In permaculture terms the economy sometimes feels like a segregated monoculture planted with terminator seeds, sprayed with patented pesticides on venture capital backed farms designed to maximise profits in an unsustainable market place full of thieves and cheats. No wonder people prefer to potter in their gardens and allotments – and try to forget the craziness of corporate capitalism!

But no matter how much we try to ignore the corporate machine it ploughs on regardless and at various points in all of our lives we are forced to interact with the unsustainable, greed-based economy whether we like it or not. We all need to travel, buy energy, we like presents and holidays and now we are buying more and more of these goods and services online, from people we do not know.

As local banks close in favour of apps, local taxis are driven out by Uber and the likes of Airbnb and other holiday and comparison websites offer us ‘guaranteed savings’ – the brave new world of digital platforms is being thrust upon us, whether we like it or not.

The dominant form of business in our economy has not changed, but the method of delivery has. Platform businesses which reach further and wider than conventional ‘bricks and mortar’ businesses, that are able to ‘scale up’ and attract customers in their millions are forcing out the smaller players, just like supermarkets killed the traditional garden market. Except these “platform monopolies” are taking things to a new level – often unbeknown to us they’re gathering our data and using sophisticated algorithms to work out how to sell us more things, that quite often we don’t need or want. They’re aggregating data and dissintermediating in ways that we never knew were possible. Uber is valued at over 60 billion dollars but does not own a single taxi…

From monoculture to platform co-ops

To someone practicing permaculture, there is something almost offensive about vast fields where businesses cultivate the same single crop and, in a similar way, the exponents of ‘peer to peer’ and ‘open source’ technologies get equally offended by monolithic platforms that dominate the digital landscape.

Peer to peer, (where individuals share content with other people, rather than relying on centralised servers) and open source software (which is free to use and adapt, without requiring a licence fee) are like the digital community’s own versions of permaculture. They provide a pathway to greater independence, autonomy, diversity and resilience than is offered by the dominant system.

David Holmgren’s ideas about creating small scale, copyable, adaptable solutions which have the power to change the world by creating decentralised, diverse, and more resilient systems have huge parallels with open source, collaborative software projects, which are developing as a response to the monolithic, proprietary and profit driven enclosures that dominate today’s Internet.

The end goal of this work is to create ‘platform cooperatives’, as alternatives to the venture capital backed platforms. Platform cooperatives that are member owned and democratically controlled – allowing everyone that is affected by the business, be they customers, suppliers, workers or investors, a say in how the business is run and managed. Co-ops are an inherently different form of organisation than Limited or Public companies, which place community before profit, hence have entirely different principles than their corporate rivals. For this reason they are more resilient in downturns, more responsible to their communities and environments and more effective at delivering real (not just financial) value to everyone they interact with.

Platform co-ops provide a template for a new kind of economy built on trust, mutual aid and respect for nature and community. By placing ownership firmly in the hands of the people and applying democratic forms of governance they offer a legitimate alternative to the defacto form of business. There are several platform co-ops that already provide comparable, and often better services than their corporate rivals and with more support others will continue to develop.

On 26 and 27 July the OPEN 2018 conference at Conway Hall in London will showcase platform co-ops such as The Open Food Network – which is linking up local food producers and consumers through Europe, Resonate – the music streaming co-op, and SMart from Belgium which provides support for a network of thousands of freelancers throughout Europe. The beginnings of a viable, self-supporting and sustainable economy are stating to emerge and OPEN 2018, along with similar events in the US and across Europe, is bringing together the people with the ideas, the tech developers and the legal experts to help catalyse the transition.

Shared values and the network effect

There are so many similarities between permaculture’s philosophy and principles and the works of other progressive groups that hope to encourage a more sustainable, more resilient and equitable future. From Occupy to Open sourcePermaculture to Peer to Peer and Collaborative Technology to the Commons Transition groups there are clearly overlapping values.

David Bollier, writing on the Peer to Peer Foundation blog has suggested that “…permaculturists and commoners need to connect more and learn from each other…” and the idea that these communities are ultimately working towards the same objective seems especially important to recognise if we are to accelerate the development of a more sustainable world.

There is already an evolving “shared narrative” between these various, disparate initiatives, but it is often sidelined by our self-selecting filters which lead us back into the communities we know and trust. Collaboration and cooperation can be hard work and as groups get bigger they can become harder still but that’s no reason not to try. The fact that Wikipedia provides a better encyclopaedia for free in more languages than Britannica ever managed proves that online, open source collaboration can deliver greater value than proprietary, closed source systems.

The true value of a collaborative, open networks only really manifests when its members communicate, and work together, through connected systems. Sharing ideas, discussing problems and addressing challenges in larger networks creates positive feedback loops via the network effect – a term which describes how the value of something increases in proportion to the number of people using it (like a phone, or social media network) – something all the various ethical and progressive networks could benefit from enormously.

Parallels between collaborative, open source software development and permaculture principles:

1. Observe and interact

Progressive software projects often utilise ‘user focused’ design strategies to ensure they meet people’s needs. Taking time to understand how users interact with software systems via user experience testing groups and an ongoing, iterative design processes are recognised to deliver higher quality solutions which suit specific user needs.

2. Catch and store energy

Peer to peer networks don’t rely on centralised servers but instead make use of the latent capacity of other user’s machines. Imagine how much more efficient it would be than deploying huge server farms if our computers were not shut off at night, or left idle, when they could be providing valuable processing power for others. The Holochain project aims to make it simple and secure for anyone to join a truly peer to peer network and to share files and processing power in this way – and to even earn credits for hosting other people’s files and applications.

3. Obtain a yield

The Peer Production License provides a means by which open source developers can make the code they develop available for free and still benefit from it’s use. Sites like the Internet of Ownership, which contains a directory of cooperative platforms use the PPL to “permit reuse exclusively for non-commercial and worker-owned enterprises” thereby helping to grow the commons. The ultimate goal of the PPL is to enable mechanisms so commoners can support themselves and ensure their own social reproduction without resorting to capitalism.

4. Apply self-regulation and accept feedback

This principle is particularly integral to open source development since the concepts of ‘user focussed’ and ‘agile development’, ‘branching’ and ‘forking’ are all designed to ensure that software projects are self-regulating by listening to the users needs, driven by user feedback and that they are able to be adapted to changing needs.

5. Use and value renewable resources and services

Open source technology is inherently more renewable in the way it enables the reuse and repackaging of code for new purposes. Ethically minded hosts and developers such as Green Net power their servers with renewable energy.

6. Produce no waste

As above, open source code is often re-used and repurposed but progressive developers still have a lot to gain from better collaboration. There are often multiple teams working on identical problems and ideas and whilst this has benefits in terms of developing strength and resilience through diversity it also leads to waste, mainly in terms of time. At least the waste ‘product’ of web development is only digital and so old technology and code doesn’t littler the streets or pollute the environment as much as physical products can, especially if archives are stored on renewably powered servers.

7. Design from patterns to details

Genuine online collaboration has been slow to evolve, with the best examples being Linux (the open source operating system), Firefox, the open source web browser and Wikipedia, the open source encyclopaedia. It is only recently, with the rise of monolithic capitalist gardens such as Google and Facebook and Amazon that the hive mind of the internet is recognising the need to step back and redesign its’ systems according to new patterns. The push for “Net neutrality” and Tim Berners-Lee’s Solid project are examples of this in action as is the Holo project, a very exciting and truly peer to peer “community of passionate humans building a distributed cloud, owned and run by users like you and me.”

8. Integrate rather than segregate

The move from centralised to decentralised, to distributed and federated technology is a a key element of open source and collaborative technology design. The entire Peer to Peer philosophy is based on the recognition that the connections and relationships between nodes (people or computers) in a network is what gives it strength and value. Collaborative technologists still have a lot to gain from developing deeper and wider integrations, like we see in nature, and which permaculturists know so well.

9. Use small and slow solutions

Designing a computer system to be slow is not something you will normally (ever?) hear a programmer talk about but they often talk about small, in many guises. Small packages (of code), small apps, “minified” (meaning compressed) code and even small computers, like the Raspberry Pi are key features of collaborative technology which all aim for increased efficiency.

10. Use and value diversity

Diversity is intrinsic to open source and collaborative technology. The plurality and adaptability of open source solutions ensures a highly diverse ecosystem. Users are free to adapt open source code to their needs and the open nature of most open source projects values contributions from anyone, irrespective of race, gender, age or any other factor. It is true that the majority of contributors to open source projects are normally young, white and male but the reasons for that seem more to do with societal inequalities and stereotypes rather than any specific prejudices or practices.

11. Use edges and value the marginal

The explanation of this principle places most value on “the interface between things…” and this is a central component of web design. Web services have now realised the necessity of providing intuitive user interfaces, to allow users to navigate complex data and to investigate deeper informational relationships but, more interestingly the latest developments in linked open data enable users to interface with more specific, more granular and more timely data to provide increase value. The Internet Of Things will facilitate a massive increase in the number and type of products which can interact over the internet. Whilst it is not the norm, drawing diverse information from the edges and valuing the marginal is something the open internet can really facilitate.

12. Creatively use and response to change

Most open source, collaborative projects use some kind of agile development, which advocates adaptive planning, evolutionary development, early delivery, and continuous improvement, and encourages rapid and flexible response to change. Permaculture and open source see eye to eye on this principle which bodes very well for a growing, symbiotic relationship in our rapidly evolving world.

The prognosis for our planet, now widely accepted, is shattering our vision of a bright future for our cities, characterised by abundance and technological expansion. As a result, we urgently need to envision and confront the scenarios that are likely to become our reality, in the hope that this work of imagination can help us to adapt effectively and perhaps steer a different course.

This post is part of our series of articles on the Urban Commons sourced from the Green European Journal Editorial Board. These were published as part of Volume 16 “Talk of the Town: Exploring the City in Europe”. In this instalment, Pablo Servigne, an agronomist and expert in ecology, behaviour and evolution of social insects, examines the role of the city on the midst of a convergence of ecological and social crises.

Cities around the world today face a whole host of grave threats: from pollution to climate change, resource scarcity to overpopulation, and many more. Growing awareness of this has led to a proliferation of ‘solutions’ such as ‘green’, ‘sustainable’, ‘smart’, ‘resilient’, ‘zero-carbon’ projects, as well as ‘eco-neighbourhoods’. But how effective can these initiatives hope to be, in light of the scale of the problems faced? Our vision of the future is in dire need of being injected with a good dose of realism. The vision of a ‘linear’ urban future is in effect fed by the imagery of abundance forged during post-war reconstruction. Yet the conditions of such prosperity are no longer in place. A closer look at the principal threats facing cities can serve as a base from which to devise potential future scenarios. By stimulating our imagination, it is hoped that this conceptual framework will help us design urban policies which are more credible and less unsustainable than those we have witnessed so far.

Cities under threat

The risks of global warming are well known. According to the UN, more than 60 per cent of cities with populations of over 750,000 are exposed to at least one major risk. One of the latest reports from the IPCC describes one major risk, amongst others – of climate and environmental shocks breaking down the industrial food systems that feed most European towns. [1] 

Resource shortages (metals, water, wood, energy, etc) also fall within these major threats. In fact, there is nothing simpler than seriously disrupting a city: it’s merely a matter of blocking its food and energy supplies. These are amongst the worst threats a city can face, because the social, economic and then political effects are felt almost immediately (within a matter of days). Hence the prioritisation of food security by all governments over the centuries.

Serious threats are also posed by certain types of pollution. As well as the heavy metals and organic compounds polluting the soil, and aerosols already rendering certain towns unliveable, there is the risk of major industrial accidents forcing entire urban populations to be evacuated. Cities must learn to anticipate all this, to absorb the shocks, to recover, and to learn from these events, most of which are already happening in certain parts of the world. Simply to achieve this, they need resources, energy and a degree of social order, which are increasingly hard to guarantee.

In fact, all these threats can be considered to come from outside the city (external threats). But there is another equally serious, and less well known, type of threat: internal threats. These arise mainly from vulnerable infrastructure and social conflict. It is well-known to historians and archaeologists that a town’s capacity to grow and thrive depends on its capacity to safeguard good communication, transport, and distribution networks. Today, much of the transport, electricity, and water infrastructure in OECD countries is over 50 years old (over 100 years old, in some cases), and is already operating well beyond maximum capacity. [2] The extent of its interconnection, complexity, and homogeneity, and the speed of movement of the components of city life, have also increased the vulnerability of this infrastructure. It is thus also easily destabilised by one-off events such as floods, hurricanes, and terrorist attacks.

When, following the rise in the price of diesel in the year 2000, 150 striking lorry drivers blocked major fuel depots in the UK, the consequences rapidly made themselves felt: “Just four days after the start of the strike, most of the country’s refineries had ceased operation, forcing the government to take steps to protect the remaining reserves. The following day, people rushed into shops and supermarkets to stock up on food. One day later, 90% of filling stations had stopped serving, and the NHS [National Health Service] started to cancel elective surgery. Royal Mail deliveries stopped, and schools in many towns and villages closed their doors. Major supermarkets such as Tesco and Sainsbury’s introduced rationing, and the government called in the army to escort convoys of vital goods. In the end, public pressure led the strikers to end their action”. [3]

In the cities of industrialised countries – including, need we add, Europe – it is highly likely that we will reach ‘peak urbanisation’ over the next decade.

The social order of a city can falter rapidly, even when networks don’t break down. All it takes is an economic or political crisis, leading to a collapse of industrial activity, massive job losses, housing crises, the bursting of a speculation bubble, riots, community or class conflicts, terrorist acts, and so on. These events have become frequent because of the significant increase in economic and social inequality within countries, [4] and even within cities. [5] This is nothing new, but seems to have been forgotten; archaeology shows us that the economic and political elites of great civilisations have often caused the inexorable degradation of their environment, due to the pressure they put on people and natural ecosystems. [6]

Last, but not least, all these threats are interdependent, and nowadays operate at a globalised level. Large, homogeneous, fast-moving, deeply interconnected international networks have – paradoxically – become more resistant to small disturbances, but more vulnerable to major disruptions, which, when they occur, can trigger a domino effect throughout the system, leading to collapse. [7] Scientists speak of a new kind of risk: the ‘systemic global risk’ inherent in these extensive complex networks, and, as major nodes in these global networks, cities are very exposed to these risks.

Scenarios for the Future: Forwarned is forearmed

With that in mind, four scenarios can be envisaged. The aim is not to alarm, nor to predict the future, but to stimulate the imagination and test the effects of these threats against possible futures. These scenarios are to be taken as signposts, pathways or stages, like the points of a compass. They are archetypes for the future, to help illustrate trends and provide insight into what might lie ahead. The division into four scenarios arises from two forward-looking works: Future Scenarios by David Holmgren, [8] and Resilient Cities, by architects and planners Newman, Beatley and Boyer. [9] The first work describes the possible trajectories in relation to peak oil and climate change.

If climate change has a gradual effect (providing enough room for manoeuvre to transform society), there are two possible scenarios: a ‘green tech’ transition, which, if resources decline slowly, could be relatively comfortable, or a radical and rapid change, known as ‘earth stewardship’, in the case of a brutally rapid decline in energy resources. By contrast, if climate change has rapid and violent effects, society will tip into a ‘brown tech’ future, where the powers that be would muster all their force to maintain ‘business as usual’. Or, even worse, society could completely collapse – the ‘lifeboat’ scenario – if these catastrophes coincided with a rapid loss of resources.

The second publication focuses exclusively on the end of oil, and analysing its effects on cities. It explores the following question: knowing that cities are completely dependent on oil, and have a massive carbon footprint, what would be the consequences for modern industrial cities of the end of the oil age? Two areas in particular are explored: transport and food security. The authors describe four scenarios, similar to those of Holmgren: the resilient city (corresponding to the ‘green tech’ scenario), the divided city (‘brown tech’ scenario), the ruralised city (‘earth stewardship’ scenario), and the collapsed city (‘lifeboat’ scenario).

However, both of these forward-looking publications only consider scenarios based on external threats (climate and oil), without taking account of internal threats. The latter have been explicitely included in the following proposed synthesis. [10]

The ecotechnical city

If the impact of global warming turns out to be gradual, and an ‘energy descent’ [11] can be managed, society can adopt ‘green’ technologies, ensure a successful transition, and work towards distributed renewable energy systems, without conflict or disasters. This would lead to a resurgence in regional, rural economies, more sustainable agriculture, more horizontal political systems, and more compact cities that prioritise public transport and the local economy. A balance would be found between reducing consumption and slowing economic growth, thanks to energy efficiency technology and a relocalisation of the economy. However, it is only possible for a city to take this route if it already has a resilient, well-maintained infrastructure, and if it avoids major political, economic and social upheavals. This is clearly the most desirable scenario in terms of maintaining the living standards and security that our democratic societies rely on. To sum up, in the absence of significant obstacles, even in the context of an energy descent, an efficient transition is still possible. The city can prepare, slowly but surely, for the ‘storms’ ahead.

The ecovillage city

A rapid decline in resources, including oil and natural gas, could trigger a crisis that would bring the world economy to its knees. This global collapse could create political instability, which would in turn lead to serious social problems, but also, paradoxically, to an end of greenhouse gas emissions. Local resilient communities would then emerge in some rural areas (following a massive rural exodus). This would be achieved through agro-ecology and permaculture techniques, and above all by sustaining their capacity for local democracy. It is possible that the major megalopolises would still contain rich, private, gated neighbourhoods, by developing urban agriculture within suburban gardens. In this scenario, no-one believes civilisation can be preserved as it stands; people will have moved on, to work for something radically different. Cities would return to being semi-rural, meeting many of their food and energy needs very locally, along the lines of self-sufficient medieval towns. Peri-urban belts would be made up of ecovillages, supplying the town and recycling waste, much like the Parisian market gardeners of the 19th century. However, this ‘radical resilience’ policy will only be practicable if massive disasters (hurricanes, uprisings, revolutions, etc.), that could destabilise the political and social order are neither too intense nor too frequent. If they do occur, the organisation of the city could change radically, whilst retaining a chance of avoiding breakdown and chaos, and maintaining a semblance of democracy, albeit at increasingly local levels. In this scenario, the city is instantly transformed, yet without being wiped out by the ‘storms’.

The enclave city

A slow decline in energy supply could leave influential power structures in place, thus thwarting any chance of real transformation. The combination of an authoritarian state and greedy private business would foster an extraction industry rush for non-renewable resources, with predictably catastrophic consequences. But then the climate and environmental crises would be so overwhelming that all of society’s energy and resources would be needed to keep the ship afloat, due to policies that are centralised, securitised, militarised, and inegalitarian. The city would splinter; the rich, cocooned in their safe neighbourhoods, would maintain access to increasingly expensive supplies, protecting themselves from climatic variations with new technology. The poorest in society would be left to their own devices in semi-rural areas (with survival vegetable plots providing resilience), or even shanty towns, with less and less reliable access to resources. In this scenario, the economic elite (the rich) and political elite (the government), in their opulent enclaves, would use violence and fear to maintain their privilege. These elites would have no choice than to bring in ever more oppressive laws. Those in the most precarious situations would gradually lose the means to protect themselves from environmental and social disasters, and certain districts (crowded with arriving migrants) would become shanty towns, and police no-go areas. Political cohesion, and thus democracy, would be the first victims, leaving the field open for the expansion of the private sector and its irresistible machine for generating ever more privilege and social division – in other words, social chaos. The city crumbles, the rich ‘manage’ the crisis, everyone else endures it, and the former control the latter by increasingly undemocratic means.

The collapsed city

If rapid economic and political collapse (the Ecovillage scenario) is compounded by severe environmental and climate crises, it is too late to take the resilience route; collapse is inevitable. History shows that a lack of preparation combined with a succession of various disasters will end up getting the better of any city. There is no lack of examples of dead cities, such as Ephesus, the port and second largest town in the Roman Empire, abandoned in around the year 1,000 when the river dried up after all the trees on the surrounding hills had been felled. War, illness, and famine have always cleared cities of their inhabitants, and this can still happen. In Syria and Libya, armed conflict has devastated entire towns, which have still not recovered. When the shock is too brutal, some of the urban population flee, and those who cannot, stay, prey to shortages and chaos. Epidemics and/or conflict can reduce social life to clans controlled by local warlords. Some small population clusters would survive in exceptionally favourable conditions (such as a healthy river, stable damn, fertile fields, or an isolated monastery). These small islands (Holmgren’s ‘lifeboats’) would be humanity’s only chance to find a way through a dark period and retain the hope of renaissance in a few decades, or centuries. In this scenario, unpredictable and irreversible domino effects lead to the rapid breakdown of the city.

A rupture in our imagination

This four-scenario compass provides us with a new way of looking at the future. It enables us to see more clearly what is at stake: from a hardening of class relations, de-industrialisation of towns, urban exodus, and infrastructure collapse to the development of green technologies. Even if the details of these trajectories are not specified, global trends are clear: towards catastrophes, or what some might term collapse. These narratives differ from the more common forecasts, based on myths around technological progress, and luring us with a future ever more connected to the virtual, and thus in the end disconnected from the natural. But we have clearly run up against the limits of this approach (and of earth-system science), and now we must prepare for a future of rupture and interruption.

In the cities of industrialised countries – including, need we add, Europe – it is highly likely that we will reach ‘peak urbanisation’ over the next decade. In other words, we cannot carry on in this ultra-urban direction. The future of industrial towns will more likely be one of depopulation, reconnection with green belts and the countryside, an overdue reduction in social inequality, and the re-localisation of the economy. It is up to us to tip the balance in favour of a particular scenario.

Even if the precise nature of these scenarios is not clear, we can be sure that the urban future has to be resilient. [12] Cities will have to weather various kinds of ‘storms’, some with more ease than others, and this will radically transform how Europeans design and inhabit their cities. Anticipating these ‘storms’ today, feeling and imagining them, equips us to be prepared, and thus avert disaster.

Permaculture is a type of sustainable agriculture and ecological design and engineering that self-consciously attempts to work in constructive alignment with natural dynamics. At once a philosophy and set of social practices, techniques and ethical norms, permaculture seeks to ensure that all life systems can remain healthy and flourish. This goal can only be met if human beings regard nature as a holistic system that includes human society, which in turn must reintegrate surplus production and waste back into natural ecosystems.

The essence of permaculture has been summarized by David Holmgren in his book, Permaculture: Principles and Pathways Beyond Sustainability, in the following twelve principles.

1.  Observe and interact. By taking time to engage with nature we can design solutions that suit our particular situation.

2.  Catch and store energy. By developing systems that collect resources at peak abundance, we can use them in times of need.

3.  Obtain a yield. Ensure that you are getting truly useful rewards as part of the work that you are doing.

4.  Apply self-regulation and accept feedback. We need to discourage inappropriate activity to ensure that systems can continue to function well.

5.  Use and value renewable resources and services. Make the best use of nature’s abundance to reduce our consumptive behavior and dependence on non-renewable resources.

6.  Produce no waste. By valuing and making use of all the resources that are available to us, nothing goes to waste.

7.  Design from patterns to details. By stepping back, we can observe patterns in nature and society. These can form the backbone of our designs, with the details filled in as we go.

8.  Integrate rather than segregate. By putting the right things in the right place, relationships develop between those things and they work together to support each other.

9.  Use small and slow solutions. Small and slow systems are easier to maintain than big ones, making better use of local resources and producing more sustainable outcomes.

10.  Use and value diversity. Diversity reduces vulnerability to a variety of threats and takes advantage of the unique nature of the environment in which it resides.

11.  Use edges and value the marginal. The interface between things is where the most interesting events take place. These are often the most valuable, diverse and productive elements in the system.

12.  Creatively use and respond to change. We can have a positive impact on inevitable change by carefully observing, and then intervening at the right time.

As a developed set of social practices, techniques and ethical norms, permaculture has a lot to say to the world of the commons. This is immediately clear from reading the twelve design principles of permaculture that David Holmgren enumerated in his 2002 book Permaculture: Principles and Practices Beyond Sustainability.  It mentions such principles as “catch and store energy,” “apply self-regulation and accept feedback,” “produce no waste,” and “design from patterns to details.”

My friendship and work with ecological design expert Dave Jacke have only intensified my conviction that permaculturists and commoners need to connect more and learn from each other.  The value of such dialogues was brought home to me by a public talk and an all-day workshop that I co-organized with Dave.  The events, which in combination we called “Reinventing the Commons,” were an opportunity for 35 participants to learn about ecosystem dynamics and the commons, and for Dave and me to learn from each other in public.  How might we build better commons by mimicking the principles and patterns of natural ecosystems?

Dave’s talk on the evening of January 20 was a great introduction to this topic.  He started by showing a chart plotting the “industrial ascent” of human civilization as fueled by cheap fossil fuels, growing populations and profligate pollution and waste.  (See the yellow line in the chart; based on a diagram originally by David Holmgren (http://futurescenarios.org.)

Dave’s quick historical overview started with tribal commons in the prehistoric era, a time when people self-organized to obtain enough food and shelter to survive.  Societies began to take the shape of feudal commons in Roman and Medieval times, at least in England and Europe.  Lords owned the land and claimed privileged access to certain resources of the landscape while allowing commoners to manage other resources themselves.

When the feudal system began to collaborate with the budding market system in the 17th century, we saw the rise of a new sort of state and market system with a very different logic and ethic.  Soon a series of enclosures privatized and marketized wealth previously managed collectively.  Enclosures were a violent dispossession of commoners, who were left as landless peasants with little choice but to become wage-slaves and paupers in the early industrial cities.

The commons, once a dominant form of social organization, was supplanted by the state and then the market.  In no time the market and state were colluding to build a new vision of “progress” based on an extractive growth economy.  The market/state system has in fact built the modern, technological society that we inhabit today.

But can this system continue?  Can the planetary ecosystem – and climate – survive capitalism?  One of the most revealing slides that Dave showed was this one showing the role of different governance systems over history – commons, state and markets.

The chart also shows four scenarios for our future from humanity’s current high point of energy consumption, which probably can only decline.  Each of the four scenarios is likely associated with a dominant type of governance system– the market, state, commons, or none of the above.

The market system is clearly the mode for continuing our current trajectory of tech-driven economic growth – a scenario that many argue is bio-geophysically impossible.  Growth at this scale would simply entail too much ecological destruction and instability.

A second scenario, which many European nations are pursing and that well-intentioned US liberals often support, seeks to achieve a stable, long-term balance between growth and ecological limits.  This “green economy” approach would require a dominant state role to discipline and guide markets – not exactly a plausible scenario in today’s world of unfettered capitalism.  It may also not be ecologically sustainable given the decreased and decreasing carrying capacity of the planet due to human impacts.

A third approach would seek to navigate a “regenerative descent” from the peak-oil consumption that has characterized modern times—reducing our footprint by descending from the energy peak, while simultaneously regenerating the health of the ecosystems that support us.  But instead of looking to either the market or state to be the dominant force of governance (both are too deeply committed to economic growth), the commons scenario would look to decentralized nonmarket provisioning, community-accountable markets, and new limits on extraction.  Permaculture obviously has much to say about these themes.

A final scenario amounts to a “you’re on your own” approach in which every individual is pitted against everyone else and a survivalist “lifeboat ethic” prevails.  Not an option to which we wish to aspire!

Commons & Permaculture as Ways to Manage “Regenerative Descent”

You can guess which one we commoners believe is most ecologically credible and necessary.  The question then becomes, said Jacke, “How do we learn how to rebuild ecosystems from the ground up and the sky down?  How do we make a graceful and ethical descent from the energy peak that we have probably reached?”

Much of the answer, he believes, lies in “devising new—or ‘new/old’—types of human cultures.”

This is why the commons and permaculture need to enter into a new dialogue.  Permaculture is not just about agriculture and ecological design, but concerns designing whole human cultures, including social and economic structures for stewarding ecosystems.  The commons, for its part, is very focused on the socio-ecological principles of self-governance.  Commoning is all about aligning social practices, governance and culture with the special character of local landscapes.

A big question is how we should understand culture.  Jacke believes that culture consists of four primary components.  The first three – resources, technology, and social and economic structures – can be designed in different ways, but Jacke argued that what really animates a culture is its “inner landscape,” which functions as a set of operating instructions.  (See chart below.)

Somehow, a culture’s inner values, myths and aspirations must be brought into alignment with deep ecological principles, said Jacke.  That encapsulates the challenge we face in pursuing a “regenerative descent,” or the “commons scenario,” in the wake of peak energy.

Fortunately, said Jacke, the human species has a vast upside potential.  Quoting Stuart Hill, Jacke said:  “The human species is psycho-socially highly underdeveloped — and paradoxically, that is our greatest reason for hope.”  If we were as psycho-socially developed as we could be, genetically, we’d be screwed.  But because we have so much potential for psycho-social growth, we can work our way out of this mess.  And the commons is a key piece of this.  But we need to look for solutions that challenge us on the inside.”

That is why the commons is not just about “managing resources,” but equally an exploration of how to change our “inner landscape.”  Jacke noted that the problem is that, as The Talmud says “We see things not as they are.  We see things as we are.” Who we think we are affects everything else.

Beyond Human Separation and Alienation

Jacke noted that, when he does workshops and asks people why ecosystems and societies fail, the heart of the problem always boils down to “human separation, disconnection and alienation.”  “Our culture believes that humans are separate from nature, that mind and matter are separate, and that consciousness and matter are separate.  That’s what the story of Adam and Eve is all about – our separation from nature, which is the story of Western culture.”

Of course, Jacke added:  “It’s not true – we’re not separate.  But the self-separation, induced through trauma, is itself a trauma, and has split ourselves internally.”

The best way to heal this separation within ourselves, and between ourselves and the more-than-human, is to mimic natural ecosystems, Jacke urged.  “The core strategy is conscious ecological design – design that is intentional, deliberate and mindful of nature.”

Jacke said that he once thought of “design” as “planning in a systematic manner.”  But he has come to realize that the design process really amounts to promoting “deliberate emergence” as a “co-creative participant.”  The point is not to impose solutions, which only continues our separation from nature and each other, inevitably leading to failure.  Our goal should be to “mimic natural systems” by trying to achieve “close external functional resemblances with it.  We have to ‘re-member’ ourselves as part of nature.  Ecosystem mimicry is a frame for reminding ourselves that we are nature.”

The Paleolithic Fish Weir Commons

We moderns tend to forget that we are deeply embedded in nature, and not apart from it.  Jacke helped emphasize this point by describing what could be one of the earliest documented commons in human history, represented by an 8,000-year-old fish weir off the coast of Denmark.

Archeologists discovered the quarter-kilometer-long fence-like wooden structure beneath the ocean, with its tight web of wood still intact (Divers couldn’t even put their fingers between any cracks!)  The weir was built to direct fish and eels along the underwater fence to a wooden cage where they were trapped and held for consumption over the winter months.  Such fish weirs had to be rebuilt every year, and sometimes more frequently if there were storms.  Each weir required 6,000-7,000 very straight hazelwood poles 4-5 meters long — hard to come by unless one manages the hazel bushes through coppicing.  This means the hazel would be cut, and then allowed to sprout more shoots that then grew for about ten years to produce a new crop of straight poles of a size needed for the weir.  Hazel bushes managed this way can yield poles again and again for hundreds of years.

“The implications of this fish weir are vast,” said Jacke.  Its existence means that there was a well-organized community of people who were systematically harvesting vast quantities of coppice to build the weir.  “Based on current coppice-forestry design figures, such as the spacing of stumps and the time needed to grow new wood,” said Jacke, “it would take at least 1.7 acres to be able to harvest 6,000-7000 wooden poles.”

If we consider that each plot of 1.7 acres would require ten years to grow wood of sufficient size, then continuously producing the fish weirs would require a minimum of 17 acres under the most intensive coppice-management practices we know of today.  This would represent a major organized work effort and the transmission of cultural knowledge from generation to generation, especially considering that a single ten-year rotation would consume a significant percentage of a Paleolithic human’s lifespan.

Remember:  This was a time before agriculture had been invented and glaciers were not long gone from Europe.  There were no state power structures or market structures.  So this fish weir could only have been produced through some sort of collective social structure – a commons, said Jacke.

At this, a kind of stunned silence settled over the audience.  Wow.  The commons has clearly been a part of our deep history as a species.  Surely it will be a big part of our future as we cross the threshold of peak energy.
