And seeing the inadequacy of national governments to take action can make it very tempting to dismiss them and to focus on cities instead. But this would be a grave mistake, in my view. Rather than sitting back bemoaning the failure of governments and diverting all our energy into cities, the real task for citizens is to take transnational action capable of driving national governments towards global cooperation; the kind of action that is proposed – and made possible – by the Simultaneous Policy (Simpol) campaign at http://www.simpol.org For even a “global parliament of cities” (if such a thing were even possible) could not possibly take the necessary action.
