May you live in interesting times“. A curse once assigned Chinese origin, now thought to be apocryphal, it’s deceptively mild until you realize you have no resistance to a novel, viral load of interestingness. We feel like we can’t blink, yet our eyelids are getting very heavy. We’re anxious, grateful, bewildered, hopeful, overwhelmed, empathetic, angry, sleepy and wired. Housebound in a springtime lockdown to hope for the best, prepare for the worst, and flatten the curve. 

The Covid-19 quarantine has given us time to reflect on the work we’ve done toward “creating capacity”, that is, resilience and resources for when “normal” breaks down. We’d like to share some thoughts about that work, and our focus going forward.

Author/archdruid John Michael Greer talks about “catabolic collapse“. That’s not the guns & ammo, post-apocalyptic-yet-still-powered-by-capitalism scenario favored in the media, but an ongoing process of societal disintegration. Looking at our mainstream institutions, economics or beliefs, it’s clear that we’ve been collapsing for a while. Events like pandemics punctuate the catabolic curve with sudden, eye-popping jumps set against the processes bedrocked as background, never foreground. Welcome to the apocalypse, we’ve saved you a seat.

The origins of the word “apocalypse” point to an “unveiling”, dropping illusion and finding revelation. As our global production systems and social institutions (eg. healthcare, education) are suddenly overwhelmed, their basic unsuitability is exposed. Just weeks ago so mighty, economies now sputter when faced with this latest adversity. As many have noted, this sudden spike in the process of collapse portends a larger undertaking in ecological and social entropy. And as Covid-19 takes its human toll worldwide, we’ve begun to see the best and worst that humanity can offer in its choice of loyalties, whether to human life or to economic systems, and the power struggles in finding the right balance (if such a thing exists). It’s another opportunity to consider, what is inherent in us as people, and what is the product of our systems? Growing up in systems preaching that “greed is good”, that “the only social responsibility of businesses is to increase profits”, or that “there is not alternative”, is it any wonder that the worst reactions to the crisis are marked by individualism, paranoia and accumulation?

Natural systems are rebounding because pollution and emissions are down, but it’s impossible to fist-pump about this while people are suffering, dying, or working beyond capacity to save lives. In fact, it’s a good time to question the very validity of work: which services are essential, how to use our “free time”. What solutions can the market offer to the health crisis, to overcrowded hospitals, to breaks in supply lines of essential goods and services? To those unable to meet their rent, mortgage or future expenses? Some claim our global, industrialized model is to blame for the virus, others cry that “the cure is worse than the disease“, that the economic effects of quarantining will create more destruction than the virus itself. 

We think these predictions are not endemic to economic science, but to a history of accumulatory, command and control dynamics which, via longstanding institutions including patriarchy and colonialism, have found their apex in capitalist realism: “the widespread sense that not only is capitalism the only viable political and economic system, but also that it is now impossible even to imagine a coherent alternative to it.” Short a few weeks of predatory feeding, the growth-based model shows its weakness against the apocalypse. Another veil is lifting.

What else can we see? What will the world look like whenever “this is over” (and how will we know when it is)?

Could this be the herald of another political economy based on abundance, not scarcity and greed? We can help nature to restore itself, cut down emissions, our consumption of mass manufactured and designed-to-break-down crap. We can radically curtail speculative ventures and fictitious commodities. Slash inequality from the bottom up, spend our time away from bullshit jobs to reimagine the world. Use this free time to reconnect, cherish our aliveness, break out of containment, care for each other, grieve what we’ve lost and celebrate what we still have.

We do have the frameworks, we have been creating this capacity for quite a while. From localized, yet globally connected systems of production that can rapidly respond to urgent needs without depending on massive global chains, to ways to organize the workforce into restorative and purpose-oriented clusters of people who take care of each other. This new economy will need a new politics and a more emancipated relation to the State: we have tried it and succeeded. What new worlds (many worlds are possible) can we glimpse from under this lifted veil?

Here’s a question: did you already know about these potentials? Are we still having this conversation among ourselves, or have these terrible circumstances gifted us with an opportunity for (apocalyptic) clarity? The normal is collapsing, while our weirdness looks saner than ever before. 

Timothy Leary famously called for us to “find the others“. I think that the others are all of us, and this may be the moment where more of us can recognise that. A few years ago, we created an accessible, easy to use platform to share the potential of the Commons with everyone. Today it’s more relevant than ever. The projects we work on (Commons Transition and DisCO) are based on two simple precepts:

  1. Everyone can become a commoner
  2. Commoners can make more commoners

This is why we strive to create accessible and relatable frameworks for people to find the commoner within themselves. But we need to grow out of our bubbles, algorithmically predetermined or not; we need to rewild our message beyond the people who already know. Movements like Degrowth, Open Source software and hardware, anti-austerity, Social Solidarity Economy, Ecofeminism, Buen Vivir…we are all learning from each other. We must continue to humbly and patiently pass the knowledge on, listen to more voices and experiences, and keep widening the circle to include everyone, until there are no others.

Please share this article with anyone who may benefit from these “crazy ideas” that suddenly don’t look so crazy anymore. Start a conversation with people who, aghast at the rapid collapse and lack of reliable systemic support, are eager for new ideas, solutions, hope. The greatest enclosure of the commons is that of the mind: our capacity to imagine better worlds, to be kinder to each other and to the Earth. This will not be an easy or straightforward process. We need to hold each other through the loss and pain. We need to keep finding the others among all of us, until there are no more.

A spectre is haunting the world – the spectre of peer-to-peer.

All the powers of the old-world have entered into a holy alliance to exorcise this spectre: liberal States and dictators, banks and FANG, regulators and speculators.

Where is the State that hasn’t attempted to muzzle freedom of communication and information, or to expand surveillance of its own citizens? Which major online service hasn’t monetized their users’ data without their knowledge or closed user accounts without possible recourse? Which banker hasn’t publicly opposed the right of everyone to have personal and absolute ownership of one’s assets through cryptocurrencies?

Two things result from this fact:

1- Peer-to-peer is already acknowledged by all world powers to itself be a power.

2- It is high time that peer-to-peer supporters should openly, in the face of the whole world, publish their views, their aims, their tendencies; that they counter oppressive forces with their diverse and energetic initiatives. To this end, peer-to-peer contributors will assemble in Paris from the 8th to the 12th of January 2020 at the Paris P2P Festival, the first event dedicated to all forms of free interplay between peers: technical, political, cultural, social, and economic.


If we indulge in allusion to a much more famous Manifesto, it is because we believe that p2p technology projects (Bitcoin, blockchains and Web3, distributed Web and Solid, self-sovereign identities, decentralized protocols…) need to be put in perspective.

In 2019, people’s protests and social demonstrations have flooded the streets of every continent: Sudan, Chile, Hong Kong, Catalonia, Algeria, Iran, India, and of course, in France, our Gilets Jaunes. In many cases, governments reacted not only through police or military crackdown but also with censorship of electronic communication: the internet shutdown in Iran, the censorship of social networks in Hong Kong, the prohibition of decentralized identity systems in Spain… Unfortunately, it is now well-established that internet censorship effectively protects the police states that use it.

Therefore, it is no surprise that we’re seeing an increase in infringements of freedom of the press and physical attacks against those who spread information. Antoine Champagne, journalist and co-founder of reflets.info, will come to the festival to talk about the current state of the protection of journalists and whistleblowers.

Along with the cypherpunk tradition, we believe that cryptography and decentralization are essential means to protect individual and collective civil liberties. We hope that talks on the history of the cypherpunk movement and on the history of decentralization will spark conversations about this point of view among the festival participants.

Peer-to-peer technology is a concrete way to arm the resistance against oppressive powers by providing the resilient and confidential communication channels needed to coordinate social movements in hostile environments. Multiple initiatives in this domain will be presented, from the research work of the LIRIS-DRIM team (CNRS) on streaming and Web request anonymization, to Berty‘s decentralized messaging protocol, to talks and workshops on libtorrent and ZeroNet, Ethereum’s network protocol, cjdns, ZKP and identity, and homomorphic encryption.

For the general public less comfortable with the nuts and bolts of p2p cryptography, the documentary Nothing to Hide will give evidence of how mass surveillance impacts everyone and why we have come to accept it so easily. The festival will also host a show on mentalism and social engineering and a serious game which aims to help everyone learn about effective cybersecurity practices.

Bitcoin and cryptocurrencies are another branch that stems from the cypherpunk movement. Over the last few years, the importance of having a form of money that is independent from political powers and financial institutions became obvious. At first it was ignored, then it prompted only laughs and sarcasm, and finally, open hostility. Now states and mega-corporations try to compete with their own digital and centralized currencies.

Hence the necessity of articulating and educating the public about what makes decentralized currencies so special! We will tackle this challenge in many ways: a talk on Bitcoin by the founders of Cercle du Coin, a screening of the documentary Protocole with its director in attendance, workshops introducing how to use wallets and cryptocurrencies, presentations and workshops on Libre Money (Monnaie Libre), Dash, Ark

Since the inception of Ethereum, the scope of the blockchain, this decentralized ledger which stores cryptocurrency transactions has exceeded its monetary applications. Blockchain-based Dapps, DeFi and DAOs refer to new ways to perform peer-to-peer interactions and new approaches for managing common resources in more open and less inegalitarian ways. The audience will be introduced to several programmable blockchains such as Ethereum, Holochain, Tezos, or Aeternity.

DAOs, or Decentralized Autonomous Organizations, are a way to introduce self-governed and transparent rules in place of the arbitrary exercise of centralized power in organizations. We will review the most interesting DAO initiatives such as Aragon, DAOstack and MetaCartel, with a panel, talks and two workshops: co-designing a DAO using DAOcanvas and participating in a decentralized jurisdiction with Kleros. Lessons learned with iExec and Paymium will shed light on decentralized marketplaces and exchanges, another form of decentralized and programmable entities.

But blockchains are not the only way to decentralize the internet. The Solid standard, created by Tim Berners-Lee, aims to re-decentralize the Web, which today lies under the control of a small number of global mega-firms such as Google and Facebook. In France, this standard is actively supported and extended by several teams gathered in the Digital Commons Consortium, present at the festival. They will give talks and workshops covering the Virtual Assembly and Startin’Blox.

Blockchains and distributed Web are closely associated with open source and free software, considered a type of digital commons. More generally, the question of the commons, is defined as a shared resource that is co-governed by its user community according to the community’s rules and norms and is an essential aspect of peer-to-peer networks.

The P2P Foundation, which will give one of the opening talks of the festival, claims the autonomy of the commons with respect to both the private and public sectors. An event within the festival, the Public Domain Day, organized by Wikimedia France and Creative Commons France, will invite open conversations about multiple aspects of intellectual property in the age of the commons: open science and open education, free licences and development aid, and the implications of IA and blockchain on art production. We will also screen a documentary telling the tragic story of Aaron Swartz, the freedom activist behind Creative Commons, and Hacking for the Commons, a brand new documentary about the clash between supporters of intellectual property and those who stand for open and free knowledge. Several members of the Coop des Communs will also participate, such as the Digital Commons Consortium and Open Food Network. Finally, a talk by The Commons Stack will show how blockchain, DAOs and commons can be tightly coupled.

The last major theme of the festival will be shared governance and peer collaboration, as these are critical to all the other topics mentioned above, from blockchain upgrades to management of the commons to the ability of people to act as free citizens and economic agents. We will open the festival with the Citizens’ Convention for the Climate, the first experiment of direct democracy embedded in the institutions of the French republic, as a response to the demand for real democracy expressed the Gilets Jaunes, in the context of climate emergency. The association between climate and collective intelligence will also be discussed during a talk and workshops on the Climate Collage. Tools, practices, and ideas for distributed governance and collective sense-making will be discussed and experienced with Jean-François Noubel, Open Source Politics, the Open Opale collective, and a Warm Data Lab by Matthew Schutte.


In short, peers and commoners everywhere support every revolutionary movement against the existing social and political order of things.

In all these movements, they bring to the front, as a leading question in each, the intellectual and physical property question, no matter its degree of development at the time.

Finally, they labour everywhere for a unanimous agreement on initiatives supportive of civil liberties and the construction of the commons.

Peers and commoners disdain the concealment their views and aims. They openly declare that their ends can be attained only by the overthrow of the prevalent logic of concentration of power, wealth, and information.

Free Peers of All Countries, Unite!

Modern capitalism has the conceit that only individual property owners create wealth and they therefore deserve all the rewards. It cannot comprehend the idea that commoners and commons create value. Fortunately, a brilliant young cartoonist from Canberra, Australia, Stuart McMillen, clearly explains the collective origins of wealth through a wonderful extended comic strip. It is a parable involving collective moral claims on a World Series baseball that, by extension, exposes the self-delusions of people who believe they are “self-made.” 

I just learned that the comic is based on a blog post that I produced with my friend, the late Jonathan Rowe, in 2010 — “The Missing Sector: Enlarging Our Sense of ‘the Economy’” – in which we reflected on a controversy that arose after the 2004 World Series. After making the final ‘out’ in the last game of the series, a player for the Boston Red Sox quietly kept the baseball, knowing that he could sell it for millions of dollars and profit personally. The team’s victory was historic and sweet because it was the Red Sox’s first World Series victory in 85 years. But that sense of elation curdled when it was learned that first baseman Doug Mientkiewicz had pocketed the game-winning ball and refused to surrender it.

This story prompted Jon and I to reflect on the basic question, Who creates wealth? Who exactly created the monetary value of that ordinary ball, and why should the person who just happened to be holding it at the end of the game be entitled to all its value?

Stuart McMillen explores these questions in his magnificent 56-page cartoon, “Who Owns the Million Dollar Baseball?” It wasn’t the player Mientkiewicz who somehow made an ordinary baseball worth a million dollars or more. He was just the lucky guy who made the last ‘out’ of a seven-game World Series following a baseball season of 176 games, producing the first World Series victory after 85 luckless seasons.  

McMillen’s strip notes how the entire team won the three other games in the seven-game series, and how the fans had loyally supported the team for generations. The cartoon notes that the City of Boston and State of Massachusetts, played an indirect role by providing streets, electricity, sewer and other infrastructure for the Fenway Park stadium in which the Red Sox play. 

In our blog, Jon Rowe and I wrote:

The value of a business, resource, historic baseball or whatever does not reside solely in the thing. Nor does it arise from the efforts of an entrepreneur alone. Value is, rather, a co-production between an individual, society and nature; and the latter two often play the larger part. Land values, for example, are almost entirely a social product. That’s why two acres near an urban freeway exchange or subway stop can fetch more than does an equal amount of land in the middle of a desert.

The question is less what the owner did, than what others did around him, individually and through government. So, too, with music, inventions – just about everything. These accomplishments draw on what was done before, and depend on the sustaining presence of society as a whole. Even stocks would have little value without stock markets through which to sell them, and without governments to police – to some degree – those markets. These are social creations all.

Once we acknowledge the social component of economic value, then discussion of financial return and social policy take a new turn. Taxation, for example, no longer is a matter of “redistributing” someone else’s income, or wealth, but rather of restoring a portion of it to the rightful owners. The acknowledgment of social co-production also dissolves the myth of the heroic individual businessman or woman as “self-made.” Individuals may do great things, but as Warren Buffett – who knows something about making money – has pointed out, none do it alone.

Stuart McMillen’s strip makes these points wonderfully vivid. In an accompanying blog post, he elaborates on the public factors that contribute to individual success. His “self-made” executive bears a striking and deliberate resemblance to Jeff Bezos of Amazon, the world’s richest man.  

McMillen’s principal interests are environmentalism, post-growth economics, and human psychology, but he also deals with such diverse topics as Buckminster Fuller, religion, energy, and drugs. He supports himself through a crowdfunding page at which 169 individuals have so far pledged a cumulative US$1,223 per month. He aspires to be the first crowdfunded Australian cartoonist to earn a median income for his country. You can contribute to his work at the crowdfunding site Patreon.

By the way, a shamed first baseman Mientkiewicz eventually agreed to return the ball so it could be put on display. It was an implicit acknowledgment that the Red Sox’s success in the World Series stemmed from many sources generously working together.

In a variation on my last post, on the commons in South East Europe, it seems apt to mention another regional history of the commons, in Italy. This history was written by Ugo Mattei in 2014 as a chapter in a book, Global Activism: Art and Conflict in the 21st Century, edited by Peter Weibel (and published by ZKM/Center for Art Media Karlsruhe, in Germany, and MIT Press in the US).

Mattei is the noted international law scholar, lawyer and activist who has been at the center of some of the most significant commons initiatives in Italy. His chapter is a welcome synthesis of how the commons discourse in Italy arose from the misty-eyed imagination of a few far-sighted legal commoners, to become a rally cry in critical fights against the privatization of water, the Teatro Valley theater in Rome, and other cherished shared wealth. The concept of the commons has since gone mainstream in Italian political culture, animating new initiatives and providing an indispensable vocabulary for fighting neoliberal capitalist policies.

Ugo’s piece is called “Institutionalizing the Commons: An Italian Primer.” (PDF file) In it, he describes the history of the commons in Italy as “a unique experiment in transforming indignation into new institutions of the commons,” adding, “perhaps this praxis ‘Italian style’ could become an example for a global strategy.”

The story starts in 2005 with a scholarly project at the Academia Nazionale dei Lincei, which examined the many ways in which public authorities were routinely privatizing public resources, often with no compensation or benefit to the public. This project later led to a national commission headed by Stefano Rodotà, a noted law scholar and politician. In April 2008, the Rodotà Commission delivered a bill to the Italian minister of justice containing, as Mattei puts it, “the first legal definitions of the commons to appear in an official document” in Italy.

The Rodotà Commission defined the commons (in Italian beni comuni) by dividing assets into three categories – commons, public properties, and private properties. Resources in commons were defined as

such goods whose utility is functional to the pursuit of fundamental rights and free development of the person. Commons must be upheld and safeguarded by law also for the benefit of future generations. The legal title to the commons can be held by private individuals, legal persons or by public entities. No matter their title, their collective fruition must be safeguarded, within the limits of and according to the process of law.

Specific common assets mentioned included “rivers, torrents and their springs; lakes and other waterways; the air; parks defined as such by law; forests and woodlands; high altitude mountain ranges, glaciers and snowlines beaches and stretches of coastline declared natural reserves; the protected flora and fauna; protected archaeological, cultural and environmental properties; and other protected landscapes.

This early (modern) legal definition of the commons is rooted more in state law and its recognition of certain biophysical resources as public, than in the sanctity of self-organized, customary social practices and norms. The definition nonetheless has provided a valuable language for challenging privatization, most notably, the alarming proposal by the Italian Senate in 2010 to sell Italy’s entire Italian water management system.

This outrage led to the collecting of over 1.5 million signatures to secure a ballot referendum to let the public decide whether the state should be allowed to privatize the water commons. In June 2011, Italian proto-commoners prevailed by huge margins and helped make the commons – beni comuni – a keyword in Italian politics. As Mattei puts it, the commons provided “a unifying political grammar for different actions.”

Over the past eight years, the commons has continued to gain currency in Italian politics as the economic crises of capitalism have worsened. The language of enclosure showcased how government corruption, neoliberal trade and investment policies, and state subsidies and giveaways were destroying the common wealth.This was underscored by parallel protests by the Indignados in Spain, the Occupy movement, and the Arab Spring protests, which also focused on inequality and enclosures of the commons. Mattei’s short book Beni comuni: Un Manifesto helped bring these themes to further prominence and connecting many single-issue struggles that had long been seen as separate, but which in fact share common goals, adversaries, and values.

I like to think that most towns, cities and regions of the world could and should begin to write their own modern-day histories of their distinctive commons. It’s imperative that we recover and learn these histories if we are going to learn from the terrible disruptions and struggles of the past, and invent new forms of social practice, culture and politics.

A project to explore how the commons transform public action in Europe

In a context of waves of privatization of public properties and services, of austerity policies in recent decades, Italy saw in the 2000s the emergence of a social movement around urban commons, and citizens increasingly the governance of the resources that concern them.

The recent history of the municipalities in Italy is characterised in particular by the definition of the legal category of common property by the Rodotà Commission, established by the Prodi Government in 2007: “property that is functionally useful for the exercise of fundamental rights and the free development of the person”. While the law that was supposed to translate the commission’s work into Italian law was never adopted, it has nevertheless largely contributed to debates and experimentations in the countr ;, so has the national Referendum on “Aqua Beni Communi” in 2011, in which 95% of voters voted to keep water public.

These two events helped to forge a context for a multitude of initiatives, political and academic reflections on commons that are being deployed today, marked in particular by new developments in the legal field.

The Bologna Charter is emblematic of this movement : a pact drawn up in 2014 by a laboratory of lawyers and the municipality, taking the opportunity of a legal vacuum to offer a framework for “collaboration between citizens and the administration for the maintenance and regeneration of urban commons”; the pact is a regulatory commitment allowing individuals, legal persons or non-instituted collectives, to participate themselves in the performance of part of tasks of general interest or public service, with the support and under the supervision of the administration. Nearly 180 various cooperation agreements have been concluded; a vast urban co-governance programme has been set up, with the objective of laying the foundations for a “co-city”, a collaborative ecosystem to meet the basic needs of the population by developing the local cooperative economy and collaborations between the public, private and common sectors.

The initiative has also inspired many other cities, such as Turin and the Co-City project (with the support of EU Urban inovative action), which aims to explore how resource management in the form of commons through the legal instrument of pacts can provide responses to poverty and socio-spatial divides. This aim is now guiding all the pacts developed with the municipality’s support.

Among the questions we will explore during this first expedition:

1 – A new role and new modalities of action for the public actor ? How does the public actor integrate his new role as an intermediary and support for self-organized joint initiatives? How, in a variety of local contexts, do legal mechanisms allow for a redistribution of powers, new partnership modalities, etc.? To which extent can they inspire French actors ?

2 – Do the pacts contribute to expand the democratic space, find new answers to territorial issues… or support the retirement of public actors ?  By promoting direct citizen engagement, do pacts allow new responses to social, economic and other challenges to be found? How do these initiatives challenge the impact of public action? Do they pose the risk of disempowerment of public institutions, ultimately relying on citizens to ensure the maintenance of collective services from which they emerge ?

3 – Towards new political narratives ? Can this approach of the commons contribute to the reconstruction of a strong political narrative in a context of democratic crisis? Is the multitude of initiatives led by local authorities succeeding on a larger scale – national, European, to move forward? Behind an approach by the commons that is far from being generic, what controversies, what diversity of visions of public action can be read ?

Why are so many zones of the world descending into chaos and confusion? There is no single reason, of course, but the French scholar of modernity, Bruno Latour, has a compelling overarching theory. In his new book, Down to Earth: Politics in the New Climatic Regime (Polity), Latour argues that climate change, by calling into question the once-universal dream of “development” and globalization, is leaving a huge void in our consciousness.

This has resulted in an “epistemological delirium.” As the ordering principle of “the modern” dissolves into thin air, we don’t know which way is up or how to proceed. Hence the title of the original French version of the book, Où atterir? Comment s’orienter en politique – “Where to land? How to orient yourself in politics?”

Humanity no longer has a shared framework of “becoming modern,” says Latour. It is hard for everyone to believe that globalized markets, “development,” and consumerism will yield a steady march toward civilization and progress. Corporations have proven themselves to be consummate externalizers of cost and risk. And climate change among other eco-crises suggests that relentless economic growth is simply preposterous — and grossly mal-distributed in any case.

Hence our profound disorientation. It’s hard to deal with the slow-motion collapse of a once-universal story of human aspiration.

The rich nations, or at least the US, remain mostly in denial about climate change, if only because acknowledging the truth would upend so much. The remaining nation-states of the world, meanwhile, have no clear path in a fractured, divided world for constructing a shared vision.

Without the unifying normative framework of “development” and its claims of infinite growth and progress, how can we figure out a new consensus narrative for humanity, one that acknowledges the existential reality that we live on the same, finite planet? How can we find a way to share and co-manage our only habitable space?

Donald Trump arguably triggered our deep epistemological confusion when he withdrew the US Government from the Paris Climate Accord, Latour argues. By declaring that the US will continue on the same path as it has for decades, with no changes in American lifestyles or reductions in carbon emissions, he was in effect declaring war on the rest of the world.

Or as Latour puts it, “We Americans don’t belong to the same earth as you. Yours may be threatened; ours won’t be!” Trump’s move officially ratified a mindset that President Bush I expressed so bluntly in 1992: “Our way of life is not negotiable!”

Down to Earth is a powerful look at how climate change is changing the tectonic plates of politics, economics, and culture. As the claims of modernity and globalized capitalism fall apart, revealed as ecologically and economically catastrophic, it has opened up an empty space that we don’t know how to fill. Latour brilliantly dissects why our epistemological delirium is happening, how it is transforming politics, and what a new paradigm might look like.

The coming shift is not simply a story of external institutions and nation-states; it’s mostly about our inner conceptualizations about the world and aspirations. For centuries, the Global, or modernization, has stood for scientific, economic, and moral progress. It later erected “the Local” to serve as a useful foil, a way of life that the Global helps us escape.

Modernization has meant progress, profit, development, innovation, and civilization — an escape from the Local, which situates our identities with secure geographic boundaries, ethnicity, and tradition. Modernity has positioned itself as “leaving our native province, abandoning our traditions, breaking with our habits, if we wanted to ‘get ahead,’ to participate in the general movement of development, and, finally, to profit from the world,” writes Latour.

The Local has served as a cautionary counterpoint — an impoverished realm of “the antiquated, the vanquished, the colonized, the subaltern, the excluded,” says Latour. “Thanks to that touchstone, one could treat them unassailably as reactionaries, or at least as anti-moderns, as dregs, rejects. They could certainly protest, but their whining only justified their critics.” 

Modernization has thus made “attaching oneself to a particular patch of soil” as antithetical to “having access to the global world.” One must choose between the two of them.

And so humanity has aligned itself with the ideals of global modernization, the grand project of moving forward in alliance with capitalism. Everything else is cast as lamentably premodern and backward-looking, a zone waiting to be properly modernized.

Defining modern life around these two poles of attraction may be coming to an end, Latour argues, saying “we have reached the end of a certain historical arc.” The onset of neoliberal policies in the 1980s marked a turning point for this change. Elites decided they were going to secede from the world, in effect, by privatizing wealth for themselves at the expense of sharing society and the polity with everyone else. This agenda is epitomized by Ronald Reagan, Margaret Thatcher, the Koch brothers, and the whole cast of neoliberal think tanks, PACs, Davos, survivalist billionaires, and more.

The Local – long the site of colonialist extraction – continues to be seen as “a rump territory, the remains of what has been definitely left behind by modernization.” While political movements have exploited sentimental notions of the Local using nationalist, authoritarian appeals – e.g., Trump, Brexit, Duarte, Bolsonaro, the National Front – these visions are ultimately cynical charades – attempts to capitalize on nostalgic, nativist reactions to the Global and its failures to deliver safety and security.

As the Global/Local framing of human development has fallen apart, Latour writes, it has exposed how neither is truly connected to the biophysical realities of the earth:

The terrifying impression that politics has been emptied of its substance, that it is not engaged with anything at all, that it no longer has any meaning or direction, that it has become literally powerless as well a senseless, has no cause other than this gradual revelation: neither the Global nor the Local has any last material existence.

Both are human projections, consensus fictions with little grounding in ecological realities. Climate change is blowing apart the fantasy of the Global as a realm of infinite possibilities and material extraction. It is also shattering the idea of the Local as a haven of sequestered safety, morality, and order.

What has propelled this change, says Latour, is that the earth itself is becoming a political agent. The earth can no longer be ignored as a powerful autonomous, living force in human affairs. This is making the grand project of modernization/development increasingly problematic because the finite and dynamic character of the earth is becoming quite visible, painfully so. Who can rally around the idea of modernization as a political project when its absurdly utopian dimensions and costs are increasingly plain to see? 

Latour argues that a new “third attractor” is gradually arising to harness political energies and revamp political alignments.The new attractor is based on a commitment to healing the earth and changing the dynamics of politics itself. The new vision, still emerging, is “perpendicular” to the Global/Local axis in the sense that it steps away from the arc of history plotted by capitalist modernization. It recognizes the gritty imperatives of living ecosystems and calls for a “sideway” shift of attention, energy, and innovation — a new narrative of the future.

This shift is occurring, says Latour, because earth systems are discrediting the idea of the world as a vast, limitless, and inert empty space in which human affairs take place. The Enlightenment idea that humanity and “nature” are separate entities is no longer tenable. As Latour notes, “How are we to act if the territory itself begins to participate in history, to fight back, in short, to concern itself with us – how do we occupy a land if it is this land itself that is occupying us?” (Paging John Locke….) 

In short, climate change is mooting many of the premises of modern consciousness itself. It is incubating a new attractor to organize our energies and imaginations. This attractor escapes the fantasies of the Global and Local by frankly recognizing the biophysical realities of the living earth as our destiny and mission. Humanity’s relationship to the earth becomes paramount. Latour decides to provisionally name this attractor “The Terrestrial.”

There is much else that Latour shares in his short book (at 106 pages, a long essay) that clarifies the macro-challenges we face in the coming years. Although he doesn’t mention the commons, it’s clear to me that the commons enacts Latour’s idea of the Terrestrial. Throughout the book, he cites the need for humanity to find “a place to land” – a way to escape the fantasies of modernity and to become more entangled with the biophysical life of the earth.

That’s what commons do! The commons has an ancient pedigree of being very “down to earth.” I think the commons holds great potential for serving as a new attractor for re-imagining life, politics, economics, and consciousness, in synergy with the Terrestrial. But how to hoist up this attractor and give it dynamic scope?

I suppose it takes a distinguished scholar of modernity to know how to critique modernity with such acuity and question some of its fundamental premises. By stepping outside of the conventional frames of discussion about climate change, Latour opens up a rich, grand structure for thinking about the future of politics in the Anthropocene. Now if only we can build out this new third attractor. Let us call it the Terrestrial Commons!

I’ve always been amazed at the things and activities around which commons have been unexpectedly developed – noncommercial theaterhumanitarian rescue mapsspecialized scientific microscopes. Little did I suspect that I would encounter a commons based on….human excrement. Even more surprising is that this valiant little commons, dedicated to using the human biome to benefit everyone, may soon be enclosed by Big Pharma. Yes, there is big money in turning our shit into branded, proprietary product.

First, a little background (from an excellent NYT article on the topic). OpenBiome is a Cambridge, Massachusetts stool bank that provides people with bottles of a “mud-colored slurry” used in fecal transplants. In recent years, physicians have made the amazing discovery that transferring the microbiota of healthy donors into the guts of people with certain illnesses can rescue them from death’s door and cure them. OpenBiome assists in this process by collecting stool donations from the public, processing them in safe and reliable ways, and making them available to patients and doctors for F.M.T., or fecal microbiota transplantation.

Tens of thousands of people suffer from the bacterial infection Clostridiodes difficile, or C. diff, for example. Fecal transplants have proven to be effective in 80% of these patients. Some feel much better within hours. Working as a nonprofit, OpenBiome helps such people by producing between 900 and 1,000 fecal transplant treatments each month, for about $800 apiece.

But now many pharmaceutical companies see fecal transplants as the Next Big Thing: a new way to deliver their drugs to treat diabetes, cancer, obesity, autism ulcerative colitis, and Alzheimer’s and Parkinson’s diseases. As the Times put it, “Human feces, it turns out, are a potential gold mine, for both medical researchers and drug makers.”

Based on the huge success of fecal transplants for C. diff, drug companies would love to extend and control this drug-delivery system for other diseases. Naturally, this would mean pharmaceutical companies destroying the fecal transplant commons and creating a new market order that they could dominate.

Ah, but how to achieve this goal? Answer: Through the strategic use of government regulation.

If the Food and Drug Administration can be persuaded to classify fecal transplants as a “drug” (rather than as organs, tissues, or blood, or some entirely new category), then FDA regulations would greatly favor drug companies and markets as the way to provide fecal transplants. The US Government would in effect create a regulated market for feces, to the exclusion of other potentially reliable, safe, and affordable options, such as commons.

Naturally, policymakers are not likely to regard a fecal commons of the sort facilitated by OpenBiome as the preferred option. Pharmaceutical companies don’t like that kind of competition, and Big Pharma calls the shots in Washington. In the name of rigorous health and safety, federal regulation is likely to be invoked by industry as the most effective way to invent a new market for itself. This would eclipse OpenBiome and preempt the idea of a viable fecal commons.

The drug industry would surely find this option attractive because it is currently having trouble getting patients to participate in clinical trials for fecal transplants – a necessary step for getting FDA approval. Sidelining OpenBiome could only help. The FDA has already stepped up its oversight of OpenBiome, which has caused its prices for fecal treatments to double to $1,600. It doesn’t take much imagination to see how prices would soar much higher — and OpenBiome would suffer — if Big Pharma truly got its claws into this market, selling our own excrement back to us as branded product.

In short, we may be about to witness an historic moment — the market enclosure of human excrement as a medical treatment. Or as one gastroenterologist put it, the rise of the “poop drug cartel.”

Such enclosures are a familiar pattern of capitalism. To meet an important need, commoners demonstrate the feasibility of an innovation through their hard work and mutual aid. Then for-profit businesses swoop in to monetize, privatize, and marketize everything. Commoners lose control of what is theirs, pay more for what they used to get for free or inexpensively, and suffer under the extractive terms of a market order, with the blessings of industry-friendly regulation.

Another path is feasible, but will the FDA make it illegal?

The interest for citizens co-production of public services is increasing and many digital participatory platforms (DPPs) have been developed in order to improve participatory democratic processes.

During the Sharing City Summit in Barcelona last November we discovered the DDDC, i.e. the Digital Democracy and Data Commons, a participatory platform to deliberate and construct alternative and more democratic forms of data governance, which will allow citizens to take back control over their personal data in the digital society and economy.

Barcelona is already known as a best practice in this field: the city and its metropolitan area constitute anexceptional ecosystem in terms of co-production of public policies and citizen science initiatives. The City Council has created an Office of Citizens Science and the Municipal Data Office, as well as the first Science Biennial that just took place in Barcelona (from 7th-11th February 2019). At the same time citizen science projects abound.

In this frame Barcelona is famous to have launched in February 2016 Decidim.Barcelona (we decide), a project of the City Council to give citizens the opportunity to discuss proposals using an interface for group-discussions and comments. Decidim is indeed an online participatory-democracy platform that embodies a completely innovative approach. First of all it is entirely and collaboratively built as free software. As remembered by Xabier Barandiaran Decidim is a web environment that using the programming language Ruby on Rails allows anybody to create and configure a website platform to be used in the form of a political network for democratic participation. Any organization (local city council, association, university, NGO, neighbourhood or cooperative) can create mass processes for strategic planning, participatory budgeting, collaborative design for regulations, urban spaces and election processes. It also makes possible the match between traditional in-person democratic meetings (assemblies, council meetings, etc.) and the digital world (sending meeting invites, managing registrations, facilitating the publication of minutes, etc.). Moreover it enables the structuring of government bodies or assemblies (councils, boards, working groups), the convening of consultations, referendums or channelling citizen or member initiatives to trigger different decision making processes. The official definition of Decidim is: a public-common’s, free and open, digital infrastructure for participatory democracy.

Barandiaran remembers also that “Decidim was born in an institutional environment (that of Barcelona City Council), directly aiming at improving and enhancing the political and administrative impact of participatory democracy in the state (municipalities, local governments, etc.). But it also aims at empowering social processes as a platform for massive social coordination for collective action independently of public administrations. Anybody can copy, modify and install Decidim for its own needs, so Decidim is by no means reduced to public institutions”.

As of march 2018 www.decidim.barcelona had more than 28,000 registered participants, 1,288,999 page views, 290,520 visitors, 19 participatory processes, 821 public meetings channeled through the platform and 12,173 proposals, out of which over 8,923 have already become public policies grouped into 5,339 results whose execution level can be monitored by citizens. […] It comes to fill the gap of public and common’s platforms, providing an alternative to the way in which private platforms coordinate social action (mostly with profit-driven, data extraction and market oriented goals)”.

But Decidim is more than a technological platform, it is a “technopolitical project” where legal, political, institutional, practical, social, educational, communicative, economic and epistemic codes merge together. There are mainly 3 levels: the political (focused on the democratic model that Decidim promotes and its impact on public policies and organizations), the technopolitical (focused on how the platform is designed, the mechanisms it embodies, and the way in which it is itself democratically designed), and the technical (focused on the conditions of production, operation and success of the project: the factory, collaborative mechanisms, licenses, etc.). In this way thousands of people can organize themselves democratically by making proposals that will be debated and could translate into binding legislation, attending public meetings, fostering decision-making discussions, deciding through different forms of voting and monitoring the implementation of decisions (not only the procedures but also the outcomes).

Coming back to our DDDC, the main aim of this pilot participatory process is to test a new technology to improve the digital democracy platform Decidim and to collectively imagine the data politics of the future. It was developed inside the European project DECODE[1] (Decentralized Citizen Owned Data Ecosystem – that aims to construct legal, technological and socio-economic tools that allow citizens to take back control over their data and generate more common benefits out of them); it is led by the Barcelona Digital City (Barcelona City Council) and by the Internet Interdisciplinary Institute of the Open University of Catalonia (Tecnopolitica and Dimmons), in collaboration with the Nexa Center of Internet & SocietyEurecatCNRSDribiaaLabsThoughtworksand DYNE.

The pilot project was launched in October 18th 2018 and will end April 1st 2019, for a total of 5 months. It has mainly three goals:

  1. to integrate the DECODE technology with the Decidim digital platform in order to improve processes of e-petitioning, to provide more safety, privacy, transparency and data enrichment;
  2. to enable a deliberative space around data law, governance and economics within the new digital economy and public policy, in order to provide a vision oriented to promote a greater citizen control over data and their exploitation in Commons-oriented models[2];
  3. to experiment with the construction and use of a data commons generated in the process, in order to improve the inclusion of the participatory process itself.

The goals will be reached through several phases that foresee also face-to-face meetings, inside the dddc.decodeproject.eu platform. The infographic illustrates the phases:

The pilot project is currently in its second phase. The first 1 was that of  presentation & diagnosis,dedicated to the elaboration of a brief diagnosis of the state of regulations, governance models and data economy. The diagnosis emerged from a kick off pilot presentation workshop, the DECODE Symposium, aimed to imagine possible proposal to move towards a society where citizens can control what, how and who manages and generates values from the exploitation of their data; i.e. to imagine how use digital technologies to facilitate the transition from today’s digital economy of surveillance capitalism and data extractivism to an alternative political and economic project. In this phase a sociodemographic survey was also launched to collect information about the perceptions on the digital economy and to design communicative actions to improve the inclusiveness of the process.

The current phase (2) is that of proposals for a digital economy based on data commons, lunached considering the current situation of data extraction and concentration and based on the diagnosis made on the digital society in the first phase. During the Sharing Cities Summit for example a dedicated meeting took place, divided into a talk and four group work sessions, one for each axes of the pilot project (legal, economic, governance and experimental – see below). During this workshop 64 proposal were collected and in the next phases they will be voted, discussed and signed. The DDDC staff underlines that the process is prefigurative since they are trying to create and practice data commons while deliberating and talking about data commons.

In this phase the results of the survey on sociodemographic data were also analyzed with the aim to define, implement and experiment data use strategies for inclusion in participation (these strategies can potentially be used in future by platforms such as Decidim). The analysis is made by the Barcelona Now – BCNNOW.

The next phases are:

Phase 3 – Debate: discussion on the proposals received.

Phase 4 – Elaboration by the DECODE team and the interested participants

Phase 5 – Signing: collection of support for the pilot project results using DECODE technology for secure and transparent signature (based on encryption techniques and distributed ledger technologies). Crucial phase: this technology, integrated with DECIDIM, will help in the construction of a more secure, transparent and distributed networked democracy.

Phase 6 – Evaluation: closing meeting and launch of a survey to help in the assessment of the satisfaction or participants with the process and with the DECODE technology

Legal aspects, governance issues and economic topics are the three main axes followed during the different phases, since they provide a differential approach to discuss around data. A fourth axis is the experimental one, dedicated to the use and definition of collective decisions around the database resulting from the data shared during the pilot project. Il will become a kind of temporary commons useful to improve the deliberative process itself, a practice that could be incorporated in future Decidim processes.

At the end of the pilot project a participatory document, with paper or manifesto around the digital economy will be released.

The importance of this kind of pilot project is clear if we think to the huge amount of data that everyday every citizens is able to produce… By now we live in a “datasphere”, an invisible environment of data, quoting Appadurai, a virtual data landscape rich in information, cultural and social data. Our data indeed constitute digital patterns that reveal our behaviors, interests, habits. Some actors, especially big corporations and States, can act upon this data, can use them to surveil and influence our lives, through strategies such as ad hoc advertisements or even intervention in elections (see the case of the Cambridge Analytica or the referendum on an EU agreement with Ukraine) or generation of citizens rankings (such as the Chinese case). These “data misuses” can even influence and affect democracy. Nevertheless, if successful, the knowledge and insight created by the datasphere may become a powerful managing and intelligence tool and the debate about the so-called “datacracy” is indeed growing.

In this frame, and considering the little awareness still surrounding the topic, the DDDC pilot project on the one hand tries to stir critically consciousness and common construction in this arena, on the other tries to provide the necessary tools to go in this direction, improving Decidim and pushing forward the DECODE vision of data sovereignty.

What a pleasant surprise to learn that some people at the United Nations – specifically, its Inter-Parliamentary Union – want to know more about how commons might be relevant to the “multilateral system” of international governance and assistance.   

I was happy to oblige by participating on a conference panel last Friday, February 22, called “The Multilateral System in the Public Eye: The Impact of Mass Communications.” (The conference itself was entitled “Emerging Challenges to Multilateralism: A Parliamentary Response.”)

This panel focused on the ways in which new communications media, especially the Internet, are affecting the effectiveness, credibility, and reputation of multilateral institutions such as the UN. The clear takeaway that I took from the conference is that certain players within UN are openly worried about the ability of multilateral institutions to solve the urgent problems of our time.

That’s a legitimate concern. As countless problems pummel the world order – climate change, inequality, cyber-warfare, data surveillance, the list goes on – the UN is an obvious forum in which to discuss issues. But with limited authority to solve problems and unwieldy internal governance structures and processes, no one expects bold, timely action. Yet the rise of participatory online media is showcasing the limits of the UN. Hence the open hand-wringing.  

I was pleased to learn that there is at least a glimmer of interest in commoning as an appealing option. Regrettably, my sense is that UN discussants are not prepared to explore the commons very deeply or seriously. This is not entirely surprising. Most participants in UN deliberations, after all, are representatives of their national government and are immersed in the bubble of state power and conventional politics. There is a general conceit that policy, legislation, and other top-down actions are the most meaningful and effective ways for dealing with problems.

They’re not, of course. There are other important approaches. Many centralized state and multilateral structures are themselves part of the problem. They tend to consolidate power too much, inviting political gamesmanship, media optics, and corruption at the expense of substantive on-the-ground results. They privilege capital-friendly “market solutions” at the expense of socially minded, creative innovation from the bottom-up. For their part, state bureaucracies often feel threatened by stable, locally grounded commons that assert their own interests and self-sufficiency. And so on.  

Below are my prepared comments for the panel, which a presented were abbreviated to accommodate the five-minute limit for each speaker. A video of the panel can be found here. My presentation is at the timemark 11:50 through 16:40.

Multilateralism and the Commons

It wasn’t so long ago that nation-states strictly controlled the types of news, information, and culture that citizens could see and hear. While certain authoritarian regimes still tightly control domestic communications – notwithstanding the Internet – the interconnected global village that Marshall McLuhan predicted in the 1960s is well upon us. Cheap and easy transnational communications is the norm for a great many of the world’s people. Communications from other cultures and countries routinely influence our everyday lives.

It’s not just that people can hear or see unauthorized, novel, and foreign information, however. It’s that they can now generate their own news, videos, and podcasts. They can write their own software code, develop their own wikis, and start new movements with modest resources.

This is enabling people to assert moral and political claims to global audiences that was previously impossible – and that traditional state and media authorities cannot control. Distributed media technologies have essentially changed the political and cultural ecosystems of individual nations and global culture, often in profound ways.

Naturally, nation-states and multilateral institutions tend to find these developments disorienting and troubling. They may still be able to assert their authority, sometimes with sufficient coercive power to enforce their will. But the legality they invoke is not necessarily the same thing as perceived legitimacy. The latter is more of an open question – a question that national governments may try to influence, but which ultimately only the citizenry can address.

This tension is not going to go away. It is now baked into the very structures of modern telecommunications, the economy, and politics. Indeed, the Trump Administration is largely based on exploiting the tension between new media and legacy state institutions.

I characterize the problem as a deep structural conflict between the centralized, hierarchical, expert-driven institutions of a prior era – and the bottom-up, self-organized, participatory communities made possible by open networks and various apps. The very ideas of centralized state power and shared national identity are under siege when everyone can easily create a diversity of new publics and subcultures on their own terms.

While social media have plenty of proven dangers – fake news, Facebook algorithms, venues for authoritarian populism and hate – let’s remember that open networks – especially when organize as commons – hold some fairly significant creative, productive, and democratic powers. For me, the question is whether state power and multilateral institutions are capable of recognizing and supporting these constructive powers of the commons.

As an activist and policy strategist, I have been studying and working with commons around the world for the past twenty years. I’m not talking about the “tragedy of the commons” that Garrett Hardin made famous in his 1968 essay immortalizing that phrase. Contrary to Hardins claims, a commons does not consist of unowned resources. It is not a free-for-all in which you can take as much as you want.

A commons is a self-organized social system for the stewardship of shared wealth over the long term. It’s a distinctly different form of governance and provisioning than either the market or state. Commoners devise their own rules, social practices, traditions, and rituals that are suited for their particular context and culture. They self-monitor for free-riders and they impose punishments on those who violate the rules.

The commons is not just small bodies of natural resources such as farmland, fisheries, forests, and irrigation water, as studied by the late Elinor Ostrom, who won the Nobel Prize for her work in 2009. The commons also consists of shared management of systems in higher education, in cities, in diverse social settings, and in digital spaces. 

Commons are especially robust in the world of free and open source software and Wikipedia; open access journals that are making science and scholarly accessible to everyone; open educational resources that are making textbooks and curricula more affordable to students; and Creative Commons-licensed sharing of everything, bypassing the monopoly rents imposed by the intellectual property industries. 

There are many other commons to which I will turn to in a moment. But my basic point is that commons are generative and value-creating, not a “tragedy.” And they are huge potential partners for state and multilateral institutions, if the latter can understand commoning properly.

If we want a world of greater inclusion and participation, and greater freedom in both a political and consumer sense, then we need to be talking about the commons. It is worth remembering Hannah Arendt’s concept of power. She wrote in her book The Human Condition that power is something that “springs up between men when they act together and vanishes the moment they disperse.”

In other words, power does not inhere in our institutions themselves. It must be constantly created and re-created constantly, socially. In this respect, many state and multilateral institutions are losing their struggles to retain power and perceived legitimacy. They are not offering credible, effective responses to urgent societal needs. I’d like to suggest that state institutions would do well to enter into partnerships with various commons to:

1) leverage the generative, creative power that commons can offer;

2) empower peer governance and responsibility among people in ways that can nourish wholesome participation and, indirectly, state legitimacy; and

3) support locally appropriate, stable, self-supporting solutions that affected people can create themselves; and

4) enable transboundary cooperation on ecological problems.

In other words, state and multilateral institutions need to see the challenge of social media in a much bigger context. It’s not just about clever messaging and better tweets. It’s about developing a deeper modus vivendi with the largely unrecognized power of the commons. This, in fact, is what the French Development Agency has been doing recently as it explores how commons could enhance its development strategies in Africa and other Francophone countries.

So imagine an expansion the Drugs for Neglected Diseases Initiative, DNDi, which is a partnership among commons, state institutions, and private companies to reduce the costs of drug R&D and distribution. DNDi releases medically important drugs under royalty-free, non-exclusive licenses so that benefits so that the drugs can be made available everywhere inexpensively.

Or imagine how the Humanitarian OpenStreetMap Team has helped various states in the wake of natural disasters, such as the earthquake in Haiti. HOT brings together volunteer hackers to produce invaluable Web maps showing first-responders and victims where to find hospitals, water, and other necessities. This is a notable commons-driven solution, not a bureaucratic one.

The System of Rice Intensification is a global open-source community that trades advice and knowledge about the agronomy of growing rice. Working totally outside of conventional multilateral channels, SRI has brought together farmers in Sri Lanka and Cuba, India and Indonesia, to improve their rice yields by two or three-fold.

We should think about how Community Land Trusts are decommodifying land and making them more available to ordinary people. Let’s consider the Open Prosthetics Project that is producing affordable, license-free prosthetics….and cosmo-local production that shares knowledge and design globally, open-source style, while producing physical things (farm equipment, furniture, housing) locally. 

The King of the Meadows project in the Netherlands is a commons that has mobilized citizens to steward biodiversity connected with cultural heritage. The Bangla-Pesa is a neighborhood currency in Kenya that is helping people exchange value and meet needs without the use of the national fiat currency. 

I think you get the idea. If multilateral institutions are going to adjust to the new world unleashed by distributed apps and digital technologies, they should begin by exploring the great promise of commons in meeting urgent needs, giving people some genuine control over their lives, and compensating for the inherent limits of bureaucratic state systems and markets.
