A cultural disconnection between the man-made world and the biosphere lies behind the grave challenges we face today. We either don’t think about rivers, soils, and biodiversity at all – or we treat them as resources whose only purpose is to feed the economy. This ‘metabolic rift’ – between the living world, and the economic one – leaves us starved of meaning and purpose. We have to heal this damaging gap.

This book is about the design of connections between places, communities, and nature. Drawing on a lifetime of travel in search of real-world alternatives that work, I describe the practical ways in which living economies thrive in myriad local contexts. When connected together, I argue, these projects tell a new ‘leave things better’ story of value, and therefore of growth. Growth, in this new story, means soils, biodiversity and watersheds getting healthier, and communities more resilient. 

The signals of transformation I write about are not concepts, and they are not the fruits of a vivid imagination. They are happening now. But in conversations about the book, I am often asked the same question: Are small local initiatives an adequate response to the global challenges we all face?

The sheer number and variety of initiatives now emerging is my first answer to that question. No single project is the magic acorn that will grow into a mighty new oak tree. But healthy forests are extremely diverse, and we’re seeing a healthy level of diversity in social innovation all over the world.

My second answer concerns scale. Many people – for example in government, or in large foundations – tell me that large-scale solutions are essential if we are to deal seriously with the large-scale challenges we face. But that’s not how healthy nature works, I answer. Every social and ecological context is unique, and the solutions we seek will be based on an infinity of local needs. There is no such thing as a correct approach for the whole planet.

My third answer concerns history. Big transformations in history have seldom been the result of a single cause or action; they were a consequence of multiple, interacting, processes and events that unfolded at different tempos. The German word eigenzeit – “proper time” – describes this phenomenon well: The timescales of change for a bacterium, a forest, or an economy, are very different – but they are all interconnected.

History also contains numerous examples of profound transformations that seemed impossible at the time – until they happened: the end of slavery in the United States; women gaining the right to vote England; or the end of apartheid in South Africa. Nelson Mandela’s famous words on the subject – “it always seems impossible until it’s done” – have inspired millions of people – and rightly so.

The assumption that the future is all about cities is another ‘inevitability’ now being reversed.

Designers have taken the lead in rediscovering the qualities and value of rural life Design Harvests, for example, led by Professor Lou Lou Yongqi at Tongji University, leads the way internationally in the creation of of new links – both cultural and economic – between city and rural.

Designing for change, in this context, is less about single, problem-solving actions, and more about the continuous search for value in neglected contexts, and the creation of enabling conditions for system change.

The first and most important enabling condition is a capacity for ecological thinking – the ability to see the patterns of life as a connected whole. Experiencing the world as a web of connection – between humanity, place and nature – is deeply rooted in Chinese culture, but has been forgotten in most of the West.

These connections – or their absence – are best explored at the scale of the bioregions that surround our cities. A bioregional focus re-connects us with living systems, and each other, through the places where we live. It acknowledges that we live among watersheds, food sheds, energy sheds, fiber sheds – not just downtown or in ‘the countryside’.

Thinking ecologically gives new meaning and purpose to the concept of growth. Rather than measure progress against such abstract measures as money, or GDP, growth in a bioregion means observable improvements to the health and carrying capacity of the land, and the resilience of communities. Value is created by the stewardship of living systems rather than the extraction of ‘natural resources’. The language used is one of system stewardship rather than ‘productivity’.

A second enabling condition for system change is a focus on the social. In the North, the sharing or Peer-to-Peer economy has been presented as a novelty in recent times – but throughout history, people have collaborated, and shared resources, to raise and educate their families, take care of the land, and support each other in times of difficulty; social systems based on kinship, and ways to share resources, have deep roots in China, Africa, South Asia, and Latin America. Although these practices have been neglected during the modern age, they have enormous potential today. We need to ask: who has answered a similar question in the past? How might we learn from what worked before?

A third enabling condition for system change design is a shift of focus in design from place making to place connecting. In place of an architecture concerned with discrete buildings, – or the design of stand-alone products – the new priority is relationships. As the biologist Andreas Weber points out, this is how nature works, too: The practice of ecology is the forging of relationships.

A fourth enabling condition for system change is that a new kind of infrastructure – social infrastructure – takes precedence over the concrete kind.

As we change the way we govern our communities and our ecosystems, a variety of different actors and stakeholders need to work together. The exploration of social and cultural assets, for example, can involve a range of skills and capabilities: the geographer’s knowledge of territory; the biologist’s expertise in habitats; the ecologist’s literacy in ecosystems; the economist’s ability to measure flows and leakage of money and resources. This convergence of expertise requires institutional support.

The scale and complexity of learning we have to do now is demanding, but it is not not unprecedented. During the transition from an agricultural to an industrial economy, numerous regional institutions were invented to ease our transition. Many of these can be repurposed to do so again.

New sorts of enterprise are also needed: food co-ops, community kitchens, neighbourhood dining, edible gardens, and food distribution platforms. In these new kinds of enterprise, paying attention to the process by which groups work together is just as important as deciding what needs to be done, if not more so.

The social infrastructure we need is beginning to appear in the form of new social and business models: Sharing and Peer-to-Peer; Mobility as a Service; Civic Ecology; Food and Fibersheds; Transition Towns; Bioregions; Housing as a Service; The Care Economy. Platform Co-operatives, in particular, promise to be to effective ways to share the provision of services in which value is shared fairly among the people who make them valuable.

Technology has an important support role to play as the supporting infrastructure needed for these new social relationships to flourish. The re-emergence of gift exchange can be made possible by electronic networks. Mobile devices, and the internet of things, make it easier for local groups to share equipment and space, or manage trust in decentralised ways; technology can help us transition from an economy of transactions, to an economy of relationships. Technology can help reinvent cooperative practices in rural contexts: sharing, bartering, lending, trading, renting, gifting, exchanging, & swapping – in which money is but one means among many of holding or exchanging value.

A focus on the local and the social does not mean abandonment of collaboration at a national or international scale. We can use technology to link projects, initiatives, and individuals in a global ecosystem. Learning in a bioregion – and between them – can also be enhanced by the ways people in the software world find what they need on a day-to-day basis. They ask each other, in real time. The Tech For Good community, for example, keeps up to date on GitHub.

This book is not about pre-cooked solutions. It’s about building on what has already been done, in our various social and cultural histories, and on what’s being done, right now, in diverse contexts around the world. It’s about positive change that is top-down and bottom up; long-term and short-term. It challenges us all to search for connections that are working, and those that need to be made, or repaired. The health of a place, and of the persons who inhabit it, are one story – but it has many different versions.

As the challenges we face in the world become more complex and systemic than ever before, viewing business as regenerative instead of extractive could be the radical new approach we need.

The globalisation of business has brought many positives, especially where increased trade has helped to bring millions out of poverty. But it has significantly increased negative impact on planetary ecosystems and stability. In developing global business systems, we have lost our sense of connection to the ‘bio-uniqueness of place’. The products we consume may have some sense of origin but their component parts and their production, shipping and distribution triangle is a global one.

Could we expect to see a move towards ‘regional production for regional consumption’ in the future? Re-regionalisation or localisation of business, social and environmental strategies is currently in early stages. So what are the options? And how could we redesign to refocus on locality? Here are four options:

1. Fully Bioregional ReDesign

An innovative product design and manufacturing experiment by Ecover in Majorca looked at designing cleaning products for the local market – tourism – from local waste streams. The objective for Ecover was to see if it could become an international knowledge holder and work with other organisations in the future to emphasise the power and potential of glocal business and product development. To achieve this, the innovation department attempted to see if it could produce detergents and floor cleaners from material sourced in the local environment  in a non-toxic process— such as waste streams like lemon peel – and then sell the end product to local businesses in the 500,000-bed tourist industry. The group worked with the local chemical industry, which had already shown an interest in greener chemistry, to try to create greener products.

One of the key learning outcomes of the experiment was to see that when you try to work with bioregional organic waste streams,  the by-products of fossil fuels will also decline in use; the result was shrinking the industrial material cycle of the circular economy diagram in order to help to grow the biocultural resources.

The opportunity of regionalised innovation could help shift to a biomaterials-based circular economy, which could in turn improve the social, economic, environmental health of the region in which the business system is embedded.

2. Local regeneration with global distribution

Founded as early as 1991, ethical brand People Tree focused its organisational design on raising the quality of life and share of voice for smallholders, artisans and craftspeople in developing nations. Founder Safia Minney’s goal was to find a business model that helps create a voice for the people who have the lightest economic footprint in the world and who have no capacity to negotiate a CDM programme to bring them the tiny economic benefit that exporting their goods could do. By putting Fairtrade farmers, artisans, garment workers, producers at the heart of the brand it was able to drive economic and environmental benefit to localities.

In their selection, they ensured there was fair pay for workers, but also integrated the wider community. Designing creches to help women work, making sure workers and families had access to clean water or had bank accounts and also gave literacy training. This was a very early approach to regionalised development by weaving the social, environmental and cultural development of the area into the product story. Of course People Tree still exports product around the world but it is a viable business model in the current economic system.

3. People-Centred Regeneration

A great example of people-focused regional experiment is healthcare startup Wellbeing Teams. Wellbeing Teams in the UK is redesigning social support for people through locally hired teams; these teams work solely on the wellbeing needs of their own locality with a key diversity approach.

Typically in home care, employees would be likely to be older people, often over-50s. Wellbeing Teams intentionally brought in people of all ages and groups, but also made very clear that they should come from the locality they are going to work in, so as to best reflect the values, customs and ethnicity of the area. Helen’s vision is that Wellbeing Teams should offer an opportunity for young people to explore whether or not working in a self-managed business is for them, where the fact that it’s a care business happens to also be part of the equation.

4. Regenerative Innovation

Innovation is rapidly gaining pace in many areas of manufacturing, not least food, land and fashion. Ethical footwear brand PoZu uses fabric made from pineapple leaves to replace animal leather for example. These leaves are an unused by-product of pineapple farming and can be used to manufacture fabric that mimics all the properties of leather, locally to the pineapple fields. It’s possible to produce a leather-like fabric from mushrooms. Currently it’s not possible to both produce materials and have footwear production in one locality at costs which are commercially viable for smaller businesses like PoZu.

ReGen Network is a global community and platform focused on ecological monitoring and regeneration. Using state of the art satellite and on the ground technology to improve understanding of the state of land, oceans and watersheds, ReGen enables farmers and land stewards to accurately measure the improvement of land and soil quality. Using Blockchain, it enables farmers to earn additional financial rewards for verified positive changes, which generates a second income in addition to their crop – an experimental way to catalyse the regeneration of ecosystems worldwide.

Let me make the theory more palpable by relating it to aspects of the long-term project to promote transformative innovation and the transition towards a regenerative culture on the Mediterranean island of Majorca, where I live.

Majorca is the largest of the Balearic Islands (Spain). With 3640 square kilometers of diverse ecosystems and excellent connections to the rest of Europe, it offers an ideal test-field of sustainable innovation at the bioregional scale. (Image Source)

Clearly, even at the relatively small scale and within the defined boundaries of the island, I cannot predict — much less control — all the possible parameters that will affect whether the transition towards increased resilience, sustainability and a regenerative culture will be successful, nor can I force the speed of the transition. Yet I firmly believe that systemic interventions through processes that involve diverse stakeholders will contribute to this deeper culture change.

One useful entry point is the issue of local food production and the link between food and wellbeing, as well as food production and ecosystems health and societal resilience. I can’t control to what extent the transition towards increased local organic food production will result from the systems interventions I engage in. Yet working with unpredictability and emergence rather than against it, I can facilitate the interconnections between certain parts of the system that were previously not talking to each other. The degree of interconnection and the quality of connections (what kind of relationships are established) do affect the behaviour of complex systems and the emergent properties they exhibit.

In 2015, I worked with Martin Stengel, the regenerative design specialist at LUSH (an ethical and ecological cosmetics company) to help explore the creation of a regenerative almond growing project that would link the company directly to local (organic) producers cooperatives.

For example, facilitating meetings between the island’s agricultural cooperatives and a large commercial kitchen that supplies hospitals, schools, business canteens and some hotels helped to initiate a dialogue about how this kitchen could include more local produce in its meal plans. This offered the kitchen and its clients an opportunity to support the local economy and will help to increase sales and eventually even the production of local foods. Since the kitchen has multiple customers, the project initiated a cascade of conversations that in many cases are the first step towards educating the people responsible for procurement about the systemic benefits of choosing regionally produced products.

In 2013 and 2014 I worked together with Forum for the Future and Ecover to develop the Majorca Glocal long-range innovation project for Ecover. We used the island as a case study to explore whether it would be possible to create ecological detergents and cleaning products almost entirely from organic waste stream on the island. A relatively small intervention can thereby affect the information flow in the wider system, via the newly facilitated connections and relationships and through the existing networks of the different stakeholders. What kind of information the system relies on crucially affects emergent behaviour. So, to stay with the example, educating farmers, hotel owners, local government, permanent residents and multipliers (like educators, academics, activists and journalists) about the potential impact of rapid increases in transport costs and food price — due to spiking oil proces, climate chaos, terrorist scenarios, food price speculation or economic crisis — will make the system as a whole more aware of its vulnerability to anything that affects cheap imports. Once these possible scenarios are — even only hypothetically — accepted, it will be easier to spread memes like the need for increased local food production and the advantages of an increased level of ‘food sovereignty’ as a risk management strategy.

Different actors in the system might pick this information up in different ways and for different reasons. Some might favour the idea of increased local self-reliance, while others might want to protect the profitability of their local tourism operations from being overly dependent on the availability of cheap imported food. Yet others might become motivated by the overall reduction in environmental impact that comes with increased local production of organic food, including the positive impact with regard to the protection of the beauty of the Majorcan countryside (which tourism also depends on). Local politicians and economists might see the multiple opportunities for generating more jobs through such a shift towards local production.

Entrepreneurial opportunities, protection of cultural heritage, local resilience building, and the link between local organic food, health and education are all additional reasons why the memes ‘let’s decrease dependence on cheap and low quality food imports’ and ‘let’s increase the production of locally generated organic food’ could spread through Majorcan society.

I cannot control exactly how people will respond to my systems interventions — or those of many others like me, but I can aim to work as a ‘bridge builder’ between different factions who previously thought that they had nothing to do and explore with each other. I can illustrate to them the potential for win-win-win solutions and systemic synergy. Once they understand this principle based on the easy ‘entry issue’ of food quality, food security and health, I can expand the learning and this ‘whole-systems thinking approach’ to other aspects of the island system.

For example, this can be done by exploring the benefits of decreased dependence on the importation of fossil and nuclear energy and the shift towards regionally produced, decentralized renewable energy. Apart from keeping the money spent on energy in the local economy and enabling Majorca to become an international example of a renewable energy and transport system, such a shift would help to diversify the local economy away from its almost exclusive dependence on tourism and generate new jobs, while protecting the beauty of the island and the integrity of its ecosystems.

In many ways, the most powerful act of transition design was simply to plant and distribute the seeds of a conversation by asking the following questions: What would a sustainable Majorca look like? How could Majorca become an internationally respected example for regional (island) transition towards a regenerative culture? Why is the current system deeply unsustainable, lacking resilience, and in danger of collapse? How can we co-create a better future for everyone living on Majorca and visiting the island?

By spreading these questions, I begin to work for positive emergence through connecting previously isolated parts of the system and affecting the quality of information in the system. Clearly, I am only one expression of an emerging culture. Some people before and many around me are also spreading their visions of a sustainable Majorca. As these people start to collaborate, we begin to live the questions together.

Education and communication are vital in any attempt to design for positive emergence. Outdated education systems and a media increasingly subservient to corporate interests propagate limited and biased perspectives of the complexity we participate in. The narrative of separation and specialization without integration engender narrow perspectives that can’t do justice to the complexity we are faced with. These valid, yet severely limited, perspectives are influencing the solutions we implement and how our behaviour changes, thereby driving what systemic properties emerge. Regenerative design solutions are informed by a participatory systems view of life that is capable of integrating multiple perspectives. One of the design interventions with the highest leverage potential for the transition towards regenerative cultures is widespread education in eco-social and systems literacy.

As part of the Majorca Glocal project we were also working with a UK based company called Rezatecspecialized in creating innovative ways to use high resolution satellite images to predict the bioproductivity of a given region in real time and identify form space what quantity of organic waste streams of what kind we were likely to be able to work with form year to year (Note: unfortunately Ecover´s long-range innovation funding got cut and we had to put the project on ice in 2015. There is still a willingness of all involved to continue when the opportunity arrises).

Another important influence on the behaviour of complex systems is the way ‘initial conditions’ (like the dominant worldview, value systems or economic system) and ‘iterations’ (the unquestioned repetition of certain systemic patterns of organization and interactions) affect the system. It is important that as ‘transition designers’ or ‘facilitators of positive emergences’ we also take a closer look at the dominant patterns that impede positive systemic change and the emergence of systemic health.

Many of these patterns have to do with established power elites, insufficient education and the dominance of the ‘narrative of separation’. Working with culture change in this way requires patienceOne effect of the narrative of separation is to make individuals believe they do not have the power and influence to change the system, but the narrative of interbeing reminds us that every change at the individual level and every conversation does in fact change the system as we are not separate from it.

In my own work on Majorca, I have chosen a place to make a stand and do what I can do to contribute to positive emergence in a well-defined bioregion. Islands everywhere offer special case study opportunities for the regional transition towards a regenerative culture. Many share similar problems, for example their economies tend to be heavily dependent on tourism and their consumption tends to be largely based on imports. While there are limits to the possibilities of localizing production and consumption on an island, these limits can act as enabling constraints that challenge our imagination and drive transformative innovation. They also challenge us to think in a scale-linking, locally adapted and globally collaborative way.

Since local self-sufficiency in an interconnected world is a mirage not worth chasing, these island case studies can serve as experiments that show us how to find a balance between local production for local consumption promoting increased self-reliance and resilience, and local production of goods, services and know-how that forms an economic basis for trade, which in turn allows the import of goods that cannot be produced locally or regionally.

Before moving to the island, I spent four years living at the internationally acclaimed Findhorn Foundation ecovillage in Northern Scotland. I also worked with various transition town initiatives to understand how we can create increased sustainability and resilience as well as a deeper culture change at the community scale. In doing so, I realized that while local communities, whether rural or urban, are the scale at which the change towards a regenerative culture will be implemented most immediately, many of the systemic changes necessary require a larger (regional) scale and regional collaboration between communities.

Earlier this year I was the keynote speaker at a local conference on how the circular economy approach was oppening up many opportunities for sustainable innovation and eco-social entrepreneurship on Majorca. Majorca is an ideal test field for the creation of a regionally focused circular bio-materials economy.

I moved to Majorca to explore how to facilitate a scale-linked approach to transition design, by linking local communities within a regional context, and by connecting them with the support of an international network of sustainability experts and green entrepreneurs. I firmly believe that islands can serve as excellent case studies for the kind of regional transformation towards circular bio-economies that will be necessary everywhere.

Redesigning the human impact on Earth, bioregion by bioregion

For many people achieving sustainability might seem already like a visionary goal that is difficult to reach. Yet, we need to do even better to respond adequately to the converging crises ahead.

Just looking at the situation with regard to climate change alone, we have to now face the reality that we are in the midst of dangerous run-away (self-reinforcing) climate change. The window of opportunity to avoid catastrophic irreversible climate change is closing.

In reality there are already many climate catastrophes affecting people and biodiversity around the world. Maybe we should speak of ‘irreversible cataclysmic climate change’ as that is what we are rushing towards if we do not fundamentally redesign the human presence and impact on Earth.

Let me talk you through a framework developed by my friend and colleague Bill Reed, together with the team at Regenesis Group and in collaboration with Carol Sanford. It explains why we need to do more than just be sustainable and also why sustainability is still very important as a milestone along the road to regeneration.

As we move from business as usual — complying with minimum regulations enough to stay out of jail — to “green” we start to celebrate ourselves or our company for voluntarily doing a little less damage than we are legally allowed to get way with. It is true that this could be called ‘green washing’ and yet it is also a step in the right direction, even if only in response to growing public demand for companies to become part of the solution rather than the problem.

When we reach being “sustainable” we have arrived at the neutral point. Bill McDonough likes to say: “sustainable means 100% less bad”. It means not adding any more damage, but after 250 years of industrialization and 5000 years of deforestation and agriculture that is no longer enough.

We need to do more than simple be sustainable. We have to begin to reverse the damage we have already done! It is also important to point out that there are many people working on sustainability projects who hold a deeper vision for sustainability that is very much akin to what this article describes as ‘regenerative’.

So the next stage on this spectrum in which one stage transcends and included the other is to practice restorative design. That is to say we reforest and engineer — often large scale interventions in ecosystems. Yet, we do so from a mind-set of humanity as master over nature. The result are, for example large monoculture plantations of Eucalyptus in already water stressed areas.

Only if we take the step towards reconciling nature and culture & embrace uncertainty as being fundamental to the dynamics of the complex socio-ecological-systems we participate in will we be able to chart our path into the future through appropriate participation in the way that life creates conditions conducive to life.

Merely being sustainable is no longer enough, we need to learn to design as nature, engage in regenerative design and development, and create diverse regenerative cultures elegantly adapted to the bio-cultural uniqueness of place. Such cultures would design as nature understanding themselves as healers of local ecosystems and humble caretakers of the community of life — biodiversity — that shares a unique place with us.

In the process of global-local (glocal) collaboration in regionally focussed and locally implemented regenerative development we are matching people to their places again. Meeting the needs of people through elegant solutions that pay attention to the story of place, the uniqueness of local culture and local ecosystems and the opportunity and challenges that arise from those.

There is a groundswell of activity around the planet baring testimony that many of us have not given up yet nor are longer willing to let the shortsightedness and greed of a few put an early end to our promising but still young and somewhat immature species.

The regenerative (r)evolution is well underway. The Re-generation is rising to transform business as usual profoundly and just in time to avoid a global cataclysm.

To shift in time we need to be greener, more sustainable, engage in wide spread ecosystems restoration, reconcile nature and culture and change the guiding cultural narrative about who we are and what we are here for. Regenerative development works with and builds on all of the stages in the spectrum.

Just because the term ‘regenerative’ is gripping people’s imagination we should not dismiss the need for more sustainable practices, we simply need to see them as steps along the way and integrate them into a regenerative regional development process that involves people in place.

There is a confluence of activities, frameworks, initiatives that seems to agree on the need for bioregional transformation as the appropriate scale of implementation. We can improve planetary health bioregion by bioregion and ecosystem by ecosystem.

Regeneration, planetary health, resilience building, and regional ecosystems restoration are activities that mutually reinforce each other and help us to both begin the process of reversing climate change and prepare for the decades ahead when despite our best efforts climate chaos will lead to localized breakdowns and catastrophes.

The promise ahead — if we unite in glocal solidarity and bioregional collaboration to redesign our impact in Earth — is that towards the latter half of this Century we will begin to see atmospheric concentrations of CO2 and other greenhouse gases decline. Climate patterns will begin to re-stabilize as global forest cover drastically increases, biodiversity loss slows down rapidly, and bioproductivity increases as healthy ecosystems functions are restored.

If we — our species — manage to not just prevail, but thrive and flourish in the 22nd century and beyond, if we pass through and grow wise as we undergo a species-level right of passage that lies ahead of us, if we cocreate a thriving future by redesigning the human impact on Earth, if we become a mature species that creates conditions conducive to life, then we will look back at the 21st Century as the Century of Regeneration.

A lot of ‘if’s? Allied with the community of life and committed to each other we can achieve these transformations. It will be worth it. Let me me frank the alternative will be a hothouse planet that is uninhabitable for higher life forms like us. It is time to come home into the family of life. Regeneration Rising!

I will be attending the European Artistic Research Network Conference in Dublin on October 18th-19th this year. What follows is my abstract for the conference. You can find more details for the event itself in the second part of this post.

Michel Bauwens: Karl Polanyi, in his landmark book, ‘The Great Transformation’, famously posited the ‘double movement’ of industrial civilisations, characterized by periodic swings between liberal and more labour oriented periods, such as the welfare state model vs the neoliberal period. Yet, though the latter is in deep crisis, it is not very clear that there are workable alternatives at the nation-state level, that won’t be derailed by transnational capital movements and strikes. Perhaps this means that social movements need to radically re-orient themselves to translocal and trans-national solutions and create adequate counter-power at the appropriate level to counter the increasing corporate sovereignty of ‘netarchical capital’? Just as capitalism is moving from the commodity-labor form to commons-extraction, perhaps now is the time for commoners to practice reverse cooptation? As a case study, we will look at the situation of the thousands of cognitive workers living and working in the global capital of digital nomadic workers, Chiang Mai in northern Thailand, but also about the new solidarity mechanisms being developed by a new wave of labour mutuals (such as SMart) in old Europe, who are organizing solidarity mechanisms for autonomous workers. Reviewing the emergence of new trans-local and trans-national organized networks, including how the token economy is used by sectors of cognitive labor to reclaim surplus value from capital investors, we will inquire into potential alternatives at different scales of governance (urban, bio-regional, nation-state, and beyond).

Our review of the emerging answers will lead to the concept of the Partner State, i.e. a community-state form that enables and scales commons-based cooperation at all levels.

The annual conference of the European Artistic Research Network (EARN) will be hosted in 2018 by the Graduate School of Creative Arts and Media (GradCAM) and Dublin School of Creative Arts & Media (DSCA) at the Dublin Institute of Technology (DIT).

This two-day conference seeks to address the impact of contributory economies on tradi- tional understandings of the nation and state. Since the 2008 financial crisis, alterna- tive economies have been increasingly explored through digitally networked communities, artistic practice and activist strategies that endeavour to transgress traditional links between nation and economy. Developed at a crucial time on the island of Ireland when Brexit is set to redefine centre/margin relations the conference seeks to engage with a number of themes within this context: nation and inter-nation; the nation and aesthet- ics; art and economy; P2P networks; digital economies; modes of exchange and modes of production; alternative economies; network aesthetics; populism and counter populism; aesthetics and the imagination; activist practices; geo-politics; island, archipelago and continent; centre and margin.

The guiding concept of the conference ‘Inter-Nation’ comes from the work of anthro- pologist Marcel Mauss, who in ‘A Different Approach to Nationhood’ (1920) proposed an original understanding of both concepts that opposes traditional definitions of state and nationalism. More recently, Bernard Stiegler has revisited Mauss’s definition of In- ter-Nation as a broader concept in support of contributory economies emerging in digital culture. Contributory economies are those exchange networks and peer-to-peer communities that seek to challenge the dominant value system inherent to the nation-state. Such dig- ital networks have the potential to challenge traditional concepts of sovereignty and geo-politics through complex technological platforms. Central to these platforms are a broad understanding of technology beyond technical devices to include praxis-oriented processes and applied knowledges inherent to artistic forms of research. Similarly, due to the aesthetic function of the nation, artistic researchers are critically placed to engage with the multiple registers at play within this conference, and to address these issues through multiple forms as they play out live on this island.

A few days ago, we pointed to a remarkable presentation by Frank Pasquale, who showed how the new ‘netarchical’ corporations like Google, Facebook, Uber or AirBnB are taking over more and more former ‘state’ and ‘governmental’ functions, replacing democratically accountable public power (however feeble that accountability can sometimes be), by what he calls ‘Functional Governance’. This effect is strengthened by the emergence and fast growth of the tokenized economy, which is a different attempt to arrive at the same result. A good way to look at the token economy is to see it as an attempt by developers and the creative class to recapture market value away from shareholders, and create some kind of neo-guild system through distributed platforms. Tokens indeed allow market value to be captured directly by those who design and work on the platforms. However, it is important to stress that most token-based projects do not in any way challenge the extractive functioning of the market economy, and are, despite their distributed design, subject to power law dynamics. What is not understood is that merely equal structures, designed as competition for scarce resources, actually naturally evolve (power law concentration, i.e. at each iteration, those that are stronger gain more advantage) toward oligarchy, as all those who ever played the game of Monopoly should understand readily. So the effect of the centralized netarchical platforms and the so-called ‘distributed’ anarcho-capitalist structures such as Bitcoin and many (but not all!) other token-based blockchain applications, lead to the same effect: unaccountable and undemocratic private ‘money’ power is strengthened.

They are in effect becoming ‘corporate sovereigns’ with transnational power that dwarfs the power of progressive cities and declining nation-states. Surely, the authoritarian solutions of the emerging national-populists are not the right response to this, and similarly, we believe that left-populist attempts that merely want to revive a more welfare-oriented nation-state are not the right response, especially in the context of global environmental crisis.

In some paradoxical sense, we believe there is a silver lining to this because these practises shed new light on an old debate between the emancipatory traditions of the left, namely the discussion on the ‘withering away’ of the state.

In the 19th century already, anarchists claimed that the state should be abolished forthwith, to be replaced by the ‘free association’ of collectives representing free producers. But the marxists argued, in my view correctly, that in any unequal society, abolishing the systemic role of the state in maintaining equilibrium, is simply a recipe for replacing public power with the raw power of a privately militarized ruling class (paramilitary militias, etc.. ). While anarchists imagined that the homeless would squat empty housing without police opposition, the reality is more likely to be that they would be murdered by paramilitaries in employ of the owner class.

Hence the idea of the withering away of the state. In this scenario, the working class movements would either gradually (the social-democratic version) or more forcefully and directly, take over state power, but with the clear aim of gradually replacing state functions (this was expressed by Marx in his two-stage theory, whereby socialism is still marked by both the logic of exchange and the role of the state, and only the second stage is characterized by a complete disappearance of a separate state function).

Ironically, the paradox today is that this more radical scenario is now echoed in the tactics of the corporate sovereigns AND the libertarian inspired token economy! Through the superior efficiency of their model of ‘privatized mutualization’ ( i.e. private platforms that efficiently bring together supply and demand), their control over user data and capacity to nudge human behavior, as well as their ability to directly syphon ‘surplus value’ through these platforms, they are performing formerly public functions (think about ridesharing competing with public transport or deregulated house-sharing replacing regulated hotels, etc..). The whole world is becoming a shopping mall, with free speech and other rights eroded through the absolute rights of private property.

A “withering of the State” is no longer the sole province of utopian scenarios. In fact, the invasive and deregulatory practises of netarchical platforms show what a dystopian dismantling of the State looks like. In contrast, at the P2P Foundation we contend that there is a way to hack this process toward better futures, futures where emancipatory forces can increasingly take over bureaucratised state functions while solving environmental and equity issues in the process. Indeed, civic initiatives, concerned about the social and environmental equilibrium of urban life, are also showing functional governance at work! Precisely because cooperative forms of governance and ownership can retain the surplus for their own development and to create livelihoods for their contributors, they show promise to outcooperate netarchical platforms, especially if they can form cooperative eco-systems.

We outlined such a scenario in our recent report, Changing Societies through Urban Commons Transitions.

As we discovered in our mapping and study of 500 urban commons in the Flemish city of Ghent, nearly all provisioning systems (mobility, housing, etc.) are now covered by still marginal, but growing emerging commons-centric alternatives. In Ghent and the Flanders, as in other cities and regions of Europe, there is a tenfold increase of commons-based initiatives in the last ten years. However, unlike the private platforms, they are undercapitalized, and often fragmented.

How can this fragmentation be solved ?

Here is our proposal:

  • Imagine that for every provisioning system, there exists open source software depositories needed to organize such provisioning, a kind of github for MuniRide and FairBnB type solutions
  • In order to finance and scale these solutions, we propose alliances of cities, cooperatives, and even unions, to create the material conditions for global scaling of peer to peer and commons-based solutions
  • Locally, say at the city or bioregional levels, the local versions of these coalitions create multi-stakeholder owned and governed platform cooperatives. These platform coops use the global software depositories but adapt and change them to the local contexts and necessities, but also contribute on making the common codebase better and better, adding more and more functionalities over time. Note that all the platform surplus can now be re-invested, not as dividends for remote owners, but in the common development of the infrastructure and in better livelihoods for all contributors.
  • The fourth level then, is not just exchange, but actual production. Indeed, at this stage urban commons are distributing differently but not producing the goods themselves. However, we envisage a cosmo-local production system, in which the global commons described above, are matched with local and redistributed production through microfactories, which are also open cooperatives, i.e coops that do not just capture value from their own members, but are committed to create commons that benefit the wider community.

I have no doubt that in these endeavours, we can learn a lot from the development of the private platform and extractive token economies, as we can redesign the tokens for contributory justice, while also being conscious of reducing the human footprint on nature. The good news is that cooperative mutualization can achieve that. Mutualization of physical infrastructures is the golden way to reducing the human footprint, and it can be combined with more just distribution of rewards, while also guaranteeing the full sharing of knowledge.

The key to success, in our opinion, is to think trans-locally and transnationally!

To summarize the spatial or geographic logic of our approach:

  • Local, urban, bioregional initiatives produce and exchange for social need close to their user base
  • But they use trans-local and trans-national knowledge bases
  • Participants produce locally, but can organize trans-national and equitable knowledge-guilds and global transnational entredonneurial coalitions

The role of progressive majorities at the nation-state level is to strengthen these local and trans-national infrastructures, and to create enduring socially just and environmentally balanced provisioning systems that, through their functional — but in this case also democratic — ‘commons governance, can outperform private, extractive, transnational power structures. In order to do this, the state has to be transformed into a partner state, that insures the meta-governance at the territorial level. A ‘partner state’ is not a transition which requires a magical transformation of the current state apparatus from one day to the next. It could take the form of a progressive coalition’s growing commitment to endorse and facilitate functional governance arrangements that are participatory, democratic and managed through public-commons governance arrangements. The Partner State also applies to any interstitial area of governmental structure, at every level, where sympathetic functionaries and politicians can be found to support commons-oriented alternatives; think of Partner towns, cities, bioregions or larger transnational structures To the degree that cooperative and public-commons forms of provisioning are initiated and grow, we will succeed in a withering away of bureaucratic and authoritarian state functions, by more democratic forms rooted in civil society participation.

But note that we stress the role and function of new trans-national structures beyond the nation-state in this process of transformation.

Indeed,

  1. classical industrial capitalism can be considered to be a three-in-one integrated structure of capital-state-nation, to which the double-movement logic uncovered by Karl Polanyi applied:
  2. Meaning that, whenever the market function ‘freed’ itself from state and civic regulation, it destabilized society, leading to popular mobilizations to re-embed the market into society
  3. However, with trans-nationalized capital, nation-state regulation is now enfeebled, and both right-wing national populism and left-wing social populism have failed to show a way forward
  4. Then it follows that to substantively re-balance our societies, we need counter-hegemonic power at the trans-national, trans-local level

The good news is that these powers are emerging:

  • Global open source communities and other global productive communities based on peer to peer dynamic and the commons are on the rise;
  • Global entrepreneurial coalitions have formed around these open source knowledge bases, and a growing fraction of these are consciously generative coalitions, seeking to generate support for the commons and the livelihoods of the commoners
  • Global coalitions of cities (and coops, unions, ethical capital) can perform the common good function at this trans-national level, creating global trusts that underwrite these new commons-based global infrastructures

This is Functional Governance 3.0, a withering of the state that is democratically accountable beyond the nation-state level.

With the publication of his new book How To Thrive in the Next Economy, I interviewed John Thackara about the inspiring seed projects who are presenting an alternative to our current system, ugly green buzzwords and how to heal the ‘metabolic rift’ (one of them) between our ourselves and ecology.

Jonny Gordon-Farleigh: Your new book, How to Thrive in the Next Economy, explores practical innovations in sustainability across the world. What stories would you pick out as the most instructive for the scale of change we need to see?

John Thackara: The sheer variety of projects and initiatives out there is, for me, the main story. No single project is the magic acorn that will grow into a mighty oak tree. We need to think more like a forest than a single tree! If you look at healthy forests, they are extremely diverse—and we’re seeing a healthy level of diversity in social innovation all over the world. Many people say we need to focus on solutions that scale, but to me that’s globalisation-thinking wearing a green coat. Every social and ecological context is unique, and the answers we seek will be based on an infinity of local needs.

JGF: What examples of inspiring stories can you give?

JT: The story of soil has been an epiphany for me. Soil is the largest living system on the planet; without it, we wouldn’t exist. But I only learned this a few years ago. At first I read a whole pile of articles and books, but it all came to life when I then went on a soil creation course in the Cevennes, the mountainous area in France where I live. Our teacher was a French agro-ecologist Robert Morez who has worked as an agricultural advisor in Africa for forty years. He showed us how to make a growing mound with a bunch of ingredients: bone meal, dried blood, crushed oyster shells, wood fire ash, onto a growing mound of wood, twigs, leaves, straw. Each layer is seasoned, as if with salt and pepper, by this powdery mix of minerals and biological activators. Robert told us we were learning “how to construct a bio-intensive planting mound”—but in my mind, I was making soil, rather than depleting it, for first time in my life.

JGF: There was a figure recently stating that we have around 100 harvests left.

JT: Yes, that figure was for British soil at the current rate of soil depletion. Other reports suggest that we are losing 3.5 tonnes of soil for every person on the planet every year. The numbers are either hard to grasp or just dispiriting, but either way, it’s enormous. But what I learned up the mountain is that we can restore soil because people in different regions of the world have been doing precisely that for a long time. On its own, soil formation is an extremely slow process— sometimes taking thousands of years—but a growing band of visionaries have discovered that the process can be speeded up dramatically if the right approach is followed.

JGF: Farming organisations, such as La Via Campesina, describe this approach as agroecology.

JT: Yes, they do. It’s an ugly word, I know, but it describes the practical wisdom of people who’ve been stewarding the land for generations. It’s not my job to tell La Via Campesina what language to use—the word make sense to their 300,000 members—but I think one of the things that we writers can do is come up with better words!

JGF: This leads into my next question: Early on in the book you remind readers to be careful of the words we choose to make sense of these new times. Noting, “one man’s energy descent, is another woman’s energy transition.” Words that I find unhelpful, and come to mind, are phrases such as ‘degrowth’. What language do you find alienating in the language around the new economy?

JT: I’m totally not a fan of ‘degrowth’. I’ve learned through experience that calling for people to give things up, voluntarily or otherwise, doesn’t work. Most people simply turn off when confronted by lists of prohibitions. I try, instead, to talk about kinds of growth we do need: land getting healthier, water getting fresher, air cleaner to breathe, communities more resilient. These kinds of growth add up to new kind of value.

JGF: You also write about healing the metabolic rift, a term that Karl Marx used to describe the loss of interdependency between social and ecological systems and the reason for recurring crises.

JT: The metabolic rift is another of the ugly green buzzwords that seem to plague us—but learning about the concept was another lightbulb-going-off-in-my-head moment. I’d spent half my life trying to figure out why even decent people who love animals and children persist in organising the world in such an obviously damaging way. An answer that makes sense is that we don’t experience the result of the damage that we do as visceral, embodied feedback. We don’t feel the pain felt by the earth because it happens somewhere else—out of sight and therefore out of mind.

JGF: Could you explain more about what the metabolic rift is?

JT: It’s not that our brains lack processing capacity—more, that they’re preoccupied by the wrong inputs. A combination of paved surfaces and pervasive media has shielded us from direct experience. Material progress itself has distracted us from the health of the natural living systems upon which we still depend—and, indeed, are a part. If you put it to someone—as I have done—that, without soil, humanity will quickly starve, they usually agree, nod sagely—and wait for me to change the subject. Few of the city-dwelling people I know ever touch, feel, taste or smell the stuff—healthy or otherwise. Our children are not taught about it at school. It’s the same with climate change, the loss of biodiversity, deforestation; or dying seas: Out of sight, out of mind. Why would we care?

The ways we understand the world are shaped by the political and economic system. As Jason Moore explains in his book Capitalism in the Web Of Life, the metabolic rift is not a regrettable side-effect of the modern economy; it’s written into its DNA. Our present economy has to grow in order to survive, and ceaseless growth entails ever-larger inputs of external resources and energy. Our problems started when we first travelled across the world to take other people’s minerals and resources—and that was 500 years ago. This is where the richness of the so called developed nations originates. The Spanish plundered wood from the Baltic region to build the ships in which they sailed off to the West Indies to bring back spices, and so on. A hundred million kilos of silver from Latin America provided much of the capital for Europe’s industrial revolution. Our bad behaviour dates back a long way!

JGF: Your book suggests that organising the world around bioregions is one way to close the metabolic rift?

JT: The notion of a bioregion appeals to me for a specific reason: Telling city people to take better care of nature has been one of my many failures as a writer. Intellectually, city folk buy the argument that growth should mean soils, biodiversity and watersheds getting healthier, and communities more resilient. But in the absence of positive feedback from some distant place called Nature, people just don’t connect with my exhortations. I realised that a more compelling story, and a shared purpose, were needed. So I started asking people two questions: “Does your city know where its lunch is coming from? And is that place healthy—or not?”

With the prospect of missing lunch as motivation, I’m finding that the idea of a bioregion is an appealing way for city people to reconnect with living systems, and each other, through the unique places where we live. It acknowledges that we live among watersheds, foodsheds, fibresheds, and food systems—not just in cities, towns, or ‘the countryside’. The idea is culturally dynamic, too—far more than abstract words like sustainability, or resilience, or transition. A bioregion is about unique geographic, climatic, hydrological and ecological qualities. These can be the basis for meaning and identity, and people get that.

But beyond the idea in general, what most turns people on—especially designers and artists—is the sheer variety of work to be done in bringing a bioregion to life. Maps of a bioregion’s ecological assets are needed: its geology and topography; its soils and watersheds; its agriculture and biodiversity. The collaborative monitoring of living systems, the interactions among them, and the carrying capacity of the land, needs to be designed—together with feedback channels. Spaces and places that support collaboration need to be identified and, where needed, adapted—from maker spaces to churches, from town halls, to libraries. New collaboration and peer-to-peer platforms are needed to help people to share resources of all kinds—from land, to time and knowledge. New economic and business models need to be adapted and deployed, such as peer production, commons economics, and open value accounting. Novel forms of governance and discussion must also be designed that enable collaboration among diverse groups of people and enterprises. Every bioregion will need its own identity, too—what the bioregion looks like, and feels like, to its citizens and visitors.

JGF: Those subjects are pretty broad-ranging. Are you suggesting that designers and artists are best-placed to take care of them all?

JT: None of these actions mean designers or artists are acting alone. Developing the agenda for a bioregion involves a wide range of skills and capabilities: The geographer’s knowledge of mapping; the conservation biologist’s expertise in biodiversity and habitats; the ecologist’s literacy in ecosystems; the economist’s ability to measure flows and leakage of money and resources. But in creating objects of shared value—such as an atlas, a website, a plan, a building, a landscape, or a meeting—I do think the design process can be a powerful way to foster collaboration among diverse disciplines and constituencies, yes. I’d also say that the service designer can bring something special to the creation of platforms that enables actors to share and collaborate. And—as you’ve shown so wonderfully in STIR magazine already—artists have a unique capacity to represent real-world phenomena in ways that change our perceptions.

GF: At the recent new economy summit we both attended in Bristol, I mentioned Charles Eisenstein’s claim that, “the city of New York, with over one million people, met all its food needs from within seven miles prior to 1850.” If you look at the scale of most UK cities, such as Bristol or Manchester, it’s a very possible project.

JT: It is very doable. Urban farming started off as a minority fad, but it’s quickly going mainstream in many northern cities. A lot of smart innovation to support urban farming is happening—but it’s not much about high-tech control systems. It’s more about new ways to share resources, and collaborate to get the work done. New kinds of enterprise are emerging: food co-ops, collective kitchens, community dining, edible gardens, new distribution platforms. The big change is an understanding that urban farming can encompass an archipelago of growing spaces within a 50-mile radius—a mosaic of growing situations that we can think about as a whole.

JGF: What examples could you give of urban projects that you experienced while writing the book?

JT: I’m very excited by a project called The Food Commons in the USA. This project marks a radical shift from a narrow focus on the production of food, towards a whole systems approach in which the interests of farm communities, the land, watersheds, and biodiversity, are all considered together as inter-dependent parts. The Food Commons is conceived as a kind of connective tissue that weaves connections between grassroots projects, on the one hand, and vital support services, on the other: legal, financial, communications and organisational.

Another great example is the city of Cleveland, also in America. It’s a classic rustbelt city that has lost large chunks of traditional industries. They have a particularly down-to-earth mayor who, when badgered by activists for the need for more urban farms, commissioned a three-year a peer-reviewed assessment of what could be grown on different patches around the city repurposed for growing food, such as abandoned lots, vacant buildings. The results surprised everyone. Something like 70% of all fruit and vegetables, and quite a big chunk of the dairy products, could be grown within Cleveland’s city limits. And that is without even venturing 20 miles outside the city. So now the Cleveland model, as it’s called, is almost a reincarnation of the new city model from the 1920s.

JGF: One of the big shifts you advocate in the book is to move beyond the language of ‘do less harm’ to the idea of ‘leaving things better.’ What inspired this change of approach in both thought and action?

JT: I had another transformational experience at a meeting of 200 sustainability managers at a famous home furnishings giant in Sweden. During 20 years of uninterrupted work on sustainability, they told me, this famous company has made thousands of rigorously-tested improvements that are recorded on what they call a “list without end.” The range of improvements I heard about was startling—even admirable—except for one fact: The one thing this huge company has not done is question whether it should grow. On the contrary: It is committed to double in size by 2020. By that date, the number of customers visiting their giant sheds will increase from 650 million a year at the time of writing to 1.5 billion a year. Sitting there, it hit me that there’s a problem with this narrative that concerns wood. The company, as the third largest user of wood in the world, has promised that by 2017 half of all the wood it uses—up from 17% now—will either be recycled, or come from forests that are responsibly managed. Now 50% is a vast improvement, but it also begs the question: What about the second half of all that wood? As the company doubles in size, that second pile of wood—the un-certified half, the unreliably-sourced-at-best half—will soon be twice as big as all the wood it uses today. The impact on the world’s forests, of one company’s ravenous hunger for resources, will be catastrophic. The committed and gifted people I met in Sweden—along with sustainability teams in hundreds of the world’s major companies—are confronted by an awful dilemma: however hard they work, however many innovations they come up with, the net negative impact of their firm’s activities on the world’s living systems will be greater in the years ahead than it is today. And all because of compound growth. This was the moment when I realised that it doesn’t matter how committed you are to doing less harm. If it is simultaneously committed to grow then they will inevitably leave things worse.

JGF: Throughout the book you look at ‘nonmarket work,’ life ‘without money,’ and the ‘commons of care,’ or what is sometimes known as the shadow economy. Commons advocate David Bollier claims “an estimated two billion people depend on various natural resource commons for their everyday survival—farmland, fisheries, forests, irrigation water, wild game.” And this figure dramatically increases when you add care and other forms of noneconomic activity. How much of a role can commons play in western economies, alongside co-operatives, social enterprises and other social business models?

JT: A gigantic amount. The commons is an idea, and a practice, that generates meaning and hope. I’m nervous of definitions—they cause endless disputes and also tend to freeze an idea in time —but I like the way Silke Helfrich talks about the commons as “all the things that we inherit from past generations that enable our livelihoods.” Seen through that lens, the commons can include land, watersheds, biodiversity, common knowledge, software, skills, or public buildings and spaces. The important thing is that the commons are a form of wealth that a community looks after, through the generations. The idea embodies a commitment to ‘leave things better’ rather than extract value from them as quickly as possible. They are the opposite of the impulse to monetise everything. And because the commons, as an idea, affirms our codependency with living systems and the biosphere, it also represents the new politics we’ve all been looking for to replace the industrial growth economy we have now.

None of this is new, by the way. The commons goes back an awfully long way. It describes the way communities managed shared land in Medieval Europe. Even earlier history, too, is filled with examples of communities managing common resources sustainably. Examples of water being shared as a commons date back 8,000 years. One of the things I’ve learned from the so-called undeveloped world is that the care-based economy has existed throughout human history—looking after each other, and the land, in a multitude of ways, many of which don’t involve paid-for work.

Writers like Hazel Henderson have been trying to refocus our attention on the care economy, writing 30 to 40 years ago. More recently, an important German writer called Ina Pratetorius has argued for a care-centered economy. In German the word care encompasses being mindful, looking after, attending to needs, and being considerate—caring for the world, in other words, and not only nursing and social-work activities or housework in the narrow sense. In a care-centered economy, the commonly held resources that enable us to look after each other, and nature, are part of the same story. Theodore Shanin, who has been called the peasant’s philosopher, makes a similar point: in terms of the land, the water and the air, so called peasants, farmers and poor people have been stewards of their commons for generations; modern, industrialised mass-production farming made it harder and harder to do their job. The care economy has always existed, and we now have the pleasant task to reinvent it for these new times.

JGF: The word ‘connection’ crops up a lot in the book. Is that a core theme?

JT: Too true, it is. I’m like an amateur EM Forster: Howard’s End opens with the words, “Only connect.” The word unlocks so many blockages. I’ve learned that too many of our most celebrated inventions have been the result of a design approach that strives for perfect, static, utopian solutions. These are different, in kind, from real-world ecologies that are dynamic and constantly changing. This habit of mind of ours is not limited to the engineering of hard systems; some visions of nature itself have been utopian in this sense.

Until recently, conservation research tended to focus on the individual species as the unit of study—for example, by looking at the impact of habitat destruction on an individual’s situation. I’m especially inspired by the work of the ecologist Jane Memmott. She has explained that species interactions may be much more important. All organisms are linked to at least one other species in a variety of critical ways—for example, as predators or prey, or as pollinators or seed dispersers—with the result that each species is embedded in a complex network of interactions. The extinction of one species can lead to a cascade of secondary extinctions in ecological networks in ways that we are only just beginning to understand.

The eco-philosopher Joanna Macy is another inspiration. She describes the appearance of this new story as the ‘Great Turning’, a profound shift in our perception, a reawakening to the fact that we are not separate or apart from plants, animals, air, water, and the soils. There is a spiritual dimension to her story—Macy is a Buddhist scholar—but her Great Turning is consistent with recent scientific discoveries, too—the idea, as articulated by Stephan Harding, that the world is “far more animate than we ever dared suppose.” No organism is truly autonomous. In Gaia theory, systems thinking, and resilience science, researchers have shown that our planet is a web of interdependent ecosystems. From the study everything from sub-microscopic viruses, yeasts, ants, mosses, lichen, slime moulds and mycorrhizae, to trees, rivers and climate systems, this new story has emerged. All natural phenomena are connected. Their very essence is to be in relationship with other things—including us.

The following text appears in the inaugural edition of Ding, a new magazine about the Internet and things, published by the Mozilla Foundation. Ding will be launched at MozFest in London on 27-29 October.

On a recent visit to @IAAC in Barcelona, I was charmed by their Smart Citizen platform that enables citizens to monitor levels of air or noise pollution around their home or business.

The system connects data, people and knowledge based on their location; the device’s low power consumption allows it to be placed on balconies and windowsills where power is provided by a solar panel or battery.

Smart Citizen is just one among a growing array of devices that can sense everything from the health of a tomato in Brazil, to bacteria in the stomach of a cow in Perthshire – remotely.

Low-cost sensing technologies allow citizens to assess the state of distant environments directly. We can also measure oil contamination in our local river with a smartphone. Thousands of people are monitoring the air they breathe using Air Quality Eggs.

This innovation is intriguing, but leaves a difficult question unanswered: Under what circumstances will possession of this data contribute to the system transformation that we so urgently need?

Info-Eco Scenarios

When we first posed that foundational question at our third Doors of Perception conference in 1995,  when our theme was “Info-Eco”, ecological monitoring and remote sensing were the most popular scenarios to be proposed.

Twenty two years later, the proliferation of tools and platforms is glorious – but our journey is only half complete. Remote sensing and monitoring have turned not, on their own, to be agents of system change.

Or not yet. Twenty two years is not that long when compared to the scale of transformation we are embarked on.

Over centuries, our cultures have been rendered cognitively blind by a metabolic rift between people and the earth. Paved surfaces, and pervasive media – developed over generations – now shield us from direct experience of the damage we’re inflicting on soils, oceans and forests.

This metabolic rift explains how we’re able put the health of ‘the economy’ above all other concerns. We invest immense effort and resources in a quest for speed, perfection and control but, because we inhabit an abstract, digitally diminished world, we’re blind to the true costs of our activities.

The energy we use  is literally invisible. The destructive impacts caused by resource extraction are usually felt by other people, somewhere else.

For the philosopher John Zerzan our planet-wide dissociative mental state began when we placed language, art, and number above other ways of knowing the world. Every representation, he argued, both simplifies, and distances, earthly reality. Our reliance on data underpins a concept of progress in which embdied, analogue local knowledge is downgraded and often disregarded.

Vital knowledge

We once knew better. For much of human history, the idea that the world around us is ‘vital’ was literally common knowledge. Greek philosophers known as ‘hylozoists’ made no distinction between animate and inanimate, spirit and matter. Roman sages thought likewise.

In his epic work On The Nature of Things, the poet Lucretius argued that everything is connected, deep down, in a world of matter and energy. Chinese philosophers, too, believed that the ultimate reality of the world is intrinsically connective; in the Tao, everything in the universe, whether animate or inanimate, is embedded in the continuous flow and change.

Buddhist texts, too, evoke a universe that’s in a state of ceaseless movement and connection. And as recently as the seventeenth century, in Europe, the Dutch philosopher Baruch Spinoza conceived of existence as a continuum, an inseparable tangle of body, mind, ideas and matter.

The belief that matter matters, so to speak, was then obscured – for two intense centuries up until about now  – by two developments: the fire and smoke of the thermo-industrial economy, and, more recently,  by global communication networks.

Now, as this self-devouring system unravels, the healing idea that that we are part of a world of living things, not separate from it, is resurfacing.

This reconnection with suppressed knowledge is not superstitious. Developments in science are confirming confirm the understanding in wisdom traditions that no organism is truly autonomous.

In systems thinking and resilience science, and from the study of sub-microscopic viruses, yeasts, bacteria in our gut, ants, mosses, lichen, slime moulds and mycorrhizae, trees, rivers and climate systems, old and new narratives are converging: our planet is a web of interdependent ecosystems.

These natural phenomena are not only connected; their very essence is to be in relationship with other things – including us. On a molecular, atomic and viral level, humanity and ‘the environment’ literally merge with one another, forging biological alliances as a matter of course.

The importance of this new perspective is profound. The division between the thinking self, and the natural world – a division which underpins the whole of modern thought – is beginning to dissolve. It follows that the great work of our time – and an answer to the value question that has so perplexed the Internet of Things –  is to re-connect us – viscerally, and emotionally – with the living systems we’ve lost touch with.

But how?

Going forward, our work needs to focus on three things.

First, we need to work with scientists to develop benchmarks against which to compare the data being collected. There’s plenty of knowledge to connect with.  An ecology metrics list on Github lists an astonishing three thousand terms – from molecular phylogenetics to microrefugia. And a European platform called Everyaware combines sensing technologies, networking applications and data-processing tools in one platform. The proposition is that connecting people with their environment creates “more effective and optimized relationships”.

A second success factor for reconnection  is a bioregional narrative. Connecting the dots, revealing system-level patterns, and searching for root causes, will be most meaningful, as well as just interesting, within a framework of bioregional stewardship. A bioregion re-connects us with living systems, and each other, through the places where we live, and through our bodies  – not just through our ever-active minds.

A bioregional focus reminds us that we live among watersheds, foodsheds, and fibersheds– not just  in cities, towns, or ‘the countryside’.Growth, in a bioregion, is redefined in a healthier way, too –  as improvements to the health and carrying capacity of the land, and the resilience of communities. And because value is created by stewardship, not extraction, a bioregion  frames the next economy, not the dying one we have now.

Third: in our ongoing search for new and better ways of knowing – and being – we have huge amounts to learn from non-literate and indigenous cultures whose experience of the world is more direct than our own.

One way to empower local communities and their regional economies to manifest their visions of a better future is to re-localize production and consumption and thereby strengthen regional economies.

There is an important role for international trade and global exchange of goods and services, but not when it comes to meeting basic regional needs. Wherever feasible we should meet our needs as locally or regionally as possible and restrict the global exchange of goods to those that cannot be produced in a particular place.

Open innovation and knowledge-sharing at a global scale will be an important part of the process of re-localizing production and some global companies are already beginning to explore how to reinvent themselves as facilitators of the shift towards ‘distributed manufacturing’ and ‘the circular economy’.

Since 2013, together with Forum for the Future, I have been involved in conceiving and implementing a long-range innovation project for the Belgian manufacturer of ecological cleaning products and detergents Ecover. The project uses the unique island conditions of Majorca as a test field to explore how a global company like Ecover can help to facilitate a shift towards localized production for localized consumption based on local material and energy resources and in collaboration with local business partners. In the process we studied the potential of the Majorcan bioeconomy to deliver — in a regenerative way — enough biological raw materials (from waste streams) to produce cleaning products for the local market.

The island is particularly dependent on imports of consumer products and food, due to the increased demand caused by 16 million tourist visits each year. While the long-term sustainability of such mass tourism is more than questionable, these visitor numbers provide the economic engine that can finance the transition towards local production, food and energy infrastructures.

Ecover and ‘Forum for the Future’ collaborated with an on-island network of multi- sector stakeholders to create a showcase that, if successful, could serve as a transferable example and a model for a region-focused shift towards a renewable energy and materials-based circular economy (see Glocal, 2015).

We learned some very important lessons. Simply embarking on the process of co-creating an inspirational experiment like this and involving diverse stakeholders in it contributed to the wider transformation towards a regenerative culture. The conversation about re-localizing production and consumption on Majorca has started.

The regional experiment aimed to take a step towards a circular economy based on re-regionalizing production and consumption. It was motivated less by the potential for short-term economic success and more by the power of experimentation as a way to make sure we are asking the right questions. It catalysed a local design conversation while Ecover explores how it could reinvent itself as a global knowledge and business partner with a wide network of regional collaborators enabling distributed manufacturing and promoting regional economic development.

The transformation of our systems of production and consumption is a creative design challenge that will require whole-systems thinking and transformative innovation at its very best. The resulting disruptive innovations will ultimately make the existing system obsolete.

We were effectively trying to redesign production and consumption of chemical products, creating a local product by trying to operate more like an ecosystem. In an ecosystem, materials are sourced locally and assembled in non-toxic processes based on renewable energies.

The promise of this regionalized production system is a more diverse regional economy that generates jobs, encourages efficient use of regional waste streams as resources of production, helps local farmers get a good price for the food and biomaterials they grow, creates resilience by increasing self-reliance, reduces dependence on expensive imports, and contributes to the effort to quickly reduce greenhouse gas emissions by reducing transportation of feedstock and finished products.

The first steps towards achieving this are already being explored in many industrial ecology projects around the world (see Chapter 6). Even if some of these current projects are hybrid systems that still rely on fossil energy and non-renewable material resources, they are achieving increases in material and energy efficiency by connecting previously separate industrial processes in ways that turn one industry’s waste (whether material streams or waste heat) into another industry’s resource of production. They are second horizon(H2) stepping-stones to renewable energy-powered regenerative systems.

Unleashing the full potential of such ecosystems of production and consumption based on integrative industrial design requires regional collaboration across all sectors and all industries. The synergies that can be generated when previously separate industries are linked through ecological design thinking are substantial.

The book Blue Economy summarizes a number of such ground-breaking design solutions that are being implemented or are in advanced stages of development (Pauli, 2010). It offers inspiration for green entrepreneurs to get involved in H2+ transformative innovation.

The overall shift is away from a fossil fuel-based industrial system with centralized production facilities that rely on bringing raw materials from all corners of the Earth only to then distribute the finished products globally again. This wasteful system is based on outdated industrial design solutions developed during the first industrial revolution where the economics of mass-manufacturing meant bigger was better, and cheap abundant fossil fuels and non-renewable materials were taken for granted.

Currently, the vast majority of our consumer products contain petroleum-based materials. During the first half of the 21st century we will witness the transformation of this global system of production. We will begin to co-create a material culture that relies on locally available materials, green (plant-based) chemistry and renewable energy sources for regional production and consumption.

Integrative design based on whole-systems thinking and the kind of nature-inspired design solutions explored in the next two chapters will help us create ‘elegant solutions predicated by the uniqueness of place’. This is how my mentor Professor John Todd, a pioneer in his field, defines ecological design. Such solutions are an elegant blend of the best of modern technology and a rediscovered sensitivity to place, culture and traditional wisdom. New technologies are opening up a 21st-century, design-led re-localization enabled by global resource-sharing and cooperation.

Distributed manufacturing is becoming a reality as new 3D printing technologies enabling additive manufacturing at a small scale are developing rapidly alongside revolutionary approaches to open innovation based on peer-to-peer collaboration, the spread of ‘Fab-labs’ and a new maker culture, breakthroughs in material science, as well as diverse bio-economy projects. Much work is still needed in the area of developing locally grown and regenerated feedstock for 3D printing technologies.

The Open Source Ecology project started by Marcin Jakubowski demonstrates how inventors and technologists are already collaborating globally to recreate regional means of production that are increasingly independent of the centralized mass-production systems of multinationals.

The project’s aim is to create the ‘Global Village Construction Set’, an open-source design and engineering library of detailed blueprints that will enable people with basic engineering and technical skills to create the 50 most important machines needed to build a sustainable civilization. We are beginning to ask:

How can we implement the global shift towards increased regional production for regional consumption?

How can we create effective systems of open-source innovation that enable people globally to share know-how and design innovations?

How can we ensure that re-regionalizing production and consumption will happen within the bioproductivity limits of each particular region, and strike a balance between growing food and growing industrial resources regionally?

How can we make 3D printing technologies sustainable by ensuring that they use locally produced, renewable and up-cyclable feedstock in environmentally benign ways, powered by decentralized renewable energy?

How can we use bio-refineries and advanced fermentation technologies to facilitate the shift from a fossil fuel-based organic chemistry to a solar- powered, plant-based and non-toxic chemistry in order to re-invent our material culture?

An early lesson we learnt in Majorca is that a successful bioeconomy requires widespread collaboration between sectors. Policy interventions are needed to regulate access to biological resources and their sustainable (regenerative) production and use. With limited bioproductive potential within a particular region, we must find ways to create ecosystems of collaboration that optimize the use of available resources.

Regenerative design solutions require whole-systems design conversations across all sectors of society. From these conversations a guiding vision will emerge. This vision can be made reality, one place at a time, by all of us. [At the time of writing, the Ecover Glocal project is not advancing, due to a lack of funding. It created a network of collaborators and planted a vision that is likely to be taken up again in the future.]

Shann Turnbull: The survival of society may depend upon it becoming governed by the nature of its host bioregions, as occurred in pre-modern times with Australian Aboriginals. The three most important requirements for establishing a decentralized, locally governed ecocentric society are to:

  1. adopt a framework of ecological property rights for land, buildings, enterprises and money;
  2. adopt an ecological form of ‘network governance’ as was practised in pre-modern societies, and as re-invented in stakeholder-controlled entities;
  3. encourage a decline in the global population through education and through providing universal basic incomes (UBIs) to remove the need for children to provide care and income for citizens.

These three requirements are mutually reinforcing. Ecological property rights create a way to provide citizens with income-producing assets to fund UBIs and in turn facilitate degrowth. Property rights become ecological, I contend, when rules of ownership adopt the ‘use it or lose it’ processes that emerge in squatter settlements, for instance (Turnbull, 1983). Ecological governance arises when network-governed social organizations introduce distributed decision-making to create distributed intelligences, enabling a comprehensive management of complexity. The John Lewis Partnership is an example of this, as are ants and bees who collectively decide where, when and how to construct and maintain their complex dwellings. Ecological governance would insure that income was: (a) appropriately distributed; and (b) not captured by the greedy.

Ecological property rights would counter inequality in three ways that economists generally neglect. These are: (i) overpayment of investors in a way not reported by accountants; (ii) windfall gains in urban land created by public investment and by others; and (iii) interest paid on money.

Tax incentives can be used to divert overpayments of investors to stakeholders and others to fund a ‘community dividend’ or UBI (Turnbull, 2015). Bottom-up decision-making with citizen referendums can provide a way to democratize the wealth of cities from self-financing infrastructure investment (Turnbull, 2017). It requires all windfall gains to be captured by a suburban real estate investment trust owned only by resident voters to eliminate the cost of land for commercial investors and homeowners. This was illustrated by the case of First Garden City Limited, which financed the town of Letchworth, 35 miles north of London in the UK (Purdom, 1913). As land is typically half the price of a dwelling, such self-financing would halve the cost of new homes to generate a virtuous self-reinforcing sustainable process.

Money that has a negative interest rate is ecological because it follows the ‘use it or lose it’ rule. It would avoid inequality generated from the unfair process of money being able to make more money through earning interest. Ecological money would be highly attractive. It would reduce the current excessive costs of the financial system by eliminating bank and credit card transaction fees. These are ten times greater than the costs of privately issued negative interest rate money used during the Great Depression (Turnbull, 2016). Ecological money would not carry out the conventional roles of money to be a store of value or a unit of value. It would simply become a medium of exchange to avoid the inconvenience of barter. A stable index of value should be established independently of the financial system. Real assets, mortgages and equities would provide stores of value.

There are a number of other ways of allocating resources than using markets. These include families, clans, tribes, communities, associations, networks and hierarchies in the private and government sectors. An ecocentric society would enrich democracy with a more humanistic mix of governance mechanisms. A more detailed outline of this vision and how to get there is presented in Turnbull (2015).
