That’s ‘the commons’ that needs protecting – think back to the enclosures.

Personal data is the new oil. It just needs aggregating, protecting then monetising on behalf of those who ‘mine’ it by means of a co-operative ‘asset-lock’. A world community that owned this resource would quickly turn the tables on the machine driven businesses that require this energy source to keep going.

What is utopian or not depends upon if it’s built upon the knowledge of human behavioral ecology/biology. Terje Bongard resently had an interview about a transformation of society into an in-group-based society, which is the only way in which a sustainable society can work. Still, I think this kind of society can be very flexible.
