Although the article is very interesting on a global scale for fostering cleantech adoption and development, the #6th point ‘Setup of international Clean Tech patent libraries’ leaves me doubtful.

” Users should be enabled to buy access by warranting a percentual share in later profits. The gains would flow to the library and distributed among those who contributed to the technology in question. The allocation formula should be based on the frequency of technology use.”

How would this differ from the existing industrial patents mechanism, except that the entry fee would be much lower (near zero, because based on future profit sharing) ? When licensing a technology ‘per unit’, a manufacturer will gain profits based on the number of units the license buyer sells…
