What would need to happen for a Land value tax to become the major mode of taxation?

Henry George and his idea of taxing land also influenced Silvio Gesell, who with his proposals of “free money” and “free land” was attempting to more fairly distribute the tax load while stimulating commerce and entrepreneurship and providing a basic family income. Gesell’s proposals are available in his work “The Natural Economic Order”.
