In critiquing and analyzing a state policy proposal like the Green New Deal from an anarchist perspective, I should throw in the usual disclaimers about my working assumptions. I’m not an insurrectionist and I don’t believe the post-capitalist/post-state transition will be primarily what Erik Olin Wright called a “ruptural” process. Although the final transition may involve some ruptural events, it will mostly be the ratification after the fact of a cumulative transformation that’s taken place interstitially.

Most of that transformation will come from the efforts of ordinary people at creating the building blocks of the successor society on the ground, and from those building blocks replicating laterally and coalescing into an ecosystem of counter-institutions that expands until it supplants the previous order.

Some of it will come from political engagement to run interference for the new society developing within the shell of the old, and pressuring the state from outside to behave in more benign ways. Some of it will come from using some parts of the state against other parts, and using the state’s own internal procedural rules to sabotage it.

Some of it will come from attempts to engage friendly forces within the belly of the beast. Individuals here and there on the inside of corporate or state institutions who are friendly to our efforts and willing to engage informally with us can pass along information and take advantage of their inside positions to nudge things in a favorable direction. As was the case with the transition from feudalism and capitalism, some organizational entities — now nominally within state bodies or corporations — will persist in a post-state and post-capitalist society, but with their character fundamentally changed along with their relationship to the surrounding system.  If you want to see some interesting examples of attempts at “belly of the beast” grantsmanship and institutional politics, take a look at the appendices to some of Paul Goodman’s books.

A great deal, I predict, will come from efforts — particularly at the local level — to transform the state in a less statelike direction: a general principle first framed by Saint-Simon as “replacing legislation over people with the administration of things,” and since recycled under a long series of labels ranging from “dissolution of the state within the social body” to “the Wikified State” to “the Partner State.” The primary examples I have in mind today are the new municipalist movements in Barcelona, Madrid, Bologna, and Jackson and the dozens and hundreds of cities replicating that model around the world, as well as particular institutional forms like community land trusts and other commons-based local economic models.

There is no “magic button” that will cause the state to instantaneously disappear, and it has currently preempted the avenues and channels (to paraphrase Paul Goodman) for carrying out many necessary social functions. So long as the state continues to be a thing, I prefer that its interventions in society and the economy take the least horrible forms possible, and that its performance of the necessary social functions it has preempted be carried out in the most humane and humanly tolerable ways possible during the period of socializing them — i.e., returning them to genuine social control by non-coercive, cooperative forms of association. I prefer that reforms of the state be Gorzian “non-reformist reforms” that lay the groundwork for further transformations, and bridge the transition to a fundamentally different society.

In dealing with cases like catastrophic climate change, where lifeboat ethics comes into play and it’s justifiable to forcibly shut down economic activities that actively endanger us, when the regulatory state has already preempted the avenues for otherwise shutting down such activities, stepping back and allowing the state  to actually do so — especially when it’s acting against entities like corporations which are abusing power and privilege granted by the state in the first place — may be the least unsatisfactory short-term option. When the state has created and actively subsidized the entire economic model that threatens the biosphere, intervening to partially curtail and reverse that model is probably the form of intervention I’m least likely to lose any sleep over.

To take a case from ten years ago as an illustration, something like Obama’s stimulus package was necessary, given the existence of corporate capitalism on the current model and its chronic crisis tendencies towards surplus capital and idle productive capacity, to prevent a Depression. So long as capitalism and the state existed, some such intervention was inevitable. Given those facts, I would prefer that the hundreds of billions of dollars in stimulus spending go towards fundamental infrastructures that would bridge the transition towards a more sustainable and less destructive model. I recall reading at the time that for $200 or $300 billion dollars — about a third or less of the total package — it would have been possible to build out the bottlenecks in the national railroad system and transfer around 80% of long-haul truck freight to trains, thereby reducing carbon emissions from long-distance shipping to a fraction of their former value. Instead, Obama elected to dole out the money to “shovel-ready” projects, which meant local infrastructure projects already promoted and approved by local real estate interests and other components of the urban Growth Machines, to promote further expansion of the ultimately doomed model of car culture, sprawl, and monoculture.

Given that massive deficit spending to avert Depression was inevitable, it would have been far less statist to simply spend money into existence interest-free along the lines suggested by Modern Monetary Theory, either by appropriation for government projects or simply depositing it into people’s checking accounts as a Citizen’s Dividend, than to finance deficit spending by the sale of interest bearing securities to rentiers. It would have been less statist to carry out quantitative easing functions by eliminating the current central banking model of authorizing banks to expand the money supply by lending it into existence at interest, and instead creating new money by simply issuing in the form of a Basic Income. It would have been better to make the bank bailout conditional on banks marking mortgages in default down to their current market value and refinancing them on more affordable terms. You get the idea.

Which brings us back to the Green New Deal.

Getting back to our earlier principle that, if the state has already entered the field, I prefer state interventions that are less shitty rather than more shitty, I would definitely prefer that tax money be spent building public transit that partially reverses or undoes a century of social engineering through state subsidies to highways and civil aviation, to interventions that continue to subsidize the further expansion of car culture.

The question is, to what extent does the Green New Deal actually do this?

Insofar as it proposes shifting public funding from the automobile-highway complex and civil aviation system to local public transit and intercity passenger rail, or reducing fossil fuel extraction and shifting to renewable energy, I think it’s about the best line of action we could possibly expect from a state given the likely realities in the near-term future.  

But there are two main structural problems with the Green New Deal as proposed by Michael Moore, Jill Stein, and Alexandria Ocasio-Cortez. First, it takes for granted most of the existing economy’s patterns of energy use and simply calls for decarbonizing actual power generation.

As an illustration of the general spirit of this approach, Alex Baca mentions a Berkeley parking garage:

It’s got “rooftop solar, electric-vehicle charging stations, and dedicated spots for car-share vehicles, rainwater capture, and water treatment features” — not to mention 720 parking spots. It cost nearly $40 million to build. At night, it positively glows. And it’s a block from the downtown Berkeley BART station.

That America’s most famous progressive city, one where nearly everything is within walking distance, spent $40 million to renovate a parking garage one block from a subway station suggests that progressive Democrats remain unwilling to seriously confront the crisis of climate change.

In fairness to Ocasio-Cortez, she does favor shifting a considerable share of public subsidies from highways to public transit. But the overall thrust of her approach is far more towards decarbonizing power generation than changing the ways we use energy.

The Green New Deal, Baca says, “has a huge blind spot.”

It doesn’t address the places Americans live. And our physical geography — where we sleep, work, shop, worship, and send our kids to play, and how we move between those places — is more foundational to a green, fair future than just about anything else. The proposal encapsulates the liberal delusion on climate change: that technology and spending can spare us the hard work of reform.

Baca points, in particular, to the car-centered urban design model — promoted by decades of social engineering by the automobile and real estate industries in conjunction with urban planners — which locates housing and work/shopping in monoculture enclaves widely separated from one another and linked by freeways. More than anything, we need to return to the kind of urban layout that prevailed before widespread car ownership: compact population centers with a mixture of residences and businesses where people can get to work and shopping by walking, wheelchair, bicycle, bus, or streetcar. And rather than just replacing internal-combustion vehicles with electric ones and coal plants with solar panels, we need to travel fewer miles and consume less power.

Baca’s focus on urban layout, as on-the-mark as it is, doesn’t go nearly far enough. Equally important is industrial organization and the need to relocalize production and change the fundamental ways that production and distribution are organized.

Because of a combination of massive subsidies to energy consumption and transportation, entry barriers that promote cartelization and enable oligopoly firms to pass on overhead from waste and inefficiency to consumers on a cost-plus basis, socialization of the cost of many material and social inputs to production, and artificial property rights like trademarks and patents that facilitate legal control over the disposal of products whose manufacture is outsourced to overseas firms, we have market areas, supply chains, and distribution chains many times larger than efficiency-maximizing levels if all costs were internalized by capitalist firms. And even when production within a plant is rationalized on a lean or just-in-time basis, the existence of continental or trans-oceanic distribution chains means that the old supply-push model of the mass production era is just swept under the rug; all the in-process inventories stacked up by the assembly lines and warehouse inventories of finished goods that characterized Sloanist production have just been shifted to warehouses on wheels and container ships.

Ultimately, what we need is a relocalized economy on the lines described by Kropotkin, Mumford, and Borsodi, which capitalizes on all the advantages offered — but ignored — by the introduction of electrically powered machinery in the Second Industrial Revolution. Namely, we need high-tech craft industry with community and neighborhood workshops using general-purpose CNC machine tools to produce for consumption within the community, frequently switching between product runs as orders come in on a just-in-time basis. This would eliminate not only a huge share of the transportation costs embedded in the current system, but additional costs associated with mass marketing in an environment where production is undertaken without regard to existing orders, and the cost of waste production (planned obsolescence, the Military-Industrial Complex, car culture and suburbanization, etc.) that is used as a remedy for idle production capacity.

Building “infrastructure” as such is not progressive. It’s only progressive when it’s compatible with things like industrial relocalization and the replacement of the car culture with compact mixed-use communities.

Second, the Green New Deal is very much an agenda for saving capitalism in the same spirit as the original New Deal. It’s an anti-deflationary program to create new outlets for surplus labor and capital and provide “jobs” for everyone, instead of directly confronting the fact that technical progress has drastically reduced the amount of labor and material inputs required to produce a high standard of living and seeing that the leisure and productivity benefits are distributed fairly.

This was central to the Green New Deal model proposed by Michael Moore several years back, and it’s central to Alexandria Ocasio-Cortez’s version.

The Wikipedia article on “Green New Deal” attributes first use of that phrase to Thomas Friedman, who envisioned it as a way to “create a whole new clean power industry to spur our economy into the 21st century.” And the creation of new “green” industries as a huge source of “jobs” has been the chief selling point of every Green New Deal proposal since. More broadly, it’s the defining theme of the whole “Progressive Capitalist” or “Green Capitalist” paradigm promoted by Warren Buffett, Bill  Gates and the like. The idea is to use new technology as a weapon against capitalism’s chronic problem of surplus capital without a profitable outlet, by enclosing it as a source of profit, and using it to create new industries and new support infrastructures that will provide a new “engine of accumulation” or “Kondratiev wave” to soak up capital for another generation or so. This creation of new industries is one of the “counteracting tendencies” to the tendency for the direct rate of profit to fall that Marx described in volume 3 of Capital.

And that’s basically the same vision promoted by Michael Moore: run those Ford and GM factories at full capacity and put millions of auto workers back to work building buses and bullet trains, and employ millions more building solar panels and wind generators. The problem is that the cheapening and ephemeralization of production technology is rendering a growing share of investment capital superfluous at such a rapid rate that building buses and trains and generators will barely put a dent in it. And in any case, a major share of existing production is waste that just needs to be ended, not run on a different power source;  while replacing necessary transportation with more environmentally friendly forms is a great idea, the fact remains that most existing transportation is also unnecessary and should be eliminated by restructuring the layout of cities and industry. The buses and bullet trains may take up the slack left by ceasing to produce cars for a few years, at most.

There is simply no way to invest enough money in producing alternative energy, trains and public transit to guarantee 40-hour-a-week jobs, get the assembly lines moving in Detroit again, and prevent the bottom from falling out of the capital markets, without enormous levels of waste production.

So to the extent that AOC and her friends want to keep oil and coal in the ground and promote decarbonization, and end America’s subsidies to car culture, I wish them well. But “green jobs guarantees,” promises of economic expansion through new “green industries,” and similar approaches aimed at prolonging the long-term survival of capitalism, are a dead end.

Where does that leave us? What do we do in the meantime?

In framing the alternatives, I start from the assumption that our primary purpose is actually building the post-capitalist society, and that our engagement or lack of engagement with the state is a secondary course of action whose main purpose is to create a more conducive, less harmful environment in which to do the building. If you want to vote strategically for the sake of damage mitigation, or try to push the state in less environmentally harmful directions, or shift its existing interventions in a more environmentally favorable direction, more power to you.

It was this kind of thing that Antonio Negri and Michael Hardt referred to, in Declaration, as part of a symbiotic strategy between the horizontalist left with its practice of building prefigurative counter-institutions, and leftist parties attempting to influence state policy. It’s fine for grassroots movements engaged in constructing a new society outside the state to throw support behind political actors who are taking specific measures to push things in the right direction, or enlist their help in running interference for us and creating a more favorable environment for the process of building the new society. But it’s absolutely vital to retain total autonomy and freedom of action, and resist being turned into the social movement auxiliary of a political party as Van Jones tried to do with Occupy, and not let leftist parties in government divert suck up all the energy and oxygen from those engaged in building counter-institutions like Syriza did to Syntagma after coming to power in Greece.

Our most important strategic focus must be on institution-building. The most important form of institution-building is at the local level, and some of it may or may not entail incidental engagement with local government.

Pressuring local government to scale back zoning laws that mandate sprawl and monoculture, and to stop actively subsidizing sprawl through below-cost extension of utilities to outlying developments, may well be fruitful. But the most productive path in local decarbonization will be the work of actually retrofitting suburbs and strip malls into mixed-use communities with diversified local economies.

These things will become a matter of necessity for survival, as the combined effect of Peak Fossil Fuel and monkeywrenching efforts aimed at keeping it in the ground make long commutes prohibitively expensive for growing numbers of people, and growing numbers at the same time are forced by rising unemployment, underemployment, and precaritization to supplement or replace their wage incomes with direct production for use in the social economy.

When it comes to strategic action to promote decarbonization, direct action to make the fossil fuel industries unprofitable and fossil fuel projects unworkable in practice are at least as important as any local “carbon free” initiatives. Physical obstruction of pipeline projects, the use of the legal system and bureaucracy to sabotage them with their own system of rules, divestment efforts, and sabotage of existing pumping stations and other vulnerable nodes, together offer great hope for making such projects increasingly risky and decreasingly attractive and hastening post-carbon transition.

And it’s the people engaged in open hardware and micro-manufacturing efforts, hackerspaces, neighborhood gardens, community currencies, community broadband projects, squats in abandoned buildings and vacant lots, community land trusts and cohousing projects, tool libraries and other genuine sharing efforts, who are actually building a society that will function on zero waste and sustainable energy.

In the end, I think it’s a mistake to put our hopes in a party or in progressive celebrities like Bernie Sanders or AOC, no matter how much better they are than more mainstream politicians. I have much more modest hopes for whatever level of political engagement with the state I choose. A political party — the Millennial wing of the Democrats, the Greens, DSA — will not be the avenue by which we create a post-state, post-capitalist society that’s worthy of the human beings who live in it. Our main goal, and most attainable one, is simply using whatever opportunistic center-left non-entity is most likely to get elected to stave off the immediate fascist onslaught and buy time. At best, in the most ideal situation — and this is at least plausible as the demographics of both the country and Democratic Party shift toward leftish Millennials — we might hope for a caretaker state that offers a somewhat less virulent social democratic model of capitalism and allows a relatively benign atmosphere for our own efforts.

But if you want to see the actual future, look at what people are building on the ground. As a character in Marge Piercy’s Woman on the Edge of Time put it, revolution, was not uniformed parties, slogans, and mass-meetings; “It’s the people who worked out the labor- and land intensive farming we do. It’s all the people who changed how people bought food, raised children, went to school… who made new unions, withheld rent, refused to go to wars, wrote and educated and made speeches.”

Southern European countries were among the hardest hit by the 2008 economic crisis. In response to the economic pressure, declining public services and drastic unemployment situation generated by the crisis and the corresponding public policies, the Southern regions of the continent became terrains of experiments in self-organisation and gave birth to new forms of the civic economy. In this contribution, Tiago Mota Saraiva analyses the consequences of austerity policies on Portugal, Italy, Greece and Spain, focusing on how people tried to create networks of solidarity and resistance.

n his brilliant book about the history of Latin America – “Las Venas Abiertas de América Latina”, (The Open Veins of South America) originally published in 1971 – Eduardo Galeano (1940-2015) starts by writing that the international division of work consists of defining that some countries specialise in winning and others in losing. Galeano describes a history of the region that is made by its own People, a history that does not depend on the greatness and the richness of the Country. A system where development deepened inequalities and popular sovereignty had to be bonded because There Is No Alternative. “It’s a problem of mindsets”, would declare the canny eurocrat after reading Galeano’s introduction. But the system is not far from what is now happening in Europe. This article is about the PIGS, the continental countries of Southern Europe.

The PIGS

This racist acronym has never been claimed by any author. Some sources refer to its use during the end of the 70’s, but it definitely started to be used more often after the 2008 financial crisis as PIIGS (Portugal, Italy, Ireland, Greece and Spain) to refer to the five countries that were considered weak economies and possible threats to the eurozone. After 2013, with the Irish exit of eurozone bailout program, PIGS became four again as they were before. While each of these countries had different political and historical contexts and scales, over the last five years they have shared the similar financial impacts of EU austerity measures.

The People

From 2001 (the European economic and monetary union fully started on 1st January 2002) until the 2013 crisis peak, Southern Europe’s employment situation changed drastically according to Eurostat. In Portugal (unemployment increased from 3,8% in 2001 to 16,2% in 2013), Italy (9,6% to 12,1%), Ireland (3,7% to 13,0%), Greece (10,5% to 27,5%) and Spain (10,5% to 26,1%) unemployment rates increased dramatically. In the same period, unemployment increased in other European countries, more or less following the EU average, besides Germany and Finland where unemployment decreased, respectively, from 7,8% to 5,2% and 10,3% to 8,2%. These rates assumed an impressive impact on youth unemployment. The April 2014 Eurostat report unveils that one month prior to the official census in unemployment in Portugal, Italy, Greece and Spain the figures were, respectively, 35,4%, 42,7%, 56,8% and 53,9%.

Despite the brain drain (for example in Portugal the emigration numbers were higher than in the 60’s peak, when the country was living under a fascist regime and fighting several wars in its former colonies), this data shows the massive number of people with no jobs and more free time. If we add to this those people living from precarious labour, with low salaries or low pensions, we may find a number of people that are in need of support to barely survive. Always according to the Eurostat it is in Southern Europe that we find the countries with the largest part of the population in risk of poverty with Greece (36,0% in 2014) and Spain (29,2%) at the top of the ranking.

The Politics

In opposition to what is happening in almost all other parts of Europe, the nationalist and far right parties in Southern European countries are not fighting in order to win elections or lead the opposition towards EU policies. The Greek Golden Dawn, probably the most exuberant party, is far from winning national elections. On the other hand – in Italy, Greece and Spain – there are social movements and local activists gathered in so-called anti-systemic parties/political movements, all with different characteristics, but presenting themselves as the face for the change. Although Syriza – the only one of those parties that, until now, has won national elections – is being severely criticised for its acceptance of the very strong EU austerity policies against which it once was established, in Spain, civic movements won local elections in large cities with a diverse set of new public and city policies that are being implemented.
In Portugal, the massive demonstrations during the Troika’s official period of intervention, did not translate itself into a significant change in the architecture of national parties. However, despite the primacy of the coalition of right wing parties at the 2015 national elections, it did not achieve the majority of MPs to form the government. Instead of a right wing government, the Socialist Party was invested with the parliamentary support of the Left Block, the Communist Party and the Greens, under the agreement of progressively reversing the cuts on wages, pensions and the Social State. For the first time since 1974, when the long fascist dictatorship of Portugal was defeated, the Socialist Party is now leading the country, only backed by the left wing parties in the Parliament.

The State

Even though with different characteristics and at different levels, all these four countries have been witnessing the dismantling of the State. Privatisations of fundamental public sectors and the decrease of the public presence in economy have never been as evident as nowadays.
In Greece and Portugal the situation was extreme. The Troika’s program forced governments to quickly sell the most powerful and profitable public companies at low prices. On the other hand, the Welfare State has proven to became an Assistentialist State only programmed to act in desperate situations and not working on people’s emancipation from poverty. With the increase of sovereign debt, states have increasingly lost their independence in a process that inevitably damaged the democratic system. The “oxi” vote at the Greek referendum and the following reaction of the EU leadership, forcing on the Greek government an even more severe agreement, constitute a historical event we should never forget when analysing the growth of anti-EU feelings and the rising popularity of sovereignty movements among the working classes and poorest urban areas.

Self-organisation

Despite the high proportion of people unemployed and retired, people in Southern European countries do not have more time left to participate in common or community issues. Precarious and low-wage jobs, the insecurity of personal futures, longer daily commuting, or the family assistance of children and older people are some of the new issues that overload working days. These may be some of the reasons why people tend to participate more in initiatives that start from a will of reaction or resistance to a specific problem – either locally based or humanitarian – than from a global and theoretical ambition of structural and global societal change.
Whilst, on the one hand, PIGS are living under the described extreme economical pressure where people generally think the future will be worse then the present and focus their energies on everyday issues that require immediate responses, on the other hand, locally based self-organised initiatives are flourishing as a consequence of specific and local problems as illustrated by many examples:

Coop57 is a financial services co-op that started in Catalonia, emerging from workers’ fight to keep their jobs at Editorial Bruguera, during the 1980s. Over the last decade, the action of the cooperative spread all over Spain. Its main declared goal is to help the social transformation of economy and society, assuming that money and the Coop57 cannot do it on their own, but that they can play a role in helping people, organisations, collectives and groups that promote policies for investment and quality jobs in food and energy sovereignty, inclusion and spaces for culture and socialisation.

Carrozzerie | n.o.t is a theatre space in Testaccio, a former working class neighbourhood in Rome – now in the process of gentrification. The space was renovated in 2013 and it hosts dance, theatre and performative projects of younger generations of artists. It defines itself as a space for slow time, courageous and far-sighted projects. Carrozzerie | n.o.t works in the same artistic areas as Largo Residências, in the Intendente neighbourhood of Lisbon. Until 2012, Intendente was seen as one of the most dangerous areas in the city centre and an area to be renewed on a large-scale urban operation. Largo Residências started in 2011, renting a building on the square, and assuming the goal to fight against the gentrification of the area. The cooperative that organises all of Largo’s activities is now running in the building a floor of artistic residences, a hostel, a café open in to the square and a massive cultural program developed with and for the inhabitants of the area. Portugal is a good example of the unbalanced states of civic initiatives, whose development depends on the political approaches of local governments. Whilst in Lisbon, these initiatives have been flourishing over the last few years, in Oporto they have been under attack by the former authoritarian and conservative mayor Rui Rio. Lisbon’s local government created a program (BIP/ZIP) that, each year, finances around 30 different projects in priority intervention neighbourhoods/areas (Largo Residências was also supported by this programme) At the same time, projects like “es.col.a,” held in a squatted school with a very important social and cultural program at Fontinha (one of the poorest areas of Oporto) have never had any political or financial support from the municipality: es.col.a was evicted and consequently eliminated by the municipality’s decision.

The consequences of austerity were the most severe in the Greek context,. where state structures were partially destroyed. Nowadays, local and national governments tend to be involved with citizen initiatives even though with almost no resources, since the funds are all being directed towards structural or emergency goals. Almost everywhere in Greece, the exodus of refugees to Central Europe appears to be one of the most important challenges of the present and near future. Mostly addressing people who aim at crossing the country, EU policies has turned Greece into Europe’s buffer country before nationalist walls. Even though the walking routes are not passing through Athens, when I visited them last July, both the Elionas and Piraeus camps – the first one organised by the government, the second set up informally by a local citizen initiative (now, apparently dismantled) – accommodated thousands of people, waiting. In these camps, local or national governments are not receiving any direct support from EU funds for refugees.

Probably more than other PIGS countries, Italy has already had, since the 1980-90s, a very strong and politicised structure of self-organised movements and local citizen initiatives. During the last decades, those initiatives worked as a kind of a blow-off to political institutional collapse. However, the lack of strong national networks and, probably, the missing ambition to upscale local initiatives has prevented the initial energies from unfolding.

Despite the deception of the June 2016 national elections, Spain, where the networks of citizen initiatives and protests created strong networks, now face their second stage: disputing power. Local movements that emerged from the 15M movement succeeded in winning elections in the most important cities in Spain – Madrid, Barcelona or Valencia. Even though Podemos. in coalition with other political forces, did not achieve the expected share of votes at the last elections, city governments are already networking, organising new forms of decision-making and empowering citizenship initiatives. However, it is still too soon to measure the results of these new cooperations. A country or a society in crisis is not a “time of opportunities“ as we often hear when stock markets are translated into real life. From what I could see and live, during the last years in these four countries, crises are thrilling times of resistance, but also desperate moments of destruction. The decisive question for these initiatives is how to move from the idea of resistance, within this society frame, towards construction. This will be the only way to step forward from precariousness to resilience.

The international debate on the commons has a long history but only in recent years has it started gearing towards the definition of Urban Commons and what their role is in shaping our society, especially at the wake of the economic crisis. This debate developed strongly in Italy as a result of a referendum refusing the privatisation of water infrastructures. Following this, many city administrations have brought forward this debate at local level. The concept of commons has extended from water to many other resources, both physical and immaterial, inspiring regulations of the commons in several Italian cities. Experiences from Italy, in turn, have inspired the discussion about the commons in other parts of Europe.

By Daniela Patti:  “Commons are those resources that apart from the property that is mainly public, pursue a natural and economic vocation that is of social interest, immediately serving not the administration but the collectivity and the people composing it. They are resources that belong to all the associates and that law must protect and safeguard also in virtue of future generations.” (Lucarelli 2011) According to Alberto Lucarelli, a professor in constitutional law in Naples, commons are defined by rights and by the management models rather than simply the property model. Urban Commons provide a complex scenario in which both property and management of these collectives resources require new legal framework, increasingly provided by legal experts, municipalities and activists in various parts of Europe. As Sheila Foster and Christian Iaione, scholars of the commons point out, “[…] the urban commons framework is more than a legal tool to make proprietary claims on particular urban goods and resources. Rather, we argue that the utility of the commons framework is to raise the question of how best to manage, or govern, shared or common resources”. (Foster, at al., 2015).

This debate developed strongly in Italy as a result of the Referendum on the Privatisation of Water, which saw a victory with 95% from the position supporting water as a commons to be protected in public interest and not to be privatised. Following this episode, which has not yet seen a clear policy developed at national level, many city administrations have brought forward this debate at local level. The concept of commons has extended from water to many other resources, both physical and immaterial. In terms of physical spaces, open public spaces are rather unanimously recognised as urban commons and regulations in many cities have been developed to legislate the community use of urban gardens, as an example. Such spaces do not prove to be unproblematic as even through the property remains public, the collective access and the management costs are interpreted differently across the country. In Rome, the Regulation of Green Spaces adopted by the City Council in 2014 foresaw that all running costs, such as water, and ordinary maintenance, such cutting the grass, should be responsibility of the communities adopting the green space, where open public access must be nevertheless be guaranteed. Given the poor condition of maintenance of public green spaces in Rome, many people accepted these conditions to improve their living standards. Within this context, the regulation of buildings appears to be far more complex, given the higher number of variables in which the civic and the Public should find terms of agreement. To respond to these challenges, some cities developed a Regulation of the Commons, that would provide a framework for civic organisations and the public administration to find agreements on the shared management and use of urban commons.

The City of Bologna has had a long tradition in terms of citizens’ participation in decision making over the city’s development, but especially as a result of the economic crisis and the subsequent reduction on welfare expenditure, citizens have become increasingly active in the city. Responding to such inputs, the City Council has over recent years developed a series of relevant participation processes, Open Data initiatives, a participatory budgeting platform and the Regulations of the Commons, this last having gained much visibility both at national level and abroad. The reason for the Regulation of the Commons having gained so much attention was because this was the first of its kind ever being developed and was then adopted, with small variations, by a large number of cities across the peninsula.
The Regulation of the Commons is an application of the Principle of Subsidiarity foreseen by the art.118 of the Italian Constitution, that foresees that public administrations should support citizens in the development of autonomous initiatives aiming towards the collective interest. Therefore in 2014, Bologna’s City Council officially adopted the Regulation on the collaboration between citizens and the public administration on activities aiming at the care and regeneration of urban commons. The Regulation acts as a general framework within which citizens, both individuals or groups, can submit proposals for projects to be developed on a spontaneous basis with voluntary effort for the involved parties, putting competences, resources and energy available to the collective good. Such projects are disciplined by the Regulation through a series of specific agreements, called Collaborations Pacts, in which both the citizens and the Public Administration agree to the terms of their cooperation for the safeguarding of the commons. The commons targeted by this Regulation are material spaces as public squares, green areas or schools, immaterial commons, such as education and social inclusion, and digital commons, such as applications and digital alphabetisation.

The value of this pioneering Regulation has been to attempt to provide a legal framework to the activities and projects promoting the commons that were taking place spontaneously in the city, often outside if not even in contrast to the existing regulations. At the same time, this Regulation has the limitation of addressing only the less problematic situations of collaboration between civic and public stakeholders when promoting the urban commons. In fact, collective cleaning of public spaces, paintings of murals or creation of street furniture have been valuable initiatives taking place even more frequently thanks to the legal clarity in which they can take place, but are rather unproblematic in social and political terms. Urban Commons involving higher stakes in terms of ownership, management and economic conditions, as in the case of public buildings or even private ones, are not part of the scope of the Bologna Regulation of the Commons.

Such a challenge was instead recently taken on by the City of Turin, which as many other Italian cities adopted the Bologna’ Regulation of the Commons with very small adjustments in January 2016. Within the framework of the Co-City project supported by the Urban Innovative Actions program, Turin aims at developing the experience of the commons towards the creation of an innovative social welfare that will foster the co-production of services with community enterprises. Low cost urban regeneration activities in open spaces as well as buildings will take place and will be financially supported through the European-funded project. Having the project officially started only at the beginning of 2017, it is still early to appreciate any results but it is nevertheless worthy to say that its ambition is strongly embedded within a longer experience in terms of civic-public collaboration, as testified by the experience of the Network of the Neighbourhood Houses, which are also a key partner in the Co-City project. This network of community spaces, started in 2007, gathers eight spaces across the city with different functions and management models, some being public and others privately-run. For example, Cascina Roccafranca is a multi-functional community centre operating in a building owned by the City of Turin. Partly financed by the municipal budget, the centre is managed through cooperation between public and civic actors: a scheme that offers a valuable governance model while providing a wide range of social and cultural activities. As the staff member Stefania De Masi stated: “Our status as a public-private foundation is an experiment, an attempt of close collaboration with the municipality.”

An experience stemming from a different background to the one of Bologna is the Regulation of the Commons in Naples. It was in this city that for the first time in 2011, the juridical definition of Commons was introduced in the City Council’s Statute, referring especially to the case of water, which had been object of the national Referendum that same year. The following years, the “Regulation for the Discipline of the Commons” and the “Principles for the government and management of the Commons” were established. According to these, “each citizens should concur to the natural and spiritual progress of the city”. The focus towards the urban commons was explicit in 2013, when the City Council adopted the Public Space Charter, elaborated by the Biennial of Public Space held that same year in Rome, which aims at the creation of concrete processes towards the promotion of the urban public spaces.

It is in 2014 that the current regulation deliberating on the urban commons in Naples was approved by the City Council. This regulation outlines the identification of the commons and the process of collective management for their civic use and collective benefit are outlined. This regulation has foreseen the recognition of ongoing civic initiatives pursuing projects in spaces identified as urban commons. This approach therefore attempts to foster a logic of self-governance and experimental management of public spaces, aiming at recognising these spaces as commons of collective interest and fruition. In 2016 seven locations in Naples were identified as commons because of the collective commitment of citizens in their regeneration after a long period of abandonment. Before such recognition these spaces were officially identified as illegal occupation of public properties, for which all people involved were subjected to legal persecution. The innovation of what is happening in Naples stands basically in the fact that the ancient tradition of the Usi Civici (Civic Uses) applied since medieval times to the forests for people to access and harvest wood or collect food, is now applied to urban spaces. This is the case of the Je So’ Pazzo initiative taking place in the old mental asylum in the city centre of Naples, where a group of inhabitants, many of whom youngsters, have taken over the space to provide a series of local services, such as music classes, sports facilities and many other community-run activities. Currently the agreement with the Municipalities implies that utility costs of the space are paid by the City Council but all activities related expenses are responsibility of the users. In terms of property rights, the space remains in public ownership and users are granted freely access as long as the activities remain of public interest and open to all citizens.

At first sight the Regulations of the Commons of Bologna and Turin and the one of Naples could appear to be rather similar, having been developed at the same with an overall same objectives, yet they greatly differ in terms of concepts of property and usage of the commons. Bologna and the blueprint in Turin, do not effectively intervene on the property model of the public estates, that remain an asset exclusively managed by the Authority, albeit in the public interest. Even in terms of what is the usage model of these properties, this remains unaltered as the Authority is ultimately responsible for the refurbishment of the estates or for the development of social and economic functions. For this reason, it can be said that the civic-public collaborations to be activated tend to take place in open public spaces with a low conflict threshold. Instead, Naples has attempted to pursue a different model of property and management of the commons. in fact, to be identified as a commons are the buildings themselves, based on a series of social and cultural elements, and not the communities operating in them, therefore avoiding conflicts in terms of public procurement in assigning tenants to a public property. The activities currently taking place within these identified Urban Commons are accepted by the Administration as long as they respect the Commons ethics and guarantee access to citizens.

These experiences from Italy are also inspiring other parts of Europe, allowing for an increasing international exchange to take place. From a more institutional perspective at European level, not only has the recently started Urban Innovative Actions European program have financially supported the Co-City project in Turin, but also other European programs are recognising the relevance of such experiences for a European audience. This is the case of the URBACT capacity building program for cities that recently awarded the Good Practice title to the Commons initiative in Naples, based on which knowledge transfer networks of cities could be financially supported throughout Europe starting from 2018. Civic initiatives were also inspired by the work in Italy, as the model of LabGov, the Laboratory on the Governance of the Commons that supported the elaboration of the Bologna Regulation, is collaborating with the Pakhuis de Zwijger to develop an Amsterdam-based branch. The European Alternatives network has initiated a research mapping local governments that are promoting participatory governance in their institutions, in which Naples is thoroughly covered. These Italian applications of regulating the Urban Commons well depict the political positions and the solutions that may be adopted to regulate a form of property that is neither public nor private, but collective.

In 1983, a right-wing mayor was elected in Grenoble. His administration was marked by corruption and the power he gave to large corporations in the management of public services. Elected officials and environmental activists mobilised in the 1980s and 1990s to prove that corruption was involved in many deals, and set up an alternative, municipal entity to take back and run the water utility.

The decision to remunicipalise the water system due to corruption, lack of transparency and abusive tariffs was taken in March 2000 and implemented in 2001, with the immediate cancellation of the contract with private company Suez.

Under municipal water company Régie des Eaux de Grenoble (REG) investment in infrastructure increased threefold, while maintaining the price of water at lower and steadier levels. The new public enterprise adopted an advanced form of public participation in decision-making by establishing a water users’ committee. One third of the members of the REG’s board of directors are now civil society representatives and the other two thirds are municipal councillors.

A few years after Grenoble’s experience, the City of Paris decided to remunicipalise its water service. Between 2000 and 2008, this allowed users to save €20 million, mainly through improved maintenance resulting in more efficient water use. The city then launched a social water tariff policy: households for whom the cost of the service exceeds 2.5% of their annual income are reimbursed part of the amount by the CAF. In parallel to the social strategy, the goal is to maintain a pure and untreated water supply – the only case in France.

After 20 years of privatized water supplies in Valladolid, Spain, residents led the way to remunicipalizing this key service by successfully taking on the existing private contract holder, and central government too. As a result, a 100% public entity has now very successfully taken on running the utility.

For decades, citizens in the Spanish city of Valladolid had endured poorly run and expensive water provision. But in 2015, municipal elections ushered in a new three-party coalition government – and though each of the three had differing platforms, all included the remunicipalization of public water management in their electoral programme. As the contract (held by private company Aguas de Valladolid) was about to expire, water management emerged as a key political topic for the first time in 20 years.

Valladolid Toma La Palabra (VTLP), the municipalist movement running the environment department of the new City Council, held lectures and open debates, and, once the decision to remunicipalize through a public enterprise was reached, the 100% Public Water Management Platform (PWMP) was set up. Its member organizations were ecologists, neighbourhood associations and others.

Despite lobbying by the private sector, and laws restricting local government from ‘indebting’ itself by investing in water infrastructure, a new public company was set up and is now successfully managing the water supply in Valladolid. The management has been democratized through the composition of the board, new investment will start soon, and charges to customers remain frozen. The new public company will apply low tariffs according to income levels, resulting in a higher number of beneficiaries.

Other big Spanish cities such as A Coruña, Santiago de Compostela, Vitoria, Sevilla, Zaragoza, Madrid and Barcelona have requested information about the Valladolid case in order to start their own processes.

MACAO, an autonomous center for art, culture and research is now in danger.

In recent days the alt-right Salvini government decided to foster the repression against migrants and squatters with a new extremely fascist decree.

Meanwhile the local government of Milano is going to vote in the municipal council to privatize the building in which Macao is based, conferring the property to BNL, a real estate fund. The bank will auction the building, resulting in the eviction of Macao.

For years Macao has generated an extremely productive cultural program, generating and producing thousands of groups and projects. It is a symbol of art production as anti-gentrification, and is recognized as an international hub for research into the urban commons from legal, economic and theoretical perspectives.

Macao has strongly promoted and developed municipalism. This has been combined with developing an alternative economic ecosystem and civil rights through a transfeminist prospective.

Regarding the building, where Macao has grown up, we have been discussing different solutions with the municipality over the last 6 years (as “civic use”; an exchange with renovation investment; and finally even offering to buy, turning the property asset into a common) with the aim of fostering an innovative solution for the future of the space, according to a positive urban plan.

During August, the city government put the building quite secretly into a fund owned by the bank BNL, in order to have liquidity for the yearly economic budget of the municipality and cover their debts.

In this political moment in which there is apparently no alternative to alt-right aggression and neoliberal left cruelty, it is more important than ever to have autonomous infrastructures and to build alliances that cannot be broken by authoritarian repression.

We really need the support of international actors like you, who share with us a different political vision based on: Anti-nationalism and an active resistance to neoliberalism and fascism, in which we fight for social justice, solidarity economics, and the free circulation of knowledge.

Fighting together for radical municipalism, organizing solidarity networks, and fostering a real European alternative, means now a concrete step of solidarity to MACAO from you!

Commonspoly is a hack and a critique of the game Monopoly. Players aim first to re-municipalize private goods and then turn them into a Commons – you’ll learn why this is the best strategy while playing the game. Rather than compete against each other, players must overcome their conditioning and ‘rational, self-interest’ to instead maximize cooperative behaviours and create a commons-oriented locality. Hi there, we hope you had a safe journey, welcome to Commonspoly’s utopia!

Commonspoly is a free licensed board game that was created to reflect on the possibilities and limits of the commons as a critical discourse towards relevant changes in society, but to do it playfully. This game is an ideal device to introduce commons theories to groups in a pedagogical and enjoyable way. But it’s also great for boring, rainy afternoons!

And another thing, Commonspoly is an attempt to repair a misunderstanding that has lasted for more than a century. Back in 1904 Elizabeth Magie patented The Landlord’s Game: a board game to warn about, and hopefully prevent, the dangerous effects of monopolism. Years later she sold the patent to Parker Brothers, who turned the game into the Monopoly we know today: a game that celebrates huge economic accumulation and the bankruptcy of anyone but you.

Commonspoly turns the basic features of the traditional game upside down in an effort to imagine a possible world based on cooperation instead of competition. But is it possible to play a board game where the players have to find ways to work together, not beat each other? Well, the cycles between financial crises are shortening, global unemployment rates are skyrocketing, ice caps are melting, and we all have that hard-to-explain, creepy feeling… In this game, it’s a race against time and every player’s help is more than welcome! It’s not all bad news – we have some powerful, community-based tools to use in this struggle against the apocalypse. Let’s get down to business: we have urban, environmental, health and knowledge-based common goods to preserve!

Shareable, a nonprofit media outlet co-founded by Neal Gorenflo in 2009, is devoted to the sharing economy (the real sharing economy of platform cooperatives and other open, self-organized effort — not proprietary, walled-garden, Death Star platforms like Uber and Airbnb).

In 2011 Shareable organized the Share San Francisco conference to promote the city as a platform for sharing, which in turn inspired the “Sharing Cities” movement. The goal of Sharing Cities was to create horizontal linkages between local communities and serve as a platform to coordinate policies for encouraging the growth of sharing economies. Shareable itself, under the “Sharing Cities” tag, highlighted commons-based projects like open-source hailing platforms and other shared mobility projects, coworking spaces, participatory budgeting, multi-family cohousing/coliving arrangements, tool libraries, community land trusts, neighborhood gardens, shared renewable energy, municipalist projects like those in Barcelona and Jackson, hackerspaces and repair cafes, and many more.

Shareable created the Sharing Cities Network as a support platform for the project. According to the project’s website:

Fifty cities around the world began mapping their shared resources in October and November 2013 during Shareable’s first annual #MapJam. This was just the beginning of the Sharing Cities Network – an ambitious project to create one hundred sharing cities groups by 2015.

As of this writing, there are seventy-three cities worldwide listed on their Community Maps page, each one with a detailed map of sharing projects and assets. In addition, the movement led to a series of Sharing Cities Summits, the second of which in 2017 set up the Sharing Cities Alliance — which includes thirty-odd cities worldwide — as a standing body.

The book Sharing Cities is the outgrowth of these nine eventful years. Following an introduction by Gorenflo, in which he summarizes the background of the Sharing Cities movement, states its basic principles and assesses its significance, the book — a collaborative effort by fifteen people — provides over two hundred pages of case studies of local sharing economy projects in dozens of cities.

The case studies, organized topically into eleven chapters, offer fairly comprehensive and systematic coverage of sharing projects in pretty much every functional subdivision of local economies, including land ownership and housing, food, cooperative finance, micro-manufacturing, transportation — and, well, everything else.

As Gorenflo notes in the introduction, the commons “was part of, but not the core of,” the initial Share San Francisco meeting. This changed, he says, because of the realization that “sharing” functions could and would be coopted by the above-mentioned corporate Death Star model if the movement did not explicitly embrace open and commons-based models.

Even more so, it changed because of the Sharing Cities movement’s interaction and cooperative engagement with a number of other commons-based movements. From organizations like the Foundation for Peer-to-Peer Alternatives (P2P Foundation) founded by Michel Bauwens, to scholar-advocates of commons-based municipal economies like Sheila Foster and Christian Iaione (the closest thing the municipalist movement has to organic intellectuals), and even actual large-scale municipalist policy efforts (those emerging from M15 in Barcelona and Madrid, commons-based movements in Bologna and Amsterdam, older movements like Cooperation Jackson and the Evergreen Initiative in Cleveland, and the efforts that have since proliferated in hundreds of other cities), the Sharing Cities project has drawn inspiration from many areas.

In addition this ecosystem of movements includes a number of Autonomist thinkers like Massimo De Angelis who emphasize the commons as the kernel of an emerging post-capitalist society. And the role of the city in post-capitalist transition has been a theme in the work of thinkers ranging from Murray Bookchin to David Harvey.

All these things coming together amount, between them, to Steam Engine Time for commons-based municipal economies. This is more true than ever in the last couple of years. As even nominally leftist governments like Syntagma in Greece show their impotence or unwillingness to act in the face of neoliberal assault, and fascist or fascist-adjacent leaders come to power in a growing share of the West, municipal platforms and networks of such platforms have become the primary base for popular empowerment.

The importance of the urban commons to cities today is that it situates residents as the key actors — not markets, technologies, or governments, as popular narratives suggest — at a time when people feel increasingly powerless. To paraphrase commons scholars Sheila Foster and Christian Iaione, the city as a commons is a claim on the city by the people. Furthermore, a commons transition is a viable, post-capitalist way forward….

And if the various strands of municipalism add up to an ecosystem, Shareable and Sharing Cities occupy a vital niche in that ecosystem.

On the purely theoretical side, commons-based scholars of post-capitalist transition (De Angelis, for example) have done superb work on the commons as a new mode of production growing within the interstices of capitalism. But aside from general recommendations like growing the commons by incorporating a growing share of the material prerequisites of physical and social reproduction into its circuit, they have been light on the nuts and bolts of institutional examples of such practice. And activists like Chokwe Lumumba and Ada Colau have done amazing work in building local municipal platforms to promote a commons-based model of economic development. But when it comes to developing the full range of tangible alternatives and integrating them into a cohesive commons-based economy, such local movements have been quite uneven in identifying the possibilities. For example Cleveland and Jackson have focused heavily on incubating cooperative enterprises under the inspiration of Mondragon, but have in my opinion failed to take advantage of the potential of open-source information and cheap open-source micromanufacturing machinery for community bootstrapping.

The combined and coordinated development of all the possibilities for sharing economies within a community’s discretion, to the full extent of its discretion, would be revolutionary beyond anything we have seen. What if a municipality incorporated all vacant municipal land and housing into community land trusts, and acted as a cooperative enterprise incubator on the Cleveland and Jackson models, and used the surplus capacity of city and public utility fiber-optic infrastructure to provide low-cost community broadband, and made the unused capacity of public buildings available as community hubs, and implemented participatory budgeting and citizen policy platforms, and facilitated the creation of open/cooperative sharing platforms as alternatives to Uber, and facilitated the creation of hackerspaces and repair cafes and Fab Labs and garage factories, and required government offices and public education facilities to use open-source software and mandated that all publicly funded research and scholarship be in the public domain? All at the same time? It would amount to an entire commons-based economy, comprising a sizeable core of the entire local economy, with synergies and growth potential beyond imagining.

This is where Shareable comes in, and where it has done more than anyone else to kick-start needed action. Shareable took the lead not only in encouraging municipalities to become platforms for supporting and facilitating local sharing economies. It also promoted concrete mapping projects in individual cities to systematically identify and catalog all the potential assets for incorporation into a commons-based economy, and publicized concrete examples of commons-based praxis in all areas of social, economic, and political life from around the world. The subsequent emergence of other efforts at urban commons mapping and commons-based development policies in specific cities around the world (particularly notable is the P2P Foundation’s efforts in Ghent) is arguably the fruit of a seed planted by Shareable.

If scholars like De Angelis point to the commons as the core of the post-capitalist economy, and Barcelona and Madrid point to the municipality as the primary locus for facilitating commons-based projects, then Shareable has taken the lead in cataloging and sharing the full range of specific examples of such projects and encouraging others to follow their example.

Sharing Cities: Activating the Urban Commons embodies this cataloging and sharing project. Given the number of localities with municipalist movements, and the number of local activists and tinkerers worldwide developing commons-based projects, there are more projects on the ground than would fit into a thirty-volume encyclopedia, let alone one book. But the survey in Sharing Cities is a representative sample of the full range of what’s being done; every case study can be taken as a proxy for what others are doing in countless other communities around the world.

In short, this book is indispensable for anyone interested in what’s being done on the ground to build the society of the future.

A CommonsCamp will take place at Grenoble (France) August 22 to 26, during the Summer University of the French social movements

An open and self-organized gathering, this event is structured into 3 modules:

COMMONS, MUNICIPALISM and RIGHTS TO THE CITY and MAPS and SYNERGY meetings, both dedicated to making digital tools for the commoners. The CommonsCamp will end with a workshop dedicated to identify possible follow-ups or next steps. Two exhibitions will be held during the event : “Les communs” (Commons) and “Les voies de la démocratie” (Ways of democracy).

This CommonsCamp will be focussing on actionable knowledge and skills in the field of urban commons. It intends to stimulate the emergence and the realisation of concrete projects and collaboration between the commoners.

There will be interpreting in FR and EN during the plenary meetings. For the other activities, the organisers and facilitator will make sure that everybody will be able to participate (ex.: through whispering interpreting).

Documentation (note taking, photos, audio/video) will be a collective endeavour, everybody being invited to contribute to our collective pool of knowledge. A group of volunteers will assist the harvest and publishing of the content on the web, on a daily basis.
