In fact I have absolutely no idea what the word “decentralization” means as he is using it – it makes no sense whatsoever. He says, “..of going from a world in which power is decentralized to a world in which power is distributed.” How is power decentralized? We currently have a vast centralization of power and rigid hierarchies throughout the political world. Central organizations everywhere dominate the political and economic landscape – The World Bank, IMF, The European Union, GATT, NATO, NAFTA, do I need to go on?

Where I agree with the author is yes, power is becoming more evenly distrubuted, but to me that is exactly the same thing as decentralization. Like I said, the author has a very, very weird idea of what decentralization means. Definitely the most confusing article I’ve read in months.
