I’m a feminist not because it’s the “good” thing to do, but because my quality of life improves as my relationships come out of patriarchal patterns. I absolutely believe we’ll all be better off without patriarchy, it’s not a tradeoff between winners and losers.

So I propose to outcompete individualistic consumerism with microsolidarity. I mean, how hard can it be to do a better job of meeting people’s psychological and material needs than this shitty 21st century gig economy? How many people have I met in the past few years who lack meaning and stability in their work, or who lack a sense of belonging? That’s our opportunity! Belonging is not a binary, like “yes” you’re connected or “no” you’re isolated. Belonging is a fractal: I have distinct needs for connection at each scale, from my Self, to my Partnerships, up to my Crew, Congregation and beyond. So do like the Emotional Anarchists do, and find freedom in the interpersonal.

4. Decentralised governance with not a blockchain in sight.

‘Nuff said.

5. Design for smallness.

In a world obsessed with big and fast, I’m designing for small and slow.

If our Congregation gets much bigger than 100 people, it’ll be time to start thinking about how to split in two. I’m starting “an independent sibling” of Enspiral rather than growing Enspiral to include more people, because I think the size is a critical success factor. I expect to be in this project for years before we see great returns.

In the past few years I’ve learned another important reason why “small is beautiful”, beyond what Schumacher wrote: our intimate peer-to-peer relationships have an extraordinary capacity for ambiguity and complexity. A high trust group can be very coherent and effective even with very low levels of explicit agreement about our state, direction and norms. It’s impossible to maintain this level of trust and connection beyond one or two hundred people. As organisations grow in size, they are governed less by interpersonal relationships and more by formal written policies, procedures, and explicit agreements. The written word is intolerant of ambiguity, and can only ever capture a tiny subset of reality, so groups that are governed by text are much less able to cope with complexity.

If you want to be agile and adaptive in a complex and rapidly changing environment, you must move as much decision-making power as possible into groups that are small enough to be governed by spoken dialogue, not written policy.

Ok, there are a bunch of other reasons why the microsolidarity proposal could cause alarm, but I’m feeling sufficiently exposed now so I’m ready to see what I learn from pressing “publish”. One last thought before I do:

The Assembly of Congregations: A Decentralised Autonomous U.N.?

For now I’m going to stay focussed on starting this 2nd Congregation, but it’s fun to imagine what might happen at the next order of magnitude. Here’s a fun metaphor, which I gratefully borrow from my Enspiral-mate Ants Cabraal, after he shared it on Douglas Rushkoff’s Team Human podcast:

The United Nations (U.N.) is currently our best effort at global governance. There’s 190-something nation states chipping in to fund a staff of about 40,000 people trying to make the world safer and fairer. Imagine if we mobilised another 40,000 people to work on global challenges, but instead of the traditional centralised organisational structure of the U.N., with its hierarchies, department and managers, imagine if we were organised in small, decentralised, self-managing, commons-oriented, future-proof, complexity-capable networks. After all, 40,000 people is just 200 Congregations of 200…

Postscript

It’s been a couple days since I finished this major writing effort. For a moment I felt ecstatic: one part of my Self enthusiastically congratulating the other parts of my Self for being so confident, articulate and clever. But before I got a chance to publish, some of my other parts started speaking up. My confidence disintegrated as I listened to the voices of my uncertain, disoriented and timid Selves. They’re quick to point out that this essay is far too X or it’s not nearly Y enough. I think I’ve reached the limit of how long I can hold a monologue before I reconnect with my crewmates, check in, and add their sensemaking to mine. So I’m looking forward to improving this proposal with the thoughtful consideration and spirited dissent of my peers. Time to leap and trust the net will appear.

Here is a good review of the political commons developments, a contribution from Birgit Daiber to the Barcelona Conference on Social Commons, Barcelona June 2018.

Birgit Daiber: After years of commoning in conferences, cooperation projects, networking, discussions on the diversity of experiences and designing strategies how broaden them – I think it’s time to discuss how to implement them on a political level: Commons as one dimension of initiatives to reclaim a social, ecological and democratic Europe connected with the reconstruction and democratization of public services.

Different from some of the commons networks in Europe which try to stay outside direct political debates, claiming commons as a fundamental new way of economic and social practice that is not assignable to one or the other political direction, I think commons are potentially an essentially left issue. Why? Very simple: The question of property is basic for all left politics from its (organised) beginning in the 19th century – until today. In his theory of value, Karl Marx revealed the contradiction between exchange value and use value. And this too is still relevant today. Within these two dimensions of left thinking we find the global movements of the commons. Francois Houtart says in his basic manifesto from 2011 that commons initiatives focus on use value, democratic participation and autonomy, being part of a new post-capitalist paradigm and in a short note from 2014 he is pointing out:

“Concretely, it means to transform the four ”fundamentals” of any society: relations with nature; production of the material base of all life, physical, cultural, spiritual; collective social and political organization and culture. For the first one, the transformation means to pass from the exploitation of nature as a natural resource merchandize to the respect of nature as the source of life. For the second one: to privilege use value rather than exchange value, with all the consequences with regard to the concept of property. The third one implies the generalization of democratic practices in all social relations and all institutions and finally interculturality means to put an end to the hegemony of Western culture in the reading of the reality and the construction of social ethics. Elements of this new paradigm, post-capitalist, are already present all over the world, in many social movements and popular initiatives. Theoretical developments are also produced. So, it is not a “utopian vision” in the pejorative sense of the word. But a clear aim and definition is necessary to organize the convergences of action. It is a long-term process which will demand the adoption of transitions, facing the strength of an economic system ready to destroy the world before disappearing. It means also that the structural concept of class struggle is not antiquated (fiscal heavens and bank secrecy are some of its instruments). Social protests, resistances, building of new experiences are sources of real hope.”

We are just in time, as left parties in Europe are preparing their national campaigns and their European performance for the next European elections in 2019. Election-campaigns always give the opportunity to discuss programmes and projects more intensely in public debates, and so the Common Good could become one of the core-issue for the Left. Practical initiatives and debates are already well developed on different levels in some countries – as e.g. Spain, Portugal, Greece, Italy and France and Belgium and there are hundreds of examples of successful initiatives on municipal, national and international levels. Just to give some few examples:

The municipal level: most of commons initiatives are local activities, in cities as well as in rural areas. Urban Commons are prominent and well documented. Cities as Seoul (KOR), Barcelona (ES), Naples (IT), Ghent (BE) and Frome (GB) show how to realise urban commons and how municipalities can work together with commoners. There are legal competences too supporting commons initiatives. The Berlin Senate for example has the right to confiscate abandoned property (but they don’t use it yet and there is no obligation for social use).

National level: The movement for Water as a commons in Italy initiated a referendum with the result that 51% of Italian citizens voted for it. The government must act and the Parliament has to discuss new laws – a still on-going struggle. The water-movement is putting the question of Commons in the context of re-thinking the role of the public in the management of goods and services related to the universal human rights.

The “old” left idea, that the State per se would guarantee public services, failed with processes of privatization – and even when the State is still holding the ownership, goods and services are often given to private companies. It is crucial to suspend market activities from public services to ensure that profits in this sector are re-invested for public use. At the same time, public services must be democratized and there has to be public control with the participation of workers and citizens (only?) to guarantee correct functioning of the common good.

On national levels, the laws on social and common use of property and the laws on cooperatives are decisive. An interesting example is the legal structure of SCOPs in France (“Societé cooperative et participative” or “société coopérative ouvrière de production“). In 2016 there were 2680 SCOPs with 45 000 active members – and they are still on the rise.

International level: Bolivia and Ecuador included Commons explicitly in their constitutions. In 2010 the UN general assembly adopted the resolution on access to clean water as basic human right. The initiative for a fundamental declaration on the Common Good of Humanity goes beyond this – well aware that a proclamation has no legally binding character but can be an instrument for social and political mobilization, creating a new consciousness and serving as a basis for the convergence of social and political movements at the international level. Clearly it is a long-term task, but it needs to be started. Not only can the coming together of social movements like the World Social Forum and political parties like the Forum of São Paulo contribute by promoting such a Declaration, but individual countries through their representatives in international organizations like Unesco and the United Nations can also push this agenda forward.

Coming to the European Level: Since some European Parliamentarians from different political groups founded an ‘Intergroup’ on Commons and Public Services in 2014, the ‘European Commons Assembly’ developed with participants from nearly all European countries. ECA initiated conferences and various activities and published a general call: “We call for the provision of resources and the necessary freedom to create, manage and sustain our commons. We call upon governments, local and national, as well as European Union institutions to facilitate the defence and growth of the commons, to eliminate barriers and enclosures, to open up doors for citizen participation and to prioritize the common good in all policies. This requires a shift from traditional structures of top-down governance towards a horizontal participatory process for community decision-making in the design and monitoring of all forms of commons. We call on commoners to support a European movement that will promote solidarity, collaboration, open knowledge and experience sharing as the forces to defend and strengthen the commons. Therefore, we call for and open the invitation to join an on-going participatory, inclusive process across Europe for the building and maintenance of a Commons Assembly. Together we can continue to build a vibrant web of caring, regenerative collective projects that reclaim the European Commons for people and our natural environment.

How could the common good be important for European politics? Just to remind one of the prominent battles of the Left (including Greens and Trade Unions) in the years 2000: the battle against the Bolkestein-Directive. In the end it was possible to introduce the protection of public services as “services of general social and economic interest (SSIG’s) on European level. This could be a starting point for initiatives for commons tofight for the recognition of commons initiatives in different fields as basic citizens rights in Europe.

All these examples show at least the slightly fragmented situation. The political and legal conditions differ widely and there is a need to discuss demands on all levels – and there is the need to discuss them on the European level.

Opportunities for the European Left

The general interest of European Left is to re-think the role of public for goods and services with relation to universal rights and to prohibit market-logic in public services. The aim is to suspend the market from public goods and services and to democratize public services for the recuperation of public services as Common Good. This is the first dimension. The second is to re-think social and workers rights as common goods. And the third is the recognition of citizens’ initiatives as basic rights and the promotion of commons initiatives.

So, it’s a three-fold battle and it could start from the general statement:

Commons are of general public interest, thus the general demand is the political and legal recognition of citizens’ initiatives whose aim is to create, re-construct and recuperate resources, goods and services in a social, ecological and democratic way. But there are specific demands to add. As there are (just to give some examples):

  1. Cooperative use of abandoned land and houses. Social use of confiscated property.
  2. Right for workers to recuperate their companies and manage them collectively – before selling them to investors or going bankrupt.>
  3. Open access for all citizens to information services that are democratically organised, and free public internet.
  4. Collectively and self-managed funds for citizens’ initiatives and access to public funding.
  5. Democratization of digital radio and TV by reserving e.g. 30% of the slots for non-commercial, community etc. stations.
  6. Participatory re-communalization/re-municipaliyation of energy and water.

And I’m sure there are others to add…

It could be the right moment to start to discuss practical political proposals – not with the illusion to change European politics immediately, but with the intention to bring the debate into the light of a greater public.

By , and : There is no telling when the next UK general election will come, and when the Corbyn Project could accede to national political power in what R.H. Tawney once called ‘the oldest and toughest plutocracy in the world’. But there is still plenty of work to be done in the meantime. While there were some advances in last month’s local elections, the mixed results underscore the difficulty of mobilisation around a stale and sterile managerialist model of local government, as embodied in all too many Labour councils.

Austerity at the national level may have been eased, at least rhetorically, but a fiscal crisis of the local state still rages. Since 2010, government funding to local authority budgets has been slashed by 49.1 per cent, with more pain still to come; by 2020, cuts in central government funding are forecast to reach 56.3 per cent. Although plans for all councils to receive 100 per cent rates retention by 2019/2020 have been placed on ice, cuts premised on this change continue unabated. Almost half of all councils are set to lose all central government funding by 2019/2020, with a yawning £5.8bn funding gap opening up by the end of the decade. Even with the best will in the world—clearly lacking in places like Haringey, where until recently a ghoulish Blairite zombie local government politics still walked at night—this has not been a promising context in which to build political support for and project out a Corbyn-inflected ‘new economics’.

But difficulty need not be impossibility—as can be seen in the path taken by the flagship Labour council of Preston in Lancashire. In a few short years Preston has gone from being one of the most deprived parts of the country to a model of radical innovation in local government through its embrace of community wealth building as a modern reinvention of the longstanding political tradition of municipal socialism. Community wealth building is a local economic development strategy focused on building collaborative, inclusive, sustainable, and democratically controlled local economies. Instead of traditional economic development through public-private partnerships and private finance initiatives, which waste billions to subsidize the extraction of profits by footloose corporations with no loyalty to local communities, community wealth building supports democratic collective ownership of—and participation in—the economy through a range of institutional forms and initiatives. These include worker co-operativescommunity land trustscommunity development finance institutions, so-called ‘anchor’ procurement strategiesmunicipal and local public enterpriseparticipatory planning and budgeting, and—increasingly, it is to be hoped—public banking. Community wealth building is economic system change, but starting at the local level.

The term first emerged in the United States in 2005, and was coined by our colleagues at The Democracy Collaborative. It was used to describe the model then beginning to emerge in the severely disinvested inner-city neighbourhoods of some of America’s larger cities as a response to crisis and austerity. As federal and state fiscal transfers dried up, social pain intensified in communities that had long been suffering from high levels of unemployment and poverty. Precisely because large public expenditures for jobs and housing were seen to be no longer politically achievable, more and more people started turning to economic alternatives in which new wealth could be built collectively and from the bottom up.

There are now two flagship models of community wealth building—and a growing number of additional efforts in cities across the United States and United Kingdom.  The first model is the Evergreen Cooperatives in Cleveland, Ohio—created, in part, by our own organisation, The Democracy Collaborative. Cleveland had lost almost half of its population and most of its large publicly-traded companies due to deindustrialisation, disinvestment, and capital flight. But it still had very large non-profit and quasi-public institutions such as the Cleveland Clinic, Case Western Reserve University, and University Hospitals—known as anchor institutions because they are rooted in place and aren’t likely to up and leave. Together, Cleveland’s anchors were spending around $3 billion per year, very little of which was previously staying in the local community. The Democracy Collaborative worked with them to localise a portion of their procurement in support of a network of purposely-created green worker co-ops, the Evergreen Co-operatives, tied together in a community corporation so that they too are rooted in place. Today these companies are profitable and are beginning to eat the lunch of the multinational corporations that had previously provided contract services to the big anchors. Last month came the announcement of an expansion of the Evergreen Cooperative Laundry to a new site serving the needs of the Cleveland Clinic, with a hundred new employees on fast track to worker ownership.

The ‘Cleveland Model’ is one of the sources of inspiration for Preston, now the pre-eminent example of community wealth building approaches in the UK. Back in 2012, Evergreen caught the attention of Labour councillor Matthew Brown, now a colleague at The Democracy Collaborative. With the help of others, such as Neil McInroy at the Centre for Local Economic Strategies (CLES), Brown took the Cleveland Model and radically expanded it. The ‘Preston Model’ now encompasses a string of public sector anchors across Preston and Lancashire, to which has been added public pension fund investment, affordable housing, and—hopefully, in the near future—an energy company and a community bank.

A longstanding tradition

Both the Cleveland and Preston Models represent a reinvention of a longstanding political tradition that played a significant role in the development of mass socialist politics in Europe and North America—and could now do so again, just when such a politics is most needed. In the late nineteenth and early twentieth centuries, activists on both sides of the Atlantic began to articulate a sophisticated political-economic theory of change. They suggested that by advancing a radical yet popular economic strategy of democratised ownership, good governance, and better working conditions at the local level, they could begin to build political power from the ground up. “Little by little the conditions of the people are to be improved”, Carl Thompson, a Wisconsin State Legislator and one of the United States’ leading municipal socialists, argued in 1907. “[T]hus, in every way, society will be gradually prepared for and led into the experience of Social-Democracy” (Thompson, 1908, 28). Similarly, in Britain in 1919, the Russian émigré and radical journalist Theo Rothstein asserted that local councils should be transformed “into so many forts from which to assail the Capitalist order” (Rothstein, 1919).

Municipal socialists believed that by pursuing policies and conducting campaigns around economic issues that directly affected the community, they could build durable political coalitions, raise the aspirations and political awareness of ordinary working people, and develop the political and administrative skills for further social and economic transformation (Judd, 1989; Stave, 1975). This coupling of consciousness-raising with the marked material enrichment of everyday life could then be deployed to the furtherance of socialism more broadly—in local, state, and national elections.

In the UK, interest in the economic and political possibilities of municipal socialism came and went with the rising and ebbing of the tides of economic reform and mass politics. At the beginning of the twentieth century it was led by early Fabian thinkers, with six Fabians—among them Sidney Webb—being elected to the London County Council in the 1892 elections. Of the first hundred Fabian tracts, written between 1884 and 1900, some forty-three discussed issues of local government (Chandler, 2007, 130-131). In What About The Rates?, Webb’s 1913 treatise on the financial autonomy of the municipalities, he protested vociferously against a political strategy which sought to marginalise the municipal: “Let us leave such proposals to the enemy … We, as Socialists, much cherish local government, and aim always at its expansion, not its contraction” (Webb, 1913, 9-10).

Municipal socialism was thus conceptualised as a consciously-evolving process, simultaneously shifting ownership—and with it power—whilst raising local living standards. Economic and political successes were consciously built upon to expand the strategy both horizontally (to other municipalities and industries) and vertically (to larger enterprises and services, and higher levels of governance). F. Lawson Dodd demonstrated the unfolding logic of this approach in a 1905 tract, arguing that the merits of water municipalisation warranted a further municipalisation of the milk supply on the bases of both power and public health: “The establishment of municipal milk depots supplied from municipal farms is the first step towards the social organisation of the dairy industry … The community would take over the whole of the supply”, he argued (Lawson Dodd, 1905, 17). The full extent of the impressive economic footprint achieved by municipal ownership in late-nineteenth-century Britain is nicely captured in the account given by Webb in his 1890 book Socialism in England:

“The ‘practical man,’ oblivious or contemptuous of any theory of the Social Organism or general principles of social organisation, has been forced by the necessities of the time into an ever deepening collectivist channel. Socialism, of course, he still rejects and despises. The Individualist Town Councillor will walk along the municipal pavement, lit by municipal gas and cleansed by municipal brooms with the municipal water, and seeing by the municipal clock in the municipal market, that he is too early to meet his children coming from the municipal school hard by the county lunatic asylum and municipal hospital, will use the national telegraph system to tell them not to walk through the municipal park but to come to the municipal tramway, to meet him in the municipal reading room, by the municipal art gallery, museum and library, where he intends … to prepare his next speech in the municipal town hall, in favour of the nationalisation of the canals and the increase of government control over the railway system. ‘Socialism, sir,’ he will say, ‘don’t waste the time of a practical man by your fantastic absurdities. Self-help, sir, individual self-help, that’s what’s made our city what it is’” (Webb, 1890, 65)

Tensions soon arose, however, between local and national aspirations. With the rise of Labour as an electorally successful national party committed to a top-down reorganisation of the British economy, municipal socialism began to wither. This was partly the party’s own doing, with one of the deleterious consequences of the centralising tendencies of Attlee’s post-1945 nationalisation programme being the abandonment and erasure of the rich tapestry of local traditions of municipal ownership, mutualism, and co-operation. The boards of the newly nationalised (and centralised) public companies were comprised of a curious assemblage of the contemporary elite, which often meant that the extensive tacit knowledge of the workers and successful economic practices of municipal enterprises were marginalised, ignored, or lost altogether. Knights, Lords, and generals were well represented on these boards (Jenkins, 1959, 16), but—to take but one example—not a single member of the fourteen appointees to the board of the first Gas Council had been connected with any of the numerous previous municipally owned public gasworks (Kelf-Cohen, 1973, 59).

Only with the sunset of the top-down Keynesian economic management of the postwar Golden Age did municipal socialism begin to re-emerge as a political force. In the dark days of Thatcherism, radical local experiments re-appeared in the shape of the Greater London Council (GLC) and other metropolitan councils. As Stuart Hall wrote, the GLC “operated right across the spectrum, politicising sites of daily life and drawing them into the orbit of politics in ways unthinkable to most conventional Labour councils” (Hall, 1988, 237). Thatcher, perhaps more than anyone, immediately saw the political danger inherent in any significant revival of municipal socialism—especially one with a strong participatory, democratic character. “The GLC represents modern socialism”, the arch-Thatcherite Norman Tebbit stated, concluding that ‘we must kill it’ (Wainwright, 2003, 8).

Many of Thatcher’s own colleagues were made somewhat uneasy by “her deep-seated and almost obsessive objections to urban socialists” (Kösecik and Kapucu, 2003, 87), whilst the municipal socialist and Labour MP for Manchester Central, Bob Litherland, wondered aloud in Parliament as to whether it might be deemed “unfair that the metropolitan counties have to suffer because a Prime Minister takes a paranoic view of Ken Livingstone and thinks that he is immortal” (HC Deb 11 April 1984). George Tremlett, a Conservative councillor on the GLC and outspoken critic of Thatcher’s abolition agenda, was dropped from the Conservative Group altogether after arguing that “the proposals were so outrageous and so contrary to all the Conservative traditions of government that they must call into question Mrs. Thatcher’s capacity to form a balanced judgement on important issues of public policy”, and eventually encouraging Conservatives to vote Labour in the 1984 by-elections (Kösecik and Kapucu, 2003, 77).

Despite this opposition, Thatcher persisted in her determination to abolish the GLC, which was accomplished with the Local Government Act of 1985, wherby these resurgent experiments in municipal socialism were legislated out of existence. With Thatcher’s defenestration of local government, municipal socialism once again faded from the picture politically in Britain. Recent plans to devolve power to local government have been a mixture of unintelligibility and—especially since 2010—cynical exercises in political buck-passing, particularly attempts to shift the blame for implementing austerity. As a consequence, the public has quite rightly reacted negatively to such efforts, as well as other associated attempts to address the overwhelming centralisation of Britain’s political economy and governance. Referenda on regional assemblies in England advanced by Tony Blair were soundly rejected—by as much as 78 per cent in the vote on devolution to North East England in 2004—while George Osborne’s lopsided localism agenda has been plunged into legislative formaldehyde with the arrival of Theresa May in Downing Street.

Municipal socialism revisited

In the modern era of 24-7 news cycles and horserace political coverage, local politics rarely receives much attention. When local campaigns and politics are covered at all, it is usually because such elections are deemed to be a bellwether for the relative national political strength of the parties. This downgrading of local politics also extends to political analysts and activists, and often even to the political parties themselves, as can be seen in their reluctance to invest precious resources in local campaigns.

There are promising signs, however, that this is now beginning to change. With the leadership of Jeremy Corbyn and John McDonnell, municipal socialism has once again returned to the Labour Party’s agenda in a powerful way. “With amazing creativity in the toughest of times, we are seeing the first shoots of the renaissance of local government for the many, not the few—the rebirth of municipal socialism”, Corbyn proclaimed in February of this year.

As indicated above, one of the leading models of re-emerging, modern-day municipal socialism in the UK is to be found in Preston. In 2011, the city—which had been declining economically since the 1970s—was reeling from a bitter double blow. Central government funding was plummeting under the austerity regime of Cameron’s coalition government and long held revitalization plans based on a £700 million shopping centre had collapsed. The newly-elected Labour council realized that they needed to come up with a new strategy. It was then that Councillor Matthew Brown, Cabinet Member for Social Justice, Inclusion, and Policy, stepped forward with his ideas. Inspired by alternative forms of economic development around the world, including the Mondragón cooperatives in the Basque region of Spain and the Evergreen Co-operatives in Cleveland, Ohio, Brown and his fellow councillors began to develop plans to deploy Preston’s existing assets and financial clout to catalyse a new local economic model that builds wealth rather than extracts it from the community. Working with the Manchester-based CLES, Preston Council approached the large anchor institutions in the area and came up with a strategy to shift as much of their spending and procurement back into the local economy as possible. In 2013, six of the local institutions that signed up for the effort spent around £38m in Preston and £292m in Lancashire as a whole. By 2017 this had skyrocketed to £111m and £486m respectively. The new localized contracts cover everything from school lunches to large-scale construction projects. Moreover, contracts shifted locally have a multiplier effect, as pounds circulate and recirculate throughout the local economy, creating jobs which in turn lead to more spending on goods and services, which then leads to the creation of more jobs, and so on.

The Preston Model, however, is about much more than just developing the local economy through shifts in spending and procurement. It is about alternative forms of ownership that not only enrich the lives and livelihoods of residents and workers, but also give them the opportunity to actively participate in the economic decisions that affect their lives and the future of their city. Even before working with the anchor institutions, Preston Council backed plans to develop co-operatives (and link them to the procurement needs of the anchors) and a public financial institution (see Chakrabortty, 2018; Sheffield, 2017; Singer, 2016).

Preston has been lauded by the Labour leadership and by sections of the media as an example of what could be achieved—albeit on a far greater scale—nationally under a Corbyn-led government. “This kind of radicalism”, argued John McDonnell in a 2016 speech at the Preston-based, worker-owned transport company TAS, “is exactly what we need across the whole country”.

Star Guardian columnist Aditya Chakrabortty kicked off his excellent new series exploring real-world economic alternatives with an in-depth study of the Preston Model, following on the heels of a broadly sympathetic write-up in The Economist, which dubbed Preston ‘Corbyn’s model town’. In a speech to the Co-operative Party, Corbyn himself praised the “inspiring innovation” of developments in Preston, particularly when set against the wider backdrop of swinging cuts to local government funding.

Preston also demonstrates the renewed potential of modern municipal socialism as a political strategy. As was the case a century ago, advancing a radical and innovative program of local economic regeneration can quickly lead to tangible political benefits. In the May 2018 local council elections, the Preston Labour Party pledged (among other things) to increase investment and jobs based on the Preston Model; to create a public bank and local wealth fund; to support the creation of new worker cooperatives; and to ask the Lancashire Pension Fund to invest more in the local economy (Preston Labour, 2018). The voters responded, as Labour increased its majority on the local council by picking up two seats—College Ward and Garrison Ward—that had long been controlled by the Tories. Moreover, as new councillor for College Ward Freddie Bailey explained to local journalists, “what we found helped was the Preston Model” (Farnworth, 2018). This was reinforced in the wake of the election when Matthew Brown was elevated to become Leader of Preston City Council.

Onwards to municipal socialism!

While it is right to remain cognisant of the limitations placed on local government by colossal cuts and decades of restrictive legislation, the twin temptations of fatalism—that nothing can be done—and deferral—that nothing can be done until Labour is in power in Westminster—must be roundly rejected. As Preston today demonstrates, a new radical municipalism can indeed emerge in Britain (as it is doing all across the world in the face of neoliberal crisis and austerity) and can serve as the basis for potentially much further reaching national and international change. Exorcising the zombie councils who do little besides implement austerity is vital, but so is creatively, confidently, and collaboratively exercising the significant powers councils do still possess.

As Daniel Frost recently urged in New Socialist, and as we have argued previously, there is much that can be done already—as a movement we need not wait for Labour to gain power nationally before we begin advancing ambitious programmes around a ‘new economics’ based on radical modern reinventions of municipal socialism.

Working with and for the local community to invigorate popular participation in economic decision-making and create—rather than merely extract—community wealth represents both an electorally and an economically successful strategy that can be implemented by councils across the country. The manner in which Preston has caught the imagination as a laboratory of ‘Corbynomics’ points to the wider role such approaches can play, not just in delivering for their local communities (vitally important though that is, the foundation of all else that follows) but also in helping us all to imagine, experience, and get involved with systemic economic transformation.

In an earlier period of economic contraction and difficulty in Lancashire, none other than Karl Marx wrote, in the New York Herald Tribune, of the emerging workers’ movement in the region: “The eyes of the working classes are now fully opened, they begin to cry: Our St. Petersburg is at Preston!”

Today, anyone looking around, from Capita to Carillion to the grim shadow of Grenfell Tower and the travails of East Coast Mainline, can see the existing neoliberal economic model failing and collapsing. But what holds a system in place, often, is a failure of imagination that things can fundamentally change, and that there are real, viable alternatives for organising a next system. Part of the answer to our failing economic system lies in on-the-ground experimentation and model building that embraces the design and principles of a new systemic alternative.

There is precedent for this. In the political science literature in the United States, it is known as the ‘laboratories of democracy’. In Britain, when Nye Bevan launched the NHS in 1948, he drew as inspiration from the Tredegar Medical Aid Society, a community-based model in South Wales that began in 1890. This small Welsh experiment was then scaled up into one of the world’s truly great public health systems.

We now have an opportunity—in the unknown amount of time between now and the next UK General Election—to get people familiar with the elements of the democratic economy through a widespread embrace of community wealth building approaches by Labour councils and local authorities. This suggests the potential basis for a new institutional underpinning for socialist politics, building support for our new economics from the ground up in a way that is far less scary and more comprehensible in a local context than it can sometimes appear at the national level. Our ambition, as the Corbyn Project, should be to bring about what Tony Benn termed “a fundamental and irreversible shift in the balance of power and wealth in favour of working people and their families”. Community wealth building is what that looks like when you start at the local level and begin creating systemic economic change from the ground up.

Two forms of government have dominated in the west over the last hundred years. In one big power is vested in the state, the government, in the other policy is dominated by the influence of big industry, big corporations, or big money. Well a hundred years after the Russian revolution, and ten years after the financial crash, a whole lot of people all around the world are saying “are there any alternatives?” especially as neither of those models has delivered on a promise of shared prosperity. In Preston, Lancashire, England, a formerly industrial city, the birthplace of the industrial revolution in many ways, they’ve seen ten years of austerity, and partly out of need, and partly out of aspiration they’re practicing, experimenting, with a new model. They’re calling it the Preston model of community wealth building, and it’s inspired by a model in another formerly industrialized city: Cleveland, Ohio, the Evergreen Cooperative model. On today’s program a transatlantic experiment in cooperative community wealth building. This episode is co-produced with the Democracy Collaborative and the Laura Flanders Show.

Reporting from “The Direct Parliament” conference in Florence

If you’ve read any of my writing, you will have guessed I have some opinions about how we could do large scale governance differently. But the tool we’re building is designed only for small scale: If you’ve ever used Loomio, you’ll see that it’s designed for groups of up to a few hundred people, max. There’s a big gap between the decision-making context of a grocery co-op and an entire country.

So I was really pleased to be invited to make a presentation at The Direct Parliament conference in Florence last week, where I could connect the dots between the large scale and the small.

The conference was coordinated by Marco Deseriis, who studies networked society with a cultural/political examination of Internet-based activism. The Direct Parliament came at the conclusion of his 2-year research project Scalable Democracy. I was first introduced to Marco when he interviewed me back in 2016, looking especially at the mass adoption of Loomio in the early phase of Spain’s Podemos movement-slash-party. I have really appreciated following along with his research blog, which is full of excellent interviews like this one with Miguel Arana Catania from the Participation Team of Podemos, revealing the tensions between the social movement’s manifestations in the streets and in the institutions.

I usually avoid speculation about the large scale because I often see it distracting us from more immediate local concerns, where we can actually have tangible impact. But people keep asking me what I think we should do about governments, so I’m starting to develop some thoughts on the topic. I’d love to hear what you think. Feedback welcome 🙂

Transcript: Everyday Governance with Loomio

Thanks for the invitation to join this conference. I’m grateful to be here, and looking forward to learning with you all. I come from New Zealand, so sorry about my poor English. I co-founded a technology company called Loomio. I think technology is quite boring though so I won’t talk too much about it.

software is an artefact of values and beliefs

I think software is an artefact, a by-product of our values and beliefs. So I don’t want to spend much time telling you about the software we built; I think it will be more interesting to share some of my values and beliefs, rather than telling you all about our software platform. Bear in mind I’m one of many co-creators of Loomio, so my subjectivity is only a limited slice of the pie.

First I want to share some of my personal experience so you know where I’m coming from.

In 2011, I joined the Occupy Movement. I had no experience with activism or social movements before then. I had just been watching Occupy Wall Street online and I thought it was interesting. I saw all these people saying that society is in crisis, that we face enormous environmental and economic challenges, and that our institutions are not capable of coming up with good solutions. In retrospect, I think Occupy was an opportunity to get firsthand experience of the challenges of democracy, and to start prototyping alternative institutions.

When the Occupy Movement made it all the way to Aotearoa New Zealand, I went down to our Civic Square in Wellington to observe: who are these people, what are they going to do? Very quickly, I changed roles, from observer to participant. I found there was no way to stand outside, I had to be involved.

For the first time in my life, I met with citizens in the city square. We talked together about our hopes and fears, sharing, learning, debating, connecting. It was tremendously inspiring, and shocking, like, why have I never met other citizens like this before?

On the first day, somebody decided he was going to stay the night in the square. Two weeks later there were 100 tents, a whole village had appeared.

The amazing thing about this village was that nobody was in charge. We made decisions together: everyone needs to eat, so how are we going to organise food? We made a kind of free university, so what kind of education programs shall we run? All these people want to stay in the square: how can we make shelter for everyone? TV cameras keep visiting us, what should we tell them? Nobody was the boss, we had to negotiate and improvise.

Now nothing in my education had prepared me for this. I’m trained as an engineer. As an engineer I was taught an approach to problem-solving that was all about being right. I did research, I made simulations, I built electronic circuits and tested them with careful measurements. I was trained to be objective, detached, outside of the system, an expert observer with a brilliant intelligence.

In the assembly at Occupy, I discovered these skills are not very useful in deliberating with others. In the assembly I learned that my empathy is much more useful than my intelligence. 

Negotiating with other people, trying to find agreement about how we should organise our little village, I learned the most important thing I could do was to listen. Not just listening to rebut — listening to understand, where are you coming from? what do you believe? what do you value? why do you think like that?

When I truly understand somebody’s position, then I can make a proposal that they can agree with. It’s not about being very clever, having the best ideas, or the best ethics, it’s just about listening, being flexible, and looking for solutions that satisfy as many people as possible.

So, there we are in the city square sitting in circles and making consensus decisions, it’s very picturesque and inspirational.

It was also kind of a disaster, right? In my opinion, the Occupy camps all over the world ended for basically two reasons.

Some camps were destroyed by the state. Violent, brutal, armed thugs paid by the government to vandalise and dismantle these flourishing communities. The other camps collapsed under the weight of consensus. We learned how difficult it is to govern a public space, especially when you’re making decisions with random people, some of whom are drunk, or they are just passing through and sharing an opinion without any commitment to the community.

Actually maybe these two reasons demonstrate the same thing: governance is very difficult. The state does stupid things like pepper spraying students at a peaceful protest. And we activists do stupid things like spending 6 hours in a consensus meeting that brings us no closer to our aims.

So, as our camp disintegrated, my friends and I were left with an enormous question: what next!? It felt like we had come so close to a dramatic evolution of how we govern society, and then it collapsed. So what do you do after the revolution fails?

Being the kind of people we are, we decided to make some software about it. We thought we could help activists organise more efficiently with software to support inclusive decision-making.

So Loomio is a discussion forum like many others online, but the unique piece is the facilitation tools which are designed for productive and efficient deliberation. It’s not an endless conversation, the process is guided towards an outcome. E.g. you can poll people so see which options they like, then test for agreement with a proposal.

When we started we were just thinking of activists. But immediately we were swamped with interest from all parts of society, in many different countries. Now we have tens of thousands of groups using Loomio. In Wellington, the city government used Loomio to involve citizens, experts, and officials in policy making. Co-ops use Loomio for governance: approving new members, approving funding applications, debating about constitutional bylaws.

My favourite example right now is social.coop: it’s a social network very similar to Twitter. But instead of selling advertising, the platform is funded by users paying a small subscription fee. In return, users are invited to participate in governance, in a Loomio group: what kind of censorship should we have on the platform? where should we host the data? what code of conduct should users adhere to? It’s wonderful to see a digital platform being governed like a public utility.

Loomio is very simple software: you have discussions, suggest proposals, and people can say what they think about the idea. There’s no magical automation, machine learning, artificial intelligence, or decision-making robots, it is a very human process. I think it contributes at least two very useful innovations to the problem of deliberation, which can be generalised to other tools and processes.

1. asynchronous deliberation

First, Loomio breaks the tyranny of time. Usually, when you want to include people in a decision-making process, you do it in a meeting. These days we have video-conferencing so our meetings can extend into multiple spaces, but still, we need everyone paying attention at the same time. This is a fundamental constraint of deliberation: you need to organise a meeting, get everyone to pay attention simultaneously, and there’s a pressure to make all your decisions before the meeting ends.

With Loomio you can involve people in decisions, without coordinating a meeting. People participate in their own time.

I’m travelling through Europe with my partner. Back home, we’re negotiating about a new investment round for Loomio, and potentially restructuring the cooperative. We’re on the road, in a different timezone from the rest of the team, but we can participate in these very important decisions in our own time. We call it asynchronous decision-making, I think it is a very profound breakthrough, even though it is quite mundane!

2. visualise positions

The second innovation: visualising people’s positions. It’s very common for deliberation to get stuck in a very frustrated state. Essentially, everyone is simply arguing for their preferred option. I think we should do this. Well I think we should do that. No we should do this. Often what is happening here is that people are advocating for their preferred option, simply because their preference hasn’t been acknowledged. I get louder and louder describing the benefits of my proposal, because nobody has demonstrated that they understand my idea. So it really accelerates the deliberation process when you can visualise everybody’s position. First, everybody needs to be heard. Then they are much more willing to negotiate and make concessions.

So with a Loomio decision, somebody makes a proposal, and then you can visually see where everyone stands. People agree or disagree, and they share a short summary explaining why they feel that way. so you can quickly focus in on the concerns, and evolve the proposal to respond to them.

Again, it is quite simple, but also a profound breakthrough. We use the same technique in face-to-face workshops and meetings to deal with difficult decisions. In this case, the graphic is used to visually distinguish preference (I love it) from tolerance (I can live with it):

I want to share a bit more about my beliefs, some of the thinking behind the software.

This shows you how I understand social change. The chart keeps going up to the right, with bigger and bigger scales: cities, states, the planet, all of life, etc. Many of us are motivated by large-scale change, I expect that’s why we’re at this conference: we want to rebuild the economy for equality, or reimagine politics, or repair the division between humans and the rest of nature. Big big change. But social change is very complex, and non-deterministic, it’s not a straightforward system. I don’t know how we re-wire society, but this picture shows my intuition. I believe we need to consider many different scales at once.

For example: I want to change the system called patriarchy. It seems to me a very urgent challenge. But if I just focus on the large scale, trying to dismantle the system, I may miss a lot of insights that are down at the lower end, much closer to me and my immediate experience. Down here there are some questions just for me: how do I support patriarchy, how do I benefit from it? or, how do I reproduce patriarchal dynamics in myself, how do I dominate myself? and then one step up, looking to my relationships: am I in equal partnership, or in domination relationships? Then I can examine my teams: are we treating each other with respect and equity, or does one person dominate the rest? To me it is very important to have integrity and alignment at all scales. So yes, I will join a social movement against patriarchy, demanding a change in how we distribute power in society and how we run institutions. And also I need to work at the very small scale.

This is what is in my mind when I am using Loomio. I believe it is very important to practice deliberation at the small scale. Learn how to share power, to negotiate, to listen, to make concessions, to empathise, to let go of demands, to find creative solutions. Simply, I believe the practice of small scale democracy makes me a much more capable citizen.

I’m not sure about the large scale. I think we will have much better ideas once people have more opportunity to practice at the small scale.

Right now, the best large scale example I know of the is in Taiwan. My example is 4 years old, but still most people don’t know about it, so I guess I will be the Asia-Pacific representative for this conference and share the story again.

In 2014, the Sunflower Movement occupied government buildings in Taiwan. They stayed there for 23 days, demonstrating how to run a transparent deliberative democracy process to renegotiate a trade deal with China. After the movement, many independent politicians won seats in government, including the premier of Taiwan and the mayor of Taipei. That is, they are there to represent citizens directly, without the mediation of a political party. Since then, there have been many experiments in citizen participation in law making.

The vTaiwan project uses a tool called pol.is to involve thousands of people in opinion gathering, which like Loomio, creates a visualisation of people’s position on an issue. Once the opinion groups are clear, then representatives of each group come together for an in-person deliberation. This is broadcast publicly for anyone to watch. Then, having understood the perspectives of the different stakeholder groups, citizens are invited to suggest statements that they believe everyone can agree with. In the end, the government agrees to implement every consensus point generated by the process, or to provide detailed rationale for why it is not feasible.

This is incredibly inspiring to me, and I hope more people in the Western world will pay attention to the developments in East Asia. And I will say, the technology is useful, but more important is the political strategy and the facilitation skill of the activists driving this change.

I’m not sure if the government of the future is going to use pol.is, or Loomio, or LiquidFeedback, or whatever technology. But I hope as more people have access to a kind of everyday democracy, we’ll be much more able to work together creatively, efficiently making great decisions that work for everyone.

So if the question of this conference is “how do we reclaim our vision of democracy?” I think the answer is very straightforward, and very difficult. How do you get better at anything? With practice. I propose we should practice democracy more-or-less everyday. In our schools, in our homes and workplaces. Learn what democracy is composed of, in our own intimate experience, and then we will be more equipped citizens, less naïve, less easy to manipulate by demagogues and propagandists. I imagine children and teachers collaborating to govern their schools. Workers coming together to self-manage their workplaces. Citizens working together with city officials and experts to develop good policy.

Most of all, I imagine what extraordinary breakthroughs we might discover if more of us learned to listen to the people on the opposite side of the political fence. What if we could hear the values and beliefs beneath their position, rather than just dismissing them as stupid or evil?

The Future of Economics: From Complexity to Commons

Complex Adaptive Systems

The Edge of Chaos

Complex adaptive systems has enjoyed considerable attention in recent decades. Chaos theory reveals that out of turbulence and nonlinear dynamics, complex systems emerge: order from chaos.

We learned that complex systems are poised on the “edge of chaos” and generate “order for free” (Stuart Kauffman). They are composed of many parts connected into a flexible network. As matter and energy flow through, they spontaneously self-organize into increasingly complex structures. These systems, continuously in flux, operate “far from equilibrium” (Ilya Prigogine). Beyond critical thresholds, differences in degree become differences in kind. “More is different.” (Phil Anderson)

Complexity science reveals the difference between prediction and attraction. We can know that a marble in a bowl will reach the bottom even though we cannot predict its exact path because of sensitivity to initial conditions. Deterministic chaos means path dependence, where future states are highly influenced by small changes in previous states. A typical economic example is the lock-in of the now-standard “QWERTY” keyboard.

Networks

We see network effects: adding another node to a network increases the value of all other nodes exponentially, because many new connections are possible, economically “increasing returns to scale” (Brian Arthur). Reed’s Law goes even farther, because new groups can be formed, exhibiting a much greater geometric growth. We know about “small-world,” or “scale-free,” networks, so called because there is no statistic at any scale that is representative of the network as a whole, e.g. no bell-curve average, but instead a “long tail,” mathematically a logarithmic “power law.” Some networks are robust to random failures but vulnerable to selective damage, i.e. network attacks that target nodes with a higher centrality. Furthermore, “centrality” means different things inside different network topologies. Network structure affects the frequency and magnitude of cascades. Like avalanches in sand piles, power laws create “self-organized criticality” (Per Bak).

Information Landscapes

Complex systems constitute “fitness landscapes,” exhibit cycles of growth and decline, are punctuated by explosions of diversity and periods of stasis, and show waves of ebb and flow, seen in traffic patterns. On fitness landscapes, algorithms that pursue merely maximization, without the ability to observe remote information from the landscape, freeze in local optima. Without system diversity, there is no improvement. Swarms escape because they not only read information from the landscape but also write to it, creating shared information environments.

Landscapes and occupants impart selection pressures on each other. Good employees and good jobs both outperform bad ones. Agents and strategies evolve. Adaptation can become maladaptation when selection pressures change.

Dynamics and Time

When we study the spread of disease through a forest we see a slow progression of infected trees.However, when we study the spread of firewe see the same pattern enacted much faster.

Complex systems and their dynamics are not new. What is new is that human systems have accelerated to the point where political, economic, and social changes now occur rapidly enough to appear within the threshold of human perception. We change from slow social movement to an era of “smart mobs.” Consequently, while it may be true that we did not need the tools of complex systems in the past, because economic change was slow and did not require a dynamical viewpoint, the current speed of economic change demands this new lens.

The Emergence of Commons-Based Peer-to-Peer Networks

A crucial global economic phenomenon is the rise of commons-based peer-to-peer networks. “Technologies of cooperation” (Howard Rheingold) enable people to self-organize in productive ways. Open-source software was one first clue to powerful new ways of organizing labor and capital. “Commons-based peer-production” is radically cost-effective (Yochai Benkler). By “governing the commons” (Elinor Ostrom), shared resources managed by communities with polycentric horizontal rules, without reliance on either the state or the market, escape the “tragedy of the commons.” Our thinking about production, property, and even the state, must evolve to reflect the growing participatory economy of global stewardship and collectively-driven “platform cooperatives” (Michel Bauwens). New commons include food, energy, “making,” health, education, news, and even currency.

The rise of 3D printing and the Internet of Things combined with participatory practices yields new forms of value production, paralleling new forms of value accounting and exchange. We witness a “Cambrian explosion” of new currency species, like BitCoin, and innovative trust technologies to support them: the blockchain and distributed ledgers. Just as 20th century electrical infrastructure remained fragmented until standards enabled a connected network (Thomas Hughes), new infrastructure matures when separate solutions merge and the parts reinforce the stability of the whole.

The Future Fate of Economics

Economics as a discipline can only remain relevant as long as it can provide deep engagement with contemporary reality. Overly-simplified models and problematic axioms cannot guide us forward. The world is an interwoven, heterogeneous, adaptive “panarchy.”

Harnessing complexity requires understanding the frequency, intensity, and “sync” of global connectivity. Analyzing many futures demands better tools. To analyze “big data,” first we need data. Complexity science utilizes multi-agent simulations to investigate many outcomes, sweep parameters, and identify thresholds, attractors, and system dynamics. Complexity methods provide unique metrics and representations, animated visuals rather than static graphs.

This is not just big data; it’s dynamic data. With distributed systems, it becomes peer-to-peer data: shared infrastructure. Just as ants leave trails for others, shared infrastructure bolsters interoperability through a knowledge commons. Restricting connectivity and innovation, e.g. with intellectual property rights, carries extreme costs now. Fitness impedes uncooperative agents and strategies. Fortunately new commons have novel “copyleft” licenses already, promoting fairness and equity.

Complexity science shows us not only what to do, but also how to do it:  build shared infrastructure, improve information flow, enable rapid innovation, encourage participation, support diversity and citizen empowerment.
