Another highly corruption-resistant economy, Hong Kong, depends for a huge share of its budget on annual auctions of leaseholds (all land there is owned by the government). Any moves that contaminate the enrivonment with favor-giving lowers the paychecks and the land lease revenue flows.

For countries trying to move from statism/crony capitalism, an opportunity to do so does exist — creation of world-class free economic zones, in which a substantial share of the land rents flow to social ventures (e.g. vouchers for health care and/or microscholarships to ensure new choice in learning).
