Michel, is such a pleasure to have you on this podcast! We know each other I think from, you know, the early 2010s, probably something like that. So it’s almost 10 years, maybe more. And, you know, when we started this podcast, we really wanted to have the conversation on the on the commons and P2P commons based production into this conversation into this podcast. And, you know, as you know, I am also personally very much passionate about this idea of open source, for example, and open collaboration, based on the commons. So my question for you as a starting point, say to explore the world of P2P commons based production is is much more related to try to understand with you why this is not as big a deal as it should be, you know. And so, what are the structural issues that, as for your understanding, are harnessing the further development of these paradigms in the world?

Michel Bauwens:
Right. Well, I guess to start with, I’d like to basically maybe even challenge what you just said. Because, you know, you have to remember where it came from right, where basically we just had open source movements in the early 2000s. Now we have urban commons — and I did a study in Ghent which show the tenfold increase in urban commons from 50 to 500 in just one city — that’s one thing. Then we have the makerspaces, the fab labs and something that’s called a multi factory. There’s about 120 of them in Europe right now already and this is like real production, where craftspeople mutualise their you know, production in a common space using open source principles. And also, I would like to say that there’s already a lot more political expression of this, right, there is the regulation in Italy in 250 different cities, there is a whole plank of activity in France around the municipal elections, and you know, with a real commons political program at the local level. So, of course, we’re not where we want to be, but I just want to stress that we also have been growing at the same time. So I just want to make sure that that is said.

Simone Cicero:
For sure.

Michel Bauwens:
Yeah, yeah. But so I, you know, I think of course one of the issues and that’s one of the statements we wanted to discuss is, is about the value regime, right? So my analysis is that we live in a world that only recognizes extracted value. So in other words, in order to create value, you either work with people or with natural resources and you extract a surplus. And that surplus is translated in financial wealth. And then we are going to do philanthropy or we’re going to do taxation. And so we’re doing redistribution. And this, this has a number of paradoxical effects. And one of the profound effects is that if you do generative work, if you do care work, you don’t get funded unless you get this redistributive money. So a typical example would be, you have in France a community land trust called Terre des Liens. They have 775 million Euro in capital and you know, they buy land from the markets and put it in a trust and then they give cheap rent and ecological contracts with organic farmers. They have already in 2016 published a report showing that the fact that they don’t use toxic pesticides in their form of agriculture means that they’re saving the French state 300 million euros per year. So that’s, you know, amount of money in water pollution, depollution that is not spent, because they do this generative activity. And I hope you can see the problem there. Right. So if you’re a farmer, and you’re destroying your soil year after year, and some studies say there’s like 60 harvests left in Western Europe, you know, if we continue with this, de-substantiation of minerals in our soils. You’re going to be basically getting, you know, billions in European funding from the agriculture program, but if you’re an organic farmer you’re not going to get this. So I want to say this is important because the common in some ways and an alternative to capital, but you still need capital. So capital privatizes the commons, that’s how capitalism emerged. And so what people are doing right now, I would say is using the commons as an alternative to capital because they don’t have capital. Right? So if you don’t have capital, then you’re going to use mutualization as an alternative. This combined idle sourcing, combined many, many, many small contributions to try to, to get at a substantial amount of infrastructure. And so, why is this important because as long as the current system works, as long as the extractive system works even if it is destructive, it kind of creates a structural situation where generative activity is marginalized. And this is just, you know, a fact of life. Right? And now, if you agree with me — or maybe don’t agree with me — that we are reaching a point of no return in the current system. In other words, continued extraction at this scale, an overuse of the planetary resources at this scale, creates resource issues, creates future problems with food and water, creates climate change and — as we see nowadays — creates a huge issue around pandemic distribution. So, I would say that it might be that the time you know before these alternatives, you know, become more important is not so far away as we think. Now, so the first argument would be around structural weaknesses for me is the value regime, right? In which value regime are we operating? And what is it favoring? And what is it de-favoring?The second issue, though, I think, is that we live in a hybrid economy, in a hybrid society. So we have different ways of exchanging value. We have the pricing system, which you know, only is dominant for the last two centuries. It wasn’t before; it was a it was itself marginal until two centuries ago. You know, we have maybe 10% people in the cities and 90% people in the countryside were almost not affected by the pricing system. We have the gift economy, which is, I think, quite marginal. Then we have commoning, which is working on a shared resource, and then we have redistribution. So those are four different ways of exchanging value. And I think one of the critiques you know, like self-critique we could make of the commons movement is the idea that it’s a, it’s a totalistic alternative, right? So what I would argue differently is that the commons on its own is not sufficient, just as the market on its own is not efficient, sufficient. And the states on its own is not efficient. Even more so, I would argue that believing this is a form of totalitarianism, so you’d have fascism and communism as an absolutism of the state. We have a bit of right wing libertarianism and neoliberalism as a absolutism of the market. We also could have commonism as some kind of absolutism of you know, of horizontality. And so I think it’s much more fruitful to think of combinations. In other words, if you’re a market player, you could start thinking, you know, how can we use the commons. And actually, of course, we see that capitalists actually doing that, right. I mean, all the new — the things you do with your platforms and, you know, normally most of the platforms are capitalistic, what I call net article platforms — that’s exactly what they do. And they have become commons extracting economic systems. They directly,you know, get value from cooperating humans, right? So if you look at Uber, Airbnb, they no longer just hire people to produce, they actually let us exchange and then they get taxed from our exchanges, broadly speaking. So capitalism is certainly doing that. And so what I’ve been suggesting for the last 10 years is that commoners should do the same. One of the historical theories about capitalism is that it emerged in Europe because we had, you know, medieval cities, free medieval cities where the merchant guilds had autonomy, which didn’t happen in any other region in the world, because always the market forces were subsumed and dominated by the Empires and the Royal, the monarchic forces. But in Europe, we had a distributed system, fragmented system, of power in the Middle Ages and that allowed the merchant classes to slowly create a world that worked for them. And so basically, what I’ve been suggesting is that commoners should do the same; that we should be thinking not about, you know, doing on our own 100% pure way, but we should be thinking: what kind of markets work for commoners? What kind of state form works for the commons?

Simone Cicero:
Yeah, that’s, sorry I’m interrupting you, but I want to bring you some first reflection that reconnects with some older interviews that we’ve been recording the last few days. So, for example, when you say that the commons doesn’t need to be totalistic, you know, not approach that somehow like we need to do it alone outside of the society of markets, but more something that can appear on top of existing markets. It reminds me about David Ronfeld’s tribes, institutions, markets and networks. So this idea that essentially they evolve on top of each other and this is something that we also had the chance to discuss quickly with John Robb a few few days ago. And if I connect with your remarks at the start, that it’s a value issue and also you say, you know, as long as we have extracted value, it’s hard to imagine that, you know, something different comes up as long as society somehow praises this kind of extractive approach. And this is really interesting, I think. I mean, when you say for example, care work is not funded, it makes me think about Bernard Stiegler’s Neganthropocene idea, that care needs to become central. And, and so somehow this brings us this reflection that if we don’t see more commons based production, you may also be an epistemological problem. We may also be dealing with to this idea of, you know, as Heidegger’s said we face the world as standing reserve that we just want to consume or basically we just can think about consuming. So it’s these big, these huge epistemological issues related to science and rationalism. And so this is one of the big issues. And on the other hand, that is a political issue. Because when you say, you know, basically, if this information needs to come on top of existing institutions and markets, it means that we need to take it politically, we need to have a political discussion on how we run our markets and what kind of production we, I would say we encourage with our policies. So there are these two topics. And you also mentioned the point of no return so at some point, we were going to figure it out that if it doesn’t change, we’re gonna have very hard times and we are already living through hard times. You mentioned the pandemic. It’s crazy, today we are all three of us at some level of lockdown, you know, you’re locked down in a room because you’re finishing your quarantine, and me and Stina we’re locked in our houses in Paris and Rome. So I feel like the point of no returning somehow is already here, for some reasons, but so the question is: how do you see that happening? Is the epistemological transformation really key? And is this aspect of cosmology and integrating the technology and the cosmological vision as we are seeing for example in China somehow, something needed? Is it something that you see happening? How do you see that unlocking? Is it a political procedure? Epistemological? That sort of thing.

Michel Bauwens:
Let me give you some examples. So I just finished writing an essay, which I really happy about is called “The pulsation of the commons”. And so I’ve been looking at different schools of thought like biophysical economics and cliodynamics, which is a historical school, and the cognitive cycles and the movement of Karl Polanyi. And they all come to a very similar conclusion, which is basically saying that history moves In waves, in pulsating pulsation, so you have extractive moments in history and then you have regenerative reactions, and typically for regenerative reaction is the revival of the components. So in, you know, 10th century 11th century Europe in 12th century Japan in 15th century China, what you see is that the extractive regime has done so much damage that there is a huge popular revolt that in that time takes on a religious and spiritual language. And so, basically, you know, we can take Japan also in the 16th century and happen again. So, you have like a completely deforested country, which will be subject to civil war and then, you know, so many people have died and then the Shogun takes power. And for three centuries, Japan has succeeded in creating it’s called the Tokugawa period, a nation that lives within its regional planetary boundaries. And it has a stable population. So it can be done right, it’s actually possible to have a civilizational form that lives within natural boundaries with a stable population. It’s been done in the past. And so that’s that’s like something that you see happening all the time. So for example, I was reading a book is called the first European revolution, it’s in 975, after the period of capitalization and you know, all these feudal lords are fighting and killing each other and raping their the women in their population and everything and stealing the gold from the churches. You have the monks and the people organizing demonstrations and within 70 years, the whole of European Society has changed. And so this kind of pulsation between extraction and regeneration is not unusual. It’s actually I would say the rule now with capitalism because of technology, because of oil, you know, we kind of thought we were out of it, right? We thought we escaped this, but this is no longer the case. We can’t escape it. We, you know, we use four or five planets, use five times more resources than the earth can regenerate. We have climate change. So basically, I believe we have now reached that point on a global scale. Now there is a difference between Asia and Europe, in Asia, in Europe, we already have at least one third of the population in Europe that questions all the ideals of modernity. So there’s already kind of a mutation in consciousness, I would say. In Asia, they are still much more believing in the system, and they think finally they can get there. So they, so that I would say that the the majority of the people in Asia believe in capitalism, and that a majority of the people in Europe are losing their faith in capitalism. And so you see all these people changing how they do health, how they do, you know, think about young people in work today. I mean, this is a real issue, where most young people cannot find meaning in a traditional job, or they they want something else, they want to live other values. So I would say in general, that we actually see mutation of consciousness. And let me end with one example because I think it’s important. So mutation in consciousness is not just a continuation of the old. So when we have the Christians coming after the Roman Empire, in the Roman Empire workers or slave work is something bad, is something that a free person doesn’t have to do. But in the Christian world, in a feudal world, Ora Labora, so you have to pray and work at the same time. So actually working is transforming the world, is making the world a better and more divine place. So that’s a complete complete shift in consciousness. And I think today, a lot of people want to care for the earth, want to be at the surface of the planet. And the system hasn’t yet changed to make that possible. But I think the desire is already there.

Simone Cicero:
So we can say maybe that, for your understanding, we are witnessing this epistemological change. So maybe it’s the time to see how it plays out to the political level?

Michel Bauwens:
Well, it plays out I think at the moment, first of all, with a total lack of trust in the institutions, right. 20 years ago, 70% of people were saying, I trust politicians, I trust doctors, I trust hospitals. Today’s more like 17%. So they, I think the majority of the people do not see it, have not a clear vision of the alternative. But they already have a clear vision of what they reject. And you probably remember this quote from Gramsci where it says the old system is dying but is not dead yet and a new system is being born but it’s not born yet, so it’s a time of monsters. You know, citation like that and he was living in the same moment we are living now because at the moment he was living is you had in the 19th century had Smithsonian capitalism, which was a total domination of capital over labor and why workers in the 1850s were dying at 30. And, you know, World War I and World War II were a transitional periods where two new regimes — fascism and communism — were competing to offer something new because the old system wasn’t working. And then we got a huge change which was the welfare system, right. So after 1945 we have a compact between capital and labor, and it creates — at least in the western states — it creates a welfare state. Well, then the way I formulate this is that the change now is, we need a compact with nature, because the compact between capital and labor was done at the expense of nature by not recognizing externalities. And then so politically — and this is one of the terms that we wanted to discuss — is we don’t have a nation state system that’s territorial. So people live in a territory they, they like their locality. So at least some people do, they feel attached to the region, a lot of people feel attached to their nation. And then we’ve built a multilateral system that is on top of that. And that is, so we have political and economic institutions like the IMF and the World Bank, that were mediating institutions, and they’re not working anymore. They’re not working well anymore. Then we have another world, which is the word that I think you and I work with, which is a transnational trans-local world, which is where people live in virtual territories. So let’s say you do permaculture so you at some level you’re local. You’re you know, you’re doing your garden. But then when you communicate about permaculture you’re communicating with the global permaculture community. And in that world, the nation state doesn’t even exist. It’s just invisible. It’s not part of your view. Right. And so that second world for me is the word that we’re building with the commons with Knowledge Commons. And so we talk about Cosmo local, global order, which is everything that’s global is everything that’s light is global and shared and everything that’s heavy is local, which is an alternative to both neoliberal globalization which is a globalization of matter and people moving around the world all the time. We spend three times as many on transportation, I’m making things now. And then we have a world of national protectionism of “okay, let’s keep the foreigners out. Let’s do everything locally”. And so what we try to present is a third view, right, is a view of “Yes, we need to re-localize a lot of our production”. Because if you look at corona, the reason we are such a mess is that we have neoliberal just-in-time systems that are totally dependent on the weakest link and then when China you know, got in crisis, we didn’t get our medications. And there’s no supply line to create the making of ventilators and masks and so we lost every resilience that we had in terms of combating disruption anyway. So, yes, so what I’m saying is that the open source germ form shows how we can do it. We have a global cooperation of experts globally about ventilators. And then we need to find local places where we can make it. What we don’t want is to isolate ourselves, you know, from the knowledge that’s available in all of humanity.

Stina Heikkila:
Thank you. I will jump in with a question. I thought it was — you already answered to some of the questions that I had — but I was reading the other day your a piece that you wrote in Liminal on the corona and the commons. And there were some interesting remarks that you made about, you know, that for sure the systems that we have are sort of failing, like the nation state and, and the multilateral system. There’s a lack of trust that is growing but still, that things might have been even worse if we didn’t have these systems in place, because somehow they are doing their role. So I’m curious to hear about that coexistence and how you see that will pan out. What will be the frictions between the old and the new?

Michel Bauwens:
Right, so I think we have a two fold-problem: one is that we have, you know, weak, commons institutions. We don’t have strong commons institutions yet. And the other problem is that we have state forms which cannot cooperate with these commons, right? And I think Italy has given some examples of how this could be done, because after the Bologna regulation, the regulation for the care and regeneration of the urban commons, you have 250 cities which took it over and according to the calculation between 800,000 and 1 million people who are involved in these projects. So you have there already what I call a “partner state protocol”, a public commons protocol. So you have in Italian cities, a way in which citizens can do a project that can be recognized by the state and can be supported in what they call the five, the quintuple governance multi-stakeholder model. So this is a typical thing that exists in Italy but doesn’t exist in other countries yet. And I think it’s a good example of, you know, how you can smooth the cooperation between those two worlds. Because what we have now is we have all these open source communities now with all the expertise that is needed to this ventilators and valves, but we also see that the government are not ready or able to work with them. So there are several issues. And of course, one of the issues is certification regulations, which should probably be relaxed in an emergency time because even if an alternative is not 100% effective, it can still save a lot of lives that you can’t if you don’t have anything. But you know, beyond just emergency measures, what it shows us is that what is lacking today is the interface between the state and the civil society, the state and the commons. There is no interface and I think that’s a huge weakness on both sides, because right now the state would — and also maybe say that in some more theoretical ways I think the state can see territory, it cannot see flows — and so we need a partner state with which is not just the issue of, you know, being a partner with civil society and allowing civil society to be autonomous, but it’s also related to the ability of the state to see things and accept the fact that flows enrich the nation. I am not sure that beyond the neoliberal market flows, commodity flows, that people in the states and traditional politicians are actually able to see how open source and international global maker spaces can enrich a territory can enrich, you know, the wealth of a nation state. I don’t think they see that work well.

Simone Cicero:
That’s a very important point, as for my understanding because so far I think what we have been seeing in the last — you know, basically from forever — is that, you know, gradual (something that you also mentioned), this gradual integration of institutions up until we reach this supranational let’s say multinational transnational state, you know, with the UN, for example, as a way to somehow take over this role of controlling and regulating and at the same time. What you mention is that this trend basically disconnected the citizen from the policymakers and from the regulation, regulatory process itself. On the other hand, maybe it’s a good idea to borrow Daniel Schmactenberger’s considerations on on the fact that when you have this huge power growing at the edge of the system, so where basically every nation state -but within time I would say every individual — has technological potential to create such a big harm and often coupled with Guerilla like, you know, basically biological warfare or like we said, you know, we’ve witnessed that with the drone attacks to the Saudi plants, you know.

Michel Bauwens:
Yeah, that was amazing, yes.

Simone Cicero:
So the question is, when these two trends, let’s say generate friction between each other so that they need to to scale our need for a coherent regulation for example, at a multinational transnational level, and at the other hand, we have this need to probably go back into a more indigenous and local context of of creating wealth and managing the commons. Are we left with some kind of, you know, conundrum that we cannot solve?

Michel Bauwens:
Yeah, okay. I you know, I won’t imply that it’s easy, but so let’s take the example with corona. So we can criticize the state and there were many failures and everything. But imagine that there is no state, then, you know, in the US, you would have every state out of the 50 states will be competing with each other. They wouldn’t take into account each other. One city would do social isolation and the other wouldn’t. I mean, that’s not acceptable either, right? There are some challenges that do require transnational frameworks. And in some way, you could say that the nation state system already works that way. And that’s not so bad. So the fact of the WHO, you know, was able to advise, and it’s an international organization. And it is followed by a lot of states. But it’s an international expression, right. And I want to say something else, which is that the regime that we are living with is, you know, it’s weak multilateralism, and it’s only economic and political. So the IMF, the World Bank, the United Nations, and they are mediating institutions to keep the peace because before World War II, they didn’t have them. And so they thought “We want to keep the peace we need these mediating institutions”. Now, one mediating institution that I know we need right now is actually some institution that could protect planetary boundaries. And I’ve done a report last summer called p2p accounting for planetary, was again, “p2p accounting for planetary survival”. And the theme is that we need accounting tools — share the accounting tools — that enable us to see the world differently. And that allows us to see externalities. And of course, they are not externalities, but the economy — our current economy — sees these things as externalities. So the thing is the economy is the center and then these marginal things on the outside, but actually the planet is primary. And we know we are guests. So we are actually at the edges in a certain way. And so that kind of reversal of perspective, I think needs to be institutionally validated. And so one project that I really like and I think is totally on the mark is called Reporting 3.0. And one of their proposals is called the Global thresholds and allocations Council. This is a form of, they call it multi capital accounting. So you don’t financialized but we have to see the metron energy flows in our systems. And so what they propose is basically that this group of scientists and experts, the global thresholds and locations Council, would be in charge of setting the limits in which states and individuals and companies and coops can operate right, because your freedom stops where you endanger the life of another. I think international is not good enough because if let’s take the human rights issue, right, we you have the UN Human Rights Council, but then there’s China and Saudi Arabia are members. And now human rights are very important, but it only affects some people, but the planetary survival affects everyone. And so this is sort of a vision I have is to have this to have globally shared accounting platforms, and shared supply chains where we can actually do Stigmergy, right. And that’s that I would say it’s an institution of the open source movement that works very well in free software. And once we have accounting, we can also apply it to production. That’s a huge, huge shift in perspective.

Simone Cicero:
Can you add a little Michel, on how would you see Stigmergy playing out in progress?

Michel Bauwens:
Yes, so if we move to open collaborative systems — and I think the blockchain systems are already that right — so that means like open source, everybody can come in and can leave at any time. So there is no single company that integrates the whole system that dominates our system. It’s an ecosystem. And it’s an open ecosystem. So what we see in these ecosystems is sort of all contributive accounting, which is practiced by different open source systems, which is where you can recognize non market generated activity as having its own value. So if you look at human history, and Bernard Lietaer talks about this in his book, The mystery of money: it talks about Yin and Yang money, male and female, warm and cold currencies. So now we only have cold currencies, extractive currency, he says we need to go back to the double system, which we had until the Middle Ages in the 14th century, which is we need warm currencies, which recognize non market generative care activities. So for example, in Indonesia you have money systems which regulates the watershed: people are paid to care for the watershed, and they can use that currency. So in the system that Reporting 3.0 proposes — this is more like a thermodynamic accounting systems — but again, it’s an open system everybody can see. So the theory is the following: in order to be in a steady state economy, so an economy that keeps the level of resources for the next generations, we cannot grow more than 1% a year otherwise it’s exponential. So basically, you calculate, you know, like the all the chemical elements of the table of Mendeleev. And that already exists. You can find it online. The American Chemical Association follows the flows of matter in these different elements. And so you’d have a commission of experts that would follow this, you know, how much copper is there, how much copper do we expect to find every year? What is the bio-circularity of copper? 70%. Every time you use copper, you re-use it, you can only use 70% of the copper. And that gives you boundaries, right? And within these boundaries, you’re free, but you cannot cross those boundaries. And stigmergy is that if I, let’s say I make shoes and I need leather. I can see all the other leather producers as well. So I can adapt in real time my behavior to the behavior of the ecosystem. And so there is another kind of accounting it’s called flow accounting. REA (resources, events agents), which no longer has double entry, and this is an important point. So if you use double entry accounting, you only see what is coming in and out of your own entity. And it’s a narcissistic accounting because the ecosystem doesn’t exist for you. Once you have flow accounting or REA accounting, you see the whole 3D ecosystem. You see every transaction, how it fits in the 3D ecosystem. Now, I want to go one step further, if you don’t mind. Because what we want to avoid is eco-fascism, right, a kind of planned economy where everybody is rationed. So here’s a potential solution to this. Let’s say you want to decarbonize and what we do now in the neoliberal economy is to do everything with competitive bidding. Competitive Bidding is anti-holistic because you win the competition by externalizing as much as you can. So you solve one problem, but you create anothers. In order to win, you have to be really reductionist. If you do a circular finance, let me explain what that means. You create a public ledger, that public ledger allows every citizens every collective to have its decarbonisation efforts to be verified. So you have it verified, you have been tokenized. And it either through taxation, or through contributions, those who profit from that positive externality, you fund these tokens and you create a circle. It can be very easy. I’ll give you an example Belgium, a small city — 20% of the kids used a bicycle. So it creates pollution because, you know, 80% cars. You create traffic accidents, noise, everything. SO “okay let’s pay these kids mileage mileage based currency” — I forgot the name but, you know, it exists in Bonheiden — they let them then use that currency in the circular economy, the local circular economy, so recycle makerspaces, Fab Labs. So, now they went to 60%. So considering cycling generative as compared to the extractive effects of cars and you recognize it creates value, so you have a priority but you leave people free to choose how they’re going to do it. You know, to use their creativity in answering those societal challenges. I hope that makes sense.

Simone Cicero:
No, it makes a lot of sense. And I think maybe my last question for this conversation today, or my last reflection that I want to offer — and maybe Stina wants to add more — but, you know, every time that we talk about for example, this moving out of competitive bidding into circular finance, and we speak about, you know, the need for institutional enforcement, you know, multinational institutions to enforce these regulations, which is of course, very meaningful — I find it very meaningful — but, you know, for example you will have witnessed that in the last few weeks, there were lots of people talking about how corrupt is the World Health Organization. So, there is this issue — I’m not saying that — but I’m saying that a lot of people are saying, you know, these are corrupt institutions not telling us for example, that masks are useful, you know, because they don’t want to make us, you know, freak out or something like that. So, in general, I think the question on potentially dealing with the corruption of the institutions, and in general the scarce capability to work, because of the complexity of the matter that they regulate. It is something that should make us think about, you know, what is the other route? And when I was talking with John Robb — we were talking with John Robb a few days ago — he made a reflection with us, basically saying “I want to be able to connect with the global system on my own terms”. If I am, you know, creating a local system — for example, caring about my resilience — I can connect with me on my own terms. And this is quite different as an approach or an epistemological political approach, you know, either we end up with these multinational institutions that everybody trusts, which is I believe a very difficult, you know, a very improbable outcome, or we may end up with these local institutions that connect with, connect between each other on their local own terms. So, maybe these connections that we are going to create, these multinational inter-networks and connections are more like you know, gonna be produced as tools.

Michel Bauwens:
Yeah, yeah, I think this is the thing that, you know, fundamentally libertarian people like John Robbs don’t get. This is actually the core of what I’m trying to tell you, that you have the two: we are living through physical bodies, and we live in a territory. And that territory is not just a local, it’s no, it’s a historically evolved situation where the communities that were destroyed by capitalism became the imagined community of the nation states. And we shouldn’t underestimate the attachment of most people to this identity, right? And we see, actually today that forces that represent the revival of the nation state are winning. They’re not losing, they’re winning. And the people who, you know, usually on the left who don’t feel this identity with a nation state, they’re losing. And then on the other hand, you have the libertarian view, right? And it’s all about networks iner-connecting networks. And I think what is missing is that the nation state is a very contradictory institution, but it also represents a “common good” institution. It’s a social contract between different parts of the population. Because what you have in the virtual world is just the same. You know, it’s not an ideal place. It’s a place with hackers — you know, I mean bad hackers now — the kind of people who steal your credit cards and stuff. So, it’s the interaction between the two, right? So we need strong, commons institution. I’m trying to give you a few examples of what I see as potential new commons institutions. And then we need to work on the interrelationship between both. Because for example, you talk about WHO, you say they’re corrupt. Why are they corrupt? They are corrupt because they are international. So Western countries don’t have enough masks. So they want to preserve the masks for the doctors and the hospital systems. So they have an interest in not pushing masks. In Asia where everybody has masks, the information we get is that masks work. In Belgium, I’m getting information that masks don’t work. I checked it: masks actually work. But the corruption of the WHO is because the nation states are the only agents that have power there. So they’re gonna negotiate. And there’s a nice term, it’s called “super competent democracy”. And so I think we need more independence for the trans-national expertise as a way of counter balancing the, you know, the corrupt selfish power of nation states. But we can’t have a completely new system that ignores nation state when the nation state is still dominant and powerful. Does that make sense?

Simone Cicero:
Totally, totally. I think one insight that I’m driving from this conversation is that we probably need to care about the local and indigenous regional, you know, many, many terms we are using to describe these systems where we as citizens, we can be more actively engaged in producing on top of the commons. But we also need to care about these interrelationships, inter-relational institutions that need to connect these nodes. That’s the part that I’m more concerned about, you know.

Michel Bauwens:
Yeah, that’s what we’re missing and, you know, we had it in the Middle Ages and was called the Catholic Church. Right? This was an institution that existed in parallel with the regional powers that was organized on a European scale. And so it could identify with, let’s say the interests of Western civilization, not just, you know, not just a local perspective of the regional Lord

Simone Cicero:
Good point

Stina Heikkila:
This links well into the question that I had also because earlier you spoke about this mutation of consciousness that we can start to somehow see emerging, where people are tired of this endless capitalism that is destroying the planet. So I see the link between what you mentioned in terms of this kind of radical transparency, where you would be able to basically see the impact in real time of a decision, right? So what is the cultural shift in that mutation of consciousness? Like how could we nurture citizens who could, you know, look for the right kind of choices?

Michel Bauwens:
Well, I think it should start probably in school because right now, the modern school is an agent of alienation. You know, so we decided in the 16th century in Europe, that the body was separate from the mind that the human was separate from nature. And all our institutions reinforce this. So that’s what you learn in school. You know, you learn all the abstract knowledge. But you don’t know anything about cleaning your room and about growing stuff. And for example, if you live in a country like Thailand, you’d see that all the children of the farmers don’t want to be farmers anymore. Right? So there’s a complete break between tradition and the relationship to the land, local, and then when they go to the school, it’s all about the nation state and science and engineering and you know, all good stuff. But you know what I’m trying to say, right? So I saw this documentary — I’m sorry, I don’t remember the name of the city, but it’s in Finland, I believe, in northern Finland — and it’s the first carbon positive city in the world. And what you see there is that the children are involved in this. So the children think about heating, they think about eco, they think about organizing the school in a way that, you know, it doesn’t use so much energy. So they started building like, how to say, a warming system that works on the floor. And so the kids are inventing all kinds of things. And so they are really growing up with a different kind of consciousness. So I think that, you know, that a large part of the answer is generational. At some point, we’re going to have to educate our children in entirely different ways than ways we were educated. You know, we’re largely lost already, in a way, because we’re so used to consumption and to all these separations. So even if we are ideologically sympathetic to these innovations, to be honest, in our daily lives, very few of us are actually living differently. And so, you know, changing our mind is the first step but to actually change the whole body-mind has to be mobilized. And I think this is something — you have to do some kind of programming of a worldview — and that has to be done very early.

Simone Cicero:
Well, Michel, I think we covered a lot of ground in this conversation. So I’m happy to offer a little bit of a reflection to wrap it up. I think we’re witnessing again and again, the fact that it’s a generational issue, it’s an educational one. And it looks — I don’t want to say that it looks like we understand what needs to be done — but somehow, more and more we understand that aspects of the current system need to change. We need to re-embed most of our economy to our region on a local scale. We need to, you know, develop these regulations and we need to change the educational system, but sometimes it looks like — or at least it was — you know, a trajectory where it was very hard to stop for a moment and to rethink, you know, the new systems. And, you know, sometimes — I was afraid to say that — but sometimes when I see that the systems are recovering, rebounding after the corona first hit, first wave, I’m thinking, you know, maybe in the future we’ll miss the corona times, where we had to stay at home.

Michel Bauwens:
So we can reset our thinking, right?

Simone Cicero:
Exactly and like, my question is, are we doing it or not?

Michel Bauwens:
Yeah, I think we’re doing it. So here’s the way for me to see it: you have a stable system and the only way to go to a new stable system is through a chaotic transition because societies are complex adaptive systems. So we are ready since 2008 in the chaotic transition. And then what we need is you know, pedagogical catastrophes. We are going to learn because we are going to be shocked. And corona is the first shock, the first true shock — maybe the second if you count 2008 — but corona is a wake up call, and I think that it will have long term effects. I think it is, you know, we’ll try to go back to normal in some way. But I think in many ways people have woken up, for example, to the fact that our state systems no longer work. That you know, we don’t have ventilators, we don’t have masks. How is that possible? The most advanced Western countries are not coping with this pandemic as they should. And they lost tens of thousands of people because they were not organized in the proper way. And a lot of people will lose their income, you know, they will have to rethink their place in the world. So I think this will be a multi year shock and it will have effects but it’s not enough to have one shock. We’ll have more, but maybe this is the first one.

Simone Cicero:
Yeah, I mean, just as a closure, I think, you know, I was listening to Jamie Wheal a few days ago on a podcast and I think he said something interesting: that sometimes, you know, that there’s this conversation now around this idea of “Game B” — also this idea that we need to make transition towards a new civilization. And it’s interesting to say that, you know, parts of this new civilization are already here. And sometimes we iconise, let’s say we imagine this transition as something very different, while the reality is it’s gonna start by steps, you know, through maybe this new disruption that we are living through these days is going to push us in this direction. A little step, and then another one, and then another one. And we end up maybe in a few years with a system that is completely different. So hopefully.

Michel Bauwens:
I think that’s how it works, yes, there is no, you know, there is, okay…. So you know, I was quite unhappy as a youth and I went to therapy. And you know, I did it for about seven years, and there is not a single therapy where I felt “this is it”. And yet after seven years, I was different. You know what I mean? So, I suddenly realized that I had changed. But there was no there was no like, revolutionary moment. And I think in the West, we’re too focused on this idea of, you know, the revolution that comes from the French and the Russian revolutions. But actually, even those industrial revolutions were different in every country. And it was a religious civil war in England. It was, you know, the military class which took power in Germany. The Tsar then liberated the serfs in Russia. So it took so many different forms, right? And I think this is going to be the same. We, you know, we shouldn’t wait for this magic moment. You have all these little changes and at some time, it will feel “Wow. Now the logic is already different”.

Simone Cicero:
Yeah, maybe maybe Michel we just need to give up our tendency to try to model everything because this transition is not gonna be modelled very easily. So Michel, thanks very much. That was an amazing conversation. And really, we thank you for this and I’m sure that our listeners will have lots of food for thought. And for sure we had it, so thanks again.

Ryan Conway:  The city of Ghent has a fairly long and developed tradition of citizen engagement. Advisory councils and public hearings, which were first introduced in the 1970s, evolved into more comprehensive approaches to community-based planning and led to the creation of a new city department, according to the city of Ghent. By 2003, that department began an “Area Operation” that proactively interacts with neighborhoods in the 25 districts of the city.

This increased focus also produced a new name, the Policy Participation Unit, and includes 20 “neighborhood managers” who engage one or two of the districts and act as brokers between the city and residents to ensure consistent interaction, according to a report titled “Good Practices” published by the European Cultural Foundation in 2016.

The Policy Participation Unit also facilitates a Resident’s Academy, grants for temporary-use projects in underutilized public spaces, neighborhood “Debatcafés” and focus groups, as well as a Neighborhood of the Month program that brings the mayor to each neighborhood for an entire month of interactive discussions.

John Harris: Around the world, a handful of visionaries are plotting an alternative ​online ​future​.​ ​Is it really possible to remake the internet in a way that’s egalitarian, decentralised and free of snooping​?​

The office planner on the wall features two reminders: “Technosocialism” and “Indienet institute”. A huge husky named Oskar lies near the door, while the two people who live and work here – a plain apartment block on the west side of Malmö, Sweden – go about their daily business.

Aral Balkan and Laura Kalbag moved here from Brighton in 2015. Balkan has Turkish and French citizenship, and says their decision was sparked by two things: increasing concerns about the possibility of Britain leaving the EU, and the Conservative government’s Investigatory Powers Act, otherwise known as the snoopers’ charter, some of which was declared unlawful this week by the court of appeal. The legislation cut straight to the heart of what now defines the couple’s public lives: the mesh of corporate and government surveillance surrounding the internet, and how to do something about it.

Kalbag, 31, is from Surrey, has a web design background and says she’s “always been a very socially minded, troublemaking kind of person”. Balkan, 41, traces what he does now to his experiences as a small child, designing his own games for a personal computer. It was “the last time when we actually owned and controlled our computers – there wasn’t some corporation somewhere watching everything we were doing, storing it and monetising it.”

Now, they style themselves as “a two-person-and-one-husky social enterprise striving for social justice in the digital age”.

Balkan and Kalbag form one small part of a fragmented rebellion whose prime movers tend to be located a long way from Silicon Valley. These people often talk in withering terms about Big Tech titans such as Mark Zuckerberg, and pay glowing tribute to Edward Snowden. Their politics vary, but they all have a deep dislike of large concentrations of power and a belief in the kind of egalitarian, pluralistic ideas they say the internet initially embodied.

What they are doing could be seen as the online world’s equivalent of punk rock: a scattered revolt against an industry that many now think has grown greedy, intrusive and arrogant – as well as governments whose surveillance programmes have fuelled the same anxieties. As concerns grow about an online realm dominated by a few huge corporations, everyone involved shares one common goal: a comprehensively decentralised internet.

Balkan energetically travels the world, delivering TED-esque talks with such titles as “Free is a Lie” and “Avoiding Digital Feudalism”. His appearances have proliferated on YouTube, although he himself uses an online video player that doesn’t harvest personal data. (“If there’s a free and open, decentralised and usable alternative, we try to use it,” he says – he favours, for example, the privacy-respecting search engine DuckDuckGo over Google.) At the same time, he and Kalbag are on a painstaking journey that involves ideas and prototypes aimed at creating a new kind of digital life.

Back in 2014, they came up with a plan for the Indiephone, “a beautiful new mobile platform and a phone that empowers regular people to own their own data”. “One of my mistakes was, I told people about it,” says Balkan. “And then we realised there was no way we could finance it.” Assisted by around £100,000 in crowdfunding, they started work on a new kind of social network, called Heartbeat, whose users would hold on to their data, and communicate privately. Since then, they have launched an app for iPhone and Macs called Better Blocker, purchased by about 14,000 people, and with a simple function: in a much more thorough way than most adblocking software, it disables the endless tracking devices that now follow people as they move around the web.

In the last few months, they have started working with people in the Belgian city of Ghent – or, in Flemish, Gent – where the authorities own their own internet domain, complete with .gent web addresses. Using the blueprint of Heartbeat, they want to create a new kind of internet they call the indienet – in which people control their data, are not tracked and each own an equal space online. This would be a radical alternative to what we have now: giant “supernodes” that have made a few men in northern California unimaginable amounts of money thanks to the ocean of lucrative personal information billions of people hand over in exchange for their services.

“I got into the web because I liked the democracy of it,” says Kalbag, who has just published a book titled Accessibility for Everyone, about innovating in a way that includes those who technology too often ignores – not least people with disabilities. “I want to be able to be in a society where I have control over my information, and other people do as well. Being a woman in technology, you can see how hideously unequal things are and how people building these systems don’t care about anyone other than themselves. I think we have to have technology that serves everybody – not just rich, straight, white guys.”

In the Scottish coastal town of Ayr, where a company called MaidSafe works out of a silver-grey office on an industrial estate tucked behind a branch of Topps Tiles, another version of this dream seems more advanced. MaidSafe’s first HQ, in nearby Troon, was an ocean-going boat. The company moved to an office above a bridal shop, and then to an unheated boatshed, where the staff sometimes spent the working day wearing woolly hats. It has been in its new home for three months: 10 people work here, with three in a newly opened office in Chennai, India, and others working remotely in Australia, Slovakia, Spain and China.

MaidSafe was founded 12 years ago by the 52-year-old computing engineer and former lifeboat captain David Irvine. He has the air of someone with so many ideas he can barely get them all out. Despite spurning money from venture capitalists, his company has come from humble beginnings to the verge of its proper launch.

In a pristine meeting room, Irvine explains a mistake carried over from old-fashioned corporate computer networks to the modern internet. “There’s a big server, and people connect to it. That used to be the way companies work; now, they’ve done the same thing to the internet. Which is remarkably stupid, because they are central points of failure. They’re points of attack. There are passwords on them: stuff gets stolen.” He goes on: “And as the internet was starting, it was clear to me straight away that it would centralise around several large companies and they would basically control the world.”

His alternative is what he calls the Safe network: the acronym stands for “Safe Access for Everyone”. In this model, rather than being stored on distant servers, people’s data – files, documents, social-media interactions – will be broken into fragments, encrypted and scattered around other people’s computers and smartphones, meaning that hacking and data theft will become impossible. Thanks to a system of self-authentication in which a Safe user’s encrypted information would only be put back together and unlocked on their own devices, there will be no centrally held passwords.

No one will leave data trails, so there will be nothing for big online companies to harvest. The financial lubricant, Irvine says, will be a cryptocurrency called Safecoin: users will pay to store data on the network, and also be rewarded for storing other people’s (encrypted) information on their devices. Software developers, meanwhile, will be rewarded with Safecoin according to the popularity of their apps. There is a community of around 7,000 interested people already working on services that will work on the Safe network, including alternatives to platforms such as Facebook and YouTube.

One big question hangs over Irvine’s concept of a decentralised internet: given what we know about what some people use technology for, the encrypted information stored on people’s devices will include fragments of nasty, illegal stuff, won’t it?

“It will. It will. It definitely will. It’s all society’s data. All information,” says Irvine

I read him a quote from the company’s blog: “Even MaidSafe staff don’t know who is on the network, where they are based, what has been stored and where the data is located.”

“No. We don’t know. That’s fine, though.”

Is it? Even if it includes child abuse images, or so-called revenge porn or beheading videos?

“Yeah. I think it’s fine. Because to me, the whole thing here is like … You’re building a road, and you think: ‘How can I be absolutely certain that a paedophile doesn’t drive on that bit of tarmac?’ You can’t. That’s the thing with the internet. When you’ve got these controlled things like Facebook, of course they could clamp down on some of that stuff. But also, it means they can manipulate the whole of society. And we can’t be in that position.”

Irvine adds that MaidSafe’s encryption is no more developed than the kind already used by the net’s criminal elements. “We’re not enabling them. We’re enabling everybody else,” he says. He says he would encourage the police to go on to the network and use the same detection and entrapment methods they already use on the so-called dark web, where users can stay anonymous.

Once MaidSafe is up and running, there will be very little any government or authority can do about it: “We can’t stop the network if we start it. If anyone turned round and said: ‘You need to stop that,’ we couldn’t. We’d have to go round to people’s houses and switch off their computers. That’s part of the whole thing. The network is like a cyber-brain; almost a lifeform in itself. And once you start it, that’s it.”

Before my trip to Scotland, I tell him, I spent whole futile days signing up to some of the decentralised social networks that already exist – Steemit, Diaspora, Mastadon – and trying to approximate the kind of experience I can easily get on, say, Twitter or Facebook. They were largely so underpopulated that there’s been no incentive to go back. Won’t the same thing happen to MaidSafe?

“It might,” he says.

But is he optimistic or pessimistic? “Oh, this won’t fail. It won’t. If you ask me: ‘Will this be the future?’ … absolutely. Not necessarily my version, but a version of a completely decentralised network based on privacy, security, freedom – that will exist.”

One big focus of the conversation about a different internet are cryptocurrencies and so-called blockchain technology, whose most spectacular story so far has been the rise of Bitcoin. All users of a cryptocurrency have their own “private key”, which unlocks the opportunity to buy and sell it. Instead of financial transactions having to be hosted by a bank – or, for that matter, an online service such as PayPal – a payment in a cryptocurrency is validated by a network of computers using a shared algorithim. A record of the transaction is added to an online ledger – the blockchain – in a way that is unalterable. And herein lie two potential breakthroughs.

One, according to some cryptocurrency enthusiasts, is a means of securing and protecting people’s identities that doesn’t rely on remotely stored passwords. The other is a hope that we can leave behind intermediaries such as Uber and eBay, and allow buyers and sellers to deal directly with each other.

Blockstack, a startup based in New York, aims to bring blockchain technology to the masses. Like MaidSafe, its creators aim to build a new internet, and a 13,000-strong crowd of developers are already working on apps that either run on the platform Blockstack has created, or use its features. OpenBazaar is an eBay-esque service, up and running since November last year, which promises “the world’s most private, secure, and liberating online marketplace”. Casa aims to be an decentralised alternative to Airbnb; Guild is a would-be blogging service that bigs up its libertarian ethos and boasts that its founders will have “no power to remove blogs they don’t approve of or agree with”.

Muneeb Ali, 36, is originally from Islamabad in Pakistan and is one of Blockstack’s two founders. He is an admirer of Snowden, who, in March, will be the star attraction at a Blockstack event in Berlin.

An initial version of Blockstack is already up and running. Even if data is stored on conventional drives, servers and clouds, thanks to its blockchain-based “private key” system each Blockstack user controls the kind of personal information we currently blithely hand over to Big Tech, and has the unique power to unlock it. “That’s something that’s extremely powerful – and not just because you know your data is more secure because you’re not giving it to a company,” he says. “A hacker would have to hack a million people if they wanted access to their data.”

It’s significant that Blockstack isn’t based in northern California: Ali says: “The culture in Silicon Valley isn’t the right fit for us.” Even though the startup has attracted millions of dollars from its backers – who include venture capitalists – Ali insists they are in for the long haul.

Back in Malmö, Balkan recalls that Zuckerberg put out a new year statement in which he tried to sound a note of sympathy with people who have grown sick of an online world controlled by a few big players. “In the 1990s and 2000s, most people believed technology would be a decentralising force,” Zuckerberg wrote. “But today, many people have lost faith in that promise. With the rise of a small number of big tech companies – and governments using technology to watch their citizens – many people now believe technology only centralises power rather than decentralises it.” He mentioned encryption and cryptocurrencies, and said he was “interested to go deeper and study the positive and negative aspects of these technologies and how best to use them in our services”.

Balkan marvels. “How does that work with a huge entity like Facebook, that just sucks power up?” he asks. “It’s absolute spin.”

He and Kalbag have much more modest ambitions, and that, he says, is the whole point: if we want a more diverse, open, decentralised internet, developers are going to have to wave goodbye to the idea of huge platforms that will supposedly make them rich.

“We’ve kind of been brainwashed into this Silicon Valley idea of success,” he says. “You know: ‘Unless you’ve made a billion dollars and you’re on the cover of Forbes magazine as the next king, you’re not successful.’ With our projects, no one’s going to make a billion dollars if we’re successful – not me, not Laura, not anyone.”

He drains the last of his coffee and checks his phone. “And if we do, you’ll know something’s gone wrong. We’ll have screwed up.”

Here is a good review of the political commons developments, a contribution from Birgit Daiber to the Barcelona Conference on Social Commons, Barcelona June 2018.

Birgit Daiber: After years of commoning in conferences, cooperation projects, networking, discussions on the diversity of experiences and designing strategies how broaden them – I think it’s time to discuss how to implement them on a political level: Commons as one dimension of initiatives to reclaim a social, ecological and democratic Europe connected with the reconstruction and democratization of public services.

Different from some of the commons networks in Europe which try to stay outside direct political debates, claiming commons as a fundamental new way of economic and social practice that is not assignable to one or the other political direction, I think commons are potentially an essentially left issue. Why? Very simple: The question of property is basic for all left politics from its (organised) beginning in the 19th century – until today. In his theory of value, Karl Marx revealed the contradiction between exchange value and use value. And this too is still relevant today. Within these two dimensions of left thinking we find the global movements of the commons. Francois Houtart says in his basic manifesto from 2011 that commons initiatives focus on use value, democratic participation and autonomy, being part of a new post-capitalist paradigm and in a short note from 2014 he is pointing out:

“Concretely, it means to transform the four ”fundamentals” of any society: relations with nature; production of the material base of all life, physical, cultural, spiritual; collective social and political organization and culture. For the first one, the transformation means to pass from the exploitation of nature as a natural resource merchandize to the respect of nature as the source of life. For the second one: to privilege use value rather than exchange value, with all the consequences with regard to the concept of property. The third one implies the generalization of democratic practices in all social relations and all institutions and finally interculturality means to put an end to the hegemony of Western culture in the reading of the reality and the construction of social ethics. Elements of this new paradigm, post-capitalist, are already present all over the world, in many social movements and popular initiatives. Theoretical developments are also produced. So, it is not a “utopian vision” in the pejorative sense of the word. But a clear aim and definition is necessary to organize the convergences of action. It is a long-term process which will demand the adoption of transitions, facing the strength of an economic system ready to destroy the world before disappearing. It means also that the structural concept of class struggle is not antiquated (fiscal heavens and bank secrecy are some of its instruments). Social protests, resistances, building of new experiences are sources of real hope.”

We are just in time, as left parties in Europe are preparing their national campaigns and their European performance for the next European elections in 2019. Election-campaigns always give the opportunity to discuss programmes and projects more intensely in public debates, and so the Common Good could become one of the core-issue for the Left. Practical initiatives and debates are already well developed on different levels in some countries – as e.g. Spain, Portugal, Greece, Italy and France and Belgium and there are hundreds of examples of successful initiatives on municipal, national and international levels. Just to give some few examples:

The municipal level: most of commons initiatives are local activities, in cities as well as in rural areas. Urban Commons are prominent and well documented. Cities as Seoul (KOR), Barcelona (ES), Naples (IT), Ghent (BE) and Frome (GB) show how to realise urban commons and how municipalities can work together with commoners. There are legal competences too supporting commons initiatives. The Berlin Senate for example has the right to confiscate abandoned property (but they don’t use it yet and there is no obligation for social use).

National level: The movement for Water as a commons in Italy initiated a referendum with the result that 51% of Italian citizens voted for it. The government must act and the Parliament has to discuss new laws – a still on-going struggle. The water-movement is putting the question of Commons in the context of re-thinking the role of the public in the management of goods and services related to the universal human rights.

The “old” left idea, that the State per se would guarantee public services, failed with processes of privatization – and even when the State is still holding the ownership, goods and services are often given to private companies. It is crucial to suspend market activities from public services to ensure that profits in this sector are re-invested for public use. At the same time, public services must be democratized and there has to be public control with the participation of workers and citizens (only?) to guarantee correct functioning of the common good.

On national levels, the laws on social and common use of property and the laws on cooperatives are decisive. An interesting example is the legal structure of SCOPs in France (“Societé cooperative et participative” or “société coopérative ouvrière de production“). In 2016 there were 2680 SCOPs with 45 000 active members – and they are still on the rise.

International level: Bolivia and Ecuador included Commons explicitly in their constitutions. In 2010 the UN general assembly adopted the resolution on access to clean water as basic human right. The initiative for a fundamental declaration on the Common Good of Humanity goes beyond this – well aware that a proclamation has no legally binding character but can be an instrument for social and political mobilization, creating a new consciousness and serving as a basis for the convergence of social and political movements at the international level. Clearly it is a long-term task, but it needs to be started. Not only can the coming together of social movements like the World Social Forum and political parties like the Forum of São Paulo contribute by promoting such a Declaration, but individual countries through their representatives in international organizations like Unesco and the United Nations can also push this agenda forward.

Coming to the European Level: Since some European Parliamentarians from different political groups founded an ‘Intergroup’ on Commons and Public Services in 2014, the ‘European Commons Assembly’ developed with participants from nearly all European countries. ECA initiated conferences and various activities and published a general call: “We call for the provision of resources and the necessary freedom to create, manage and sustain our commons. We call upon governments, local and national, as well as European Union institutions to facilitate the defence and growth of the commons, to eliminate barriers and enclosures, to open up doors for citizen participation and to prioritize the common good in all policies. This requires a shift from traditional structures of top-down governance towards a horizontal participatory process for community decision-making in the design and monitoring of all forms of commons. We call on commoners to support a European movement that will promote solidarity, collaboration, open knowledge and experience sharing as the forces to defend and strengthen the commons. Therefore, we call for and open the invitation to join an on-going participatory, inclusive process across Europe for the building and maintenance of a Commons Assembly. Together we can continue to build a vibrant web of caring, regenerative collective projects that reclaim the European Commons for people and our natural environment.

How could the common good be important for European politics? Just to remind one of the prominent battles of the Left (including Greens and Trade Unions) in the years 2000: the battle against the Bolkestein-Directive. In the end it was possible to introduce the protection of public services as “services of general social and economic interest (SSIG’s) on European level. This could be a starting point for initiatives for commons tofight for the recognition of commons initiatives in different fields as basic citizens rights in Europe.

All these examples show at least the slightly fragmented situation. The political and legal conditions differ widely and there is a need to discuss demands on all levels – and there is the need to discuss them on the European level.

Opportunities for the European Left

The general interest of European Left is to re-think the role of public for goods and services with relation to universal rights and to prohibit market-logic in public services. The aim is to suspend the market from public goods and services and to democratize public services for the recuperation of public services as Common Good. This is the first dimension. The second is to re-think social and workers rights as common goods. And the third is the recognition of citizens’ initiatives as basic rights and the promotion of commons initiatives.

So, it’s a three-fold battle and it could start from the general statement:

Commons are of general public interest, thus the general demand is the political and legal recognition of citizens’ initiatives whose aim is to create, re-construct and recuperate resources, goods and services in a social, ecological and democratic way. But there are specific demands to add. As there are (just to give some examples):

  1. Cooperative use of abandoned land and houses. Social use of confiscated property.
  2. Right for workers to recuperate their companies and manage them collectively – before selling them to investors or going bankrupt.>
  3. Open access for all citizens to information services that are democratically organised, and free public internet.
  4. Collectively and self-managed funds for citizens’ initiatives and access to public funding.
  5. Democratization of digital radio and TV by reserving e.g. 30% of the slots for non-commercial, community etc. stations.
  6. Participatory re-communalization/re-municipaliyation of energy and water.

And I’m sure there are others to add…

It could be the right moment to start to discuss practical political proposals – not with the illusion to change European politics immediately, but with the intention to bring the debate into the light of a greater public.

Will cities change the world? At least, cities are becoming a new and hopeful transnational governance level. They are organizing themselves in a whole tissue of networks (Fearless Cities, Fabcities, …), working together in domains like climate policy, renewable energy and urban economy.

At the same time, citizens are developing a whole range of urban commons, based on co-operation and an ethics of care. Tired of only being a powerless consumer or a passive citizen, we get active as maker, urban farmer, solidarity volunteer, user of shared resources, civic or social entrepreneur, etc. This goes along with the establishment of new organisations and infrastructures like fablabs, energy co-ops, co-working spaces, urban food production plots, etc.

Recent years, we have seen cities like Ghent and Bologna moving a step further, establishing structures and processes that aim at building synergies between the public and the commons domain. This is part of a new political vision, the Partner State. So, a partner city sustains and gives incentives to alternative civil and economic institutions, like the commons and cooperatives. Taking these developments of collaborative city-making together, we see the emergence of a prototype of transformative cities, that could be the driving force towards socio-ecological societies.

Thanks to these transitions institutions, research groups and organizations where created to investigate how commons could be sustainable integrated in the vivid networks of cities.

How can a commons transition in cities be realized to create sustainable Eco-Cities? Experts from different projects and institutions will inspire you with their knowledge and findings about sustainable commons in cities. At this conference you can get inspired and motivated to start, or strengthen, your own project, common initiative or cooperation.

Dirk Holemans is the co-founder and co-director of OIKOS, a green Belgian think tank which has published two dutch-language books by Michel Bauwens. He has written a book which deals with the tension between freedom (individual) and security (social protection etc…). The book is of great interest, because it places the current dilemma’s in the context of the earlier wave of change in the sixties and seventies. With Oikos, Dirk also studies the multiplication of urban commons in Belgium and closely follows the commons-based urban transitions in Ghent. Unlike those that see freedom and security as opposites, Dirk shows how they are co-dependent on each other, and explores what form a new social contract could take, in the age of precarity. The long book exists in a short english essay (recently also available in French and German) . For the benefit of our English-speaking audience, Michel Bauwens interviews Dirk Holemans to share his insights.

Before we start talking about your book, can you tell us a bit about the context that prompted you to write it, and how it fits in your personal quest for understanding social change? I mean, can you say a few words about yourself, your engagement in green politics, and your work with OIKOS?

Twenty-five years ago, I started working as an academic researcher in the field of environmental philosophy and bioethics. With degrees in engineering and philosophy, I tried to understand the role of technology in how people shape their world and dominate nature, to analyse what the importance is of the dominant value system in a society. So, I learned how Modernity radically changed our relation with nature, which from then is an object we as subjects can dominate and manipulate. While this was a rewarding time, it was maybe my engineering background that made me feel that only writing articles and lecturing is not enough to stop the destruction of our living planet. So I joined the Green party and within a few years I first was elected as local councilor of the City of Ghent and subsequently as member of the Flemish Parliament. I learned that politics really matters, being in government we were able to introduce innovative changes in e.g. the care system and energy policy (a law as voted to close the nuclear plants the coming decades). At the same time I experienced that our representative democratic system, established in the 19th century, needs a thorough update. So the first book I wrote was about the need for Deliberative Democracy, acknowledging the value and importance of citizens engaging in an active dialogue.

After being a member of parliament, I founded the green foundation OIKOS, because I believe innovative ideas are the core fuel of societal change. You cannot develop new sustainable systems – think of mobility, energy or food- with old concepts. At the same I noticed how citizens are taking their future back in their hands, becoming from consumer producer again. These citizens’ collectives, commons, are the basis for what I see as the most promising actor of change in our current times.

Your book centers around the tension between freedom, which I read as individual freedom, and security, which I read as more of a collective reality. Can you describe how you see that tension and how you see it as resolvable or not.

In the dominant narrative of our society, we see freedom as an individual quality. But this creates the illusion that we are independent actors that can create our own future and lifeworld on our one. While freedom is maybe the most collective concept we now. How free is someone who is born in a poor country, without a decent educational system? What kind of choices (s)he can make? If freedom is the ability to influence the future development of our world, we can only do it if we work together. That was what the green thinker Ivan Illich meant with autonomy: ‘the joyful capacity to shape the world together’. Anyway, how free are we if the corporations and multinationals determine what we (can) buy. Everyday, we see thousands of advertisements and marketings signals (like logos). Do you really think they don’t influence us in a profound way? So the paradox is that enhancing you personal freedom is working together to change the environment you live. Like the Green mayor of Grenoble did, but getting rid of advertisements boards in public spaces and streets.

Does our welfare system have to change, and if so, how so.

Our current welfare system was built on the assumption of full employment with man working 40 hours a week, staying 40 years with the same employer, in the framework of a decent fiscal system with rich people and big companies paying the fair share of taxes. No need to say that our society has changed in many fundamental ways.

We need what I call a new ‘security package’ for the 21th century, empowering people and allowing them to enrich their community and society. This package is based on the fact that there are three different kinds of work: next to our job, the paid work, there is the care work we do while raising kids, cooking at home etc. and also autonomous work, things we find important, like establishing with people in your town a commons, think about an energy co-op or growing vegetables together. If our goal is a good life for all, we have to make sure people can combine these types of work in a relaxed way. Hence, I suggest the combination of a shorter working week of 30 hours with a universal basic income of 500 euros that for low and middle incomes compensates for the lower salary, in combination with an affordable education and health system.

The number of hours, 30 a week, is not randomly chosen. It is the weekly number most women work who have to combine their job with their family work and personal development. I see the ‘security package’ as a transition model, in the evolution towards a social-ecological society. The more things we do in our autonomous work, products and services who are cheaper and last longer than produced by corporations – think about Wikipedia or platform co-ops for car sharing – will enable to live better with less buying power, allowing to maybe lower the normal working week to 21 hours, as the New Economics Foundation proposes.

What I found very useful in your book is the historical context you are offering about how current social movements, and the surge for the commons in particular, are related to the earlier struggles post-1968. Can you elaborate a bit?

Big corporations – think about Apple – want to make us believe that they invented all the new stuff in our society. Mariana Mazzucato has in a convincing way shown that corporations only can make these products and profits because governments invested loads of money in research and development. On top of this, I want to add that quite a lot of crucial innovations where introduced not by companies or public authorities, but by citizens’ initiatives. Who build for instance the first wind mill to start the transition towards a renewable energy system? It where villagers in the north of Denmark in the 1970’s. Who invented the recycle or thrift shop, the starting point for the circular economy: wise citizens in the Netherlands. The same goes for sharing, with people in Amsterdam experimenting with a bike sharing system, already in the mid 1960’s? These initiatives are part of a broader emancipatory movement with a lot new social movements..

Overall, the emancipatory movement wanted to create more space for citizens by reducing the reach of the state, other traditional structures and multinationals. Looking back, we can say that this movement has been successful, but did not achieve its goal. This is connected with the greater success of the neoliberal freedom concept. This concept of freedom succeeded in reducing the build-up of identity into an individualistic project, where consumption plays a crucial role.

How did it happen? The 1980s and 1990s are the battleground of these two freedom-based concepts. A crucial difference lies in scale: while businesses are organised worldwide, this is less evident for new civil movements and unions. Only the anti-globalisation movement would later bundle forces across borders. Meanwhile, large corporations have taken up the free space for the most part.

A second explanation concerns the evolution of most of the new social movements. Starting mostly from a position of a radical critique, professionalisation and building a relationship with mainstream politicians leads to a pragmatic attitude. Proposals must now be feasible within the framework of the current policy. The increasing dependency on subsidies of many non-governmental organisations has sometimes led to uncritical inscription into government policy options. As said, at the same time, more and more citizens were seduced by the neoliberal narrative that a good life means work hard, earn money and spent it all to be happy. If you don’t feel well, just buy a ticket for a wellness club.

The biggest financial crisis since the 1930’s, which started ten years ago, changed everything again. The crisis is a real wake-up call for a lot of citizens, they realize that if they want a sustainable future for their children, they have to build it themselves. So, we see all over the world a new wave of citizens’ initiatives, rediscovering the emancipatory concept of freedom and autonomy. A crucial difference is that we know live in the age of internet, lowering the transaction costs of cooperation dramatically. What was very hard to realize in the post-68 period, e.g. sharing cars in a neighborhood, is now a piece of cake with digital platforms.

What can we learn from this history? That if social movements want to be successful in a globalized world, they also have to build translocal and transnational networks. It for instance makes no sense that in ten cities in the world, people are trying to build their own digital platform as an alternative for companies like Airbnb or Uber. Transnational networks of commons cities can be the fundament of a new governance model in the future.

Do you have a prescription for our future, and a way to get there? Also to which degree does your book also apply to non-European or non-Western countries?

I don’t have of course the prescription for our future, what I did in preparing my book was observing society carefully, looking for the places and processes of hope. I found two very relevant developments: citizens starting new collective initiatives, commons, for the production of sustainable products and services, and local governments implementing very ambitious policy plans in fields like climate, energy, food and mobility policy.

Slowly but surely, there is a new range of autonomous activities that together form a transformational movement towards a socio-ecological society. It is important to note that we are not only talking about small or isolated projects. Take, for instance, the 20 majestic wind turbines at the coastline of Copenhagen. This project was started by a group of habitants of the city who developed the idea and went with it to their Minister of Energy. Instead of refusing or taking it over, the government decided to start a co-creation process. Civil servants give technical and judicial advice. Half of the shares were owned by a citizens’ co-op, after completion, thousands of families every year receive a financial dividend. Similarly, following the Energiewende in Germany, half of the renewable energy installations are owned by citizens and their co-ops. Even in smaller towns, governments support the local population in setting up renewable energy projects. This adds up to really big business. So, citizens and local governments really can make a difference, and build together the counter current.

My book starts from the history and developments in Europe, so I am really modest on what it has to say to other continents. At the same time, I see the same developments in cities all over the world. There I think the crucial concept of action developed in my book based on the work of André Gorz, revolutionary reformism, really can be very useful. It answers the question how to move a step further, beyond all the individual great citizens’ initiatives and local policy proposals.

The two concepts are each in themselves insufficient. A political revolution that will change everything for good at once – we should not hope for that. And a few reforms of the existing system will not lead to a real structural change. For example, while it’s good that people share cars, this alone will not lead us to sustainable accessibility and mobility. This needs strategic cooperation and planning.

Revolutionary reformism can be defined as a chain of far-reaching reforms that complement and strengthen each other and, at the same time, raise political awareness. In system terms, it is a matter of implementing reforms that are complementary and reinforce each other. This will generate synergy and even positive feedback: virtuous circles. For example, in progressive cities like Ghent you see the establishment of commons if the field of renewable energy, mobility, food, etc. But for most of them they don’t cooperate beyond the borders of their domain. Imagine a food coop distributing their food boxes by another commons specialized in delivery by electric bikes, that in turn only uses green energy produced by the urban energy coop. When they then, supported by the local government, introduce and use the same local currency for connecting their economic transactions, you put in motion a chain in action that will reinforce itself. It is this kind of thinking and action that is crucial for the future, and can be useful all over the world.

A few days ago, we pointed to a remarkable presentation by Frank Pasquale, who showed how the new ‘netarchical’ corporations like Google, Facebook, Uber or AirBnB are taking over more and more former ‘state’ and ‘governmental’ functions, replacing democratically accountable public power (however feeble that accountability can sometimes be), by what he calls ‘Functional Governance’. This effect is strengthened by the emergence and fast growth of the tokenized economy, which is a different attempt to arrive at the same result. A good way to look at the token economy is to see it as an attempt by developers and the creative class to recapture market value away from shareholders, and create some kind of neo-guild system through distributed platforms. Tokens indeed allow market value to be captured directly by those who design and work on the platforms. However, it is important to stress that most token-based projects do not in any way challenge the extractive functioning of the market economy, and are, despite their distributed design, subject to power law dynamics. What is not understood is that merely equal structures, designed as competition for scarce resources, actually naturally evolve (power law concentration, i.e. at each iteration, those that are stronger gain more advantage) toward oligarchy, as all those who ever played the game of Monopoly should understand readily. So the effect of the centralized netarchical platforms and the so-called ‘distributed’ anarcho-capitalist structures such as Bitcoin and many (but not all!) other token-based blockchain applications, lead to the same effect: unaccountable and undemocratic private ‘money’ power is strengthened.

They are in effect becoming ‘corporate sovereigns’ with transnational power that dwarfs the power of progressive cities and declining nation-states. Surely, the authoritarian solutions of the emerging national-populists are not the right response to this, and similarly, we believe that left-populist attempts that merely want to revive a more welfare-oriented nation-state are not the right response, especially in the context of global environmental crisis.

In some paradoxical sense, we believe there is a silver lining to this because these practises shed new light on an old debate between the emancipatory traditions of the left, namely the discussion on the ‘withering away’ of the state.

In the 19th century already, anarchists claimed that the state should be abolished forthwith, to be replaced by the ‘free association’ of collectives representing free producers. But the marxists argued, in my view correctly, that in any unequal society, abolishing the systemic role of the state in maintaining equilibrium, is simply a recipe for replacing public power with the raw power of a privately militarized ruling class (paramilitary militias, etc.. ). While anarchists imagined that the homeless would squat empty housing without police opposition, the reality is more likely to be that they would be murdered by paramilitaries in employ of the owner class.

Hence the idea of the withering away of the state. In this scenario, the working class movements would either gradually (the social-democratic version) or more forcefully and directly, take over state power, but with the clear aim of gradually replacing state functions (this was expressed by Marx in his two-stage theory, whereby socialism is still marked by both the logic of exchange and the role of the state, and only the second stage is characterized by a complete disappearance of a separate state function).

Ironically, the paradox today is that this more radical scenario is now echoed in the tactics of the corporate sovereigns AND the libertarian inspired token economy! Through the superior efficiency of their model of ‘privatized mutualization’ ( i.e. private platforms that efficiently bring together supply and demand), their control over user data and capacity to nudge human behavior, as well as their ability to directly syphon ‘surplus value’ through these platforms, they are performing formerly public functions (think about ridesharing competing with public transport or deregulated house-sharing replacing regulated hotels, etc..). The whole world is becoming a shopping mall, with free speech and other rights eroded through the absolute rights of private property.

A “withering of the State” is no longer the sole province of utopian scenarios. In fact, the invasive and deregulatory practises of netarchical platforms show what a dystopian dismantling of the State looks like. In contrast, at the P2P Foundation we contend that there is a way to hack this process toward better futures, futures where emancipatory forces can increasingly take over bureaucratised state functions while solving environmental and equity issues in the process. Indeed, civic initiatives, concerned about the social and environmental equilibrium of urban life, are also showing functional governance at work! Precisely because cooperative forms of governance and ownership can retain the surplus for their own development and to create livelihoods for their contributors, they show promise to outcooperate netarchical platforms, especially if they can form cooperative eco-systems.

We outlined such a scenario in our recent report, Changing Societies through Urban Commons Transitions.

As we discovered in our mapping and study of 500 urban commons in the Flemish city of Ghent, nearly all provisioning systems (mobility, housing, etc.) are now covered by still marginal, but growing emerging commons-centric alternatives. In Ghent and the Flanders, as in other cities and regions of Europe, there is a tenfold increase of commons-based initiatives in the last ten years. However, unlike the private platforms, they are undercapitalized, and often fragmented.

How can this fragmentation be solved ?

Here is our proposal:

  • Imagine that for every provisioning system, there exists open source software depositories needed to organize such provisioning, a kind of github for MuniRide and FairBnB type solutions
  • In order to finance and scale these solutions, we propose alliances of cities, cooperatives, and even unions, to create the material conditions for global scaling of peer to peer and commons-based solutions
  • Locally, say at the city or bioregional levels, the local versions of these coalitions create multi-stakeholder owned and governed platform cooperatives. These platform coops use the global software depositories but adapt and change them to the local contexts and necessities, but also contribute on making the common codebase better and better, adding more and more functionalities over time. Note that all the platform surplus can now be re-invested, not as dividends for remote owners, but in the common development of the infrastructure and in better livelihoods for all contributors.
  • The fourth level then, is not just exchange, but actual production. Indeed, at this stage urban commons are distributing differently but not producing the goods themselves. However, we envisage a cosmo-local production system, in which the global commons described above, are matched with local and redistributed production through microfactories, which are also open cooperatives, i.e coops that do not just capture value from their own members, but are committed to create commons that benefit the wider community.

I have no doubt that in these endeavours, we can learn a lot from the development of the private platform and extractive token economies, as we can redesign the tokens for contributory justice, while also being conscious of reducing the human footprint on nature. The good news is that cooperative mutualization can achieve that. Mutualization of physical infrastructures is the golden way to reducing the human footprint, and it can be combined with more just distribution of rewards, while also guaranteeing the full sharing of knowledge.

The key to success, in our opinion, is to think trans-locally and transnationally!

To summarize the spatial or geographic logic of our approach:

  • Local, urban, bioregional initiatives produce and exchange for social need close to their user base
  • But they use trans-local and trans-national knowledge bases
  • Participants produce locally, but can organize trans-national and equitable knowledge-guilds and global transnational entredonneurial coalitions

The role of progressive majorities at the nation-state level is to strengthen these local and trans-national infrastructures, and to create enduring socially just and environmentally balanced provisioning systems that, through their functional — but in this case also democratic — ‘commons governance, can outperform private, extractive, transnational power structures. In order to do this, the state has to be transformed into a partner state, that insures the meta-governance at the territorial level. A ‘partner state’ is not a transition which requires a magical transformation of the current state apparatus from one day to the next. It could take the form of a progressive coalition’s growing commitment to endorse and facilitate functional governance arrangements that are participatory, democratic and managed through public-commons governance arrangements. The Partner State also applies to any interstitial area of governmental structure, at every level, where sympathetic functionaries and politicians can be found to support commons-oriented alternatives; think of Partner towns, cities, bioregions or larger transnational structures To the degree that cooperative and public-commons forms of provisioning are initiated and grow, we will succeed in a withering away of bureaucratic and authoritarian state functions, by more democratic forms rooted in civil society participation.

But note that we stress the role and function of new trans-national structures beyond the nation-state in this process of transformation.

Indeed,

  1. classical industrial capitalism can be considered to be a three-in-one integrated structure of capital-state-nation, to which the double-movement logic uncovered by Karl Polanyi applied:
  2. Meaning that, whenever the market function ‘freed’ itself from state and civic regulation, it destabilized society, leading to popular mobilizations to re-embed the market into society
  3. However, with trans-nationalized capital, nation-state regulation is now enfeebled, and both right-wing national populism and left-wing social populism have failed to show a way forward
  4. Then it follows that to substantively re-balance our societies, we need counter-hegemonic power at the trans-national, trans-local level

The good news is that these powers are emerging:

  • Global open source communities and other global productive communities based on peer to peer dynamic and the commons are on the rise;
  • Global entrepreneurial coalitions have formed around these open source knowledge bases, and a growing fraction of these are consciously generative coalitions, seeking to generate support for the commons and the livelihoods of the commoners
  • Global coalitions of cities (and coops, unions, ethical capital) can perform the common good function at this trans-national level, creating global trusts that underwrite these new commons-based global infrastructures

This is Functional Governance 3.0, a withering of the state that is democratically accountable beyond the nation-state level.

The Belgian city of Ghent plays host to a broad range of projects and initiatives around the commons. But it has yet to adopt a model which really places a commons-focused approach and logic at the core of its institutions and processes. Recent work undertaken by experts on the commons provides a roadmap for the city to re-imagine and reconfigure its structures around citizen participation, the sharing of resources, and ‘translocal’ cooperation.

Michel Bauwens, one of the world’s experts on the commons and founder of the P2P Foundation, distinguishes at least three main reasons why cities would want to stimulate initiatives and projects related to the commons. First, these play an important role in the ecological transition, they allow for goods, workshops, and infrastructures to be shared. Second, they enable a faster transfer to a circular economy by sharing information about production chains, in addition to offering opportunities for local jobs and meaningful labour. And instead of outsourcing everything to private companies working with long supply chains, communal knowhow and coordination platforms allow the realisation of shorter supply and distribution chains. And finally, as the commons are based on open systems, they strengthen democracy and participation. What is still missing, however, in Ghent and elsewhere, is the ‘maker city’ model of the commons, namely a production model based on open design.

A strong commons commitment

Ghent, a city of 260,000 residents in Belgium, has a remarkable history of citizen initiatives and other forms of self-governance. In the Middle Ages it was a big, wealthy city with over 50 guilds. During the industrial revolution it was the cradle of new labour movements and cooperatives. For some ten years now there has been a third wave of activity, now comprising over 500 citizen initiatives, ranging from an energy cooperative and a digital citizens’ platform for car-sharing, to numerous local food initiatives.

At the political level, Ghent has a tradition of progressive parties, with a relatively large Green Party that has been on the scene for the last few decades. In the 2012 local election, a red-green ‘cartel list’ won the majority in the town council. It has been governing the city together with the Liberal Party on the basis of an innovative social-ecological city project. The progressive tradition translates into an open culture of policy-making, leaving Ghent’s 4,000 municipal workers quite some leeway to develop initiatives of their own and interact with citizens. All the same, Belgian cities’ scope for policy-making, as well as their fiscal autonomy, is limited compared to a country like Denmark.

It is therefore no coincidence that Ghent city council, witnessing the proliferation of citizen initiatives, is the first city in the world to ask Michel Bauwens to devise a Commons Transition Plan for Ghent. Bauwens and his colleague settled in Ghent in the spring of 2017, talked to 80 Ghent commoners (citizens leading or involved in projects around the commons), held a survey on the nature of the commons and the role of the city, and interviewed various municipal services and town councillors. This resulted in a wiki of some 500 documented citizen initiatives.

The aim however was not just to map projects, as the research question was twofold and of a political nature. It first looked at the potentially new facilitating and regulating relationship between the local Ghent government and citizens to enhance the development of commons initiatives. It then asked if cities can be actors in social, economic, and institutional change at a time when nation-states are no longer capable of regulating the transnational economy. Can networks of cities be part of a new transnational governance model?

On the basis of research into the commons in numerous cities, Bauwens, for the purpose of his Commons Transition Plan, starts from two premises. First, the town council, the commons citizen initiatives, and quite a number of Ghent’s residents are no longer purely local actors. They have become part of transnational and translocal networks, which together can exert influence on socio-economic changes worldwide. This is demonstrated notably in up-and-coming ‘global design communities’. Local projects such as fab labs[1] are connected to global fab lab information flows, communities, and sometimes even coalitions. Second, cities can more consciously manage the way they cooperate. There are already examples in the field of climate policy or the regulation of Uber, but this can be taken much further. International coalitions of cities should be true institutions for translocal and global cooperation.

Will you be my partner (city)?

Appreciating commons initiatives is one thing, organising as a local government so as to offer structural support is quite another. This requires a fundamental shift in the culture and structure of government, for which Bauwens uses the concept of the ‘Partner State’, here transposed to the city as local government. The city is then no longer a territory which needs politicians behaving as managers; it is, first and foremost, a living community of creative citizens. This means that instead of privatising businesses or outsourcing to public-private partnerships, the aim is the development of public-civil partnerships.

In order to make Ghent a Partner City, Bauwens starts from what already exists in the city in terms of transition policy. In the context of its broader climate policy, Ghent for some years has known Gent en Garde(Ghent and whisk), a sustainable food system strategy for the city. The central organ within this transition strategy is the Voedselraad (Food Council), bringing together all food chain stakeholders, hence consolidating the many existing and new initiatives around local food and the so-called short supply chains and bringing producers and consumers into contact with each other.

The Food Council, as the representative organ, also seats people within vested structures, who cannot or do not want to negotiate on an equal footing with the new commons initiators. That’s why a second organ is needed, the contributive organ, which in this case is the existing working group on urban agriculture. This independent working group itself is a coalition of various urban agriculture projects, experts, and committed citizens. It allows for the mobilisation of expertise in civil society in a power-neutral way.

Based on this existing structure and to boost civil participation, the Commons Transition Plan can help found two new institutions. First, the States-General of the Commons, organised by sector and acting as an umbrella. This is a platform designed for citizens who care for the commons and are committed to them. The second organ is the Chamber of the Commons, analogous to the existing Chamber of Commerce. In this Chamber, citizens sit as entrepreneurs, committed to the resilience and future of the commons economy.

The difference in perspective makes both institutions indispensable. By striving in this twofold way for more voice and influence, the contributive organ gains strength in its dialogue with the representative organ and the city. They make sure that there is cocreation and they erect a barrier against any long term encapsulation caused by policy-making. The whole scheme can be rolled out for many other sectors, with the public authorities being fed constantly by commons initiatives and ideas.

In addition to this, Bauwens proposes to copy successful institutions from Italian cities such as Bologna. First, a Commons City Lab, to support fresh, experimental commons initiatives, to devise commons agreements, and to disseminate successful initiatives and models. Second, the commons regulations, which endorse the right to initiate commons orientated projects and regulate the supportive role of cities and other urban actors. The ‘Right to Initiate’ is a positive right which is not aimed at the replacement of public services, but harbours the values of ‘care’ and ‘reform’.

Where the currents meet

It is a striking fact that whether it is about stimulating the commons or regulating the hyper-capitalist Airbnbs of this world, cities are taking the lead. So it’s London rather than the British government that has the nerve to take action against Uber if it violates existing rules. Cities being in the vanguard is no coincidence. Even if there are more reasons at play, the fact that a local council is more easily approachable for citizens than a national government certainly has something to do with it; conversely, for a mayor it is easier to engage local actors in policy-making.

This pragmatic response, however, conceals an ideological aspect, which in my book Vrijheid & Zekerheid (Freedom and Certainty) I describe as the ‘Land of Two Currents’.[2] In Europe there is both a dominant neoliberal main current and an alternative countercurrent. The main current is formed by most national governments, international institutions, and big corporations. National governments find themselves in the straitjacket of the Maastricht Treaty values (placing monetary objectives before social and ecological ones). Urban governments have more autonomy in that sense; it is simply impossible for lobbyists of large corporations to be present in every city. The city is the place where a multitude of sustainable citizen initiatives start and, like small streams feeding into a larger river, come together to strengthen each other. It’s mostly the local governance level – which is closest to the citizens – which joins this undercurrent. It’s also the place where local alternatives can successfully develop into a real political alternative. The election of Ada Colau as mayor of Barcelona, running on the citizen platform Barcelona en Comú, is an illustration of how this can take place.

Joining forces

If cities want to be an active part of a novel form of transnational governance, then they have to actively found multi-city commons coalitions. This is at the same time a pragmatic proposal: as commoners and entrepreneurs take initiatives and create local standards, the need increases to make them strong enough and allow them to operate in a classical profit-orientated environment, which shifts social and ecological cost (externalities) onto society. Cities and the commons initiatives can only attain real relevance when they succeed in pooling their knowhow and infrastructure. Jointly, cities might for example support the development of open source software platforms allowing the setting-up of working commons systems for, say, car-sharing and bicycle-sharing, minting complementary coins, or the management of food production in short-chain agriculture, from seeds to online sales.

Part of this will mean sharing knowhow about the commons approach in various towns and cities. Then we can see which regulations and new institutions work most effectively in supporting commons initiatives. As a useful example, Bauwens refers to the coalition of 16 large cities signing the Barcelona Pledge and its FabCity model, which aims at relocalising half of the production of food by 2054.

The new translocal horizon

The importance of the Commons Transition Plan that Michel Bauwens devised for Ghent clearly transcends its local character. The new institutional structures that Bauwens proposes, in particular, are of crucial importance. It is clear that after a ten-year increase in citizen initiatives, Ghent needs new structures to channel this energy so as to change society and its economy in the direction of a more honest, sustainable, and shared future. All the proposed innovations at the city level will absorb a lot of time and energy from local commoners, governments, and generative entrepreneurs. There is a big danger here of everyone recognising the importance of the expansion of translocal networks, but not getting round to making them a reality. In his plan, Bauwens mentions the need for the translocal networks in addition to what has to happen in the city itself. It would be important to anchor the translocal aspect in every new institution from the start.

However, more cooperation is necessary to develop the counter-current needed. Essential in this respect are networks of cities cooperating with university networks to develop and share the necessary knowledge and design. If tomorrow 20 towns and cities allocate funds to develop, say, a digital platform for an alternative ‘Fairbnb’, and then implement it in cooperation with the urban commons actors, then there is real political leverage by a countercurrent against the neoliberal actors. That is the real struggle we are facing and the lesson to be drawn from the 1970s. In those days there was also, from the energy of what today we refer to as ‘May 68’, a broad spectrum of civilian actions and initiatives, staking a claim to more space for citizen autonomy in relation to government and economy. If this space was won in the field of, say, new rights (gay marriage, flexible career options, euthanasia…) in a number of countries, then in the field of the economy the reverse has happened – citizens have lost ground.

By organising globally, the power of the business sector has grown far above and beyond both that of the nation-state and of self-organising citizens. If the new wave of citizen movements is to acquire real power, then it will have to organise itself translocally from the beginning, whereby coalitions of cities with clear political and economic objectives take the lead. This will require an awareness and continuous attention on behalf of Green activists and politicians, which should underpin all of their actions.

The Commons Transition Plan describes the role and possibilities for the City of Ghent in reinforcing citizen initiatives.

From March to June 2017 peer-to-peer expert Michel Bauwens conducted a three-month research and participation project in Ghent on the ‘commons city of the future’. The result of that research is this Commons Transition Plan, describing the possibilities and role of the City of Ghent (as a local authority) in reinforcing citizen initiatives. With this, the City wishes to give further shape to a sustainable and ethical economy in Ghent.

Michel Bauwens (58) has already been working for over ten years on the theme of the commons-based economy and society. He is solicited all over the world as a speaker or to give workshops, and is the author of the bestseller ‘Saving the world: With P2P towards a postcapitalist society’. Bauwens led a similar research and transition project in Ecuador. The major French newspaper, Libération, referred to him as the leading theorist on the theme of the economy of cooperation, following the French edition of the book.

The commons is a way to describe shared, material or immaterial property that is stewarded, protected or produced by a community – in an urban context often by citizens’ collectives – and managed according to the rules and standards of that community. It is fundamentally distinct from state bodies – government, city, state – but also from market actors. The commons is independent of, but of course still holds relationships to, the government and the market. Commons as a new form of organisation is exemplified by a variety of initiatives based around production and consumption with the idea of achieving a more sustainable society. This can for example be the set-up of energy cooperatives or shared work spaces for co-working. Examples in Ghent are EnerGent, LikeBirds, Voedselteams, Wijdelen, etc.

All of these initiatives show that ‘urban commons’ is alive and kicking today in the city.

Aim of the research

For the City of Ghent, the central question of this research and participation project was: how can a city respond to this and what are the implications of this for city policy? The goal was to come up with a synthesised Commons Transition Plan that describes the possibilities for optimal public interventions while also offering answers to the question of what Ghent’s many commoners and commons projects expect from the city.

The intention of this assignment is therefore to investigate the possibility of a potentially new political, facilitative and regulatory relationship between the local government of Ghent and its citizens so as to facilitate the further development of the commons.

With this work the researchers have tried to find out what kinds of institutionalisation is fitting to handle the commons well. This means essentially a shift from a top-down approach and old organisational principles such as ‘command and control’, towards a new way of thinking and an approach as a ‘partner city’, in which the city facilitates and supports projects. Of course, sometimes the city must also regulate projects, in the role of a more facilitative government.

Structure of the Commons Transition Plan

In the first part, the report gives a general introduction to the commons which serves to explain why the commons are important in the context of urban development.

In a second part, the researchers look at the global context in which the revival of the commons is taking place, but most of all at the reality of the urban commons in a number of other European cities, which may possibly serve as a benchmark for the city of Ghent.

Part 3 presents the findings in Ghent itself.

Finally, in Part 4, the researchers give their recommendations to the city council.

At the end of this study there are a series of appendices, including an English-language overview of the commons in European cities, written by the Greek urbanist Vasilis Niaros, who was a Timelab resident during the period of our research. The authors of the report, Michel Bauwens and Yurek Onzia, are responsible for parts 1 and 4. Vasilis Niaros wrote the comparative study.

Monica Bernardi: Commons represents an issue which has been subject of many studies and discussions. LabGov used to deal with the topic of the commons and its co-founders themselves (Prof. Sheila Foster and Prof. Christian Iaione) talk of  “The City as a Commons”.

Today, indeed, we witness a rise of commons-oriented civic initiatives as a result of a growing inadequacy of Market and State. A commons can be intended as a shared resource co-governed or co-owned by its user community according to their rules and norms. In both BollierBauwens and Helfrich’ opinion there is no commons without commoning, namely without active co-production and self-governance.

A commons emerges from the dynamic interaction of three related aspects: a resource, a community that gathers around it, and a protocols for its stewardship. As pointed by Bollier, it is simultaneously:

  • social system for the long-term stewardship of resources that preserves shared values and the community identity;
  • self-organized system by which community managed resources with no reliance on the Market or State; the wealth that we create and pass on to the next generation (based on gift of nature, civic infrastructure, cultural and creative works, traditions and knowledge);
  • sector of the economy that create values in ways that are often taken for granted – and often jeopardized by the Market-State.

The commons becomes a challenge for the city, that should become what Bauwens defines a “partners city”, enabling and empowering commons-oriented civic initiatives. For the market, that should sustain the commons and create livelihoods for the core contributors; and for the civil society organizations, that still have bureaucratic forms of organization and management, not in line with the commons initiatives.

Bauwens has recently released a report based on the study of the City of Ghent, conducted together with Yurek Onzia – project coordinator and editor-in-chief, with the support of an artistic makerspace (Timelab), the P2P Lab scholar Vasilis Niaros and Annelore Raman from the city council. The study was commissioned and financed by the City of Ghent, in the northern Flanders, with the support of the mayor, Daniel Termont, of the head of the mayor’s staff, the head of the strategy department, and the political coalition of the city (Flemish Socialist Party SPA, Flemish Greens – Groen, and Flemish Liberal Party – Open VLD).

The main request of the administration was to document the emergence and growth of the commons in the city and identify strategies and public policies to support commons-based initiatives, involving the citizens. The three-month research took inspiration from other cities (such as Barcelona, Seoul, Bologna) already engaged in the recognition and promotion of commons practices. It culminates in a Commons Transition Plan that describes the role, the possibilities and the options for optimal public interventions in terms of reinforcing citizens initiatives.

During the research, the team:

  • Mapped 500 commons-oriented projects per sector of activity (from food to transportation, energy, etc.) using a wiki
  • Interviewed 80 leading commoners and project leaders
  • Administered a written questionnaire to over 70 participants
  • Managed 9 open workshops divided per theme (Food as a commons, transportation as a commons….)
  • Developed a Commons Finance Canvas workshop based on the Hinton methodology (economic opportunities, difficulties, models used by the commons projects)

Bauwens described the city of Ghent (300,000 inhabitants) as a city with a distinct presence of commons-oriented initiatives (more than 500), a lively urban tissue sprinkled by smart young, as well as coworking, fablabs and maker spaces, active civil society organizations that support urban commons projects, and an active and engaged city administration. The city indeed is already involved in actions for carbon and traffic reduction, and it has a staff of social facilitators, connectors, street workers engaged in enabling roles at the local level. In addition, there is an important policy to support the temporary use of vacant land/building by community groups.

Nevertheless, the research highlighted some weakness points of the city:

  • the initiatives are often fragmented;
  • there are some regulatory and administrative obstacles (especially about the mutualized housing);
  • fablabs and coworking spaces lack of real production’s activities;
  • there is no connection between university and the commons project, neither a propensity to open source and design projects;
  • many commons-project are set in post-migration communities and limited to ethnic and religious memberships;
  • civil society organizations often perceive the projects as mainly directed towards vulnerable categories and not as general productive resources; the cooperative sector gives a weak support; the major potential commons are vulnerable to private extraction.

Despite these weakness points, the City showed a great commitment in finding ways to improve and expand the urban commons at local level since it is aware of its potentials for the social and economic life:  1. “the commons are an essential part of the ecological transition”;

  1. they “are a means for the re-industrialization of the city following the cosmo-local model which combines global technical cooperation in knowledge commons with smart re-localization of production”;
  2. they “are based on self-governance of the value producing systems and are therefore one of the few schools of true democracy and participation”

The report is divided in four parts:

  1. The context on the emergence of urban commons (largely increased in the Flanders in the last ten years). This part provides information on the challenges for the public authorities, for the market players and for the traditional civil society organisations and on the opportunities related with the spread of the commons (i.e more active participation of citizens as city co-creators, in solving ecological and environmental issues and in creating new forms of meaningful work at local level).
  2. An overview of urban commons developments globally and especially in European cities.
  3. The analysis of the urban commons in Ghent with its strengths and weaknesses.
  4. A set of 23 integrated proposals for the creation of public-commons processes for citywide co-creation.

The part 3 with the map of the urban commons projects highlights some similarities with the commons-driven digital economy, demonstrating some specificities:

  1. productive communities are based on open contributions;
  2. the urban commons and their platforms may bring to generative market forms;
  3. the communities, platforms and possible market forms require, and receive, facilitative support from the various agencies and functionaries of the city, and the civil society organisations.

About the proposals in the part 4, the report presents:

  • some public-social or public-partnership based processes and protocols to streamline cooperation between the city and the commoners. Taking as example the Bologna Regulation for the Care and the Regeneration of the Urban Commons, the report suggests that commons initiatives present their projects and ideas to a City Lab in order to sign a “Commons Accord” with the city. With this contract the city sets-up specific support alliances combining the commoners and civil society organisations, the city itself, and the private sector;
  • a cross-sector institutional infrastructure for commons policy-making and support divided in transition arenas and based on the model of a pre-existing practice around the food transition.

Among the recommendations and suggestions listed in the report there are:

  • The creation of a juridical assistance service consisting of at least one representative of the city and one of the commoners, in order to systematically unblock the potential for commons expansion, by finding solutions for regulatory hurdles.
  • The creation of an incubator for a commons-based collaborative economy, which specifically deals with the challenges of generative start-ups.
  • The creation of an investment vehicle, the bank of the commons, which could be a city bank based on public-social governance models.
  • Augmenting the capacity of temporary land and buildings, towards more permanent solutions to solve the land and housing crisis affecting commoners and citizens.
  • Support of platform cooperatives as an alternative to the more extractive forms of the sharing economy.
  • Assisting the development of mutualized commons infrastructures (‘protocol cooperativism’), through inter-city cooperation (avoiding the development of 40 Uber alternative in as many cities).
  • Make Ghent ‘the place to be’ for commoners by using ‘Ghent, City of the Commons’ as an open brand, to support the coming of visitors for commons-conferences etc.
  • As pioneered by the NEST project of temporary use of the old library, use more ‘calls for commons’, instead of competitive contests between individual institutions. Calls for the commons would reward the coalition that creates the best complementary solution between multiple partners and open sources its knowledge commons to support the widest possible participation”.

In addition, the team also propose:

  • A specific project to test the capacity of “cosmo-local production” to create meaningful local jobs (organic food for school lunches) and to test the potential role of anchor institutions and social procurement.
  • The organisation of a CommonsFest on the 28th of October, with a first Assembly of the Commons.
  • pilot project around circular finance in which “saved negative externalities” which lead to savings in the city budget can directly be invested in the commons projects that have achieved such efficiencies (say re-investing the saved cost of water purification to support the acquisition of land commons for organic farmers).
  • The setting up of an experimental production unit based on distributed manufacturing and open design.
  • Projects that integrate knowledge institutions such as the university, with the grassroots commons projects.

The report is the executive part of a short book on the Ghent experience that will be soon available. Many useful indications and more precise recommendations can be found in the “COMMONS TRANSITION AND P2P: A PRIMER”. This Commons Primer co-published with the Transnational Institute, explains the Commons and P2P, in terms of interrelations, movements and trends, and how a Commons transition is poised to reinvigorate work, politics, production, and care, both interpersonal and environmental.
