We hosted a workshop on decentralised organising for the Civicwise network in Modena last week.

At one point I said, “I don’t care about hierarchy, hierarchy is not the problem,” and immediately felt the temperature in the room drop by a few degrees.

I know I can be provocative with my overly-concise use of language, so I wanted to take some space here to explain more thoroughly. It will take me a few minutes to describe my understanding of hierarchy and power, making the argument that this focus on “hierarchy” is a dangerous misdirection. Then in part 2, I share 11 practical steps that you can take to improve the power dynamics at your workplace, whether you’re in a horizontal collective, decentralised company, hierarchical organisation, or a post-consensus social foam.


Hierarchy Is Just a Shape

For this argument, we need to set aside our emotional and political reactions to the word “hierarchy”. Let’s pretend for a few minutes that we’ve never seen the horrible coercive inefficient hierarchies of human organisations, and just treat the word as a neutral scientific term. I’m thinking of hierarchy purely as a taxonomy, a way to map a system into nested relationships.

Take language for instance. If you tell me you hate fruit, I know not to offer you an apple. It would be impossible to make sense of the world without these hierarchical relationships.

Many natural systems can be understood through a hierarchical metaphor: a tree has a trunk and branches and twigs and leaves. I have no issue with that hierarchy. I don’t think we need a revolution for leaves to overthrow their branches.

In this taxonomical view, hierarchy is an amoral metaphor, a map, a shape which allows me to efficiently explain that this is contained by that.

I don’t think it is inherently unjust to have an organisation with some hierarchical forms. You might have a communications department, alongside an engineering department, and they may both be contained by some coordinating function.

In the kind of “self-managing” “flat” “non-hierarchical” or “less-hierarchical” organisations we work with at The Hum, org charts are usually drawn with friendly circles instead of evil triangles.

Take Enspiral, for instance. We frequently use a circular metaphor to draw a map of our the different roles in the network. I know the circle has symbolic importance for us, but… isn’t it just a pyramid viewed from a different angle?

So What?

More than just an abstract semantic debate for word nerds, I believe that this fascination with “hierarchy” and “non-hierarchy” is a major problem. Focussing on “hierarchy” doesn’t just miss the point, it creates cover for extremely toxic behaviour.

I have encountered so many organisations who describe themselves as “non-hierarchical”, and wear that label as a badge of pride.

I’m guilty of this myself: having declared ourselves to be a “non-hierarchical” organisation, I’m unable to clearly see the un-just, un-accountable, un-inclusive, un-transparent, un-healthy dynamics that inevitably emerge in any human group. Calling ourselves “non-hierarchical” is like a free pass that gets in the way of our self-awareness.

Jo Freeman named this beautifully in The Tyranny of Structurelessness, where she argues that the informal hierarchies of a “structureless” group will always be less accountable and fair than a more formal organisation. It’s worth reading the essay in full, but I’ll pull out a couple paragraphs here to give you the flavour:

“Contrary to what we would like to believe, there is no such thing as a structureless group. Any group of people of whatever nature that comes together for any length of time for any purpose will inevitably structure itself in some fashion. The structure may be flexible; it may vary over time; it may evenly or unevenly distribute tasks, power and resources over the members of the group. But it will be formed regardless of the abilities, personalities, or intentions of the people involved. (…)

“This means that to strive for a structureless group is as useful, and as deceptive, as to aim at an “objective” news story, “value-free” social science, or a “free” economy. A “laissez faire” group is about as realistic as a “laissez faire” society; the idea becomes a smokescreen for the strong or the lucky to establish unquestioned hegemony over others. This hegemony can be so easily established because the idea of “structurelessness” does not prevent the formation of informal structures, only formal ones. Similarly “laissez faire” philosophy did not prevent the economically powerful from establishing control over wages, prices, and distribution of goods; it only prevented the government from doing so. Thus structurelessness becomes a way of masking power, (…) usually most strongly advocated by those who are the most powerful (whether they are conscious of their power or not). As long as the structure of the group is informal, the rules of how decisions are made are known only to a few and awareness of power is limited to those who know the rules. Those who do not know the rules and are not chosen for initiation must remain in confusion, or suffer from paranoid delusions that something is happening of which they are not quite aware.

Freeman uses the word “structureless”, which is specific to the context of her 1960’s feminism. Today, you could swap “structureless” for “non-hierarchical” and get a very accurate diagnosis of a sickness that afflicts nearly every group that rejects hierarchical structures.

We’re coming up to the 50th anniversary of this essay, and still it seems the majority of radical organisations have missed the point.

So I repeat: I don’t care about hierarchy. It’s just a shape. I care about power dynamics.

Yes, when a hierarchical shape is applied to a human group, it tends to encourage coercive power dynamics. Usually the people at the top are given more importance than the rest. But the problem is the power, not the shape. So let’s focus on the problem.


More Feminists Talking About “Power”

“Power” is a complex, loaded word, so let’s slow down again and unpack it.

My understanding borrows a lot from Miki Kashtan and Starhawk, who in turn borrow from Mary Parker Follett(To follow this train of thought, read Kashtan’s Myths of Power-With series and Starhawk’s excellent short book The Empowerment Manual.)

Follett coined the terms “power-over” and “power-with” in 1924. Starhawk adds a third category “power-from-within”. These labels provide three useful lenses for analysing the power dynamics of an organisation. With apologies to the original authors, here’s my definitions:

  • power-from-within or empowerment — the creative force you feel when you’re making art, or speaking up for something you believe in
  • power-with or social power — influence, status, rank, or reputation that determines how much you are listened to in a group
  • power-over or coercion — power used by one person to control another

I think words like “non-hierarchical”, “self-managing” and “horizontal” are kind of vague codes, pointing to our intention to create healthy power relations. In the past, when I said “Enspiral is a non-hierarchical organisation”, what I really meant was “Enspiral is a non-coercive organisation”. That’s the important piece, we’re trying to work without coercion.

These days I have mostly removed “non-hierarchical” from my vocabulary. I still haven’t found a great replacement, but for now I say “decentralised”. But again, it’s not the shape that’s interesting, it’s the power dynamics.

Here are the power dynamics I’m striving for in a “decentralised organisation”:

  1. Maximise power-from-within: everyone feels empowered; they are confident to speak up, knowing their voice matters; good ideas can come from anywhere; people play to their strengths; creativity is celebrated; growth is encouraged; anyone can lead some of the time.
  2. Make power-with transparent: we’re honest about who has influence; pathways to social power are clearly signposted; influential roles are distributed and rotated; the formal org chart maps closely to the informal influence network.
  3. Minimise power-over: one person cannot force another to do something; we are sensitive to coercion; any restrictions on behaviour are developed with a collective mandate.

This sounds nice in theory, but how does it work in practice? I’ve been experimenting with these questions for years as a cofounder and a coach, so I have some practical suggestions for shifting power in each of the three dimensions.

This interview with Silvia Federici was conducted in early 2016 by carla bergman and Nick Montgomery for Joyful Militancy. For this interview we (Nick and carla) sent a ‘preamble’ outlining some of the ideas behind our book project, and had a conversation with based on the themes of our book and Federici’s other work.

Silvia Federici: My politics resonate with your idea of “joyful militancy.” I’m a strong believer that either your politics is liberating and that gives you joy, or there’s something wrong with them.

I’ve gone through phases of “sad politics” myself and I’ve learned to identify the mistakes that generate it. It has many sources. But one factor is the tendency to exaggerate the importance of what we can do by ourselves, so that we always feel guilty for not accomplishing enough.

When I was thinking about this conversation, I was reminded of Nietzsche’s metamorphoses in Thus Spoke Zarathustra and his image of the camel. The camel is the prototype of the militant who burdens herself with huge amounts of work, because she thinks that the destiny of the world depends on her overwork. Inevitably she’s always saddened because the goal is always receding and she does not have the time to be fully present to her life and recognize the transformative possibilities inherent to her work.

carla and Nick: You said that you feel like there are so many sources to sad militancy[1] and can you speak to some more of those?

Federici: Sad militancy comes from setting goals that you cannot achieve, so that the outcome is always out of reach, always projected into the future and you feel continuously defeated.  “Sad politics “ is also defining your struggle in purely oppositional terms, which puts you in a state of permanent tension and failure. A joyful politics is a politics that is constructive and prefigurative. I’m encouraged by the fact that more people today see that you cannot continuously postpone the achievement of your goals to an always receding future.

Joyful politics is politics that change your life for the better already in the present. This is not to deny that political engagement often involves suffering. In fact our political involvement often is born of suffering. But the joy is knowing and deciding that we can do something about it, it is recognizing that we share our pain with other people, is feeling the solidarity of those around us. Militants in Argentina speak of  “politicizing our sadness.”

This is why I don’t believe in the concept of “self-sacrifice,” where self-sacrifice means that we do things that go against our needs, our desires, our potentials, and for the sake of political work we have to repress ourselves. This has been a common practice in political movements in the past. But it is one that produces constantly dissatisfied individuals. Again, what we do may lead to suffering, but this may be preferable to the kind of self-destruction we would have faced had we remained inactive.

The inability to make politics a rewarding experience is part of the reason why, I think, the radical Left has been unsuccessful in attracting large numbers of people. Here too we are beginning to learn however. I see that many young militants today are recognizing the importance of building community, of organizing activities that are pleasurable, that build trust and affective relations, like eating together for instance. It is not an accident that Indigenous peoples’ movements in Latin America give so much importance to the organization of events like the fiestas.

Nick and carla: We wanted to ask you specifically about the feminist movement and what are some of the ways that feminists and other movements have struggled with sad militancy in the past. We’re thinking of Jo Freeman’s essay on “trashing” from the ‘70s, where she talks about real tendencies to destroy relationships within the feminist movement.[i] In one of the interviews that you’ve done, you mention “truculent forms of behavior that were typical of the movement in the ‘60s” and that you see new forms of kindness and care emerging that maybe were absent back then. So we wanted to ask you about how things have changed from your perspective, and whether you see a connection between trashing and what is now called call-out culture in contemporary movements.

Federici: When I wrote about truculent behavior, I was thinking of relations in the male Left and male-dominated organizations, where you found a lot of protagonism and peacock-like competition, as well as a manipulation of women, sexual and otherwise. These were among the factors that motivated the rise of the women’s liberation movement. Not only women’s demands were pushed off the agenda, but everyday relations were often degrading for them.

A good description of women’s lives in male-dominated organizations is Marge Piercy’s “The Grand Coolie Dam,”[ii] where she powerfully describes the many forms of subordination women suffered in male-dominated groups. In comparison, the organizational forms the women’s movement adopted were a major improvement. Possibly feminists moved too far in the opposite direction. I am thinking of Jo Freeman’s critique of the “tyranny of structurelessness.”[iii] But she’s excessively critical of the feminist movement. I don’t agree that feminists were especially prone to trashing each other. The attack on leadership, for instance, though it often worked against people’s capacity to express themselves, also opened the way to more egalitarian relations—like ensuring that everyone would have a change to speak in a meeting. The resistence against women getting credit for authoring articles or speaking too much in public was a legacy of the experiences we had made in male-dominated organizations. In time, it is a fear that most women left behind, as they felt more confident in their own powers.

Some of the bitterness that you find in Jo Freeman comes perhaps from the fact that, when we joined the women’s movement, many of us believed that we had reached a sort of paradise. As I wrote in “Putting Feminism On Its Feet,” when I began to work with other women I truly felt that I had found my home, my tribe.[iv] We thought that we had reached a place where everything would be harmonious; where there would be love, care, reciprocity, equality, cooperation—sisterhood as we called it. So we dis-activated our critical thinking and left our defenses down. Unfortunately, we didn’t reach paradise, and the disappointment was especially severe because we assumed that in the women’s movement we would find happiness, or at least we would not encounter the kind of jealousies, power plays, and power relations we had experienced with men.

Spinoza speaks of Joy as coming from Reason and Understanding. But we forgot that all of us bear on our bodies and minds the marks of life in a capitalist society. We forgot that we came to the feminist movement with many scars and fears. We would feel devalued and easily take offense if we thought we were not properly valued. It was a jealousy that came from poverty, from fear of not being given our due. This also led some women to be possessive about what they had done, what they had written or said.

These are all the classical problems and distortions that life in a capitalist society creates. Over time you learn to identify them, but at first, many of us were devastated by them. For me coping with this realization has been an important learning process. But I have also seen women leaving the movement because they were so deeply hurt by it.

On the other hand, the feminist movement, because it stressed the importance of sharing experiences and engaging in a collective examination of our everyday lives and problems, gave us important tools to deal with this situation. Through “consciousness-raising” and the refusal to separate politics from our everyday reproduction it created forms of organization that built trust and showed that our strength was rooted in our mutual solidarity.

I found a vision in the women’s movement that allowed me to overcome some bitter experiences and over time insulated me from disappointment. I see politics now as a process of transformation; a process by which we learn to better ourselves, shed our possessiveness and discard the petty squabbles that so much poison our lives.

I think that this has been a collective experience that has left a mark on other organizations as well. It seems to me that, over the last two or three decades, the women’s movement has been the most important influence on the organizational forms of most radical movements. You don’t find today, on a general level, the kind of behavior that was common among men thirty or forty years ago, not at least among the new generations, although there is still a good amount of machismo around. But you also have men who genuinely want to be feminist, and define themselves as anti-patriarchal, or organize against male supremacy—all unthinkable stands—with few exceptions—in the ‘60s.

carla: I have all these questions! There seems to be some kind of paradox in this: that joy is about feelings and relationships, but not just an individual feeling. And while we want to speak to the power of joy, it can’t be turned into a commandment, and in fact it gets lost when it becomes something imposed on people. But it also can’t be about just feeling happy or feeling good, or being okay with the way things are. It feels like a little bit of a paradox and I haven’t figured out how to think that through. A lot of my activism over the years has been around youth liberation and working with children having more of a say, and getting that form of oppression into the discussion and into activist spaces, and my work was very centered around that in a public way. I don’t want to replicate individualism in liberation; I want it to always be connected to the larger systems and social struggles. But it also needs to be about thriving right now, because they’re kids! And when things were working well it seemed that there was a lot of room for freedom and growth but it was held and felt collectively, without a bunch of rules or norms. There was happiness, sure, but also difficulty and a willingness to work through it. So it feels like a constant paradox to work through joy …

Federici: I like the distinction between happiness and joy. Like you, I like joy because it is an active passion. It’s not a static state of being. And it’s not satisfaction with things as they are. It’s part of feeling powers and capacities growing within yourself and in the people around you. It’s a feeling, a passion, that comes from a process of transformation and growth. It does not mean that you’re satisfied with your situation. It means, again using Spinoza, that you’re active in accordance to what your understanding tells you to do and what is required by the situation. So you feel that you have the power to change and feel yourself changing through what you’re doing, together with other people. It’s not a form of acquiescence to what exists.

Nick and carla: We’ve found your concept of the accumulation of divisions really compelling, and the ways you’re centering how capitalism is always using white supremacy, patriarchy, colonization, and other oppressive hierarchies to create divisions and enable exploitation. Your historicization of those divisions is powerful, because you show how the state and capitalism have deepened and entrenched patriarchy and racism as a strategy to stop resistance and enable more intense exploitation. And for us, in this book we really want to center the importance of rebuilding trust and connection and solidarity across those divisions, while leaving space for difference and autonomy. One of the things that we like about your work is that you don’t jump to a simple unity—that overcoming these divisions doesn’t look like a simple unity. And so we wanted to ask you to talk about that a little more. Is there a distinction between divisions, which are hierarchical and exploitative, and differences, which might be something else? And can you talk about the positive horizon you see for resisting the accumulation of divisions while warding off a kind of homogenizing unity?

Federici: Yes, the distinction between differences and divisions is important. When I speak of “divisions” I speak of differences that carry hierarchies, inequalities, and have a divisive power. So, we need to be very clear when we speak of “differences.” Not all should be celebrated.

The lesson we learned in the ‘60s from the women’s movement and the Black Power movement is that the most effective way to respond to unequal relations is for those who have less social power to organize autonomously. This does not exclude the possibility of coming together for particular struggles. But in a society divided along racial and gender lines, unity is a goal to be achieved, not something that can be assumed to already exist. Organizational autonomy, or at least the construction of autonomous spaces within mixed organizations—as it often happens in Latin America—is a necessary condition to subvert these divisions. The women’s movement could not have developed the understanding of the situation of women that it developed if women had remained in male-dominated organizations. It was crucial for women to move away from these organizations to even begin to think about their problems and share their thoughts with each other.

You cannot think of a problem, give voice to it, share it with others, if you fear that you will be dismissed, ridiculed, or told that it is not important. Moreover, how could women have spoken of sexuality and their relations with men in front of them? And how could Black militants speak openly of their experience of racism in front of white people?

Autonomy within movements that are working toward unity but are traversed by power relations is fundamental. A crucial reality would have remained hidden if the feminist movement had not organized autonomously and this is also true of the Black Power movement. Important areas and forms of exploitation would have continued to be unnoticed; would not have been analyzed and denounced and would have continued to be reproduced.

carla and Nick: You often point to Latin America and other places where the social fabric is much stronger in general, and movements are a lot more capable of reproducing themselves and meeting their own needs, relying less on the state and capital. The maintenance of communal and cooperative forms of life seems to be central to the capacity for sustained struggle and resistance. Can you elaborate on all this?

Federici: I went to Nigeria in the ‘80s and one of the big surprises for me was to discover that large amounts of land were still managed communally. That doesn’t mean that in communal land regimes relationships are necessarily egalitarian. Generally men have more power than women; but until recently they could not sell the land. Clearly these communal regimes have gone through many changes, especially because of colonial domination. But the fact that communal ownership has been widespread in Africa until at least the nineteenth century and, in some regions, continues even today, has had a deep impact on relationships and people, which is why I believe so much violence has been and is necessary to privatize the land and the continent’s immense natural resources.

It’s the same thing in Latin America. In Mexico, in the 1930s, during the government of Lázaro Cárdenas, some land was returned to indigenous communities that had been expropriated by colonial invasion. Today the Mexican government is trying to re-privatize everything, but until recently at least thirty percent of the country’s land was still held communally.

Again, this is not a guarantee of egalitarian relations. Women in these communities are coming forward, criticizing the patriarchal relations often prevailing within them. A good example are the Zapatista women. As you can read in Hilary Klein’s book Compañeras, many of the transformations that have taken place in Zapatista communities, like the application of the Revolutionary Law On Women, have been the product of the struggle that women have made against patriarchalism. But communal land regimes guarantee the reproduction of the communities that live on the land.

Today many of these communities are facing dispossession because of land privatization, deforestation, the loss of water to irrigate their milpas. But when they are forced out and come to the cities, they still act as a collectivity. They take over land though collective action, they build encampments, and take decision collectively. As a result, in many cities of Latin America, new communities have formed that from their beginning were built collectively. It appears that the narcos now try to infiltrate some of these communities. But when people take over the land and cooperate to build their houses, to build the streets, to fight with the government to connect the electricity and get water pipes, there is a good chance that that they will be able to respond to this threat, and you can see that there’s a new social reality emerging in these communities.

As Raúl Zibechi often points out, something new is emerging in these communities because they have had to invent new forms of life, without any pre-existing model, and politicize the everyday process of their reproduction.[v] When you work together, building houses, building streets, building structures that provide some immediate form of healthcare—just to give some examples—you are making life-choices, as all of them come with a high cost. You must fight the state, fight the police, the local authorities. So you have to develop tight relations with each other and always measure the value of all things.

Nick and carla: Following up on that, part of what we are curious about is how we can learn from places where, in general, the degree of politicization is higher and the social fabric is much stronger. What kind of lessons can North American–based organizers draw from this for organizing in our own communities? How can people in the global North learn from all of the vibrant struggles and forms of life in Latin America while being attentive to differences in context at the same time?

Federici: This is a discussion that is taking place in New York. People in the social movements who are inspired by the struggles in Latin America are now thinking in terms of territorial politics, the territory being a place where you have some form of collective control and even self-government. Clearly, the situation in the US is profoundly different. But thinking in terms of territory enables us to see that the neighborhoods in which we live are not neutral spaces, they are not just conglomerates of houses and people. They are very politically structured. In New York, for instance, since the ‘70s, there’s been a process of “spatial de-concentration,” whereby every neighborhood has been studied by local and federal authorities to figure out how to better control the movement of people and guarantee that the wrong people do not go to certain neighborhoods. Subway lines, bus lines, playgrounds have been restructured, to make sure that poor people cannot easily go to places of wealth.

So looking at our neighborhoods as “territories” in this case means recognizing those factors of tension, of crisis, those power relations that traverse them that divide people but can also bring them together. The social centers that have opened in recent years in New York are attempting to do that, trying to engage in practices that create “territory,” that is, create forms of aggregation. Building more collective forms of reproduction is a key aspect of this process. It is indispensable if we want to create “communities of resistance,” spaces where people are connected and can engage in some collective decision-making.

carla and Nick: Maybe one thing to follow up on this. In that question you talked about the forgotten impacts of really subtle things like architecture, planning, and in Caliban and the Witch you talk about the forgotten impacts of the witch hunts, and how those impacts are still with us today. Are there underappreciated movements of joy and transformation where we haven’t fully appreciated the impacts?

Federici: There are so many movements. The Suffragette movement, for example, is always portrayed as a bourgeois movement, but I’m discovering that it had a working-class dimension as well. But rather than thinking of particular movements, what most matters is discovering and recreating the collective memory of past struggles. In the US there is a systematic attempt to destroy this memory and now this is extending across the world, with the destruction of the main historical centers of the Middle East—a form of dispossession that has major consequences and yet is rarely discussed. Reviving the memory of the struggles of the past makes us feel part of something larger than our individual lives and in this way it gives a new meaning to what we are doing and gives us courage, because it makes us less afraid of what can happen to us individually.

Nick and carla: Another thing that we wanted to talk to you about is the style and tone of intellectual engagement. Your style is so generous, and you have a really militant critique of capitalism, but you’re always pointing to examples in a range of different movements and you seem to reserve really pointed attacks for large destructive institutions like the World Bank. It seems to us that this differs from a lot of radical critique today, which can be very focused on exposing complicities or limitations, talking about the ways that movements are lacking, that they haven’t yet reached this or that, as well as targeting individuals. So we wanted to ask: Is this style something that you’ve cultivated and that you’re intentional about, and maybe more generally, can you talk about the potential of theory in intellectual work today, and what joyful theory might look like? What makes theory enabling and transformative, and what gets in the way of that?

Federici: It’s partially a consequence of growing old. You understand things that when you’re younger you didn’t see. One thing that I’ve learned is to be more humble and to hold my judgment of people until I know them beyond what I can make out from what they say, realizing that people often say foolish things that they do not really believe or have not seriously thought about.

It also comes from recognizing that we can change, which means that we should stress our potential rather than our limits. One of the most amazing experiences in the women’s movement was to see how much we could grow, learning to speak in public, write poetry, make beautiful posters. All this has given me a strong distaste for the impulse to squash everything at the first sign that something is not right.

I’ve made it a principle not to indulge in speech that is destructive. Striving to speak clearly, not to make people feel like fools because they don’t understand what I say, is a good part of it. That’s also something I’ve taken from the women’s movement. So many times we had felt humiliated, being in situations where we didn’t understand what men had said, and didn’t have the courage to ask what they meant. I don’t want to make other people ever feel this way.

carla and Nick: You’re really good at that! One of the things we were talking about this morning is the question of identity and a lot of the critiques of sad militancy that we have read really make identity into the problem quite a bit more than we would want to. We’re trying to think through how to speak to the power of identity and experience while also pointing to power of transformation and working across difference, and how the two of those aren’t antithetical in the way they’re sometimes set up, that they’re crucial for each other.

Federici: I think the critique of identity has taken on dimensions that are not always justified. What people often criticize as identity is actually the position that a person has had in the capitalist organization of work. For example, is being a housewife an identity? Yes, it’s an identity, but it is also a particular place in the capitalist organization of work, like being a miner, it’s also a particular form of exploitation. Identity is often used in a way that hides that exploitation. That’s when it becomes problematic.

Moreover, behind identity there’s also a history of struggle and resistance to exploitation. Identity can be a signpost for a whole history of struggle. When I say I am a feminist, for instance, I consciously connect myself to history of struggle that women have made. Identities can be mutable as well. “Woman,” for example, is not a fixed identity. The concept of woman has undergone a tremendous change over the last fifty years.

The problem has been the wedding of “identity” with the politics of rights, as when we speak of women’s rights, Indigenous peoples’ rights, as if each group were entitled to a packet of entitlements, but in isolation from each other, so that we lose sight of the commonalities and the possibility of a common struggle.

Nick and carla: That’s really helpful. Our last question is about hope. Spinoza himself is pretty wary of hope, but he sees it as quite future-oriented: to hope is also to fear, because you’re attached to a future object or outcome. More generally hope is often equated with a naïve optimism: it can become fixated on a certain outcome. But in one of your interviews,[vi] you talked about it as something that’s a lot more open-ended. It’s more the sense that we can do something. Do you think that hope is necessarily attached to a vision of the future?

Federici: Hope is positive if it is an active passion; but only if it does not replace the work necessary to make our action successful.

Short-term campaigns versus building the beloved community: what are the real costs and benefits of pre-figurative politics?

Mark and Paul Engler explore the tensions – and joys – of prefigurative politics. Originally published in Waging Nonviolence.

Mark Engler and Paul Engler: It is an old question in social movements: Should we fight the system or “be the change we wish to see”? Should we push for transformation within existing institutions, or should we model in our own lives a different set of political relationships that might someday form the basis of a new society?

Over the past 50 years — and arguably going back much further — social movements in the United States have incorporated elements of each approach, sometimes in harmonious ways and other times with significant tension between different groups of activists.

In the recent past, a clash between “strategic” and “prefigurative” politics could be seen in the Occupy movement. While some participants pushed for concrete political reforms — greater regulation of Wall Street, bans on corporate money in politics, a tax on millionaires, or elimination of debt for students and underwater homeowners — other occupiers focused on the encampments themselves. They saw the liberated spaces in Zuccotti Park and beyond — with their open general assemblies and communities of mutual support — as the movement’s most important contribution to social change. These spaces, they believed, had the power foreshadow, or “prefigure,” a more radical and participatory democracy.

Once an obscure term, prefigurative politics is increasingly gaining currency, with many contemporary anarchists embracing as a core tenet the idea that, as a slogan from the Industrial Workers of the World put it, we must “build the new world in the shell of the old.” Because of this, it is useful to understand its history and dynamics. While prefigurative politics has much to offer social movements, it also contains pitfalls. If the project of building alternative community totally eclipses attempts to communicate with the wider public and win broad support, it risks becoming a very limiting type of self-isolation.

For those who wish to both live their values and impact the world as it now exists, the question is: How can we use the desire to “be the change” in the service of strategic action?

Naming the conflict

Coined by political theorist Carl Boggs and popularized by sociologist Wini Breines, the term “prefigurative politics” emerged out of analysis of New Left movements in the United States. Rejecting both the Leninist cadre organization of the Old Left and conventional political parties, members of the New Left attempted to create activist communities that embodied the concept of participatory democracy, an idea famously championed in the 1962 Port Huron Statement of the Students for a Democratic Society, or SDS. In a 1980 essay, Breines argues that the central imperative of prefigurative politics was to “create and sustain within the live practice of the movement, relationships and political forms that ‘prefigured’ and embodied the desired society.” Instead of waiting for revolution in the future, the New Left sought to experience it in the present through the movements it created.

Current discussion of prefigurative politics has been rooted in the experience of U.S. movements in the 1960s. However, the tension between waging campaigns to produce instrumental gains within the existing political system, on the one hand, and creating alternative institutions and communities that more immediately put radical values into practice, on the other, has existed for centuries. Unfortunately, there is no universal agreement on the vocabulary used to describe this split. Various academic and political traditions discuss the two differing approaches using overlapping concepts including “cultural revolution,” “dual power,” and theories of “collective identity.” Max Weber distinguished between the “ethic of ultimate ends” (which roots action in heartfelt and principled conviction) and an “ethic of responsibility” (which more pragmatically considers how action impacts the world). Most controversially, some scholars have discussed aspects of prefigurative action as forms of “lifestyle politics.”

Used as an umbrella category, the term prefigurative politics is useful in highlighting a divide that has appeared in countless social movements throughout the world. In the 1800s, Marx debated utopian socialists about the need for revolutionary strategy that went beyond the formation of communes and model societies. Throughout his life, Gandhi wavered back and forth between leading campaigns of civil disobedience to exact concessions from state powers and advocating for a distinctive vision of self-reliant village life, through which he believed Indians could experience true independence and communal unity. (Gandhi’s successors split on this issue, with Jawaharlal Nehru pursing the strategic control of state power and Vinoba Bhave taking up the prefigurative “constructive program.”) Advocates of strategic nonviolence, who push for the calculated use of unarmed uprising, have counter-posed their efforts against long-standing lineages of “principled nonviolence” — represented by religious organizations that espouse a lifestyle of pacifism (such as the Mennonites) or groups that undertake symbolic acts of “bearing moral witness” (such as the Catholic Workers).

Movement and counter-culture

With regard to the 1960s, Breines notes that the form of prefigurative politics that emerged in the New Left was “hostile to bureaucracy, hierarchy and leadership, and it took form as a revulsion against large-scale centralized and inhuman institutions.” Perhaps even more than advancing traditional political demands, the prefigurative concept of social change was about prompting a cultural shift.

Indeed, those who embraced a most extreme version of prefigurative practice in that period did not identify with the social movement “politicos” who organized rallies against the Vietnam War and were interested in directly challenging the system. Instead, they saw themselves as part of a youth counter-culture that was undermining establishment values and providing a vigorous, living example of an alternative.

This split between “movement” and “counter-culture” is vividly illustrated in the documentary Berkeley in the Sixties. There, Barry Melton, lead singer for the psychedelic rock band Country Joe and the Fish, tells of his debates with his Marxist parents. “We had big arguments about this stuff,” Melton explains. “I tried to convince them to sell all their furniture and go to India. And they weren’t going for it. And I realized that no matter how far out their political views were, because they were mighty unpopular — my parents were pretty left wing — that really they were [still] materialists. They were concerned about how the wealth was divided up.”

Melton’s passion was for something different, a “politics of hip,” in which “we were setting up a new world that was going to run parallel to the old world, but have as little to do with it as possible.” He explains, “We just weren’t going to deal with straight people. To us, the politicos — a lot of the leaders of the anti-war movement — were straight people because they were still concerned with the government. They were going to march on Washington. We didn’t even want to know that Washington was there. We thought that eventually the whole world was just going to stop all this nonsense and start loving each other, as soon as they all got turned on.”

The boundary between a subculture and a prefigurative political movement can sometimes be blurry. “It’s amazing that these two movements coexisted at the same time,” Melton argues. “[They] were in stark contrast in certain aspects — but as the 1960s progressed grew closer together and began taking on aspects of the other.”

The power of the beloved community

The 1960s counter-culture — with its flower children, free love and LSD trips into new dimensions of consciousness — is easy to parody. To the extent that it interacted with political movements, it was profoundly disconnected from any practical sense of how to leverage change. In Berkeley in the Sixties, Jack Weinberg, a prominent anti-war organizer and New Left “politico” described a 1966 meeting where counter-cultural activists were promoting a new type of event. “They wanted to have the first be-in,” Weinberg explains. “One fellow in particular, trying to get us really excited about the plan… said, ‘We’re going to have so much music — and so much love, and so much energy — that we are going to stop the war in Vietnam!’”

Yet prefigurative impulses did not merely produce the flights of utopian fantasy seen at the counter-cultural fringes. This approach to politics also made some tremendously positive contributions to social movements. The drive to live out a vibrant and participatory democracy gave the New Left much of its vitality, and it produced groups of dedicated activists willing to make great sacrifices for the cause of social justice.

As one example, within the Student Nonviolent Coordinating Committee, or SNCC, participants spoke of the desire to create the “beloved community” — a society that rejected bigotry and prejudice in all forms and instead embraced peace and brotherliness. This new world would be based on an “understanding, redeeming goodwill for all,” as Martin Luther King (an allied promoter of the concept) described it.

This was not merely an external goal; rather, SNCC militants saw themselves as creating the beloved community within their organization — an interracial group which, in the words of one historian, “based itself on radical egalitarianism, mutual respect and unconditional support for every person’s unique gifts and contributions. Meetings lasted until everyone had their say, in the belief that every voice counted.” The strong ties fostered by this prefigurative community encouraged participants to undertake bold and dangerous acts of civil disobedience — such as SNCC’s famous sit-ins at lunch counters in the segregated South. In this case, the aspiration to a beloved community both facilitated strategic action and had a significant impact on mainstream politics.

The same pattern existed within the Clamshell Alliance, Abalone Alliance, and other radical anti-nuclear movements of the 1970s, which historian Barbara Epstein chronicles in her 1991 book, Political Protest and Cultural Revolution. Drawing from a lineage of Quaker nonviolence, these groups established an influential organizing tradition for direct action in the United States. They pioneered many of the techniques — such as affinity groups, spokes councils, and general assemblies — that became fixtures in the global justice movement of the late 1990s and early 2000s, and which were also important to Occupy Wall Street. In their time, the anti-nuclear groups combined consensus decision-making, feminist consciousness, close interpersonal bonds, and a commitment to strategic nonviolence to create defining protests. Epstein writes, “What was new about the Clamshell and the Abalone was that for each organization, at its moment of greatest mass participation, the opportunity to act out a vision and build community was at least as important as the immediate objective of stopping nuclear power.”

The strategic tension

Wini Breines defends prefigurative politics as the lifeblood of the 1960s New Left and argues that, despite its failures to produce lasting organization, this movement represented a “brave and significant experiment” with lasting implications. At the same time, she distinguishes prefigurative action from a different type of politics — strategic politics — that are “committed to building organization in order to achieve power so that structural changes in the political, economic and social orders might be achieved.” Breines further notes, “The unresolved tension, between the spontaneous grassroots social movement committed to participatory democracy, and the intention (necessitating organization) of achieving power or radical structural change in the United States, was a structuring theme” of the New Left.

Tension between prefigurative and strategic politics persists today for a simple reason: Although they are not always mutually exclusive, the two approaches have very distinct emphases and present sometimes contradictory notions of how activists should behave at any a given time.

Where strategic politics favors the creation of organizations that can marshal collective resources and gain influence in conventional politics, prefigurative groups lean toward the creation of liberated public spaces, community centers and alternative institutions — such as squats, co-ops and radical bookstores. Both strategic and prefigurative strategies may involve direct action or civil disobedience. However, they approach such protest differently. Strategic practitioners tend to be very concerned with media strategy and how their demonstrations will be perceived by the wider public; they design their actions to sway public opinion. In contrast, prefigurative activists are often indifferent, or even antagonistic, to the attitudes of the media and of mainstream society. They tend to emphasize the expressive qualities of protest — how actions express the values and beliefs of participants, rather than how they might impact a target.

Strategic politics seeks to build pragmatic coalitions as a way of more effectively pushing forward demands around a given issue. During the course of a campaign, grassroots activists might reach out to more established unions, non-profit organizations or politicians in order to make common cause. Prefigurative politics, however, is far more wary of joining forces with those coming from outside the distinctive culture a movement has created, especially if prospective allies are part of hierarchical organizations or have ties with established political parties.

Countercultural clothing and distinctive appearance — whether it involves long hair, piercings, punk stylings, thrift-store clothing, keffiyehs or any number of other variations — helps prefigurative communities create a sense of group cohesion. It reinforces the idea of an alternative culture that rejects conventional norms. Yet strategic politics looks at the issue of personal appearance very differently. Saul Alinsky, in his book Rules for Radicals, takes the strategic position when he argues, “If the real radical finds that having long hair sets up psychological barriers to communication and organization, he cuts his hair.” Some of the politicos of the New Left did just that in 1968, when Senator Eugene McCarthy entered the Democratic presidential primary as an anti-war challenger to Lyndon Johnson. Opting to “Get Clean for Gene,” they shaved beards, cut hair and sometimes donned suits in order to help the campaign reach out to middle-of-the-road voters.

Taking stock of prefiguration

For those who wish to integrate strategic and prefigurative approaches to social change, the task is to appreciate the strengths of prefigurative communities while avoiding their weaknesses.

The impulse to “be the change we wish to see” has a strong moral appeal, and the strengths of prefigurative action are significant. Alternative communities developed “within the shell of the old” create spaces that can support radicals who chose to live outside the norms of workaday society and to make deep commitments to a cause. When they do take part in wider campaigns to change the political and economic system, these individuals can serve as a dedicated core of participants for a movement. In the case of Occupy, those most invested in prefigurative community were the people who kept the encampments running. Even if they were not those most involved in planning strategic demonstrations that brought in new allies and drew larger crowds; they played a pivotal role.

Another strength of prefigurative politics is that it is attentive to the social and emotional needs of participants. It provides processes for individuals’ voices to be heard and creates networks of mutual support to sustain people in the here and now. Strategic politics often downplays these considerations, putting aside care for activists in order to focus on winning instrumental goals that will result in future improvements for society. Groups that incorporate prefigurative elements in their organizing, and thus have a greater focus on group process, have often been superior at intensive consciousness-raising, as well as at addressing issues such as sexism and racism within movements themselves.

But what works well for small groups can sometimes become a liability when a movement tries to scale up and gain mass support. Jo Freeman’s landmark essay, “The Tyranny of Structurelessness,” makes this point in the context of the women’s liberation movement of the 1960s and 1970s. Freeman argued that a prefigurative rejection of formal leadership and rigid organizational structure served second-wave feminists well early on when the movement “defined its main goal, and its main method, as consciousness-raising.” However, she contends, when the movement aspired to go beyond meetings that raised awareness of common oppression and began to undertake broader political activity, the same anti-organizational predisposition became limiting. The consequence of structurelessness, Freeman argues, was a tendency for the movement to generate “much motion and few results.”

Perhaps the greatest danger inherent in prefigurative groups is a tendency toward self-isolation. Writer, organizer and Occupy activist Jonathan Matthew Smucker describes what he calls the “political identity paradox,” a contradiction that afflicts groups based on a strong sense of alternative community. “Any serious social movement needs a correspondingly serious group identity that encourages a core of members to contribute an exceptional level of commitment, sacrifice and heroics over the course of prolonged struggle,” Smucker writes. “Strong group identity, however, is a double-edged sword. The stronger the identity and cohesion of the group, the more likely people are to become alienated from other groups, and from society. This is the political identity paradox.”

Those focused on prefiguring a new society in their movements — and preoccupied with meeting the needs of an alternative community — can become cut off from the goal of building bridges to other constituencies and winning public support. Instead of looking for ways to effectively communicate their vision to the outside world, they are prone to adopt slogans and tactics that appeal to hardcore activists but alienate the majority. Moreover, they grow ever more averse to entering into popular coalitions. (The extreme fear of “co-optation” among some Occupiers was indicative of this tendency.) All these things become self-defeating. As Smucker writes, “Isolated groups are hard-pressed to achieve political goals.”

Smucker cites the notorious 1969 implosion of SDS as an extreme example of the political identity paradox left unchecked. In that instance, “Key leaders had become encapsulated in their oppositional identity and grown more and more out of touch.” Those most intensely invested in SDS at the national level lost interest in building chapters of students that were just beginning to be radicalized — and they became entirely disenchanted with the mainstream American public. Given what was happening in Vietnam, they grew convinced that they needed to “bring the war home,” in the words of one 1969 slogan. As a result, Smucker writes, “Some of the most committed would-be leaders of that generation came to see more value in holing up with a few comrades to make bombs than in organizing masses of students to take coordinated action.”

The self-destructive isolation of the Weathermen is a far cry from SNCC’s beloved community. Yet the fact that both are examples of prefigurative politics shows that the approach is not something that can simply be embraced or rejected wholesale by social movements. Rather, all movements operate on a spectrum in which different public activities and internal processes have both strategic and prefigurative dimensions. The challenge for those who wish to produce social change is to balance the competing impulses of the two approaches in creative and effective ways — so that we might experience the power of a community that is committed to living in radical solidarity, as well as the joy of transforming the world around us.
