TNI presents its Atlas of Utopias, part of the Transformative Cities initiative, sharing 32 stories of radical transformation that demonstrate that another world is possible, and already exists.

Sol Trumbo & Nick Buxton: In an age of Trump and trolls, it may be strange to talk about utopia. Not only has a divisive reactionary right-wing privileged minority surged to the fore, but social inequality, militarism and the climate crisis have worsened too. There does seem, however, to be one arena for hope for progressive solutions and that is in the city. Worldwide, mayors are increasingly a progressive and fearless voice advancing bold agendas on climate change, welcoming refugees and trialling new forms of democratic participation.

The question remains: can these cities offer solutions that address multiple systemic crises instead of pursuing, as Greg Sharzer suggests, a “way to avoid, rather than confront capitalism” by focusing on “piecemeal reforms around the edges”? Can a group of cities really offer any fundamental solutions to a crisis created by the immense power of corporate capital?

To try and answer this question, the Transnational Institute in 2017 launched Transformative Cities, asking communities to share their stories of radical transformation, in particular in the areas of water, energy and housing. Our research, particularly in the areas of water and energy had revealed a significant global counter-trend to privatisation, showing that 1,600 municipalities in 45 countries had brought their public services under public control since 2000.

We wanted to explore this more deeply to see whether and how cities could be part of building systemic solutions. American sociologist Erik Olin Wright, in his assessment of strategies for confronting capitalism, says that we need to escape from delusions that we can either overthrow capitalism or tame capitalism – arguing that the answer is to erode capitalism. He argues for the building of “real utopias” which are constructs that have “the potential to contribute to eroding the dominance of capitalism when they expand the economic space within which anti-capitalist emancipatory ideals can operate”. As we argued in a previous piece, cities offer many advantages for pushing forward these kinds of radical emancipatory ideals, that in the language of this initiative we call ‘transformative’.

At the same time, it is clear that what ‘transformative’ looks like will vary radically according to the context, the culture, and the process. Cities may make transformative changes in one area and still be regressive in others. As the Zapatistas have cogently argued and shown in practice, the revolution depends on stepping out and asking questions as we move forwards (Caminando preguntamos). We have a clear analysis that the key crises we face are due to a capitalist system of production that has concentrated economic and political power in the hands of transnational corporations and a small elite while bringing our ecological systems to a dangerous point of collapse. However, we have an open mind regarding what the truly transformative city and politics looks like.

As a result of the call, TNI is today presenting its Atlas of Utopias, telling the stories of 32 communities from 19 countries, ranging from small peri-urban indigenous communities in Bolivia to major urban metropolises such as Paris. Their contexts are starkly different, and their initiatives vary widely in terms of time, scale and impacts. Thirty-two cases are also just a tiny snapshot of the range of exciting transformative initiatives taking place around the world.

Nevertheless, the stories showcased in this Atlas of Utopias are deeply inspiring. Despite the diversity, there are also common threads to radical transformative practice. We would like to share four of them here:

  1. Organising locally can take on corporate power and national governments. It would seem that the balance of power between local governments and the national government and multinational corporations would make victories difficult but, in many cases, determined campaigners have defeated both. They have done this by taking advantage of people’s loyalty to their city, their greater control over local policy and by naming and shaming corporations and their failures to run city services effectively. In Berlin, for example, residents took on the federal government as well as the multinationals RWE and Veolia that did everything they could politically and legally to block remunicipalisation of the city’s water. Eventually political pressure – including a referendum in which 98% demanded that the government publish secretive contracts – led to water remunicipalisation in 2014.
  2. Organising around access to basic rights such as water, energy, housing can engage many people and be part of a bigger transformation including tackling climate change. The advantage of organising around tangible issues such as energy or housing is that these are essential to everyone’s daily life, which is why these struggles have been so emblematic to the rise of municipalist movements everywhere. They also can be an opening to building a bigger progressive radical agenda. In Richmond, California, initial protests against air pollution by the Chevron refinery has led to a surge of support for the Richmond Progressive Alliance, their election to the council and a sea of change in local policy. This oil company town has subsequently raised its local minimum wage, brought in rent control measures that protect 40% of Richmond tenants, and rolled out successful community policing led by a visionary gay police chief. In Nicaragua, an association of rural development workers not only organised to build a community hydro to provide electricity to a rural population for the first time, it used the income from its surplus electricity to create an additional US $300,000 of revenue for investment in further development projects for the region.
  3. Worker engagement is usually critical to transformation. As Hilary Wainwright has argued, workers are not just important for their bargaining power against capital, they are also uniquely positioned because of their knowledge and experience in running services and their pivotal role within community relations. Remunicipalisation and transformative practices work best when they can draw on this knowledge and creativity. In Jamundi, Colombia, the local trade union has not only stopped the privatisation of water, but has also become a fierce defender of the human right to water, developing four community water systems.  In Mumbai, India, former mill workers have succeeded in staying mobilised even after the mills closed and have won the construction of 26,000 homes for workers. They have successfully challenged and defeated real estate developers who sought to build malls and luxury housing.
  4. Changes in one city can inspire many others. Many cities report that their actions have led to interest by many others and therefore sparked changes way beyond the community. Grenoble’s bold water remunicipalisation in 2001 – that included high levels of citizen accountability, social tariffs and ecological measures – inspired Paris to do the same. In Mexico, a special school has been set up to encourage lawyers, engineers, accountants, geographers and teachers in 16 states to defend public water for all, helping ensure that good practice becomes viral. The victory of the citizen-movement platform Barcelona en Comú has similarly sparked a new wave of municipalist movements worldwide. This perhaps answers one of Olin Wright’s challenges for establishing real utopias – the need for these networks to expand so that they can be in a position to challenge ‘the dominance of capitalism’.

In the next month, we plan to explore nine cases in more depth, sharing their process of change. Then in mid-April, the public will be invited to vote on their favourites. In addition, we have been working with a number of evaluators to draw out the learning which will be turned into publications in a variety of media formats to inspire and assist other communities involved in the same struggles.

There is a lot to learn about both the individual cases, their durability in terms of transformation, and whether they contain the elements for eventually “challenging the dominance of capitalism”. The latter still seems very far off, and it remains an open question and debate over whether an ever-expanding municipalist movement will ever reach the position of challenging the hegemony of transnational corporations and client neoliberal states.

What is clear already is that the first step for transformation begins when a group of people in a community decide to say no to the corporate takeover of public resources, and when they start to imagine an alternative.

Throughout the atlas, we witness individuals and organisations who have dared to dream and who have trusted that people can make decisions more justly than corporations driven by profit. In the process, they are building the social relationships that can take on corporate capital and most of all creating the imaginary that another world is not only possible but is on the way.

Sol Trumbo & Nick Buxton: When Donald Trump announced in June 2017 that the US would pull out of the Paris Climate Agreement, it was noticeable that the most effective opposition came not from Congress but from cities and states.

379 mayors representing more than 68 million Americans said they would implement the Accord regardless of the head-in-the-sand attitude of the country’s president. More significantly, given the weakness of the Paris agreement, more than 40 cities have gone further and committed to 100% renewable energy no later than 2050.

This practical defiance highlights how the city in our globalised world is emerging as a place of resistance, alternatives and solutions to our world’s multiple crises.

Cities are privileged places

Cities have a long history as cradles of social transformation, whether it was the urban revolts in Budapest, Stockholm and other European cities in 1848, the municipal victories and participatory budgeting experiments of the Workers Party in Brazil in the late 1980s or the emerging municipalist movement in Spain and other regions more recently. Cities constitute a privileged place to organise collectively and to imagine new ways of living and working together, spaces where bodies and minds interact and where ideas spread quickly and have unparalleled impact.

This is not to over-romanticise them. Cities, as other human constructions, have their own structures of concentrated power, inequality and exclusion. Greek city-states framed ideas of democracy that we still use today, but their societies were based on slavery and patriarchy. Medieval city-states were laboratories of modern liberal democracies and welfare systems based on taxation, but they were also the places where capitalism, colonialism, international finance and unfair trade relations emerged. Cities have a long history of providing privileges to their inhabitants, while extracting wealth from those outside its boundaries. Cities have a long history of providing privileges to their inhabitants, while extracting wealth from those outside its boundaries.

Nevertheless, cities have noticeably emerged as a critical arena for many recent social struggles from the Arab Spring in Tahrir square, Cairo or the Umbrella Revolution in Hong Kong. It has happened at time when cities for the first time in history now house more than 54% of the world’s population (expected to reach 67% by 2050).

For social movements, the cities are a strategic place to organise, not only practically but also politically. More than two decades of neoliberalism have succeeded in entrenching corporate power within national and international institutions and international legal frameworks – making it ever more difficult terrain for people’s movements, who have to defeat powerful interests and appeal to a deliberately disempowered electorate. Cities by contrast offer a more level playing field where people power can still take on and defeat corporate power and thereby prove that political mobilisation can deliver results.

Participation and power

The political theorist, the late Benjamin Barber, argued that cities are capable of reconnecting “participation, which is local, with power, which is central”. While nation states used to play that role, he argued they have become too large (and we would add also too captured by corporate capital) to sustain the kind of “bottom-up citizenship, civil society and voluntary community” that is essential to democracy.

Across the world, social movements are actively seizing this potential power,advancing important social demands, whether for dignified work, sustainable food systems, green energy or racial justice. Much of this transformation takes place under the radar, as mainstream largely corporate media continues to focus all its attention on the happenings in the national corridors of power.

Even we were surprised in 2015 when our organisation, the Transnational Institute, decided to look at the number of municipalities who had brought water services back under public control and discovered 235 cases in 37 countries of cities and communities remunicipalising their water. Given the power of transnational water companies like Suez and Veolia – and the grip that the ideology of privatisation has on national and international water policy – this was nothing short of a silent revolution. 235 cases in 37 countries of cities and communities remunicipalising their water… – nothing short of a silent revolution.

follow-up report earlier this year that broadened its focus to include energy and housing unveiled 835 examples of (re)municipalisation of public services involving more than 1,600 municipalities in 45 countries. TNI researcher, Satoko Kishimoto, says “What is most important about these cases is that they kill once and for all the myth that ‘there is no alternative’ to neoliberalism. They show that not only is there a clear alternative to privatisation, but that it also has the potential to both improve services and transform society and environment for the better.”

An alternative to neoliberalism

In many cases, the experience of resisting corporate capital and defending rights, such as those of access to water or housing, has itself been transformational. It has helped activists reconnect with those alienated by neoliberalism, and also opened up peoples’ imaginations to think of new ways of organising work, services and social needs. The energy and dynamism that is released is palpable, captured in documentary films such as Demain (Tomorrow)

The experiences of trying to set up green businesses in Totnes in the UK, for example, eventually led to an international project, Reconomy, that seeks to build local economies that are sustainable, equitable and anchored in wellbeing, rather than tied to economic growth at any cost. An initiative by the New Delhi government to set up hundreds of small free health clinics to do diagnostics and simple treatments has inspired health activists across the world. In Barcelona, the experience of resisting house repossession inspired some activists to fight and win municipal elections based on a participatory platform of policies that include fining banks that speculate on empty homes, creating a new municipal energy company and providing sanctuary to refugees.

Barcelona’s new city council is now helping to foster a movement of ‘fearless cities’ committed to the same principles of participation, openness and social and environmental justice. Their first gathering in Barcelona in June 2017 attracted more than 600 participants representing more than 100 municipalist platforms from around the world.

The feminization of politics

Municipal activism is also an opportunity to put feminism and the feminization of politics at the forefront. As Laura Roth and Kate Shea Baird have argued “the feminization of politics, beyond its concern for increasing presence of women in decision-making spaces and implementing public policies to promote gender equality, is about changing the way politics is done.” In practice, this means leaving aside patterns of our patriarchal society such as competition, dominant leaderships, vertical organizations, egoism and structures that have typically excluded women from politics. It is noticeable how many of the new leaders in the municipalist movement are women.

Perhaps the proximity, scope and nature of the political conflicts at the city level, such as struggles for access to water and housing, rather than monetary policy or military alliances, also provide an arena where non-patriarchal modes of political action are better suited.

Transformative Cities Initiative: a unique participatory award

These successful experiences around the remunicipalisation of public services and the rising municipalist movement have inspired TNI to launch the Transformative Cities Initiative. Our goal is to build an atlas of real utopias, make these experiences viral, and to share the learning that comes from implementing these experiments. This month, we are launching a unique participatory award to recognise transformative experiences. In the first year, the focus will be on water, energy and housing. In future years, the initiative will expand its focus to other areas such as migration and solidarity, territorial food governance and drugs harm reduction.

We are encouraging both social movements and cities to use this opportunity to share your story. We plan to bring participants together, to learn from and systematise these experiences, in order to inspire and accelerate the process of transformation in other regions and places. At a time when our current political framework offers most people a choice between neoliberal globalisation and authoritarian nationalism, between the global mall and the border wall, it is critical that the real alternatives coming from social movements are fertilized and strengthened.

A strategy that only seeks to resist increasingly authoritarian national governments, defending an ever-shrinking civic space, is demoralising and self-defeating. Similarly a strategy that articulates national and international alternatives that have no chance of realisation is equally disempowering.

Cities offer the chance to break with the dichotomy of despair – they give us a chance to trial out transformative change at a local level, and in so doing providing the building blocks for the global transformation that is so desperately needed. As the Fearless Cities gathering put it, “The local was where democracy was born; it is now where we will recover it.”

Trump’s erratic presidency is a manifestation, not the cause, of democratic decay. The unfolding political crisis will outlast him. So must the resistance.

Jerome Roos: It’s been a year since Donald Trump was inaugurated as the 45th President of the United States of America — and we’re already exhausted. Exhausted by the endless stream of sexist and racist bigotry pouring out of his hideous face and Twitter feed. Exhausted by the rapid succession of 24-hour scandals, one outrage sweeping another from the headlines before the immensity of the previous one has even begun to properly sink in.

Exhausted by the immature personal grudges and individual fallings-out that are constantly played out in public amidst the gratuitous threats of nuclear annihilation. Exhausted by the gas-lighting narcissism, the power-hungry egotism and the self-aggrandizing vanity of a multi-billionaire businessman who has never known anything but public adulation for his inherited wealth. Exhausted, frankly, by the very realization — recurring on a daily basis — that this man-child’s maniacal delusions have actually been confirmed, insofar as he himself is concerned, by his election to the most powerful office in the world.

Nevertheless, amidst the storm of chaos that Donald Trump has unleashed upon the world, it becomes ever more necessary to take some distance from the headlines and reflect upon the broader meaning of the past year in American and global politics. For me personally, three observations stand out.

1) The limits of Trump’s “declarative politics”

When Trump was first elected, many warned of his authoritarian ambitions and the threat of incipient fascism in America. In left-liberal circles, in particular, comparisons to Hitler and Mussolini were rife. There was always some merit to these concerns, as white supremacists clearly felt emboldened by Trump’s “America first” rhetoric, and the brazen response of various alt-right and neo-Nazi groups has had far-reaching, even lethal consequences. But if his first year in office has confirmed anything, it is that Trump — while certainly a vile and dangerous racist who revels in hate speech against historically oppressed groups — was always far more interested in promoting himself than in a disciplined ideological commitment to a cause external to his own self-advancement.

In fact, what stands out is Trump’s almost utter incapacity to move beyond what I call a narrow declarative politics — a superficial form of national-populism that panders to prevalent xenophobic and anti-establishment sentiment but relies almost entirely on discursive interventions, while making little systematic attempt to transform electoral promises or everyday bluster into tangible policy outcomes or new power configurations. In saying this, I certainly do not mean to downplay the material consequences of Trump’s reactionary rhetoric or the disastrous policies he did manage to push through over the past year. But the fact that the president celebrated the first anniversary of his tenure amidst a government shutdown, even as his party controls both houses, is indicative of the isolated and relatively powerless position in which he finds himself.

On the election trail, Trump repeatedly promised to “drain the swamp” and rid Washington of “special interests.” His erstwhile chief strategist, the now-estranged Steve Bannon, even vowed to “deconstruct the administrative state.” Instead of presenting a rupture with the status quo, however, Trump has actually presided over its radicalization. Behind the scenes, the real power center in his administration continues to lie with Wall Street and Big Oil — just as it did under previous Republican and Democratic presidents. Far from descending into national-socialism, the United States remains governed by the same belligerent billionaire class that thrived under Reagan, Clinton, the Bushes and Obama —always  pursuing further tax cuts and financial deregulation.

This is not to say that nothing has changed. As I argued after the elections, Trump’s victory speaks to a profound legitimation crisis of the neoliberal establishment, and to a broader incapacity of the United States to reproduce its hegemonic role in the liberal world order it created in the wake of World War II. Domestically, the elite consensus that cemented the politics of both major parties over the past four decades — especially around the issue of trade liberalization — is under severe attack from within, and internationally US power is clearly on the wane. Trump represents a desperate attempt to reverse the latter process by shattering the former consensus: countering America’s decline by reasserting control over its national borders and replacing the liberal internationalism of the Clintons and Obamas with a new white nationalism.

Clearly, the consequences of this reversal have been most keenly felt by migrants, who rightly fear being deported by the new administration. Yet, without defending Trump, it is important to point out that US Immigration and Customs Enforcement (ICE) officers actually deported fewer people in 2017 than they did under Obama in 2016. So far, the domestic political implications of Trump’s “populist” earthquake have therefore been more limited than is generally acknowledged. It is mostly Trump’s declarations — his impulsive tweets and offensive statements — that defy the established liberal order; when it comes to the material constitution of US politics, the center still holds.

2) The complicity of the liberal #resistance

This brings me to the second and closely related observation: the extent to which the shallow “resistance” of the liberal establishment has actually played into the hands of the far right. Just as Trump’s defiance operates mostly at the discursive level, so the Democratic Party leadership has done little to move beyond superficial declarations of indignation. When it comes to actual policy measures, leading Democrats have repeatedly enabled the Republicans to pursue their reactionary agenda — most recently voting along with their GOP counterparts to further extend the president’s vast surveillance authority. As Glenn Greenwald astutely pointed out in The Intercept, “the same Democrats who denounce Trump as a lawless treasonous authoritarian just voted to give him vast warrantless spying powers.” So much for the #resistance.

Moreover, by focusing almost all of their attention on Trump as a person, wilfully overlooking their own responsibility for shaping the systemic political and economic conditions that brought him to power, centrist Democrats have entirely missed the bigger story: the fact that no one really trusts them anymore to solve the country’s most pressing problems. As I noted right after the elections, Trump did not win because he was popular — Hillary lost because she was extremely unpopular. What has been most astonishing over the past year has been the Democrats’ outright refusal to recognize this most basic fact. Instead of looking inwards for answers and assuming part of the blame for Trump’s rise to power, the best they could come up with was to reinvent a set of Cold War scare stories about Russian interference in US political life.

Interestingly, the liberal opposition has thereby chosen to operate its #resistance strategy almost entirely on the terrain of right-wing politics, using the president’s “national treason” and “mental incompetence ”— rather than his overt sexism, racism and classism — as the primary prongs in their attempt to push him from office. By drawing the battle lines this way, the Democratic establishment is already shaping the terms of debate for the post-Trump era: instead of laying the groundwork for a wider assault on patriarchy, white supremacy and the concentrated power of the billionaire class, the liberal elite aims to present Trump as a mere aberration within a broader legal and political framework of otherwise fair, sound and functional political institutions.

The liberal media, for its part, has been happy to play along with this game. Once identified by Steve Bannon as the authentic “opposition party,” major centrist broadcasters and newspapers like CNN and the New York Times are certainly trying their best to discredit the president — but their obsessive preoccupation with his personal life and his outrageous public statements belies a similar short attention span as Trump’s. The media’s constantly renewed sense of indignation is simply being absorbed into the giant spectacle that Trump himself continues to feed; the media simply responds, always on the back foot, to the latest Twitter outrage. Almost every other day a new scandal hits the headlines — in the past two weeks alone we have gone from “a bigger nuclear button” to allegations of advanced dementia, from “shithole countries” to hush money for porn stars — but none of these stories seem to stick for longer than 48 hours before the media collectively piles in on the next big distraction.

The result is that Trump and his liberal opposition end up holding each other up in perfect suspension — both effectively paralyzed by the inflexible and increasingly ossified institutions of representative democracy, and both exceedingly frustrated by their relative impotence and failure to advance in their stated objectives. It is always Groundhog Day at the White House. Stuck in a political deadlock of sorts, it is precisely the relative powerlessness of the president and his liberal opposition that perpetuates the overwhelming sense of crisis. The same mutual “impotence” will also make for a particularly dangerous situation in the years ahead— for despite the institutional stalemate in which he finds himself, Trump still has that “bigger nuclear button” on his desk.

3) The enduring nature of the political crisis

This finally brings me to the third observation, which is that Trump is not the cause but a consequence of the broader democratic crisis in which American politics—and, indeed, politics around the world—currently finds itself. Surely his presidency will accelerate and intensify the contradictions at work here, but the roots of the present calamity run much deeper and will outlast the sitting president by years, if not decades. Trump, in short, is not just a dysfunctional aberration within an otherwise functional political order, nor does he alone constitute an existential threat to the survival of American democracy. Rather, he is a morbid symptom of a system entering into an advanced state of decay.

It follows that the opposition to the president and his reactionary brand of far-right national populism cannot limit itself to the same level of declarative politics at which Trump himself operates. The shallow #resistance rhetoric of the centrist Democratic establishment will prove wholly incapable of redressing the broader systemic crisis. Even if Trump is unseated from office, either through impeachment or in the 2020 elections, the same popular discontents that brought him to power will continue to fester and eat away at the perceived legitimacy of the old political elites and representative institutions. To respond convincingly to these dynamics of democratic decay will require a degree of social, political and economic transformation that no mainstream politician in the country is willing to publicly countenance at this point.

The left, for its part, if it ever gains power, will encounter many of the same challenges and limitations that Trump and his white-nationalist minions are currently running in to: from a hostile media and entrenched party bureaucracy to inflated popular expectations and the rigor mortis of existing institutions. Moving from a politics of opposition to a real movement that can withstand the counter-attacks of capital, the far right and the neoliberal establishment to abolish the present state of things will require a level of political organization and strategic thinking on a scale far beyond anything currently found on the left—even among the well-intentioned camp of Bernie Sanders supporters.

There are therefore important lessons to be drawn from the experience of the past year. The declarative politics of left-populism, with its emphasis on discourse and its grand promises of a reinvigorated social-democratic politics, will likely falter in the absence of a broader campaign to rebuild popular power from below. Socialism, even in its innocent Nordic garden variety, cannot simply be declared into existence after wresting the decaying institutions of liberal democracy from Trump’s tiny hands. To chart an emancipatory way out of the current standoff between the authoritarian neoliberal establishment and an authoritarian nationalist president will require a much more extensive commitment towards mobilizing popular mass movements, countering political fragmentation and instituting new forms of radical democracy from below.

I contend that the crisis we are living through is of a general and structural nature. The social, political and economic institutions that underpinned the postwar world order, enabling the triumph of global capitalism and the consolidation of liberal democracy, are now in a process of decomposition. It would be very dangerous to reduce these world-historical developments to the inanities of a single person, no matter how vile or threatening they may be. Trump’s erratic presidency is a manifestation, not the cause, of the wider democratic decay that has accompanied the neoliberal turn of the past four decades. The unfolding political crisis will outlast him. So must the resistance.

Is this the end of civilisation? We could take a different path

George Monbiot: It’s a good question, but it seems too narrow: “Is western civilisation on the brink of collapse?” the lead article in this week’s New Scientist asks. The answer is, probably. But why just western? Yes, certain western governments are engaged in a frenzy of self-destruction. In an age of phenomenal complexity and interlocking crises, the Trump administration has embarked on a mass de-skilling and simplification of the state. Donald Trump may have sacked his strategist, Steve Bannon, but Bannon’s professed intention, “the deconstruction of the administrative state”, remains the central – perhaps the only – policy.

Defunding departments, disbanding the teams and dismissing the experts they rely on, shutting down research programmes, maligning the civil servants who remain in post, the self-hating state is ripping down the very apparatus of government. At the same time, it is destroying public protections that defend us from disaster.

A series of studies published in the past few months has started to explore the wider impact of pollutants. One, published in the British Medical Journal, suggests that the exposure of unborn children to air pollution in cities is causing “something approaching a public health catastrophe”. Pollution in the womb is now linked to low birth weight, disruption of the baby’s lung and brain development, and a series of debilitating and fatal diseases in later life.

Another report, published in the Lancet, suggests that three times as many deaths are caused by pollution as by Aids, malaria and tuberculosis combined. Pollution, the authors note, now “threatens the continuing survival of human societies”. A collection of articles in the journal PLOS Biology reveals that there is no reliable safety data on most of the 85,000 synthetic chemicals to which we may be exposed. While hundreds of these chemicals “contaminate the blood and urine of nearly every person tested”, and the volume of materials containing them rises every year, we have no idea what the likely impacts may be, either singly or in combination.

As if in response to such findings, the Trump government has systematically destroyed the integrity of the Environmental Protection Agency, ripped up the Clean Power Plan, vitiated environmental standards for motor vehicles, reversed the ban on chlorpyrifos (a pesticide now linked to the impairment of cognitive and behavioural function in children), and rescinded a remarkable list of similar public protections.

In the UK, successive governments have also curtailed their ability to respond to crises. One of David Cameron’s first acts was to shut down the government’s early warning systems: the Royal Commission on Environmental Pollution and the Sustainable Development Commission. He did not want to hear what they said. Sack the impartial advisers and replace them with toadies: this has preceded the fall of empires many times before. Now, as we detach ourselves from the European Union, we degrade our capacity to solve the problems that transcend our borders.

But these pathologies are not confined to “the west”. The rise of demagoguery (the pursuit of simplistic solutions to complex problems, accompanied by the dismantling of the protective state) is everywhere apparent. Environmental breakdown is accelerating worldwide. The annihilation of vertebrate populations, insectageddon, the erasure of rainforests, mangroves, soil and aquifers, and the degradation of entire Earth systems such as the atmosphere and oceans proceed at astonishing rates. These interlocking crises will affect everyone, but the poorer nations are hit first and worst.

The forces that threaten to destroy our wellbeing are also the same everywhere: primarily the lobbying power of big business and big money, which perceive the administrative state as an impediment to their immediate interests. Amplified by the persuasive power of campaign finance, covertly funded thinktanks, embedded journalists and tame academics, these forces threaten to overwhelm democracy. Up to a certain point, connectivity increases resilience. For example, if local food supplies fail, regional or global markets allow us to draw on production elsewhere. But beyond a certain level, connectivity and complexity threaten to become unmanageable. The emergent properties of the system, combined with the inability of the human brain to encompass it, could spread crises rather than contain them. We are in danger of pulling each other down. New Scientist should have asked: “Is complex society on the brink of collapse?”

Complex societies have collapsed many times before. It has not always been a bad thing. As James C Scott points out in his fascinating book, Against the Grain, when centralised power began to collapse, through epidemics, crop failure, floods, soil erosion or the self-destructive perversities of government, its corralled subjects would take the chance to flee. In many cases they joined the “barbarians”. This so-called secondary primitivism, Scott notes, “may well have been experienced as a marked improvement in safety, nutrition and social order. Becoming a barbarian was often a bid to improve one’s lot.” The dark ages that inexorably followed the glory and grandeur of the state may, in that era, have been the best times to be alive.

But today there is nowhere to turn. The wild lands and rich ecosystems that once supported hunter gatherers, nomads and the refugees from imploding early states who joined them now scarcely exist. Only a tiny fraction of the current population could survive a return to the barbarian life. (Consider that, according to one estimate, the maximum population of Britain during the Mesolithic, when people survived by hunting and gathering, was 5000). In the nominally democratic era, the complex state is now, for all its flaws, all that stands between us and disaster.

William C. Anderson: We are indebted to the Earth. Our gracious host has provided us with more than enough resources to live, grow and prosper over time. But throughout history, and especially in the modern capitalist era, some have let their desire for more become a perilous dedication to conquest. The urge to make other humans, wildlife and all parts of nature submit to the will of markets, nations and empires is the rule of the day. Today, anything associated with nature or a true respect for it is regarded as soft. That which is not vulturous like the destructive economics of the reigning system is steamrolled to pave the road to unhinged expansion.

This logic of expansion and conquest undoubtedly changes the relationship between humans and their environment. In this context, the “debate” over climate change actually becomes a matter of human survival. Those who entertain climate change as a question at all have already, maybe unknowingly, chosen a side. The fact is that climate change will create more refugees and forced human migrations; it will lead to the murder of environmental activists around the world and start new resource wars; it will spread disease and destabilize everything in its path — and more. Unless capitalism’s unquenchable thirst for natural resources and the fossil fuel combustion that powers it is abandoned, the Earth will be forced to do away with humans cancerously plundering the carbon energy it has stored over millions of years of natural history.

What is most unfortunate is that capitalism, which has multi-layered discriminations encoded within it — racism, sexism, classism, and so on — affects how thoroughly people are capable of bracing for the damages wrought by climate change. Though nature is indiscriminate in its wrath, the sustained ability to protect oneself from rising temperatures and natural disasters is a privilege not all can afford. Those who are already harmed under the pitiless whims of capital are doubly hurt by the lack of protection afforded to them for life in an increasingly turbulent environment. The Global South is much more likely to feel the brunt of climate change, despite contributing much less to causing it. But even in the world’s wealthiest nations, the poor and working classes are much more vulnerable to ecological devastation.

If the people who understand the gravity of the situation want this state of affairs to cease, then the system of capitalism and the egregious consumption of the so-called First World itself must cease. That which puts all of us at risk cannot be tolerated. The vast satisfactions in wealth hoarded by a few does not outweigh the needs of the many suffering the consequences every day, as the Earth deals with malignant human behavior. The systemic drive towards excess that is pushing the planet’s carrying capacity to the brink must be brought to a halt throughout the world, but especially in the empire that exemplifies excess best: the United States of America.

The Myth of “The Nanny State”

Ever since Donald Trump became president, crisis and disarray have been regular in an extraordinary sense. Not that the United States hasn’t always been this way; it has been for many of those oppressed within this society. But the dramatic events unfolding today have been very confronting for those who are only now realizing that progress — or the things that represent it symbolically — can be done away with overnight.

In the midst of an onslaught of draconian far-right legislation, the liberal establishment has failed to muster a convincing rebuff. This is due in part to complicity in the shift towards the right, and in part due to a more general crisis of confidence within liberalism. But what is also failing today is the state itself. At a time when environmental, social and economic crises are running out of control amid authoritarian overreach, the state seems to be in a moment of purposeful neglect and disarray. This is leading people to take the response to the confluence of crises into their own hands, raising the question of the state’s raison d’être to begin with.

When former White House chief strategist Steve Bannon spoke at the Conservative Political Action Conference (CPAC), he said that President Trump’s choices for his cabinet would be aimed at “deconstruction of the administrative state.” Bannon suggested that the primary goal should be to limit the regulatory agencies and bureaucratic entities getting in the way of the administration’s self-styled economic nationalism. “The way the progressive left runs,” Bannon went on to say, “is if they can’t get it passed, they’re just going to put in some sort of regulation in an agency. That’s all going to be deconstructed and I think that’s why this regulatory thing is so important.” Years before this, in 2013, he had already told a writer for the Daily Beast that “I’m a Leninist … Lenin wanted to destroy the state, and that’s my goal, too. I want to bring everything crashing down, and destroy all of today’s establishment.”

Without overemphasizing the irony and jocular misleadingness of the latter self-comparison, Bannon does raise a key question for the far right: what’s the use in a state? While such a question could potentially be put to progressive use in some hands, it is definitely dangerous in these. For the right, the question of the state’s usefulness is answered by the assertion of dominance and the infliction of violence — something that is clearly distressing for those of us resisting oppression. But at the same time, right-wing propaganda and talking points also depict the state as a “nanny state,” or an overprotective manifestation of liberal charity. Clearly, this characterization is as stale as it is untrue. The very idea that liberalism itself is charitable is a blatant falsification, yet the far right continues to disseminate this myth in its unending desire to maximize the state’s fascistic potential while depriving it of its limited welfare functions.

Austerity measures — something the world has become all too familiar with in recent years —provide us with the brutal confirmation that we never actually needed to dispel the far right’s propagandistic falsehoods. As governments around the world cut back on services, regulations and agencies that are meant to benefit social welfare and the public good, the trope of overzealous liberal government is shown to be untrue. Austerity threatens to undermine the very things that are supposed to make societies peaceable. But as consistently seems to happen in a world dominated by capitalism, those who are most vulnerable bear the brunt.

Dismantling Progress and Protection

In 2016, Oxfam announced that world’s 62 richest billionaires held as much wealth as the poorest half of the world’s population. In 2017, this number decreased significantly to just eight people because new information came to light showing that poverty in China and India are much worse than previously thought, widening the gap between the ultra-wealthy elite and the bottom 50 percent. While this information is certainly beyond troubling, capitalism largely continues its path of destruction without being disturbed itself.

A slew of hurricanes hitting the Caribbean in 2017 made the world pause to consider the dangers of climate chaos. Many of the conversations that took place as a result of the back-to-back destruction wrought by hurricanes Irma, Jose and Maria focused on the threat of a disturbed environment. Under President Trump, these threats are only further exacerbated. As someone who campaigned on rejuvenating the coal industry and who has actively worked to transform climate denialist sentiments into government policy, Trump is one of the worst presidents anyone could hope for at a time of pressing climate disaster. With regard to the aforementioned “deconstruction” of the regulatory state that Banon spoke of, Trump accomplished major strides at the Environmental Protection Agency (EPA). Under the regressive guidance of Scott Pruitt, a long-time fossil fuel defender, the EPA has seen absurd government moves to destabilize the very purposes of the agency itself in favor of corporate interests.

Pruitt built his career off of suing the EPA as attorney general for the state of Oklahoma. Under Trump, he can now secure his ultimate favor to corporate interests by dismantling the state agency altogether. Everything is up for grabs and the agency has become increasingly secretive about its agenda. The New York Times reported complaints of career EPA employees working under Pruitt, explaining that “they no longer can count on easy access to the floor where his office is,” as well as doors being “frequently locked.” It has even been said that “employees have to have an escort to gain entrance” to Mr. Pruitt’s quarters, as well as some being told not bring cell phones or take notes in meetings. The Washington Post recently reported that the EPA spent almost $25,000.00 to soundproof his work area. For a state agency tasked with protecting the environment, the actions being carried out sound more in line with that of federal law enforcement or intelligence at the FBI or CIA.

The example of Pruitt is one of many hinting at an increasingly restructured state, in which right-wing corporate forces that once fought regulation now become the regulator themselves, showing how the will of capital will always fulfill itself in this system. At the same time, as the trifecta of terrible storms hit the Caribbean and the Southern US coastline, the Federal Emergency Management Agency (FEMA) displayed a similar lack of social concern. In response to the lackluster response of the authorities, local communities were left to fend for themselves, with only a few celebrity figures tasking themselves with taking action. At a very emotional press conference, Mayor Carmen Cruz of San Juan compared the neglect taking place to genocide and shed tears demanding more help for US citizens in Puerto Rico: “we are dying here. And I cannot fathom the thought that the greatest nation in the world cannot figure out logistics for a small island of 100 miles by 35 miles long.”

Citizenship, expectation and failure

The emphasis on Puerto Ricans during the aftermath of Hurricane Maria and the other storms often gives special attention to their Americanness. Despite the fact that the entire Caribbean was hit, the question is why US citizens would be neglected in this way. The logic of American exceptionalism should render everyone within the nation’s borders and territories — or colonies — special due to their citizenship within the bounds of empire. But as Zoé Samudzi and I argued in our essay for ROAR Magazine, “The Anarchism Of Blackness,” some US citizens, particularly those of us who are Black, are actually considered extra-state entities.

Though not all Puerto Ricans are Black, from Flint to San Juan we have seen that when certain geographies are associated with Blackness or the non-white Other, their citizenship can always be called into question. As Zoé and I wrote:

Due to this extra-state location, Blackness is, in so many ways, anarchistic. African-Americans, as an ethno-social identity comprised of descendants from enslaved Africans, have innovated new cultures and social organizations much like anarchism would require us to do outside of state structures.

Now, as Puerto Ricans have worked excruciatingly hard with the assistance of other people throughout the US to pick up the slack of the Trump administration, we can see the emerging contours of an anarchistic response brought about by the climate crisis. In the shadow of Hurricane Katrina and Flint, we have had it proven to us one too many times that the white supremacist state does not care about us. The consistent need to crowdfund and organize to fill in the gaps of the lackluster response of federal agencies for the richest nation in the world must call into question the very purposes of the state itself.

Trump’s proposed military budget of $700 billion is more than enough to end poverty in the US, make college free, or provide everyone with universal health care — let alone quickly fix the problems in places like Flint, Puerto Rico, and so on. Instead, people are left to fend for themselves, begging the state to carry out the functions it is supposedly obliged to carry out while depending on celebrities and liberal oligarchs to give like the rest of us. This is clearly absurd, given the endless wealth of the state and the gap between the rich and the poor.

The expectation that lower- and middle-income people will provide aid during crises with greater passion than the super-rich and state agencies, when we do not have nearly as much money as either of them, is absolutely and utterly ridiculous. But it is this utter ridiculousness that is the quintessence of contemporary capitalism. Though capital is unequally distributed, the burden of fixing whatever the problems of the day may be is all ours, while the elite shy away from ever having to pay as large a price as the cost of being poor in a capitalist society.

One of the most despicable examples of these injustices played out in California, where raging wildfires killed dozens of people in 2017, while inmates were being paid $2.00 per hour to risk their lives fighting the fires. Their confinement makes their labor hyper-exploitable and again flattens the burden of problems linked to natural disasters, while the elite who caused the problems remain unfazed in their chase to destroy the planet for profit. In Texas, inmates raised about $44,000 to aid those affected by Hurricanes Katrina and Rita. After Hurricane Harvey, inmates remembered previous fundraising efforts and requested officials to restart a program that allows them to donate their commissary for relief purposes. After just one month, 6,663 inmates had donated $53,863 for Hurricane Harvey relief from the usually very small commissary accounts that they maintain (often $5.00 or less depending on the person).

Picking Up Where the State Falls Through

None of this is new. The Black Panthers focused much of their work around meeting the needs of the Black community that the capitalist state and market had failed to fulfill. Projects like the Free Breakfast Program and ambulance services give credence to the extensive history of this type of mutual aid. It was the Panthers who exposed the extensive sickle cell anemia epidemic in the Black community by carrying out the work that the state should have done.

The concept of “revolutionary intercommunalism,” theorized by Black Panther leader Huey P. Newton, helped develop a strategy for structured community service programs also known as “survival programs.” These programs were meant to address the lack of helpful institutions and services in Black communities serving the needs of the people. The current situation demands proper respect given to its purpose. Intercommunalism focuses on and prioritizes Black self-determination outside of the state’s failures to adequately look after the needs of the Black community. The survival of underserved people is understood to be a part of the necessary politics of transformative change. Aside from the glitz of revolution that fuels popular depiction in the media, politics and culture, our current pre-revolutionary situation requires the everyday survival of those of us who would do the revolting in the first place. Intercommunalism pays respects to revolution as a process, and not merely an overnight reaction.

Across communities Black and all colors, we see a persistent need to address whatever shortcomings white supremacy delves out to us. It is not necessarily new for communities in the US dealing with white supremacy to support each other and build resistance from within. Starting our own services and building up each other is an everyday revolutionary politics of survival. However, what can and often does happen is that maintaining our own institutions within the bounds of capitalism becomes the objective when ending capitalism should be a necessary outcome. More than simply reacting to capitalism in anarchistic ways, we should be proactively working to overcome it by making our very models of resistance anti-capitalist. Depending on the likes of sympathetic capitalists and liberal elites is counterproductive in this respect. Instead of building ways to consistently respond to disaster, we must be proactive in ending the crisis of capitalism rather than solely attempting to counter it one day at a time.

A proactive pre-revolutionary situation will raise the consciousness of people to realize that they are already carrying out the radical politics they are often told to despise. Ahistorical liberal reimaginings of the past make tragedy into a necessary stepping stone for an empire that is learning at the expense of the oppressed. Real resistance positions people to build movements that undo the violence that oppression inflicts. We are not in need of excuses; we are in need of a better world. If we want that better world, we have to align our politics with a radical imagination, with sustainable everyday resistance and innovative strategy.

The task of making the planet a better place is a great task, but it is the only choice we have — lest we allow capitalism to destroy the carrying capacity of the one we currently inhabit. We can no longer afford to let crisis keep us entangled in this current state of disarray. Instead, we should charge our suffering to a system that must pay with its unacceptable existence.

Beyond the headlines, there have been countless amazing social movement struggles in different regions of the world that deserve to be celebrated. Here are ten stories showing that people power works:

EL SALVADOR BANS MINING

1. EL SALVADOR BANS MINING

In a classic David and Goliath tale, this small Central American state took on a Canadian transnational corporation to become the first country in the world to ban metals mining. Farmer communities led the struggle when they came together in 2004 to save the Lempa River watershed. They built a national coalition in the face of massive repression (including the assassination of several activists), formed alliances internationally, took on the Canadian corporation OceanaGold and finally secured a mining ban in March 2017.

2. #METOO CAMPAIGN CHALLENGES IMPUNITY FOR SEXUAL HARASSMENT

Sexual harassment has been a constant reality for women everywhere for generations, but in 2017 the wall of impunity was breached – suddenly and powerfully. Revelations of Hollywood mogul Harvey Weinstein’s repeated sexual abuses prompted 1.7 million #metoo tweets in 85 countries, encouraging women in every walk of life to come forward publicly to denounce sexual harassment. Many men have been forced to resign from positions of power and influence, and there seems to be finally a consensus that sexual harassment must stop. This shift is not an accident or the credit of a few journalists, but the result of decades of tireless campaigning by women’s organizations worldwide fighting for equality.

3. FRENCH LAW ON MULTINATIONALS

At a time when corporate power has become seemingly impregnable, French campaigners showed that transnational corporations can be defeated. In a four-year-long campaign, they mobilized for a new law, approved in March 2017, which recognizes the responsibility of parent companies for human rights violations committed by subsidiaries, subcontractors and providers. The law was passed in the face of considerable corporate opposition and is a major step forward in the fight against impunity of transnational corporations, addressing the legal complexity of their supply chains that has made it so difficult for affected communities to get justice. The law has also given a boost to ongoing efforts to create an international binding treaty on transnationals at the United Nations.

4. PRIVATIZATION IS BEING ROLLED BACK, COMMUNITY BY COMMUNITY

After many years of failed privatization projects, communities worldwide are successfully fighting off privatization and bringing privatized services back under public control. In 2017 in Cali, Colombia, a public sector workers union succeeded in defeating the proposed privatization of the municipal-owned telecommunications company, and then set up a public-public partnership (PuP) with a Uruguayan national public enterprise to improve the service. In another case, Indonesia’s Supreme Court ruled this year that privatisation of water is a violation of human rights and annulled an agreement between Jakarta’s city-owned water operator, PAM Jaya, and two private companies. More than 835 communities worldwide have brought their public services back under public control in recent years.

5. TRUMP’S AGENDA FACES MASSIVE POPULAR RESISTANCE

Donald Trump’s election was one of the most disturbing nights in modern memory, but it hasn’t gone so well for him since. From the Women’s March during his very first day of office, Trump’s presidency has faced unprecedented popular resistance. In the first week, his blanket ban on Muslims from six nations was met with spontaneous protests at more than 20 major international airports across the U.S. and has since been blocked repeatedly by the courts, though it is now being temporarily enacted. Popular movements involved in fighting white supremacy, corporate greed and militarism have reported a massive surge in engagement and support. Meanwhile, a sustained movement organized by citizens nationwide helped prevent the GOP from rolling back Obamacare, and a young, progressive electoral movement is strengthening ahead of 2018 midterms.

6. GAMBIAN AUTOCRAT OVERTHROWN

Military leader Yahya Jammeh, who ruled Gambia with an iron fist for 22 years, was forced to step down at the beginning of 2017 after losing the 2016 election. Jammeh predicted he would rule for a billion years, but young Gambians came out in large numbers and used social media to mobilize votes for his opponent, Adama Barrow. Jammeh tried to overrule the election results, but fierce opposition from trade unions, professional associations and pressure from outside states forced Jammeh to relinquish power.

7. ALMOST TWO-THIRDS OF AUSTRALIAN VOTERS SAY YES TO MARRIAGE EQUALITY

Australia became the 25th country to legally embrace marriage equality in 2017 after voters overwhelmingly voted in favor of changing the definition of marriage to include same sex relationships in an advisory referendum. Australia’s parliament then approved a bill almost unanimously. Popular and legal support for gay rights may seem unsurprising now, but it is worth remembering that just 20 years ago, there was not one nation that treated same sex relationships equally to heterosexual ones.

8. FARMER REBELLION IN INDIA

In November, tens of thousands of peasants and rural laborers from 20 states, representing more than 180 peasant organizations, gathered in Delhi for an unprecedented show of strength against the reactionary Modi government. Facing rising production costs, increased droughts and falling incomes, the farmers demanded debt relief, better prices and effective crop insurance schemes. While the government did not immediately respond to their key demands, the united platform is likely to have a growing impact as farmers take the campaign across the country in 2018 and 2019.

9. GUATEMALA RISES UP AGAINST INSTITUTIONALIZED CORRUPTION

Since 2015, a series of mass protests against corruption have rocked Guatemala. These came to a head in September 2017 when President Jimmy Morales attempted to expel a Colombian investigator with the U.N.-backed International Commission Against Impunity in Guatemala. Indigenous communities have played a leading role in the protests and are also engaged in an ongoing fight with Congress to approve a constitution that recognizes greater indigenous autonomy. In October, a national strike led by a coalition of social movements in 20 cities demanded the resignation of Morales in addition to calling for land reform and nationalization of the energy sector.

U.K. Labour Party

10. RISE OF MOMENTUM AND TRANSFORMATION OF U.K. LABOUR PARTY

In 2017, a grassroots campaign that had first mobilized behind the left candidate Jeremy Corbyn to make him leader of the Labour Party, again showed its power when it substantially increased Labour’s vote in the General Election, almost ending the ruling party’s majority. The movement, called Momentum, made up of 30,000 active members, showed how an organized grassroots operation could defy rightwing mass media and win seats. The movement has made the Labour Party the biggest membership party in Europe, with a platform committed to bringing privatized services back under public ownership, abolishing university tuition fees and ending fracking. Momentum is now widely recognized as the most vibrant element of the party.

In the aftermath of Donald Trump’s shocking election victory, a shattered Democratic Party and dazed progressives agree on at least one thing: Democrats must replace Republicans in Congress as quickly as possible. As usual, however, the quest to recapture power is focused on tactical concerns and political optics, and not on the need for the deeper conversation that the 2016 election should have provoked us to have: How can we overcome the structural pathologies of our rigged economy and toxic political culture, and galvanize new movements capable of building functional alternatives?

Since at least the 1980s, Democrats have accepted, with varying degrees of enthusiasm, the free-market “progress” narrative—the idea that constant economic growth with minimal government involvement is the only reliable way to advance freedom and improve well-being. Dependent on contributions from Wall Street, Silicon Valley, Hollywood, and Big Pharma, the Democratic Party remains incapable of recognizing our current political economy as fundamentally extractive and predatory. The party’s commitment to serious change is halfhearted, at best.

While the mainstream resistance to Trump is angry, spirited, and widespread, its implicit agenda, at least on economic matters, is more to restore a bygone liberal normalcy than to forge a new vision for the future. The impressive grassroots resistance to Trump may prove to be an ambiguous gift. While inspiring fierce mobilizations, the politicization of ordinary people, and unity among an otherwise fractious left, it has thus far failed to produce a much-needed paradigm shift in progressive thought.

This search for a new paradigm is crucial as the world grapples with some profound existential questions: Is continued economic growth compatible with efforts to address the urgent dangers of climate change? If not, what does this mean for restructuring capitalism and reorienting our lives? How can we reap the benefits of digital technologies and artificial intelligence without exacerbating unemployment, inequality, and social marginalization? And how shall we deal with the threats posed by global capital and right-wing nationalism to liberal democracy itself?

In the face of such daunting questions, most progressive political conversations still revolve around the detritus churned up by the latest news cycle. Even the most outraged opponents of the Trump administration seem to presume that the existing structures of government, law, and policy are up to the job of delivering much-needed answers. But they aren’t, they haven’t, and they won’t.

Instead of trying to reassemble the broken pieces of the old order, progressives would be better off developing a new vision more suited to our times. There are already a number of projects that dare to imagine what a fairer, eco-friendly, post-growth economy might look like. But these valuable inquiries often remain confined within progressive and intellectual circles. Perhaps more to the point, they are too often treated as thought experiments for someone else to implement. “Action causes more trouble than thought,” the artist Jenny Holzer has noted. What is needed now are bold projects that attempt to demonstrate, rather than merely conceptualize, effective solutions.

The challenges before us are not modest. But it’s now clear that the answers won’t come from Washington. Policy leadership and support at the federal level could certainly help, but bureaucracies are risk-averse, the Democratic Party has little to offer, and the president, needless to say, is clueless. It falls to the rest of us, then, to figure out a way to move forward.

The energy for serious, durable change will originate, as always, on the periphery, far from the guarded sanctums of official power and respectable opinion. Resources may be scarce at the local level, but the potential for innovation is enormous: Here one finds fewer big institutional reputations at stake, a greater openness to risk-taking, and an abundance of grassroots imagination and enthusiasm.

Article by Stacco Troncoso and Ann Marie Utratel: The Commons is maturing politically, its methods and principles becoming more visible and its participants winning municipal elections in a variety of European cities. How did this happen, and what happens next? First, a look at our present political context, and then some observations on the birth and trajectory of this new wave of commons politics.

How bad is our present political landscape? Let’s take stock. The crush of “lesser-evilism”? Check. Alt-right’s metastatic spread? Check. Once-radiant left options (like Syriza or Podemos) now tarnished, in part by their inability to make good on promises? Check. Overall, pretty bad.

The excesses of neoliberal capitalism may have finally eroded any remaining trace of its intellectual credibility. However odious, these excesses had become comfortable for many people, offering a false sense of security and predictable margins of action. Prolonged austerity politics and the pillage of the welfare state have left large numbers of people frustrated, hopeless, and angry, though, and the awakened right-populist movements have exploited this with alarming consequences. But without an apparent alternative, political engagement can seem limited to a pointless choice: scramble on loose rocks over the familiar but shifting ground of globalized capitalism, or hitch one’s wagon to a careening carload of 21st century hubris, i.e. Brexit, Trumpism, the alt- or far-right. Is it time to give up on the representative democracy experiment, or are there any active models for more humane, participatory politics?

The political context described above has been outlined in a good many contemporary books and articles, but sadly, there are seldom any viable alternatives offered to stem the tide of inevitable ruin. This article describes an attempt to reimagine our political systems emancipated from rollercoaster markets and bureaucracies. Based in existing, effective political movements that have been winning elections in a variety of locations, this is an account of radical innovations in governance, production, care work, the stewardship of our cultural, digital and natural heritage, and of a politics that lays a bedrock for bottom-up system rebuilding. This is the politics of the commons and peer to peer (P2P), an expansion on the shared creation and management of common resources, and its recent successful eruption in municipal governments.

Commons in the Time of Monsters

As Gramsci said (or didn’t say [1]), “The old world is dying, and the new world struggles to be born: now is the time of monsters”. After nearly 40 years of progressive neoliberalization and social decomposition, contemporary politics has been very publicly upended by a misogynistic, xenophobic and financially privileged “new right” intent on coupling its politics of hate onto the apparatus of state power.

So, where is the margin for action, if change from within is effectively blocked by the structural constraints of statist politics and the electoral arena? The Leninist notion of achieving state power with or without popular consent, and as a certain precursor to equitable and lasting social change, has proven misguided: the next system won’t just fall into place at the pull of a lever.

Amid this increasingly bleak political landscape, affinity-based networks and communities using P2P dynamics and building commons have been taking action. Small-scale innovations in many fields are paving the way for true, sustainable resource management and grounded social cohesion. In governance, food growing, service provision, science, research and development, education, even finance and currency, these community-enabled developments demonstrate how differently our lives could be organized. Many of these place-based efforts are being documented and replicated worldwide through the Internet, in the process re-seeding the knowledge Commons from which they draw. This is done through commons enabling, aka P2P (peer-to-peer, person-to-person, people-to-people) technologies, which are gaining momentum as forces for constructive change. They enable small group dynamics at higher levels of complexity and enable the reclamation of power.

With this power, people can create innovations in production, open book accounting, and the stewardship of natural, cultural or digitally derived commons — but also in governance. Together, all of this forms the building blocks of a truly bottom-up system. Could all this really coalesce into something that, in the future, might be called “post-capitalism”? Only if those who identify as commoners recognize, promote and develop these systems and increase their cultural and, vitally, their political influence, while remembering that there are other players already on the field using similar means towards very different ends.

Prefigurative social arrangements and provisioning approaches are some of the key components for constructing sensible alternatives, but they are not developed in isolation. Instead, they are built within the constraints of existing systems. Likewise, whether through the enclosures [2] brought on by neoliberalism or through authoritarian, exclusionary hate politics, the ‘normal’ conditions people expect or aspire to will undoubtedly shrink. This would affect things people have taken for granted to some degree, including job security, pensions, unemployment, sensible working hours and conditions, fairness. As an effect, the ‘wiggle room’ assumed for the operations of those productive communities will inevitably compress.

Seen from outside the Western context, this wiggle room could be considered as ‘privilege’. Under the market-maximizing dictates of Brussels, such privileges seemed like they were on their way out in the EU. But the man behind the curtain was revealed in 2008, and a sudden flare of counter-political activity reached its peak of public attention in 2011. In 2017, the question is not theoretical, but hands-on practical: how do we build the new world in the shell of the old – and before the shell squeezes shut.

The post-2011 protest movements never quite got it together, politically speaking, well or quickly enough to counter the rising hate wave from the right. The contemporary European political landscape shows a populist reaction against global capitalism, but by harking back to a past that never was. Adding insult to injury, we see these xenophobic constructs have built their social base not just with deft internet and social media skills, but also by using P2P tactics. That’s a bit of salt in the wound, given that P2P tactics and tools have largely been promoted by people working for a more inclusive and just world, not one that seeks to “otherize” and exclude.

We cannot afford to forget that financial interests will always favor extreme right wing or fascist options that safeguard their stake, and that any redistributive political options will be harshly and publicly ridiculed, or worse. With the noxious spirit of the thirties rebounding, there’s not a moment to spare; patience now would be a deadly strategy. It’s time to occupy the collective cultural imagination with compelling and practical political alternatives and expose the normalization of neoliberalism as deadly propaganda; to expose the numbing spectacle (Brexit, Trump, etc.) as yet another synthetic opioid addiction.

This is why it’s time for the Commons movement to become more overtly politically active. Beyond self-organized production, care work, ecological stewardship, even beyond ethical generative markets, it’s time for more effective political engagement, not only to protect the essentials of the welfare state model, but to transcend it with a radically reimagined politics that facilitates social value creation and community-organized practices. There are models for this commons-oriented political engagement in Spain’s municipal movements, which the rest of this article will outline. To be clear, “political” describes not only political representation, but also the actionable rights of all those affected by political decisions – the public sphere. There’s a false dichotomy between wanting to build new alternatives now and wanting to enable change by hacking existing political channels. Both approaches, prefigurative and institutional, can work together.

Vanguardism: a 21st century cautionary tale

Now it’s time to look back at the origins of a particularly visible political party, one that offered the promise of a more inclusive, commons-oriented political process, but which eventually failed to deliver. The spirit of the commons was present in its nascence, though, in public assemblies. This factor is one to keep in mind while considering the eventual rise of municipalist parties.

In January 2014, a group of political science professors from the Autonomous University of Madrid found themselves gaining some popularity on Spanish national television. They announced the formation of a new political party, one that would demand:

“…a politics that goes back onto the streets that talks like the majority of people who have had enough. (…) Our demand for a greater generosity from representatives, for a greater horizontality and transparency, for a return of the republican values of public virtue and social justice, for the recognition of our plurinational and pluricultural reality is more real than ever. It is decades since our desire for making our own decisions and answering our own questions was so real.” (Mover Ficha Manifesto)

In the European Elections four months later, the new party won 5 seats in the European Parliament with more than 1.2 million votes.

Of course, that party is Podemos, whose trajectory indicates what a commons-oriented political party can — and more pointedly, should not — do. Their early months impart what is politically feasible in urgent circumstances, and show the power that can be harnessed by appealing to people’s’ hopes while articulating their needs and desires. The early success of Podemos is due to their work on two distinct-yet-related levels: mass media and network media.

Having cut their teeth on prime-time TV debates, Podemos’ most visible figures (chiefly male) made for great entertainment, clobbering the arguments of the chronic political class, which they dubbed la casta (“the caste”, a jibe implying a privileged class).

It wasn’t all show business. They were savvy enough to capture the networked, horizontalist politics of the 15-M movement. A staggering number of geographical- and interest-based assemblies (called “circulos”) were enabled and bolstered online through tools like Reddit, Loomio and others.

With its legion of tactics, Podemos became a totem appealing to many types. One type is the once politically apathetic actor, who sees in Podemos’ secretary general, Pablo Iglesias, a contrarian avatar through which to channel their disdain for the middle-class destroying “casta”. Next would be the old guard leftist, disenchanted with the Social Democrat (PSOE) party’s devotion to neoliberalism and austerity politics. Similarly, there are those who had been disillusioned after placing their bets on the more leftist outgrowths of the Spanish Communist Party. The last type, obvious but worth mentioning, is the activist, who found or rediscovered their political voice in the squares during 15-M and/or the preceding alter-globalization movement.

Of course, we’re not here to tell the story of Podemos. That story has turned darker and duller over time. Once high on the taste of popularity and leadership in the polls, the Podemos ruling committee slanted towards becoming a vanguardist “electoral machine”, taking power on behalf of those left behind. It began to look like Podemos would win the elections at all costs and bring liberation to the silenced masses — whether the masses wanted this imposed from above, or not.

Three years later, the results are plain to see. Surpassed by both the Social Democrats and the somehow-still-ruling Popular Party (a den of Franco apologists and Brussels bootlickers), Podemos failed to make “fear change sides”, as once they boasted.

Meanwhile, across the Mediterranean, Greece proffers another cautionary tale: SYRIZA, the party from the “little country that said ‘no’”. Except that, after saying ‘no’, the little country’s political representatives, now disconnected from the social movements that lofted them to power, kept on playing the rigged game rather than build one fresh.

The story does not end here. A new political milieu arose between 2014 and 2015, led by the third profile mentioned above: the post 15-M activists, stepping up and into politics. They wanted to be the creators of representative politics, not its recipients, and to act as facilitators for many other voices to be included. The genesis of Spain’s municipalist coalitions tells a new story, describing keys to a successful commons-based political strategy that creates tangible change.

Proclamations of a movement’s death, greatly exaggerated

The origins of this other story lie in the apparent decay of the 15-M movement. The word “apparent” is key here – as long as we are speaking of visibility, we must acknowledge the Occupy movement as part of this disappearing act.

In 2011, Time Magazine’s “Person of the Year” was not Donald Trump, but the protester. This marked the apex of media-visibility for the networked movements demanding attention by standing their ground and announcing their presence through encampments, which provided a compact mass of human profiles against a mainstream media-friendly backdrop. Here, we should draw a distinction between how the 15-M and Occupy encampments disbanded and were disbanded.

In Spain, the activists took a page from the Art of War and voluntarily dispersed their large-scale occupations, decentralizing them into neighborhood assemblies. In the US, the FBI coordinated with the Department of Homeland Security, the Joint Terrorism Task Force, private sector players (notably banks), local law enforcement, and mayors of several prominent cities to first infiltrate and then violently dismantle the occupations. If we limit the import of Occupy to those few, highly visible months in the squares, we can see that it had not so much “died” as it was assassinated.

In both Spain and the US, the media — behaving as if geospatial proximity is the only thing holding affinity networks together— rushed to pronounce these and all their sister movements worldwide to be defunct. So much for the person of the year in 2011! This was not a natural passing but a brutal attempt at disappearing a large movement. However, to paraphrase Mark Twain, “proclamations of the movement’s death have been greatly exaggerated”. If these movements still live and breathe, though, we must ask ourselves with whose complicity and consent they have been labeled “failures”.

Think of a sugar cube. Held in your hand it is compact, with a recognizable shape and texture, easy to measure and describe. Drop the sugar cube into a coffee cup and stir that around. Magic! The cube has disappeared. Take a sip, though, and you’ll agree that the flavor has changed.

In a nutshell, this describes the argument that the 15-M/Occupy/Syntagma/various local movements are alive and well, albeit in distributed and less immediately apparent ways. For those willing to look, their effects are readily identifiable. Remember that not even six years have passed since the occupations; this is not a tale of hippies turning into yuppies. This is the story of a movement that refuses to take the news of its own demise as a binding contract.

In the US, you can perceive how Occupy infused the Bernie Sanders campaign (also undermined by entrenched interests), and recently we can see its influence in the Women’s Marches, strikes and parts of the anti-Trump movement.

In Spain, however, these activists, people with real memories and lived experiences, chose to politically organize, and they actually won – not once, but multiple times in multiple locations.

The Rise of the Urban Commons

In the spring of 2014, spurred on by Podemos’ success in the European elections, a group of activists met in el Patio Maravillas, one of Madrid’s most prominent occupied social centers. “We’re going to win this city”, they announced. They began organizing, enabling unprecedented levels of citizen participation and facilitating a common space for previously unaffiliated and disaggregated political actors. Anyone who agreed with the basic principles and wanted to be present could propose him or herself as a candidate on fully open and participatory electoral lists.

A month or so earlier, activists from Barcelona launched a manifesto to invite existing social movements and political organizations to converge around four fundamental objectives:

  1. Guaranteeing the citizenry’s basic rights and a decent life for all,
  2. Fostering an economy that prioritizes social and environmental justice,
  3. The participative democratization of institutions,
  4. To meet an ethical commitment towards citizens.

The call for convergence was an astounding success, and Guanyem Barcelona, publicly represented by anti-eviction and right to housing campaigner Ada Colau, begins its yearlong mutation into Barcelona en Comú, an “instrumental” electoral coalition comprising a variety of actors from social movements and anti-establishment political parties working together to take back the city.

Ignored or decried in the popular media, these coalitions, much like the 15-M and Occupy encampments, replicated themselves in other locales, forming alliances and swarming around shared values and beliefs. The process was messy, effervescent and busy. No one had tried this before and there is no instruction manual; in practice, it can only be written together.

Against poll expectations, a hostile media, and entrenched political interests, these parties overwhelmingly won in Spain’s main cities, not only Madrid and Barcelona, but also in Valencia, A Coruña, Zaragoza, and Cadiz. Podemos, although a participant in many of these coalitions, chose to run the regional (as opposed to the city) ballot on their own. The result? Zero victories in all the places where the citizens’ coalitions had triumphed. In the city of Madrid, where the same census group could vote for the city (Ahora Madrid) and regional (Podemos) ballot, Podemos got just half the number of votes won by Ahora Madrid.

Spain’s municipalist coalitions were the result of a number of movements representing changes in cultures, mindsets and relations to power. The most notable among these is 15-M and, unlike Podemos, the coalitions can be considered its true political byproducts. Prior to the 2014-2015 electoral cycle, 15-M had also developed strong transversal relations with movements around housing, public health and education and culture. Known as “las mareas”, or “citizen’s tides”, these were characterized by self-organized protests and capacity building that, although inclusive of traditional actors such as labour unions and political parties, were truly multi-constituent in nature. For example, the public health marea would include healthcare professionals, patients, civil workers, health reformers, hospital staff, specific disease-focused associations and help groups, etc., as well as all supporters of the public health service. 15-M itself was also a product of already existing tendencies, with people who had been working in digital activism, free culture, de-growth, the commons and a host of other movements.

Today, the municipalist platforms coordinate among themselves to share resources and best practices, functioning as trans-local affinity networks. Although mainly focused on providing real world solutions to their constituencies, the coalitions share a number of notable features. One of the most refreshing is that their attitude towards political discourse is considerably more feminized, a contrast to the old guard and masculine attitudes typically found in institutional politics.

The municipalist focus on participation and radical democracy, honed through many street assemblies, has been refined into a shared “código ético” or ethical code, which shapes the platforms behaviors within the institutions. The code acts as both a glue and draw for the participants, again not limited to party staff, but to all who want to feel involved. The main features are as follows:

  • No revolving doors (no cycling through public/private positions)
  • Salary cuts
  • Participative program
  • Open primaries — no party quotas, and open to anyone
  • Voluntary/citizen self-financing, and rejection of institutional or bank financing

Beyond their local concerns and trans-local alliances, all the municipalist platforms have their eye on the transnational dimension in order to form a network of “Rebel Cities”. This, as a practice, mirrors the locally embedded but globally networked practices of P2P productive communities. In addition, the multi-constituent approach seen in the citizen tides is mirrored within the coalitions, which, although inclusive of established political parties, are notably non-partisan as they all reflect the interests of wide breadth of civil society actors.

And they lived happily ever after? Of course not: the activists-turned-political representatives face an unwaveringly hostile media environment, which exaggerates their blunders (or invents them when convenient) while burying their achievements. After four years of precarity and engaged activism, these individuals face 60+ hour workweeks while clashing against the entrenched realities of horizontalist bureaucracy, holding minority seats within electoral alliances with Social Democrats. The pluralistic nature of the citizens’ coalitions have unsurprisingly led to incoherencies and gaffes and, perhaps worst of all, a noticeable abandonment of direct-action tactics and counter-power building efforts. Still, they soldier on, and the list of benefits and advances (cancellations of public contracts with multi-nationals, participatory budgeting, more gender-balanced literature and representation, increased public spending, anti-gentrification strategies, basic income pilots, direct-democracy mechanisms…) is plain for all to see.

The best of the truly good news is that Spain’s municipalist coalitions are not alone. Progressive cities worldwide are enabling and empowering the act of commoning. Rather than directing what the citizenry can do for itself and its environments, these “Rebel Cities” or, “Fearless Cities” as a recent event called them, are listening to commoners’ voices and creating spaces for ordinary people to roll up their sleeves and manage those matters that concern them most directly. Cities like Ghent, Belgium; Bologna, Italy; Amsterdam, Holland; Frome, England; Belo Horizonte, Brazil; Naples, Italy; Montreal, Canada; Jackson, USA; Lille, France; Bristol, UK and Valparaiso, Chile are examples. Their people are increasing transparency, enabling participatory budgeting, turning empty lots into community gardens, co-creating skill and tool sharing programs, and facilitating the creation of social care co-ops among many other actions relevant in their local contexts.

Beyond the city level, we now also find pan-European efforts to bring the practices of commoning to the institutions, while not losing sight of the necessary mutual recognition needed for the Commons movement to emancipate itself from markets and state as it radically re-imagines these. In November 2016, a group of 150 commoners from all over Europe gathered in Brussels to lay the foundations for a united and strong movement, and the European Commons Assembly was born. Building on several weeks’ collective work in policy proposals, the Assembly sat in European Parliament to explore the ECA as a platform and the commons as a powerful paradigm for policymaking.

Commons Transition: Building the political lexicon of social governance from below

The lexicon and practices of commoning are evident in how these coalitions, Rebel Cities and transnational assemblies have formed and are articulating their governance. With a focus on transparency and citizen participation, and taking advantage of open-source P2P technologies, they prefigure many aspects of the politics of a better future. The challenge ahead lies in applying the network logics that have been so successful in Spain to recover the latent power of Occupy and 15-M and build resilient, more feminized and ethically coherent, transnational political movements.

In the same way that prefigurative strategies incorporate social and environmental priorities into their informal constitutions, without waiting for markets or state to deal with such ‘externalities’, the municipalist ethical code can form the kernel of a set of political guidelines to be hard-coded into commons-oriented coalition principles, bringing fresh accountability to contemporary politics.

Potential success is also about keeping it real and relatable. The old left has traditionally communicated in abstracts, which tends to create rather than solves problems. At the same time, the “new” populist left of Syriza, Podemos and Bolivarian Socialism seems satisfied making grand paternalistic promises, resorting to throwing blame rather than proposing participatory, unalienated and feasible actions. In a culture where the elderly self-organise affinity groups through social networks and informal, participatory communities emerge to address the shortcomings of a decaying welfare state, people are demonstrating that they want to have a say in how things are run. They do not want to have someone paid exponentially more to say it on their behalf. Can a Commons politics address and support this shift towards self-organization?

The vision is to develop the emerging commons and P2P political movement at higher levels of complexity — the regional, national and transnational levels — while preserving the characteristics of local, real-place dynamism. By engaging the creativity and input of those communities most affected by political processes, commons-based practices can nurture a sense of identity that can be harnessed for effective political action. The integrative narrative of the Commons invites citizens’ direct political engagement outside the restrictive bureaucracies of the market state and economies.

Imagine a radically reconfigured and democratically accountable structure. One that, while preserving the more desirable characteristics of the Welfare State — social and public health provision and large infrastructure management and upkeep — radically democratizes them. It would do away with the State’s cozy symbiosis with market entities, while deconstructing its pernicious monopolies over money creation and exchange, and property and judicial rights. A second radical set of measures would prohibit the structural enforcement of inequality and the often violent repression of emancipatory alternatives. This structure would function in much the same way as foundations do in the Open Source software economy: providing the infrastructure for cooperation and the creation and upkeep of commons but not directing the process of social value creation and distribution. In other words, it would empower and protect the practice of commoning.

This enabling metastructure — often referred to as “The Partner State” — would also take on new functions derived from already existing P2P/Commons practices. Among these, we would see a promotion of real, needs-oriented entrepreneurship, bolstered by explicit recognition and support of bottom-up productive infrastructures, such as Open Coops, mesh wireless networks or community renewables through public-Commons partnerships. It would allow commoners to repurpose or take over unused or underutilised public buildings for social ends while giving legal recognition to the act of commoning, whether through copyleft-inspired property-law hacks or through a longer process of gradually institutionalizing commons practices. Its grassroots democratizing ethos would create new financing mechanisms and debt-free public money creation, which, alongside social currencies, could fund environmentally regenerative work and the creation of new, distributed Open-source infrastructure. These would be supported by taxation schemes favouring the types of labor described above, while penalizing speculation, parasitic rents and negative social and environmental externalities. The overall system has to be kept in check through a pervasive culture of participatory politics — made feasible through its attendant pedagogy — to involve a newly enfranchised citizenry in the deliberation and real time consultation of political and legislative issues and budgeting. In issues of power, the Partner State shifts to being a fluid facilitator to assist and emancipate the bottom-up counter-power that keeps it in check.

Is this narrative Utopian? No more than the “what are their demands…?” proposals of Occupy and 15-M. In fact, many of the Partner State practices described above are already being enacted by the Fearless Cities. Accusations of utopianism are used dismissively to enclose the commons of the imagination. People need courage (and encouragement) to imagine something better in human nature, more than inevitable conflict and self-interest. History, despite its observable patterns, is not deterministic. Nothing suddenly materializes from detailed concepts into fully formed realities; there was no group of wise men sitting around in 15th century Florence proclaiming: “…and we shall create Capitalism! And it will progress through creative destruction! And we shall have high frequency algorithmic trading!” or any such nonsense. Instead, if we look, we can identify various socio-technological trends including the rise of the merchant class, the printing press, double book accounting, all of which would proceed from the 18th century to form what we recognize now as “capitalism”.

Back in our present-day chaos, applying a Commons Transition to the field of politics entails creating a new, inclusive political narrative that harnesses the best practices of three distinct progressive trends: Openness (e.g. Pirate parties), Fairness (e.g. New Left) and Sustainability (e.g. Green parties). The optimal game plan for building a new political vision fit for the challenges of our time involves building bridges between these three trends, precisely what the municipalists have achieved and translated into political and legislative power.

This vision for a new politics must also promote other underplayed concerns such as race, gender, and reproductive justice, and radically diversifying political representation in response to increased interest in balance — at the least, being sure that the representative picture is not always and only straight, white men, particularly in leadership roles. Take into account that women spearheaded the municipalist candidacies that triumphed in Barcelona and Madrid.

There is a need for deeper respect towards rural and deindustrialized areas, where P2P dynamics can usher in workable solutions and grounded, bio-regionally based political engagement. Inclusive by nature, the Commons as applied to politics can enable grassroots political participation by affected individuals and communities. However, this new narrative must be grounded in scalable, existing best practices that are accessible to change makers and civil-society organizations, not only to existing institutions.

Taken together, these successful municipalist occupations of power structures show that the logic of the Commons, coupled with democratic, participatory relations enabled by P2P systems, can reinvigorate and instill a new sense of purpose in today’s political field. If we can imagine a commons-oriented future including a commons politics, it practically becomes a moral imperative to do everything in our power to bring that better future to reality. In this fight in the time of monsters, the fight between David and Goliath, why not be David?[3] He won after all and, after seeing what the municipalists had to overcome, perhaps so can we.

“With tech leaders swiftly capitulating to Trump, tech workers are building a rank-and-file movement against Trumpism”

“One of the loudest voices in this movement belongs to Maciej Ceglowski, a Polish-American developer and entrepreneur. Ceglowski has long enjoyed a loyal following for his sharp insider critiques of Silicon Valley. Since the election, he has emerged as a withering critic of the tech industry’s rapid accommodation to the new administration. He is also the main force behind Tech Solidarity, a new group that has become the leading hub for tech organizing against Trump.

The first meeting of Tech Solidarity took place in San Francisco on 28 November. Since then, they’ve expanded to Boston, New York, Chicago, Seattle, Portland, and Washington DC. The meetings aren’t entirely public – to obtain an invitation, attendees must contact Ceglowski via email or the encrypted messaging service Signal. Crucially, participants are asked not to disclose the identity of anyone else in attendance. This promise of anonymity is indispensable for fostering candid conversations among tech workers, who tend to be heavily bound by nondisclosure agreements.

These gatherings are already proving to be important incubators for grassroots initiatives. The inaugural Tech Solidarity meeting in San Francisco helped produce the Never Again pledge, a public declaration by tech workers that they will refuse to build a database identifying people by race, religion, or national origin. The pledge went live on 13 December – the day before Silicon Valley’s top executives made the pilgrimage to Trump Tower to sit down for a summit with the president-elect.

The organizers of the pledge are keenly aware of their industry’s history. The Never Again site refers to IBM’s well-documented role in providing the punch-card machines that streamlined the Holocaust – a history the company has never fully acknowledged or apologized for. Which makes it all the more chilling that IBM has gone out of its way to court Trump since his victory.”
